Open Thread

Tis the season and all that, so we are going to be taking a short break today as we finish up some shopping or cooking or wrapping or something. We'll be posting this evening and we're assuming everyone is ducking out early for the long weekend. So post your Christmas thoughts here if you aren't going to be checking in over the weekend.

WE WILL BE POSTING OVER CHRISTMAS.

Perhaps not three times a day, but we will be here (or somewhere near a computer). Expect a Quick Hits post, an update on the Sergeant's contract if they settle, something special for one of our celebrity readers and who knows what else. We've also got a fun post for next week that ought to stir the creative juices a bit. See you this evening.

Love this job. Always will. But we have leadership issues, and a lot of it has to do with the way we promote. Lots of questions surrounding the Cancer Cluster blog. Hopefully the U.S. Attorney will look into it.

We could require a masters degree from Ivy League schools and we would still have dip shit of duty stuff happening. It always has and it always will. Just get used to it, but feel free to bash on those who are guilty. They deserve it.

Not sure what will happen next year to Daley, but I'm sure he's worried. Incidentley when we talk about that drooling idiot we should bring up his brain more often, Degnan and Joyce. They do his thinking. If you don't like how Daley treats the police you should look at those two. Daley hasn't had an intelligent thought in, oh how about never. Joyce was a cop, but don't kid yourself he was not one of us. One of his kids runs the ASAs for Divine. If you do or don't like the ASAs you can thank Joyce. I'm sorry, I'm starting to sound like John Kass.

The FOP. Well listen, until we start putting in lawyers and accountants (in other words educated people) in charge of the FOP we will be walked on all over by Daley. The problem isn't Donahue the problem is that nobody (Daley) fears the FOP. When you get someone smart in there (we have smart people on this job, but the city gets control of them- get a law degree and get promoted) they will cause real problems (lawsuits for Freedom of Information etc.,). I know the FOP has lawyers on retainer but believe me they are not interested in taking on big dick. It tends to be a career killer in this town. The FOP positions pay very well but we don't have any kind of recruiting effort (we tend to get loud mouth goof balls who do the most whining). If you know a smart guy (well educated give them some encouragement- lawyers and accountants welcome- if they happen to be aggressive cops great, but definitely not a requirement).

On ABC 7 news tonight, there was a segment about an investigation regarding police officers allegedly taking \"inappropriate\" pictures of the Midway airplane crash, and then posting them on the Internet. One of the accused is a female PO who is now detailed to the Detective Division for investigative familiarity training. In other words, she is in the next sergeant\'s class. She had pictures taken of her standing next to the plane with the 6 year-old victim\'s car still in the background, AND SHE IS SMILING! In addition, she e-mailed the photos to everyone she knows! What do you think the victim\'s family will think of the pictures? STOOOOOOOOOOOOOOPID!

December 22, 2005 - Several Chicago police officers may be getting in trouble for apparently taking some souvenir photos of themselves next to that Southwest Airlines jet that crashed outside Midway Airport.

The pictures are now making the rounds on the Internet. They appear to show several plainclothes officers posing in front of the plane and close-up shots of damaged vehicles.
A spokesperson for the Chicago Police Department says the photos are \"regrettable and inappropriate.\"

The department is still looking into whether the officers were assigned to the crash scene or used their police credentials to get close to the crash or onto the airfield.

Also rumor is that some CPD officers are in hotwater for taking their photos posing next to the Southwest Jet that crashed at Midway several weeks back. The Department is investigating!

FROM THE LEXINGTON HERALD-LEADER, November22

LEXINGTON, KY - The city owes more than 600 Lexington firefighters nearly $700,000 because of a miscalculation in overtime pay, according to the state Department of Labor.

The state discovered the problem when it audited the city's firefighter overtime records after a complaint was filed by the local chapter of the International Association of Fire Fighters in June.

