Midnight Gang Teams

Someone pointed out the coverage in the sun-times of the "new" midnight gang teams being deployed in 4 of the 5 Areas. Rather than "hate" on the gang teams, we applaud the city and department for realizing there is a gap in the overnight coverage and crime truly is a 24-hour a day problem.

However (there always seems to be a "however" in this town), they seem to be leaving out Area 3, because as the article states "...crime is relatively low there." It's all well and good that crime is low there, but we've heard (someone correct us if it's wrong) that they are still pulling coppers out of Area 3 districts to man the midnight teams. That would seem to be robbing Peter to pay Paul. Especially in light of the superintendent admitting that 92% of his districts are undermanned. We're just curious, and so are our neighbors and the aldermen and the media we write letters to. Can anyone confirm if this is true or not? We'd like accurate information so we aren't just spreading rumors (which is still fun).

UPDATE: 1215 hours - We don't think anyone has answered the question posed - are they pulling cops out of Area 3 Districts to cover the midnight gang teams while NOT deploying in Area 3? This thread WASN'T meant as a 025 v 016 flame war. Try to stay on topic.

Problem : increasing crime/calls for service.

Cause: manpower shortage.

Solution: minor re-organization, create a new position or change the name of an existing position.

The city's manpower numbers show we are below what we should have. Sick, when you consider at least 10% of officers are detailed out of the district, but still count in the district numbers. Sick, when you cinsider the number of inside (clerical) spots that still count in those numbers.
The baby boomers and Vitenam era hires are retiring, and not being replaced.
Does the city hire more cops, hell no. This summer, they shut down the academy for "physical improvements" for several months. They stopped hiring in January, waited until all cadets were graduated and out, Didn't start hiring again until September. Good luck if you can spot any physical improvements at the academy. It was a hiring freeze, pure and simple.
We are short several hundred officers every year for the last several years (possibly over a thousand now), and every year a full police force is budgetted for, and monies are collected for.
Question: WHERE IS ALL THE MONEY GOING that was collected to pay for police that don't exist????

TQM - total quality managemant.
This department fell in love with it about the same time as the implemention of CAPS. Was made popular by Motorolla. Turned out to be o.k. for a product based industry, poor for a service based industry...such as police. not sure if 1:40:04 was accurate in his anology, but I can see the point I think he is making.
The running joke was always "if a department is not producing, change it's name".
CAPS -> public relations
youth -> SVU
prop -> RBT
v/c -> HGSCU
etc.

I applaud the department and its decisions to assign and deploy officers where and when they are most necessary. Cline has made the reduction of homicides and aggravated batteries as the number one priority. The Area 4 Midnight Gang Team is doing a great job.

Attention! ARE YOU GUYS IN 016 TIRED OF THE TRASH TALK OF THOSE BUST OUT DRUNKS FROM 025! Heres what you do go by that Teasers on Higgins after Midnite and write all the cars illegally parked! You will see all those winnie 025 cops crying, than have a supervisor on scene make them blow. if they are drunk and armed you know what to do. THEY NEED A GOOD HOUSE CLEANING THERE. ENJOY!!!

That's the most pathetic thing I've heard in a while.

Makes sense, though. I mean, they'd never have the balls to go a respectable EP bar.

Too many real police go there.

And guys from 025, please stop going to Teasers. You're gonna give the rest of us real coppers a bad rap. That's another bar I used to go to back in 1985. Wow! When you take off the training wheels come drink with the rest of us at a real bar.

Area 1 has a midnight gang team as well. I could be wrong but I think one of the main goals for the gang teams is to gather information on known and suspected gang members that are encountered on that watch. A lot of times the gang teams run names and do contact cards and don't make arrests.

Go tell one of your "instructors" that you saw the Real police (GASP!) put their hands on someone and call them bad names. Face facts some districts are busier than others 16 is slow, if you don't want to get your balls busted bid out and work somewhere else. As for the 16 v. 25 crap let it go. Who's answering the 10-1's we are, who takes care of each other on and off duty? We do. You know why? Because nobody else will, and if there is a "copper" in 16 writing 501's to the police you should take a look in the mirror you coward. How about putting them in the squad and giving them a ride home, there's a novel idea. Karma is a bitch.....It's a thin blue line that's getting thinner everyday, at least take care of each other. The best part about the 016 vs. 025 post was, " have a supervisor on scene," what a pussy, if you want to stir it up with off duty p.o.s writing parkers and duis have the balls and do it yourself, no supervisor necesary until they are REQUIRED to blow, then its the w/c or street deputy who will give that order. Quit being a pussy trying to middle a sgt with your bullshit; heres a novel idea, leave the off duty guys alone.......

Once again Phil stuck it to us tax payers. 2 weeks ago, one of my neighbors had his car vandalized...between 1630 and 2100, on a Sunday!

Then, this past Sunday, another neighbor's car was stolen between 1000-2300 (don't know where he was, what he was doing).

I told them what's going on with the details, etc and they're pissed. Suppossedly they are going, en masse to the next CAPS meeting to complain.

Beware 020 District.

Midnight Gang Teams are a good idea, but in forming them they took 2 people from each distrct in the Area. So what do we have . . . 2 less people on Midnights, so 2 less people that can get time due. These midnight gang teams are stripping midnight watches of their best people. Anybody out there look at the manpower in beat cars on midnights? Some districts are so short it is scary. The district I work in often gets wiped out by 2 shootings or homicides which happen in a close timeframe. Managing these scenes, when everyting is up for grabs is a very manpower intensive, and a real Officer Safety Issue. Meanwhile, back at the ranch, a RAP sets in, and there is no one to fight the 911 monster. What is the answer? Maybe giving us more police on the 1st Watch. But this is a management/Labor issue. Can't go there.

To 9:02...not true about taking guys from midnights--Area 4 team has 6 of the 10 guys assigned from 2nd/3rd watch and a couple left outside units to take the spot. Wonder what their motives are? I think they want to work.

to: 09:02.....I agree, the midnight gang teams could be a good idea, IF the districts had enough people left to man the cars and folks could get time off. It seems to me that there are two groups who are being hurt overall: 1) the public, as they have no idea or appreciation of just how short the districts are (and why it takes so long oftentimes to get to their calls for service); 2) the officers who man those beat cars, who either work -99 or face potential delays in getting backup. The whole situation seems to be a disaster (in some form or another) waiting to happen....and when (not if) it happens, just watch the politicians, including those at 35th street, start to dance.....
