Do We Have a Learning Disability?

Language Warning

What the fuck people? Can't we go a couple of months without someone getting DUI'ed and killing civilians? Seriously. We are majorly ticked off right now. It's not enough that the one guy gets 12 years for killing two kids at 159th & Harlem in the suburbs while DUI off duty (the truly sad part of the story? THAT copper was training in the 010th District when another 010th District guy got sent up for killing another civilian DUI, off duty.) Now we get a guy in Indiana (allegedly DUI), running into another guy (who is also allegedly DUI) and another dead civilian.

If we were the Superintendent, we'd be asking "What the fuck?!" In fact, we'll bet that is EXACTLY what the Supe is asking. And before anyone downtown gets the bright idea that more training videos is going to suddenly make everyone jump onto the wagon and start attending AA meetings, think again. You don't need a training video - you need testimonial videos. The one video that made us wear a seatbelt was the one of that copper that lost an eye when he wasn't strapped in. You get a video of some of these convicted coppers talking about life on the inside, how they can't believe they killed someone, how they wrecked their careers, their lives and can't believe it turned out like this for them, maybe you'll see some people sit up and take notice.

We remember some old timer saying that his star opened up a world that no one else ever saw. Maybe he got to stand on the pitchers mound at Wrigley or jog the base paths at old Comiskey when no one was there but the groundskeepers. Perhaps he meant going to the very top of the Sears Tower - the roof, not the observation deck. Maybe he got to sneak into a Bears game for a few minutes when he was supposed to be directing traffic or hang around the players lot at the Chicago Stadium and get a few autographs.

But that star can open up a hell, too. And if you've got that star and you kill someone DUI, you're going to ride that piece of tin into hell and they are going to crucify you on it. For god's sake people, sleep it off somewhere. If you're drinking near the station, sleep it off in the locker room - you won't be the first guy or the last to do it. We're old enough to remember some copper sleeping it off in the cell next to some jagoff waiting for the morning bus to County. Find a friend's house and walk there. Call a friend to get you. Do anything except get behind that wheel and fuck over your job, fuck over your life, fuck over your family and fuck over everyone else who wears that star.

Or fuck over someone else's family who doesn't even know who the hell you are except some asshole with a star who killed their loved one, drunk and off duty.

I pulled the above posting off "OH NO QUICK HITS" I believe it was in response to something I said. That mentality is part of the problem.

Whether it's arrogance or the "it can't happen to me" syndrome, until we as a group of people get it through our thick skulls that the star in our wallet is NOT a magic talisman, there will be more coppers killing civilians.

I'm not trying to preach, I just want everyone to use their heads for a minute and keep their families, their jobs, their lives, and the lives of others intact. If you want to drink, walk home, take a cab, or do it at home.

How many days will pass before the next copper steps in shit? I hope a very long long time.

And the self-righteous assholes that post shit like the posting I cut and pasted, go fuck yourselves!

to SCC....whatever you're asking, it's too much (and unrealistic). Ending DUI's, whether they be police involved or not, is like trying to stop shootings, or dope, or illegal immigration....it ain't going to happen. Why? because people (including the police) do things that are either not in society's interest, and/or are not punished by society in an effective manner. For example,(1) gun control: there are an estimated 300 million firearms in civilian hands in America; what does anyone do about it now?; (2) DUI'S....what is the punishment (are people convicted of DUI sentenced to mandatory prison time?) and where is the prison space, the tax dollars, etc.); (3) the availabilty of alcohol; is prohibition a rational alternative, when the US has no control over immigarnts or dope coming in to this country. The result.....anyone who drives drunk, including law enforcement officers, will face the legally imposed penalties. There is NO humanly designed method to prevent those tragedies from happening.....period

Great job to the guy's in 025 and assisting units and outside units who got the black pickup with the 4 armed robbers wanted for crime pattern!

Feel free to go have a drink after it's all said and done, but call for a ride home. Or just have 2 and drive the speed limit!

We should start up the coppers cab service and man it with volunteers.
No questions asked call a number and a volunteer copper off duty will pick you up and a partner will drive home your ride.

Here is the latest link to the story. I think SCC you have jumped the gun on this one. I like you but you are being self-rightous.

If you read the story you'll see the other driver TURNED IN FRONT OF HIM. The other driver refused to take a breath test. It doesn't say how impaired the P/O was at the time.

Prehaps he only had three or four beers in an hour's time. Legally he is probably a DUI. Could he drive well? Probably.