Lexington firefighters have been underpaid because their overtime pay was calculated using their base pay instead of their total salary, which includes pay supplements such as a uniform allowance, special duty pay and a city and state training incentive.

Other cities across the state are grappling with the same issue. Last year, a Jefferson Circuit judge ruled that Louisville was incorrectly calculating overtime pay - a decision that could cost that city millions. The case is on appeal.

Joe LaGrotto, an investigator with the state Labor Department, said the department investigates any time a complaint is filed.

Federal overtime laws say that any regular bonuses or supplements that employees can count on as part of their salary need to be calculated for overtime, said Michael Allen, Lexington's human resources director.

For example, an employee who makes $12 an hour could earn a regular weekly commission that pushes his pay rate up to $13 an hour. If that employee works more than 40 hours, the overtime pay should be calculated at $13 an hour, not $12, said LaGrotto.

Lexington firefighters should receive their back overtime pay in December, Allen said.
But Mark Blankenship, president of the local International Association of Fire Fighters 526, said the $693,192.85 the city intends to pay 602 firefighters is a "very low figure" for what is really owed. "It's based only on partial supplements, not all of the supplements."

Blankenship said the union is contemplating further legal action.

The amount owed by the city includes the city training incentive and special duty pay. The Labor Department hasn't determined how much the city must pay in overtime back pay for uniform allowances or state training incentives.

Although the city has been underpaying firefighters for years, state statute allows for only five years of back pay, Allen said.

The city's overtime miscalculation was a minor one, Allen said. The impact to each firefighter averages $230.30 a year, or $8.86 each pay period.

"It's only a little bit per firefighter, but if you look at all the firefighters over a number of years, it adds up," LaGrotto said.

The firefighters union discovered the overtime discrepancy during its recent collective bargaining sessions with the city, Blankenship said.

"We went through contract negotiations and found out the way they had been paying overtime was improper," he said.

The city and firefighters union signed a three-year collective bargaining contract in June. The overtime calculation problem was corrected with the first paychecks firefighters received after the contract went into effect in July, Allen said.

The city plans to cover the nearly $700,000 in back pay by using money from the general fund, the city's main operating account.

Saw the 9-11 thing there. Heard they cleared out the last of the retired POs, though not the last of the retired bosses or the last of the current POs.

I'd think a lot of those calls would be serial prank callers (kids, mentals, drunks), people who otherwise call back, people calling from pay phones or unrecognized numbers which can't be called back or, duh, people who call back themselves or are called back by the center.

So those numbers are a bit misleading.

That said, the retired PO has it right. Chicago would NEVER be able to handle a 9-11 well. Corrupt and incompetent political bosses everywhere. No planning, no training, no staffing, too many people held unaccountable, you name it.

That is, unless anyone here thinks Cline and Trotter are up to it.

And they wonder why Chicago and Cook County are losing population?

Huberman was running 911 during the biggest problem time but he has moved up. Also can 911 be better yes it can it always sounds like a party down their when you listen to the radio. Also it takes two number 1's to do what a number 2 can do go figure.

The way I heard it, they laid off all remaining retired POs.

This has occurred in waves over several years, this being the second or third wave. Not sure, but I think they've done the same to a few, but certainly not all, retired CPD supervisors down there too.

There are a LOT of axes to grind down there. How would you feel if your last 3 bosses were Trotter, Huberman and Velazques?

Don't answer that. I guess it might be the same way most feel having the last 3 bosses as Cline, Hillard and Rodrigues.

Can I ask what the big deal over the photo's of the plane crash are?

I know I have quite the scrap book of crime scene photos and other assorted odd shit from over the last few decades. Hell, I know a few detectives who still send out the most gruesome crime scene photos they can find as Christmas Cards every year!

I don't see why this broad is getting crucified. It's not like she's got her arm around the dead kid with a big smile on her face!

How would you feel if that was the scene where one of your family members just died due to someone else's negligence. Taking photos of a scene is one thing, but posing in the picture and smiling is just wrong. We are supposed to be professional, at least act like it in certain circumstances. Especailly "heater" cases such as this.

