Stop the Illegal Details

We're reading in the comments section that the city is taking at least a single midnight car out of many districts and sending them to 011. Unless they are asking for volunteers OR going by reverse seniority, THIS WOULD APPEAR TO BE A VIOLATION THE CURRENT LABOR AGREEMENT. The department can't just up and grab you out of your bid spot for a detail. That's why you bid there in the first place - you wanted to be there. And they can't take that away from you for a FULL YEAR.

What we need here is someone to come forward and file a grievance if, in fact, they are sending people where they don't belong against their will and their contractual obligations. At the very least, we can make FOP get a ruling on it from an arbitrator.

Thank god for Jane Byrne and the union representation we were finally able to get. Without that contract, Mr. CHICAGO POLICE could, theoretically, of course, work in a different district every night. Many were punished for speaking out, being different, or just having different clout. They could send you wherever they wanted. You had to toe the lie or face expulsion to the farthest district imaginable.

It really wasn't that long ago and a lot of progress has been made, as well as some poor choices (it's only a dollar a mo. for health care). But, it's the only thing keeping your seniority RIGHTS alive. My suggestion to you would be to become a fair share member (unless you are wayne or sean), give up any and all seniority rights (furlough selection, watch bids, etc...), and hope for a "merit" spot in the next class.

In case you haven't notice, we career mice have been working in Filmore - and EVERYWHERE else we've been told for the last 18 months. We cannot complain because if we do we loose our details, 5 day work week and weekends off.

it's funny that operation closed market po's only work days in 011,007..why dont they take some of the house mouse and make them work afternoon/midnights what they only think drug sales/shooting take place during the 0900-1730.
they should make them start taking jobs on the board and quit sleeping and reading the fucking paper.

That’s BS. I guess all the copper neighborhood have to act like A$$holes in order to get police protection. Where's the TRU unit. I thought they were supposed to put a stop to all crime!!! If the Tact units would make some quality arrests maybe manpower would not have to be sent to 011. Look at what tact brings in..... drinkers, and nickel bag weed. Big deal, try and solve crime since you don’t handle any calls anyways. As far as TRU, stop impounding cars..... Lock up a bad guy once in awhile.

I'm embarrassed to say that I have recently became a "house mouse". I miss the street and am looking forward to hitting it again when I've worn out my welcome. (it will happen) I miss the smell and the feeling of being out there. I had to go inside because of family issues and am thankful for the opportunity this job afforded me. I would like to work in any fast district and I worked in all of them, but since becoming the "family man" this job is just what it is. Either I divorce the wife/kids or I give up chasing dude. Family first, job second. After a substantial amount of time on the job, it's become "look out for the future, ie: retirement, home out of shitghetto, kids high school/college, life after retirement. The world still LIVES and time goes on. YOU'LL NEVER STOP CRIME OR DRUG SALES. Plan for life after the job. That goes for ISP, also. p.s. Grow up guys/girls

I pay alot of money in taxes to have police in my area and I don't want them leaveing my home and family unprotected.

First, if you don't call the police you don't get the police. Every time you see an unfamiliar car, person or persons in you neighborhood, call 9-1-1. Give a complete discription and say that you will be looking for the police. When you get to work, look up the event and check it out, most times the discription and other info you give won't be there. So much for civilian call takers.

Make the police spend time there and show the bean counters that there are call for service in your neighborhood.

When you are at work, run "USM G/011" or whatever on the computer when a you hear that outside district cars are there for some mission. If the car is your local beat car, call the W.C. of your home district as a concerned citizen and demand that they get a car, a supervisor or a wagon to immediately cover that beat. Tell him/her that you are going to call the alderman and complain about this and demand that you see that cover unit on your block. Then call your alderman and bitch loud and clear, tell him/her what those
#*$^&*s are doing to department, to protection at your home. While you are at it, bitch about what the mayor is doing to your benefits and ask him if he can work with the next mayor to restore those benefits.

