Another Victory for FOP Looming?

  • Chicago Police officers on neighborhood patrol could once again be reassigned to direct traffic at Bears games, McCormick Place and other lakefront events, under surprise legislation quietly introduced by Mayor Daley this week.
That is the first paragraph in today's Sun-Times article by our (one, two, three, four, ...) FIFTH favorite reporter, Fran Spielman (Fran, you know we kid - we love ya). Anyway, for those of you unfamiliar with the story, in 2003, the mayor introduced legislation taking away the police duties from large scale events and handing them over to civilians. The FOP sued saying the contract did not give the city the right to subcontract out work previously performed by the police.

The FOP won. Not only did they win, they won big. The Labor Board ordered the city to rescind the ordinance AND pay any lost overtime to officers adversely affected. (In a scene reminiscent of a CTA bus crash, hundreds of officers immediately announced that it had been their intention to work every single voluntary detail previously posted in the CO Book regardless of days off, furloughs, birthdays or funerals.) The city's request for a stay was denied and the appeal is still pending.

The mayor is attempting to rescind the ordinance quietly without addressing the Labor Board decision. The FOP is again protesting and once again, the FOP is probably going to win big. It looks like the mayor is getting bad advice on this one and is going to cost taxpayers even more money in the long run. The FOP has come forward with two proposals, both of which involve (horror of HORRORS) police officers making money off duty, which means it will be a fully staffed, fully operational, fully functioning enterprise within 5 minutes of being constituted as we have yet to see a copper turn down earning decent money on a day off.

Hey SCC and FOP, rumors are that the city is planning to change pension rules so that you only get a full pension if you continue to live in the city. If you move outside the city or state, you will receive a drastically reduced pension. Daley says if the city is good enough to earn your pension, it's good enough to stay and spend your money here also. Someone must have information on this plot. Any readers have info? This item is suppose to come up in our next contract negotiations.

As far as we know, a pension is a contract to assist retirees in their old age. Precedent says they pay pension to where ever you happen to live. We don't see how they could do anything like this that would even come close to meeting any pension standards nationwide.

Sounds like the mayor is getting more bad advice. If GM sends your check to where ever you live, no reason the city shouldn't. It's just a testimony to what a shit hole of an operation the mayor runs if everyone can't wait to get the hell outta here when they retire.

If it negotiable, you can bet the 8,000 retirees (most ever in history) are going to have some say about it - and they ALL vote as seen in the last elections for the FOP Board and Pension Board. It ain't happening.

Head to the meeting next Tuesday and ask about it - we'll be there (or maybe not - we can never remember if we sign in or not). But FOP is who you should be asking. No need to ask "SCC and FOP." Mark has so far ignored our existence as has the entire Board of Directors. We're actually kind of sad about that. We thought John was a friend of ours.

I wouldn't worry about any plan to deny retirees their pensions if they move from the City. Will never be upheld by the courts. Constitutional right to travel and live where you want. Pension is part of your earnings and a debt owed to you by the City for your years of service. City has to pay pension regardless of where you live. It would constitute a "taking" w/o due process to now deny retirees that pension. And, imagine trying to hire new people if they were told that they would lose their pensions upon retirement if they move from the City. What a nightmare!!!!!!!!!!!11

Yes, but we all have an agreement with the city for a pension based on years of service that is legal and binding. no one now on the job could be forced to live here when they retire.

Other PD's in big citys get to works games and such as side jobs. They wear a uniform, check out a radio and car and get paid PD pay from the city. Too bad these TMA degenerates and gangbanger security guards get that job.

016th district again details 2 cars to 25. Less manpower for the largest district in the city with the most city workers and highest taxes.

Page 68 of current contract section 23.11 states:
If the employer decides to detail outside the district which constitutes a tour of duty, the employer shall anounce the detail at a roll call preceding the event . The employer will select officers to work the detail by seniority, if no volunteers then reverse seniority.

No anouncement at roll call for volunteers. Just told to go.

FOP, we know you monitor this site. Can you please address the issue. The employer is constantly whitling away our rights and I don't see you standing up for them.

I heard about how the city was going to withhold pension monies if you move out of the city on retirement. I also heard they spotted Elvis at the Dunkin' Donuts on 104 & Western. Also, a flying saucer holding little green men with death rays was observed at the lakefront, but luckily, they all fell into the lake and drown! Believe me, that was a tough one to cover up.

Whoever the goof is that's trying to start some shit, get your facts in order before you try to start a panic.

Pension rules are governed by state statute. Even if such a thing was true, it would require a change in state law to implement. And the only way something like that would happen is if those little green men did come here.

Next time you want to start a rumor, try something more credible....dickhead!

Look back to 1988-89-90. MAYOR DALEY said he would close Midway airport and build the Lake Calumet Airport, a huge plan that would have overlapped into Indiana. For two years he touted that plan. Then he formed an alliance with the Mayor of Gary to give them one million a year to expand the Gary/Chicago Airport (we still pay them the money buddy). He has done a flip flop on so many issues that I've lost count. So don't be surprized when it comes out, that you read it here first, about the reduced pension plan. The man does not care about rules or laws or what is written into law, he does as he pleases. Pay attention and you'll learn how this city works. It works to serve him!

You hit the nail on the head in your commment. Look how Daley changed the mandatory retirement age after officers 38 years old and over came on the job. Now, most of these officers miss full pension retirement because Daley decides to change after Townsend retired. What kind of crap is that? Some officers, I personally know of, miss full pension by 2 years. Why didn't FOP do something then?

The city won a lawsuit to require 63 mandatory retirement. If you were younger than 43 years old on the day you were hired you could get a pension, if not...what the fuck were you doing taking a job away from a young guy who would have done it better and longer?

Those who came on age 43 or older got screwed over by the city. However, as long as they put in 10 years, they will get a pension. It's not 50%, but there is a pension. And those who put in at least 15 years qualify under H.B. 218.

It is shitty though, changing the rules after they were hired. What would it have cost to grandfather the 43+ people in?

Just goes to show, Daley really doesn't give a shit about the rank and file, he only cares about the big pictures, meaning, his power and his legacy. I wish he would just retire and move to Michigan.

I am not sure that Daley has that kinda of clout to change the pension requirments for residency. Keep in mind that several politicans (Senate/Congress/House) are active (On Leave) or retired CPD. Do you really think they are going to let Daley mess with their pensions. I dont thinks so. They might not care about us, but rest assured that they will protect their own interests.

I know I'm in the minority on this, but I think once you earn a pension, no one should be able to take it from you. If they have to mail the check to your prison cell, then do so.

The other side of that coin: If some asshole goes to jail and has a pension, then fine his ass bigtime, and let the pension check help pay for his jail cell.

How many times have you heard some asshole (like Quarters) get a big time fine? All the time, but they never pay it. If they had a pension, the state/feds could be first in line with their hands out.

How many legislators are ENTITLED to a CPD Pension? If anything Most will get REFUNDS of the money they put into the fund and will not actually get a pension because many of them did not work long enough on the Department to get a pension.

Do you think there are actually a large number of CPD members entitled to a pension working as Alderman, State Reps, or State Senators and that there are enough of them to stop city led proposals, perhaps YOU should hit the pipe my friend!

They are not a majority by any means and constitute a VERY VERY small number of legislators.

Once again don't delude yourselves into the "it will never happen" scenarios. Remember all that free health care we would get when we retired. The pension system will change, you can take that to the bank. The question I have is how much will it change?
