Rumors! We Got Rumors!

After the rumor mill seemed to be treading water for a few weeks, end of year stories begin to pop up. How about these boys and girls:
  • Heard about this one before it was posted in some of the threads, but there might be some exempt movement Friday as the new captains requirements take effect. Are they going to bust some people back down to lieutenant? Or are they going to bust them UP to commander? And doesn't this just make a mockery of the ENTIRE promotional system? You can't qualify for one spot, so they promote you to a spot where there are NO requirements - just a phone call. Ms. Brennan! Call for you on SCC Blog!
  • As if the department wasn't short enough - rumors of a NEW UNIT are being bandied around. Where this manpower is going to come from is unknown, but look for it to be run out of 35th Street by a whole boatload of politically connected people. The focus? Quality of Life issues - like buildings. "The Broken Window" theory of policing comes to Chicago in full force - but without the manpower necessary to implement it.
  • And speaking of manpower - anyone catch the Supe on the radio saying Property Crimes are going to be a major initiative of the department in 2006? Maybe all those districts being short a car or two every shift is finally coming home to roost? As we stated, property crime numbers are climbing - especially in the areas where manpower is shortest.

Here is some information. Even if you are against meritorious promotions, Captains being bumped up to EXEMPT (from the Shakman Decree and Civil Service) is a non-issue.

Those promotions are EXEMPT from Shakman and CAN use patronage to fill them in that they are Policy making positions.

So even if they do promote all of those unqualified Captains to exempt its a NON-ISSUE!

there was a story going around that 10-12 (?) Capts do not have a four year college degree; the deadline (we all know about deadlines) for them to have that degree is Dec 31, '05....so, they should be demoted, no? Also rumors around that many of them are in the process of leaving, looking for other jobs, etc....

Fact - Personnel was split into two Divisions.
*Background investigations, hiring, recruiting, and the Random Drug Testing Unit are part of the "old Personnel Division" - headed by a Cmdr. (2nd floor)
*Tuition reimbursement, Pre-Retirement Seminars, military activations, the Medical Section, performance ratings, and selection processes created in-house(without consultants) are part of the new Division. Also hear they'll focus on development type issues. It's headed by a civilian director who had been in the "old" Personnel Division.

Elmer, never met the man, will take your word for it that he is a great boss....but, maybe he should have gotten a degree (if he doesn't have one, even if from one of the many degree factories), or....maybe the city should not have imposed a degree requirement for the Capts (lord knows there are enough wack jobs as Capts that the degree requirement is questionable at best)...here's one for you...how many and which of the current exempts do not have a college degree?

Does anyone really think the city gives a flying fuck if you have a degree from Lewis/Calumet or Harvard? They dont, it was another way to make sure that their sons and daughters get a leg up on the competition. What makes these 5 year (or less)wonders believe that a LAS or business degree make them a better cop, detective, whatever than then time and experience. In 06 I will be recieving my masters from Loyola, It took 20 years of raising a family and being on this job for me to get it. I am not better than any copper who does not have a piece of paper, just lucky. We all have different paths in life. Not everyone was lucky enough to be able to go away to school and still live with mommy and daddy before coming on this job. If your degree makes you so much better, why the hell are you on this job and site crying and moaning.

This degree issue is out of control. A college education can broaden your experiences and edify your cultural exposure to global issues. It can perhaps demonstrate a measure of discipline––that is––your determination to finish a degree. A college degree may also provide an ability to express oneself on paper; at least a little better that a CPS HS graduate.
Unfortunately, a degree does make you a good policeman, sergeant or even a commander. It does not even provide the structure for being a god damn manager. A degree does not instill common sense, people skills, compassion, valor, courage and the integrity it takes to be the police or to command and lead other officers.
I maintain that possessing a college degree can improve your quality of life. I guarantee it will not necessarily improve the quality or capability of a manger or supervisor.

The other captain who did not have a degree and retired rather than be demoted was Tom REILLY. REILLY was most recently assigned to 015, read dumped, from 014, where his lack of a degree didn't hinder him from telling then commander Maher what she could do with it.

Degree's don't make the man, but in the right hands a diploma from a real college, for a real degree, coupled with common sense, integrity, and street experience can be dangerous.