All I'm saying is I don't know any coppers who have NEVER taken a pic at a crime scene or some sort of unusual occurance, ie;a freaking plane on Central Ave.!!!

I don't know this girl, but I find it hard to believe to that the thinking behind taking that pic was, "here's me on the scene of a little kid's death". She may not have even known that a kid died at that point, and even if she did, SO WHAT? Is it really any more disrespectful than plastering the kid's face in the newspapers everyday since the tragedy? I doubt she's the only person to have an "unathorized" pic of that plane from that night!

Maybe I'm wrong, I don't know anymore. Everytime I read this blog, I realize I'm a dinosaur and that things like integrity are long gone.

I was e-mailed the photos of the 2 Officers by the airplane and was surprised at their lack of common sense. I worked with them both in 009 and they are very good people. But this was a very poor lack of judgment on their part. The pictures are one thing, but to post them on the internet?? Me thinks they're regretting that move!

At what point and time does a P.O. while on duty suppose to take pictures of a crime scene for personal usage and or gain. At what point in time does that person disconnect from the payroll to follow their own personal venue. If the Dept. is able to restict personnel from talking to the media while on duty should taking and dissembling photos be as restrictive
and if such photos turn up in a commercial media for compensation, the city has legitimate grounds to receive equal compensation for what it employee(s) did on city time

As for the pictures, just plain stupid. Taking them for your own personal scrapbook is one thing (my grandfather was a cop and after he died we found some cool photos among his stuff), but posting them on the internet is just dumb!

How many times have you see or heard about some suicide or homicide scene (wait, aren't they the same now, according to our reporting practices?) photos taken by a P.O. or Det. ending up on the internet?

Anyone connected to that should take time. I wouldn't be surprised if the family added them to their lawsuit for additional pain and suffering. Think about that, dummies.

New Home Sales Fall More Than Expected

WASHINGTON - Sales of new homes plunged in November by the largest amount in nearly 12 years, providing the most dramatic evidence yet that the red hot housing market over the last five years is starting to cool down.

The Commerce Department reported Friday that new single-family homes were sold at a seasonally adjusted annual rate of 1.245 million units last month, a drop of 11.3 percent from October, when sales had surged to an all-time high.

Last month's decline was even bigger than the 8.7 percent drop-off that Wall Street analysts had been expecting. While sales of both new and existing homes are still on track to set records for a fifth straight year in 2005, analysts are forecasting sales will decline in 2006 as the housing boom quiets down.

Analysts are looking for home sales to dip by around 6 percent next year under the impact of rising mortgage rates. Analysts believe that house prices, which had been soaring at double digit rates, will moderate as well.

Some of that price moderation was evidenced in the November report, which showed that the median price of a new home sold was $225,200 last month. That was up just 0.3 percent from November 2004, the weakest year-over-year price change in two years. The November median price was down 4.1 percent from the October median sales price of $234,800.

The US Must Be Swarming With Al Qaedans if That's What the NSA Spying Was All About

It's pretty obvious what the Bush administration was doing with that National Security Administration spying program.

Look at the facts:

The NSA has this awesome computer technology that allows it to use written and spoken keywords to monitor all telephone and internet communications (though it has been barred under law from using that ability on domestic communications since 1978).

And yet, Bush wasn't happy. We now learn (courtesy of a belated report in the New York Times which was withheld from publication for almost a year), that he instead issued a secret executive order to authorize the NSA, or elements within the NSA, to go outside that FISA warrant process to monitor domestic communications 18000 times over the past four years.

Does anyone really believe there are thousands of legitimate Al Qaeda targets to monitor in the U.S.? If so, just who is left for the U.S. to allegedly be hunting in Afghanistan? The entire Al Qaeda terrorist apparatus, and probably Hamas and the Red Army Faction, must have moved stateside to come up with those kinds of numbers!