If I'm not mistaken,aren't we budgeted for around 12-13,000 P.O's? Everybody on this department knoes we don't have anywhere near that amount.I don't think we're even keeping up with attrition.Obviously the manpower shortage has gone critical.The real question is what is Daley and personnel going to do about it? Why hasn't the media picked up on this story?What's being done with the budget money not being spent on additional P.O.'s? The media and "joe citizen" need to be made aware of the situation.There's no reason 016 or any other dist should be undermanned if the budget money is there for additional personnel.If it'sthe allocation of manpower,maybe we need to cut back on the additional units;TRU,SOS,and put some(not all) of those P.O's back in the districts.Manpower in the districts should be priority #1.

You seem to misunderstand the issue here. Police districts were assigned based on call volume. If the 15th district is assigned 9 beats then that is what was called for to police that geographic area. When you remove cars from that district you're doing a diservice to the citizens that live in that area. Also more importantly you are increasing the chances that a P.O. will get hurt. I was in court listening to a 016th district copper testify for an agg. bat on po case. She was 99 (btw I thought there wasn't suppose to be 99 cars on midnights?)and said that she fought with a drunk for 5 mins. Can you imagine having to fight with some moron for 5 mins straight before your 99 assist car arrived? Thats total bull$hit. There is no reason why it should ever take a copper 5 mins to assist another copper anywhere in the city. Police beats were created with purpose and there is no reason why they should leave some of them un-manned. If filing a grievance is a way to get those cars back then so be it. The city holds us to the contract its about time that we do the same.

Eliminate the college requirement for already certified officers working elsewhere (lateral hires) and raid other departments for more guys willing to work here.

Alot of young guys from other departments would come here for the money and the action, if only it were made a little easier.

I can verify that as of February of 2005 the Department was at approx 9,700 sworn. By now, I'm sure it's less, since the academy definitely did not put enough through to cover the retirements.

Yet...we are still budgeted for 13,500. Where did the millions of unused salary dollars go???

The Tact Units are forced by management to make silly bullshit arrests due to the bean counting. Try and work a case or stay up and available for serious "in progress" calls and the numbers fall. They then compare you to other idiots on Tact who make tons of arrests for bullshit and then say you are dogging it.

Hey 1:00 p.m. If thast's the case, then get ride of the civilian dispatchers and call takers. They suck! How many old time coppers do you know who had to take a "Time out" in a special room after a 10-1?

It should be a requirement for every P.O. to work at the 911 center handling calls and dispatching so they can get a feel of how it is on the other side.

It's a great way for those P.O.'s who are close to retirement, but don't want to give up the street entirely, to keep their hand in things.

Hell, those old guys knew how to dispatch, they knew who the dogs and workers were and they knew where every car was at all times. Not like this politically connected nitwits who go cry to their supervisor if your talk back to them or refuse a job.

The could tell, even before you knew, if you needed help and get it to you on the double. Real police dispatchers were gods!

Most of the time I'm sitting in the car saying to myself, "What did she just say?" And I have to rely on someone who can't speak English clearly to save my @ss? Scary....

Every PO should have to dispatch? No offense, but back when it was only POs dispatching, of the 300 or so assigned, there were something like six or eight TOTAL over 20 years who could handle zone 10. Two or three who could handle the old zone 6.

If you or anyone doesn't believe this, you should ask the former sergeants and lieutenants they put up at the OEMC originally, or almost any of the POs.

And did you just say "Not like this politically connected nitwits who go cry to their supervisor if your talk back to them or refuse a job"? OH MY GOD. If nobody ever told you this before, YOU COULD BE FIRED FOR REFUSING A JOB.

You ever trying doing this to one of the POs in the old days? in 20 of 25 districts, you'd be sent home within an hour. Nowadays, they promote you goofs.

The theory on the silly bullshit arrests you speak of is a pretty easy one to comprehend and is based on New York's broken window theory; if they are on the corners drinking, shotting dice, jumping turnstyles, pissing on the wall etc. lock them up, you end up popping a bunch of warrants that otherwise would have gone unchecked, you get to debrief people and see what you can get out of them, they can't be 0110 or 041a victims, career criminals can't ply their trade and get tired of the constant pinches and ther citizens are happy and feel safer, soooo swollow your pride and lock em up, you can't hit a home run every time.......

As a street copper, you'll learn more in a year in 011 than you would with ten years in 008 (even the east end).
Barring the ubiquitous dog-asses and inside crew, Fillmore is "the REAL PO-lice".