It was a tragedy for the P/O as well. You are unaware of how intoxicated the P/O was and until you have the proof.ay off!!!

Hey, 1:19....the copper was DUI. He probably wasn't at fault as the other guy turned in front of him, but as you are aware, he's still toast!

Assuming he wasn't speeding, and it's 100% not his fault, he's still guilty of agg. dui under Illinis statutes. What the exact law is in Indiana I don't know.

You're reaching for straws. It doesn't matter if it's your fault or not, if you crash and someone dies, and you're DUI, you're toast.

I wish he hadn't done it, but he did. Maybe, just maybe someone out there in SCC land will wake up and not be the next copper to go to the shithouse.

The younger coppers on the job DO have that sense of invinceability.I know I did. As a young tact officer it was SOP to hit the bar and tie one on. I drove home on more than one occasion "over the limit." It was omly by the grace of God I never hurt myself or anyone else.Now that I'm older and a little wiser,I only drink at home or I use a designated driver from among my friends.I truly hope that what happened to these young P.O.'s is a wakeup call for ALL of us.

The point I'm trying to make is: If I, or anyone else, gets caught, being the police, and the cop who catches me, decides to nail me for a DUI (weather the cop is being a Jag, or (s)he has no choice in the matter), I KNOW I'M F.U.C.K.E.D.! You go in front of a judge, for a DUI, a dope charge, a domestic, or anything when they say "will the defendant please rise" and your ass is the one standing; you are going to get nailed twice as hard as the next "citizen", because of all people, the POLICE SHULD HAVE KNOWN BETTER! I agree with the testimonials that are needed. In the CO Book now, there is a page devoted to having the w/c review "Rule 15" for the next 3 days - how we are prohibited from being intoxicated ON or OFF duty. The fact that we are prohibited from even being intoxicated off duty needs to be addressed. If I am not required to carry my weapon at all times (ala FBI), and if I do not have my weapon while drinking, and if I choose NOT to drive after going out, then what right does the department have to say that I cannot be intoxicated? And before you get started on me - I know it's one of those tack on rules that exists just to crucify someone in addition to something bigger (i.e. a dui), but I'm just voicing my annoyance with the fact that it exists.

I think that a "drunk van" driven by sober off duty PO's for those who choose to imbibe is definitely a step in the right direction. However, the legalities of that might be an issue...sorry to be Debbie Downer. But what happens if that car gets into an accident? Is the driver being paid? Whose insurance will be covering?

Outstanding job in 025 tonight. Props to the Robbery team on the stake-out and shoot-out. Props as well to assisting units, especially 016 gang team.
1 armed offender DOA, 2 offenders arrested, no PO's injured (close call though, watch the crossfire, kids).
Good job as well on the crime scene by the PO's and Det's.

Overtime for 15 involved po's, 40 witness po's, 50 detectives, 20 supervisors and exempts: $40,000.

regarding 0401 comments on insurance risks.
I would be happy to be a volunteer driver, I think the drunk truck is a novel idea. I pay alot every year for my car insurance, with mulitple vehicles and full coverage and so be it if we get in a crash, we are all covered, I'm driving a neighbor home thats that. It's only money, not a prison sentence, not loss of career. It's an ACCIDENT that's why we have insurance. From a civilian who actually believes you guys/gals are doing a great job. I've gotten plenty of breaks in my life and would be happy to pay a few back.

In the old days we had a "drunk truck" for off duty P.O.'s it was called a squad car. When there was still a sense of kinship on this job, all you had to do was flag down an on duty car (at 2 or 3 am it wasn't so busy) and ask for help to get home. I know I escorted more than 1 P.O. home.

I know this can't happen anymore due to the big brother issues of needing to know where you exactly are at any given moment during your tour, but I think enough dues are paid to FOP and PBPA to fund the drunk bus. I would rather see my dues used to prevent us needlessly losing another family member of our blue family, than see them piss the money away for dumb sh*t they do spend the money on. Not that my input will make a difference.

Like a previous poster stated, by the grace of God went I more than once. And I still will give a copper a ride if he waved me down. There's always a way to get around it within reason. "Squad, I have a motorist who's car is disabled. Permission to get him home?"

For now, news reports on television said both drivers had a BAC over the limit. From the same news accounts, the officer wasn't even at fault, unless he was speeding.

But from my experience, if Indiana prosecutes like Illinois, he's screwed either way. How many coppers have handled a traffic accident where the person who was NOT AT FAULT didn't have a license? I know I have many times. Same thing applies here, the copper's BAC is over, so he's up the creek. He may not get hit with reckless homicide or it's equivelent in Indiana, but he's sure to get hit with a felony.