No. History has made it all too obvious what has actually been going on: It’s Cointelpro all over again.

Whats the Fed Up To With the Money Supply?

Over the past two days, December 21st - when our first Hindenburg Omen (of whatever cluster is coming) - and Thursday December 22nd, the Federal Reserve has conducted one of the largest two-day Repo injections of money into the system since back in September 2001. On Wednesday they added $18.0 billion in reserves and on Thursday they added another $20.0 billion. Is this a coincidence, coming right as we get another Hindenburg Omen? Probably not. Is something high-risk going on behind the scenes here? Let's review some facts at the Fed. On November 10th, 2005, shortly after appointing Bernanke to replace Greenbackspan, the Fed mysteriously announced with little comment and no palatable justification that they will hide M-3 effective March 2006. M-3 has been the main staple of money supply measurement and transparent disclosure since the Fed was founded back in 1913. It is the key monetary aggregate that includes Fed Repo transactions, that mechanism whereby the Fed increases reserves. The date when M-3 will start being hidden also happens to be the exact month that Iran will declare economic war against the U.S. Dollar by trading its oil in Petro-Euros on its new bourse. But there is more. The Federal Reserve currently has three vacancies within the 19 top Regional Bank and Board of Governor spots. Why? Part of ongoing wholesale resignations.

While the pictures show a pretty impaired level of judgement, our judgements get impaired almost universally get impaired in this cesspool.

POs deal with the worst elements, the criminal elements, the residue of the political elements, the results of bad hiring and promotion prospects.

What do we see as a result? Severaly impaired judgements exhibited every day by people on this job. Witness those who tell stories about all the crime scene photos.

Don't get me wrong, I personally don't have a problem with crime scene photos, though this Central Ave. thing does seem a bit extra over the top. But society? Society does not approve of any of it.

Not drunk driving, not bar fights, not unauthorized crime scene photos. Not political hiring and promotions. Not our (including mine) black and gallows humor. Look around you at those not exposed to all of this. They do not approve.

And they shouldn't.

Anyway, I'm just saying, this should not cost her a promotion. Compared to what some of these other promotees have done in the last few years? Come on.

Maybe just ask her to give a prepared statement to the media expressing regret. Maybe 1 or 2 days off without pay.

But Christ, this kind of poor taste is everywhere in the dept. Everywhere.

Some history:

1861: President Abraham Lincoln (16th President of the United States from 1860 till his assassination in 1865) approaches the Rothschilds to try to obtain loans to support the ongoing American civil war.

1865: In a statement to Congress, President Abraham Lincoln states,

“I have two great enemies, the Southern Army in front of me, and the financial institution in the rear. Of the two, the one in my rear is my greatest foe.”

Later that year President Lincoln is assassinated.

9-11 Center is just another political patronage army that da mayor has created to further cement his power and enhance his image to those that do not know any better. They don't know what they are doing down there and it doesn't surprise me that they have dropped this many calls. What galls me is the way they think that they are in charge of the streets. Bring back the old COS room that was staffed with empty holsters. At least they had some idea what the field units were up against and needed. The call taker sat right next to the dispatcher so if the field unit needed some additional info, all the dispatcher had to do was talk to the guy sitting right next to him. Now, the call taker and the dispatcher are in separate rooms. Try to call 9-11 from the crime scene and ask to talk to the call taker. It will take an act of Congress to get you through.I particularly like it when they dispatch a hot call, say a robbery just occured and the offenders are fleeing w/ on "pick a street". "Squad, any discription of the car, offenders or maybe a plate number" Dispatcher- "Nothing further". Then you get on the scene, talk to the victim and find out that all that information was given to the call taker. Happens all the time. Just another example of what happens when they remove the power from the Police and give it to the know nothing civilians. Goudie should also realize that there is absolutely no accountability down there. If you want to beef about a call taker, dispatcher, good luck, it ain't happening. They are a law unto themselves. They do what they want, how they want when they want and unless a supervisor steps in, they run the show. Think about this. That center cost, how much to build? And what has changed since it became operational? Nothing, things have gotten worse. They can make these boasts about how good they are but I guarantee you, they cannot back up the lies that they tell. That retired copper was right, if we ever had an attack like New York had, the 9-11 center would implode, they couldn't handle it. And who is this Velaquez guy? I wonder what is qualifications are.