With respect to this legendary district, why don't they drop this "Harrison Street" bullshit and call 011 what we've always called it--FILLMO'!

I first heard the expression from the citizens of the Garfield Park and North Lawndale communities as a rookie assigned to 4001 W. Fillmore St. Folks would say "Office, y'all be outta Fillmo?" After responding in the affirmative, citizens would reply "You be da REAL PO-leese!"

Working 99 on midnights? That's up to the PO. You can and should refuse to work 99 on midnights or afternoons. The only watch that the city can man as a 99 is on days. If they do it on any other watch that is up to the PO. If everyone on afternoons or midnights refuses to work as a 99 unit then they have to put cars down. THEY CANNOT FORCE YOU TO WORK 99 ON AFTERNOONS OR MIDNIGHTS!

I gotta agree with the posters who speak of when Police Officers were dispatching. I came on this job 20 yrs ago and was amazed how sharp our dispatchers for 009 were. They knew the area they were sending you into, knew the residents of the problem houses, police fighters etc., without all this computer stuff. They knew it from experience. These folks took PRIDE in their work! And they knew that on any given occasion, without warning, they could be our ONLY lifeline! If the city was interested in making a difference, they would give the dispatchers a job that wasn't as vital to the safety and welfare of us Officers. Give the dispatching jobs to Police Officers who have at least 20-25 yrs on the job and are looking to get out of the district for their last few years before retiring. The dispatchers rotated when we rotated, so there was some continuity. They would show up at our watch parties, BBQ's, Christmas parties and they knew you by the beat you worked. If we had to transport a prisoner to the old 001st district, we'd make a call to the zone and bring them lunch, coffee or whatever they needed. There was a mutual respect and camaraderie that is gone forever. We can't blame the current dispatchers-they were just looking for a job. But, they have no idea what it's like to be on the street in a hairy situation and you have only your partner and your dispatcher to help you. These dispatchers worked the streets, and know that any "routine" situation can go south in a hurry. I still think that one of Daley's biggest blunders was replacing the Police Officers dispatching with civilians. It's not all about the almighty dollar. Occasionally our safety should come into play. I apologize for the long post, but it's my #1 concern.

HERE IS WHAT TO DO IF YOUR LOCAL BEAT CAR GETS SENT TO 011, (except for a real emergency).

Call your alderman during business hours. Complain, as any citizen can under the 1st Amendment about this greivance. Give the aldeman Chief Everett Johnson's cell phone number, 312-907-27xx and his home number, (you can look them up) and ask that he/she keep it handy. Then tell him that if you hear that 1614 or whatever is in 011, except for a real emergency, that you will let him know no matter what the time. You can look up your alderman's phone number on zabasearch.com, or lexis-nexis.com. Then he can wake up Chief Johnson and tell him that if he want's to keep that gold star and company car, get that car back where it belongs.

A couple of calls from angry alderman can make the department do the right thing.

what seems to be happening, is a lack of confidence in Dept. leadership (and justifiably so).....there are ways to show that: 1) decrease in arrest/enforcement activity; 2) a no show at the St. Jude parade (and I know that is controversial, i.e., the parade honors our fallen); but if the FOP won't take the lead, then what?

You are right. Many POs protest the Administration by boycotting St. Jude. BUT, you in essence are disrespecting our fallen. How about a alternate to ST. JUDE and have our own ST. JUDE Parade. Run by POs for fallen POs. No affiliation w/ the Dept. Leadership. Apply for a permit and Have a REAL ST. JUDE PARADE BY REAL PO'S FOR FALLEN PO'S.

Frankly, I don't want to him to show up at St. jude's.

His presence would disrespect our deceased brothers and sister. We should respect for them by marching.

It would be much better to stage a real big protest at the St. Patrick Day Parade. Have the widows and retirees lay down on the street in front of the front marching line of politician/honory marshalls and refuse to drag them away. Make Daley flee the scene or walk over the retirees for real like he does when he lowers our benefits. That would make the front page worldwide.

Other unions would probably join into such a protest. If they ahd any balls.

But we are getting away from the focus of this thread, Stopping
Illegal Details, and leaving our homes unprotected.