Then there is the cr number he will have to answer here. I wouldn't want to be in his shoes.

How much longer until the next one?

If everything you read about drinking and driving combined with what we KNOW about drinking and driving, ie..loss of life, job, family disgrace, etc. doesn't stop people from doing it, what will? How many times have you arrested the same hype at the same dope spot? They know you sit there. They know what the consequences are if you catch them. Have you ever thought what you would want to do to a drunk if they hurt your family on the road? I'm sure killing them is what runs through your head. Would that change at all if the offender was a PO? Not for me.

The majority of manpower is on the streets between 1500-0200 hrs. The the chopper should be available during this time frame as well.

Obviously, the chopper is more of a PR thing than a real crime fighting tool

It doesnt matter what is BAC was, if it was .0001 over the legal limit, or 1.0 over the limit, hes toast! It dosent matter if the other driver was drinking or not, this cop is still in trouble! It dosent matter who turned in front of who, the cop is in some shit right now!
As for the drunk truck, you know some cop is going to abuse that too! I'm all in for it, and for "squad, got a stranded motorist,i'm gonna take him home". If its in 018 and he lives in 016, no problem! if he's in 016 and lives in 004, no problem! Its on the clock, I'll get OT if it takes me past my 8hrs, and the most important thing: I get to say:"I HELPED OUT ANOTHER COP!" but thats what we're supposed to do, right?

I agree, we need to help each other out and maybe the Drunk Truck is a way to give something back.
Perhaps the FOP could organize something. Maybe a N. Side truck and a S. Side truck.

Who do you think is gonna be the one asked to constantly give drunk POs the rides home? That's right, 2211, 2212, 2213, 2221, a whole buncha people in 018, 012, 016, 013 and 002. And when those of us in 016 and 022 ask "where's our beat car" while mayhem broke out in Mt. Greenwood or Sauganash, I'm supposed to accept that some area 1 dick needed a ride home from the bars for the fifth night this week?

Sorry, but y'all want to subsidize a "drunk" truck, have at it on your own time. Don't take my beat car off my beat. You'd be surprised how long it can take to drive up to 9,000 POs and friends home, all over the city, from bars all over the city.

Your hearts are in the right place, but charity begins at home... and subsidizing bad behavior only begats more bad behavior.

Heard a rumor about "Rule 15" Drunkeness on or off-duty. The problem is how do you enforce the off-duty thing? Inspectors in the copper bars?
As mentioned earlier "been there done that" and "Only by the grace of GOD". Young and Dum, to much testostone, etc. that I didnt kill myself widowing the bride orphaning the baby at the time.

Now much older and wiser (up for debate on that one), and medical issues that prohibit the consumption of adult distilled or brewed beverages I hope that the young bucks are taking note of this all.

Maybe some of those posting about the helicopter should actually READ the fax that came out. The equipment is on order to outfit the present chopper with the appropriate equipment... as one said, it is basically useless at night without the FLIR etc. therefor, they won't be flying at night until the equipment is on...after that, availability will be expanded to hours of darkness... The Fax also states that the operations will be phased in and expanded throughout 2006...

As a pilot with a rotory wing license. Flying around the city is fairly easy at night. Now finding bad guy without the proper equipment now thats another story entirely. I started flying lessons as a hobby and as happenstance will happen I was wearing a CPD shirt and struck up a conversation with a "Old-Timer" who "Hooked a brother UP". Its amazing how a real part can pay off a house.

We do need a Helicopter cause then their will really be no reason for car chases.

in addition to chases... searches over fairly open territory.

THere are so many foot chases between 011 and 015 that you could pretty much keep a helicopter busy between 1700 and 0200 every day in the summer just between those two districts.

I'd like to see the helicopter used in this capacity, similar to SOS. If they are not on a specific call or mission, how about a 90 minute or 120 minute fly-around on the west side on some days in the summer. Maybe Fridays and Saturdays at 1900 to 2200?

Any NYPD MOSers here to provide input into how helos are used in NYC? This information may come in handy for a few of us.

He was convicted of reckless homicide and sentenced to prison. He's out.

BTW, had he not crashed into that taxicab, he would have been in the ER at Illinois Masonic at 0900. His BAC would still have been over 0.10 by the time he started work. How would you have liked to have been his patient?