Most of the bosses on this job parley bullshit continuing education credits, or life skills credits from the City Wide College Unit into a bullshit degree from Lewis. And you can spot them in a minute. They're not qualified to sweep floors in a 010th District carcineria, yet their bomb throwing Division St. clout ensures their advancement to ensure racial parity in the Captains or exempt ranks on the police department. Let's see, where did the present superintendent get his degree's? Loyola? DePaul? Grinnell? Notre Dame? How many times did Daley repeat the state Bar exam? Now there's an educated man.

I was once a big proponent of a degree requirement for promotion on this job. I thought it might serve to nuetralize somewhat the effects of affirmative action on this job. That was before I relaized who didn't have a degree-the white male who got out of high school in the mid to late sixties, served in Viet Nam, came home and raised and provided for a family without being on the dole or stealing to get what he needed. In contrast to the other "groups" who are on the dole from cradle to grave. And all the grants and aid and free college still can't make a silk purse from a sows ass.

When the white voters in this cow town finally get a clue and dump Daley, Lipinski, Madigan, etc., and the other democrats who have used race as a divider in this town, only then might there be a chance for reform of the hiring and promotion policys on the Department.

Degrees don't necessarily make a better copper. I'll buy that, but right now we don't have any way of measuring an officers performance. There never was a good evaluation system. All you have on this job is someones word that 'I make a lot of felony arrests'. Until we have a real accountability system on this job the promotion system will continue to be the total joke that it is. You don't like college requirements (even though I believe it has kept a number of gang bangers off the job, they're to lazy to go to Lewis, Calumet) that's fine, but we don't have anything to say who has been the real police and who is full of B.S.. And the overwhelming majority of those promoted are full of bull.

I have to take issue with the poster who is bashing a degree from Lewis or Calumet College. I am currently enrolled in a masters program at one of the aforementioned colleges. I agree its no Harvard degree but it still takes alot of effort to study, do papers and attend class while working, going to court, and raising a family. I understand that the degree is useless to the CPD but when I retire smaller departments will be impressed by my dedication to the job, my family, and my education.

To the posters who have bashed the degree programs at Calumet, etc. I don\'t blame you for being critical, as a little lively discourse is what this site is all about, but I would like to make a few points here.

In the world of higher education, there is a phenomenon known as credentialing, whereby whole programs are created to ensure that those enrolled get impressive credentials in ANY discipline, just so it looks good on a resume, and it justifies appointment to, say, superintendent of police.

One of the first programs set up this way was the MPA program at IIT. While IIT is a top-shelf school, the MPA program was originally developed by cops, for cops, and taught by cops, just so that the students could justify promotions to lofty positions in city government. The MPA degree pales in comparison to a Computer Science or Computer Engineering Degree from IIT, but it is an IIT degree nonetheless.

I attended U of I for my undergrad studies in Business, and I am involved in the grad program at Calumet, and I am working just as hard to obtain the grad degree as I did for my undergrad, and I\'m proud of it. All of the instructors have a minimum of a PhD. (or a J.D.), and it isn\'t just cops teaching cops. Calumet is certainly not Harvard, but it is a small, working-class college that affords us the opportunity better ourselves.

Anyone who enrolls in a college program and is able to balance work, court, and family obligations is deserving of praise, and not criticism.

The copper in 5 that beat up her ex was a 3 year vet that had her partner drive to the ex's house then punched out the new girlfriend while her partner was in the getaway squad. The ex or girlfriend allegedly had a order of protection against the copper but then the best part was when the female copper wanted the girlfriend locked up, the copper was locked up transported to the district for processing and processed accordingly including being stripped of her powers. Typical of a seasoned 3 year vet. What a mope.

If you are looking for a good program, check out IIT-Kent College of Law's Public Admin program. Also, Northwestern U has a new masters program in Public Admin. Both reputable and not the mickey mouse degree's from the other places.

Most grad degrees are struggles...even if it is just working and then going to school for three hours a week...going to court....taking care of kids and oa family....degrees are often more a sign of dedication as opposed to intelligence...lot of retards got degrees and are still morons...don't bash that "easy" degree unless you got one...it is a personal achievement for most on our job because it means nothing to CPD and it is also a good example to my kids...so quit bashing it and go back to sleep jackass

Best place to go for school generally is... UIC. I have attended almost all of the Chicago area schools at one point or another, and can boil the question down to one thing:

Cost and quality.
A lot of the private schools in Chicago are good, great or even excellent (like, as in, "the best"... U of C). However, they still cost a lot, and they don't all reflect Chicago the way that UIC does. Add to this that UIC is increasingly recognized in numerous academic fields, and I think it should be the first school anyone in Chicago should look at.