HOMICIDE TALLY -- Don't have the actual murder number, but it's five ahead of last year on this date. So all the conspiracy theorists' prior forecasts of more death investigations and fudging the numbers don't seem to have come true. After all, if that were the case, wouldn't we still be down? Now don't say that the number crunchers were told to just keep it close to last year. If there were a real sham to fabricate the number, we'd be down. And if we do wind up down slightly from last year, don't say that the big scheme to drop the number kicked into high gear during the last six days of the year. The number is the number and I am proud that its around the same as last year. Shows that 04 wasnt a fluke.

Read Guns, Germs and Steel. It was a best seller. Its not racist. It explains societal evolution, and its very interesting. It traces movement of humans out of Africa through time, and explains how different groups on different continents had different resources. Some made mistakes, like Africans killing mammals that could be domesticated. Generations of their descendants in Europe and/or other places learned to make use of mammals by domesticating them.

It explains the evolution of warfare, farming, you name it.

It acknowledges that we are all descendants of Africa. But it explains how the white man conquered the world.

The author's latest book is "Collapse", which explains how some civilizations collapsed entirely. I'm reading it now.

This is a serious suggestion for anyone. It was a best-seller and winner of national literary awards. Very worth reading.

well i dont think its the dispatcher fult most of the time...its the call taker..they dont care..they have to clear the board and dont care about are safety..they will give you the lic#, color,vin#,city sticker #, of a number 1-parker..but will never ask for the description of a offender. THEY DONT CARE..I hear the guy down their before ..Trotter..hire alot of his people from his church choir,to be call takers,with out taken their applications..so the city got what they wanted again..people who know people..not the best of the best...merry x-mas..

Before you bash the current employees at COS keep in mind that job sucks. It doesn't pay well (nothing like the D-2 pay that police made there) for the civilians. There are a LOT, LOT, LOT of charges of racism and discrimination. Why anyone who is capable of becoming the police would work there as a civilian is beyond me.

This says alot for the stupid mind set of some of the newer cops on this job.The whole city pays your paycheck , not just the north side.If you have any time on the job , hope you enjoy your retirement check from the real vic/citizens from just the real citizens of the north side and don't get a penny from the non vic/citz from the south or west side. The civilians don't have the training and have never been in the trenches. For the most part the civilians wrongly think they can do as well as the police, they can't.

You can cry all you want. I worked a Robbery mission car in a N.Side Dist. It was our responsibility to go to the call, set up perimeters, cut off the escape routes to LSD, do sstops, meet with the vict, make sure the case is done right, write up patterns, make hand out of wanted descripts of offenders, and cars, provide hand outs to the rest of the watch, call back the victs (guess which Area didn't care), do photo line ups, etc.

It's all REALLY frustrating when the ENTRY time is 8 minutes behind the dispatch time.

Yes, they were real victims. Not Juan who lost his pay check to a hooker, or Crack dealing Joe. Get out of the ghetto once in while and you might learn something.

Puhleeze. There are idiots up there now, but there were idiots up there before.

More than once after a zone erupted at a perceived "civilian" who screwed something up, the regular dispatcher would return and announce "hi buddies, would you believe you just called a sworn PO who has been up here for 15 years a civilian? If you want the police to dispatch, me and my partner X would be glad to let the one you were just SCREAMING at come back".

Go ahead and deny it. It happened 3 times in 2 years where I heard it. And there were hundreds of others who heard the same thing.

Crimefile, I tend to appreciate your opinions, but this one is way off.