It's usually enforced AFTER a copper steps into shit! Typical ways, coming to work drunk, getting pinched DUI, getting in a beef with the other half and get ratted out. Otherwise, no one's looking for you at the tavern.

My friends know they can call me anytime if they need a lift, no questions asked. We should all volunteer to help each other out if we over imbibe. There's no shame in being given a ride home, but plenty of shame standing in front of the guy with the black robes.

NYPD helicopters are 24/7 with FAA qualified M.O.S. pilots. The Aviation Unit is based at Floyd Bennett Field in Brooklyn.

Like ESU and the Harbor Unit, the Aviation Unit is part of the Special Operations Division (SOD).

Both the NYPD and LAPD have many choppers.

To the chase in 009, "the bosses in nine let it go, thats balls."

Are you nuts? big deal they got a hot car, and an inv. alert, the chase went to 104/Doty, for a hot car? those supervisors rolled the dice, this time it worked out. That chase should have been terminated, no hot car is worth injuring yourself or others period.

We have a copper in the hospital paralyzed from the chest down, his partner is ok physically, but mentally a wreck, for going after someone speeding. Take care of yourself guys and gals!!!!!!!!!!!!

No I actually have a large circle of friends, yes I am a supervisor, and yes i would have terminated that chase. A car can be replaced, shattered lives and families cannot. If the chase isn't related to an officer down incident, shots fired at the police etc. it's getting terminated. Maybe when you've had to go to the house of an injured officer and wake his family in the middle of the night and break the bad news to them you will wake up and realize that this shit is for real. So you can take your self rightous b.s. and cram it.

It was an excellent job by the officers both from 009, 004 and canine to catch this asshole who it turns out WAS wanted for armed robbery too. Everything we do, everyday, is a calculated risk. The officers weighed the risks just the same as they do when they hear loud reports and start heading in that direction. Can they go the other way...sure they can. Do they...FUCK NO! Why...because they are the police and the police catch assholes. Thats what we do. You are right their supervisors rolled the dice and got lucky but they too were taking a calculated gamble. They knew the ability of those particular officers, the traffic conditions at that time and they too laid their houses on the line. They trusted the officers and the officers trusted them.

Those same supervisors terminated a chase about 2 hours later when a female P.O. started screaming (sirens and screaching tires in the background) that they were "following" a car at 30 MPH.
The ball less commander came to roll call and made it clear terminate all chases if they hit the expressway. Fucking coward. Thats why they call him clueless gene

No my friend you are the clueless one, chases are over in this city, you need to realize that. Even with the new helicopters, there won't be chases, the policy will be the same. I'm not knocking the abilities of the coppers or the supervisors in 009 for their work in the chase, a coppers abilities mean nothing in the pursuit policy, just that the risk involves outweighs the need to apprehend the bad guy, a hot car hardly qualifies. Do I agree? no, but the policy is what it is and God forbid if it should go bad, injury to yourself, your partner and innocents aren't worth it!

I could see a don't chase through residential naborhoods unless its REAAAALY serious during the one or two hours when schools tend to let out in the afternoon. I could see general guidelines for when risks to innocents are heightened.

But the expressway? I simply do not get that. There ain't no pedestrians on the expressway!

what happened too the 2 cars in 024 (driven by females) that kept chasing after it was called off 3 times ?? one had a PPO on the car, way too look out our the kid.

wrong way on LSD caused a few crashes after creative writing the chaseee caused them all.

chase was for traffic btw.

I agree with the no chase policy. You could get hurt for nothing. Next is no emergency equipment for "in progress" jobs. Most of them are bullshit anyway. Why should we rush to the man with a gun when it's nothing but a baby mamma who's pissed at her man? After that I'll be lobbying for no emergency equipment on the way to legit crimes. It appears you think you're talking to one person when I can attest that you are at least speaking to two. I'm the author of some of the things you addressed, I don't know who else did the other stuff.

I'll just say, I've been a copper almost 23 years, worked the street, made my share of pinches, including every type of Part I except treason. I never ran from trouble or failed to assist a fellow officer; got lucky and was promoted ten years ago.

I drink on occasion, but don't drive if I'm going to have more than two. Seen a lot of death from drunk drivers including coppers and wish it would stop. I'm a realist though, and we'll never stop all the drunks, stop all the murderers, stop all the dope peddling, but we try.

It's sad though when coppers get drunk and kill people. The rest of the public I don't care about, but I do care about my fellow officers. I just wish they'd not put themselves at risk. Enough said on that.