There were very few that were really good on the busy zones then, and there are very few that are really good on the busy zones now.

In fact, the person shown on the ABC link is a civilian (please don't name her here, I'm not). She was one of the best dispatchers ever, and most of your old-time dispatchers would tell you the same to your face. There are a few like her around... they just don't usually put them on the slow or medium zones anymore.

Just like how I'm pretty sure it is for you guys, your reward for doing a good job is to have more of a job to do. The prize for the pie-eating contest is more pie. You show that you are in any way good up there, its zone 6, 8, 10 or 12 for the next 12 months for you.

Whatever. A lot of them up there do suck. There is a lot of politics, and a lot of rumors about hiring and promotion, uhm, irregularities that have occurred. Sound familiar?

Oh, and did someone ask who Velazquez is? Come on now. He was one of you guys, just like Huberman, and that broad from R&D who did oh-so-much for you guys in her tenure.

Anyway, this is mostly funny to me. That job freakin sucks. Except for a few like Nick on zone 10, almost none of your old timers would voluntarily work 6, 8, 10 or 12. Not the police and not the retired police. Don't believe me? Ask those who went up there in '94 and '95.

Well, if nothing else, I hope you guys are at least nice to the ones who can keep up. Lord knows there ain't enough of em.

I agree 100%. I'd be frustrated as hell. If you can't figure out who to give the job to, still just read shit like that out. I know its frowned upon as "wholesaling", but geezus! someone might be right down the street or waiting for these calls!

One of the stupidest things I ever saw up there was them classify Robbery J/Os as priority 2s a long time ago (1995/1996). B/As were "1s", but Robbery J/Os were 2s. The union reps up there used to tell people to disregard the priorities and get the Robbery J/Os out first. Why? Who wouldn't complain if it took the police 10 minutes to get dispatched after a call is made after someone puts a gun in your face.

It was really weird too. The civilians knew it was wrong. You guys in the field knew it was wrong. The retirees up there knew it was wrong. But a committe of PD bosses were the ones who set the priorities. I think it was changed after enough people yelled or made phone calls.

Anyway, I share your concern. That 8 minutes is totally screwed up unless there were a lot of other considerations.

Also regarding the ABC video, I can't help but wonder why the city bothered to send people to court for this. Its not like anyone down there is sworn to secrecy, and the stuff about dropped calls is pretty well known.

They can redline a car but if they do it's because I am RDO or I am in the station trying to put the worms back in the can. I have told them before if they red line a car after I tell them not to, I will gaet a CR for failure to obey a direct order. They have to listen to the SGT'S, Lt's etc.... They have no choice. Yes there are some real shitty dispatchers but there just some good ones. Bring back REAL coppers to do the dispatching.

EXAMPLE:
Zone: " there's a man w/ a gun at 5200 S. Western"

Bt Car: "squad I don't see any one, give a slow down"

Zone: "units slow it down to the man w/ a gun"

Bt. Car: "squad you got anything more? Where's the caller?"

Zone: " the caller is at 6500 N. Harlem and annonymous, he called 10 min. ago"

Dispatcher go ahead and disobey me when I tell you something and I guaran-fucking-tee you do time!!!

Your authority is limited to some areas relating to disposition of units and jobs. Don't get me wrong, I used to actually like hearing sergeants come up with input. That alone was rare. But order someone not to red line someone?

The dispatcher would be subject to discipline for FOLLOWING this "order" from you. Weird that you think otherwise.

Where did you get this idea anyway? I probably had a dozen supervisors call on me at some point, including people who called old friens who were my supervisors. Never had one disciplinary complaint sustained. Never was wrong either.

The shame is, for every one like you who thinks you have more authority than you do, there are ten more who refuse to use the authority they do have, by authorizing (or "ordering" if you want to put it that way) dispatchers to hold priority 2s (as appropriate) and 3s (for beat cars).

Can you have a talk with those guys? EVERYONE WILL THANK YOU.

Hey, take it easy on the dispatchers. They are often our life line when a situation goes south in a hurry.

In my experience, if you are professional and courteous to the dispatchers, you'll receive the same treatment in return.

There is no question that some dispatchers are better than others (as is the case with officers). With that said, I'll take this opportunity to give a shout-out to some top notch dispatchers: Zone 5 - First watch.

The three regulars on Zone 5, first watch, are quick on the uptake and always look out for us. Working with them is like having a third man in a 10-4 unit. Thank you and keep-up the good work!!

I was a suburban dispatcher before I came on the job, and it gave me a big fucking headache. If a suburb can give you a headache, imagine the job the city dispatchers have. So unless they're assholes, cut them some slack. Leonard from zone eight was probably the best....but then, he was a copper.

Hoey here again.

I worked with Leonard (you are talking about last name Leonard, right?) when he was retired down there. That dude is one of the nicest people I ever met, and I know some nice, nice people down there. Totally soft-spoken, in control on the radio etc.

Of the civilians who I remember working zone 8 from my era, a few of the really good ones went on your job from there. You guys had a coupla good civilians, including St...on 3rd watch (Son of the Captain) and Mi... on midnights, both on your job now. There were definitely a few others. From my years there, y'all also had one female PO Re... there who was top-notch.

On the other hand, there were probably 10 or 15 people in the entire OEMC who would take zone 8 without objection and then handle it well. 006 simply does not (did not?) have enough units. Shortest district in the city during Hillard's era. Hope that's changed. And pretty freakin busy overall, 'specially on mids in the summer.

Don't know who is on zone 5, first watch anymore. Tell you this though, I was sitting on zone 4 (5 feet in front of zone 5) when Michael Ceriale was shot. Overheard Ca... (older female PO) raise her voice and tempo and announce it on the radio. Just like you guys when you hear that, people up there definitely get a knot in their stomach and will do whatever they can to get information and resources together.

I remember punching up zone 5 for 6 seconds, and telling my (temporary) partner on zone 4 (Ja..., ex-po) that I was gonna help out any way I could with zone 5. Ran over to zone 013 (20 feet) and told the dispatcher there what was happening and to send whatever she had in 009... I'm sure the whole district went.

It relates to the thing before about having calltakers next to the dispatchers. In the old room, I would have had to run upstairs to go to zone 013 for this. Don't know if it made a difference, but it definitely saved 60 seconds or so (compared to the old room) to only have to run 20 feet to zone 13 from zone 5 and get zone 013 moving.

Having the zones in close proximity helps in a lot of ways compared to having them on two different floors in the old configuration of 1121. Chases crossing zones? No more running upstairs from zone 8 to zone 9, or zone 6 to zone 10, or zone 2 to zone 11 etc....

As a supervisor, I have to say you were right about the red line issue, you control that by the G.O.
Remember this, though, it comes back to the district for a determination and if I don't agree with it then it's a dead issue. In a RAP situation, you can deny a car lunch but if I direct you to grant the lunch then all I have to do is tell you were to stack the pending jobs. You don't need a dispatcher to hear the radio and some copper calling for cars. If I hear them calling I go. I don't need for you to let me know that I should go.

There are awesome ones that add humor and insight and make a nice tour go by quick. Then there are some that seem to only speak jive, i mean I can't understand the shit they are saying...Its real deep ghetto accent. But white black mexican..etc whatever they do a great job together as a whole.
The call takers I think mess up alot of what the dispatcher gets to dispatch to us. Merry Christmas 9-11 and coppers!

Zone12 has a couple of females that have a hard time pronouncing certain words. If your primary job is to communicate, you should be articulate and have a clear and understandable voice. Some of the more striking examples of words that come over the air are: "bambalance", "argerin", "jewree".

Maybe that's being a little picky, right? I guess I wouldn't mind it so much as long as they were looking out for us on the street. They are not. They consistently put units down at the wrong address, clear units who are still down (like on domestics) and, generally, seem to be distracted most of the time.

There is one dispatcher on Zone12 who is a real bitch - full of vitriol and attitude for the coppers on the zone. She thinks that she can dictate what we're doing and has full blown meltdowns on the air if she tries to give you a job and you've got to take a personal or need to get gas. Her name is McGrath, Keli.

When everyone gets their radios after rollcall and you hear her voice coming over the zone, an audible groan can be heard through the halls and lobbies of the station. You know it's going to be a l-o-n-g night. Hey Keli - GFY!

That's pretty good. I started out on zone 1 first watch with R.H. when I was new. And yes, I sucked when I started.

Two years later I'm on 3rd watch on busy zones, and they'd give me zone 1 for a break. FWIW, I always sorta liked 016. Not a whole lotta complaining over there, and not too many hotheads or idiots hiding from me.

But I digress. I give out a job on Nina and pronounce it "Nee-nah". Someone comes up when they see the job on their PDT and says, did you say "Neenah" squad? I replied, "yes, Nee-nah". He comes up, politely, and says, "can you spell that". So I say "sure, -N- -I- -N- -A-".

So the same guy or someone else says "uhm, that's pronounced "Nine-uh".

OK, I'm a south sider and honestly didn't know. Still, being trained in the ways of smart-assism, I answered, "Oh, ok, ya mean nine-uh like the nine-uh, the pint-uh and the santa mariah?"

And then there is "Carondolet" or whatever on the south side. Ugh.

i have many times been just around the corner when the call comes out and the compl. tells me he called 5 min ago. this is unacceptable. the small burbs have the same person take calls and dispatch.

Take calls and dispatch at the same time? OK, since you have an honest face, I'll tell you why this is not feasible:

1. There is limited emergency radio bandwidth. Thus, 2 districts on all but one zone. 7 Citywides, 2 of which are "reserves" of sorts.

Which leaves you with the option of having multiple people doing things on the same frequency. Can you imagine the mayhem on zone 10 if you had 10 people popping in with THEIR OH-SO-IMPORTANT call without regard to what else was happening?

Nuff said bout that.

The issue of the calltakers next to the dispatchers was also already addressed. All kinds of issues. Calltakers on zone 1 on 1st watch would be doing nothing except rubbing R.H.'s back, while calltakers on zone 6 and zone 10 (and the overflow positions) were getting their asses kicked. Now, everybody has the opportunity to get their ass kicked equally. And what do you think happened if more than 2 calls came into a zone at once? Or even more than just 1 call if one of the side positions needed to help the dispatcher with something like running a plate? Why, the extra calls went to the overflow positions (see above).

And then there are the benefits of having the zone dispatchers in close proximity. Chases crossing zone boundaries? Throw a pencil at the person sitting at the next console. 10-1 or officer shot? Raise your voice and announce it to your neighboring dispatchers so they can announce it to their neighboring zones IMMEDIATELY.

I'm just saying. This ain't no suburb, and there ain't no way 130 people are all eligible to just start popping into zone 10 with their particular call during the usual Friday night mayhem. You'd be getting officers hurt and killed left and right, and nobody would be coordinating nuthin. Far as I know, the zone 10 dispatchers are doing just fine as it is, thank you very much.

To address the underlying issue you raise, they need to have a better prioritization system, and they need to tell a LOT more callers that the police don't handle their types of complaints. But with the volume on, e.g., zone 6, there is no way that 98.5% of the calls are going out within 45 seconds or 1 minute. 10-1s, yes, 10 or 12 seconds more likely (until the broadcast is finished). Persons shot or stabbed or shots fired, I'd bet yes on 45 seconds 90% of the time. It better be yes unless there is extenuating circumstances. But anything else? There just ain't no way. You'd have to tell the POs that they couldn't say anything except for 10-4 on the air, and even then I don't think zone 6 gets that much better.
