Rumor? Or Fact?

We've been burned by rumors occasionally. We're glad that we didn't put up anything about the coal miners in West Virginia being alive because we would have looked kind of foolish the next day. We're especially glad we didn't put anything up about the farmer tossing a field mouse into a burning trash pile and the flaming mouse running back into his house and burning it to the ground.

But we're going to take the plunge on this one anyway: New Sergeant's Test? 25 March? We've seen the rumor in a couple places on line; CJR Study Groups is hinting at the strong possibility of a test soon; phone lines are buzzing and so is 35th Street; and now someone claims there's an announcement out?

Let's get some confirmation people. Because we heard there was a Lt's test first and we hate being wrong.

UPDATE: FOP has it up on their site - registration begins tomorrow. Good luck people. Who knows where we can get copies of the orders?

Actually, we were going to take credit for the fact that they are making a final class of Lt's off of the list because we pointed out how awkward it was going to look when they gave a new test right after a certain sergeant became eligible for promotion.

So in reality, he is playing right into our hands. And for the princely sum of one miiiiiillllllion dollars, we shall return his plans to him without revealing anymore.

I do not trust Crimefile. His interest in the Howard Morgan case goes beyond "watching for the cheap seats" (his own words).

I would recommend that no officer speaks to him or posts anything that may involve a criminal or civil matter.

I won't delete this mildly insulting post on my own blog because I respect caution. Again, I’m not in any way involved in any aspect of this case for any party, interested person or witness.

As you guys can tell I'm always looking for a good movie to produce. The Morgan case as it stands no matter the outcome is not such a case.

I have my eyes, ears and mind open for anything to develop on this one.

It's a case of strange that we hope never happens no matter how we view this. Police academies all over the country will be giving this example to recruits.

Police Harassment

Recently, a California website ran an e-mail forum (a question and answer exchange) where the topic was "Policing the Community."

One of the civilian email participants posed the following question:

"I would like to know how it is possible for police officers to continually harass people and get away with it?"

From the "other side" (the law enforcement side) a cool cop with a sense of humor replied:

It is not easy. In California we average one cop for every 2,000 people. About 60% of those cops are on patrol, where we do most of the harassing. One-fifth of that 60% are on duty at any given moment and are available for harassing people. So, one cop is responsible for harassing about 10,000 residents. When you toss in the commercial, business and tourist locations that attract people from other areas, sometimes you have a situation where a single cop is responsible for harassing 20,000 or more people each day.

A ten-hour shift runs 36,000 seconds. This gives a cop one second to harass a person, and three-fourths of a second to eat a donut AND then find a new person to harass. This is not an easy task. Most cops are not up to it, day in and day out. It is just too tiring. What we do is utilize some tools to help us narrow down those people which we harass. They are as follows:

PHONE: People will call us up and point out things that cause us to focus on a person for special harassment. "My neighbor is beating his wife" is a code phrase we use. Then we come out and give special harassment. Another popular one on a weeknight is, "The kids next door are having a loud party."

CARS: We have special cops assigned to harass people who drive. They like to harass the drivers of fast cars, cars blasting music, cars with expired registration stickers and the like. It is lots of fun when you pick them out of traffic for nothing more obvious than running a red light. Sometimes you get to really heap the harassment on when you find they have drugs in the car, are driving drunk, or they have an outstanding warrant.

RUNNERS: Some people take off running just at the sight of a police officer. Nothing is quite as satisfying as running after them like a beagle on the scent of a bunny. When you catch them you can harass them for hours.

CODES: When you can think of nothing else to do, there are books that give ideas for reasons to harass folks. They are called "Codes" - Penal, Vehicle, Health and Safety, Business and Professional Codes, to name just a few. They spell out all sorts of things for which you can really mess with people. After you read the code, you can just drive around for a while until you find someone violating one of these listed offenses and harass them.

Just last week I saw a guy smash a car window. Well, the code says that is not allowed. That meant I got permission to harass this guy. It is a pretty cool system that we have set up, and it works pretty well. We seem to have a never-ending supply of folks to harass. And we get away with it. Why? Because the good citizens who pay the tab actually like the fact that we keep the streets safe for them. Next time you are in my town, give me a single finger wave. That will be a signal that you wish for me to take a little closer look at you, and then maybe I'll find a reason to harass YOU!

Next class of Lts will come off the list. They already sent out a request for "merit nominations" from the exempts. These packets are dur 16 Feb. Usually figure 6-8 weeks after that for a class to start

The most important part of the post was the last paragraph about manpower. I think we need more "indians" before we make more "chiefs". Go to the Management/Accountability site and compare your District with some others and you may be surprised. Since I work in 008 I found it amazing that 007 (a District with 1/3 of 008's population and roughly 1/4 of 008's geographic area has MORE coppers assigned to patrol its streets. Old folk lore says that the Big Chiefs do this to pump up stats so that their Smaller Chief can scale the ladder with more "credibility". Please, all of you 1:38s out there, don't take this as a knock at that particular Small Chief. He's a good guy. Take it as a knock at the gutless Exempts that know re-structuring is necessary and yet refuse to do anything for its advancement. Stay safe out there, people. We need to stick together more!

1:38 here, and I'll second that sarge. Many friends (maybe you!) in 007 and 008, and I'm actually surprised at a manpower disparity.

Both have 15 beats and similar numbers of cars to put up. Trade ya an 803 for a 706?

007 might have a history of greater violence, but how 'bout smarter tactics instead of just throwing more troops at the walls of Fort Englewood? Especially when the frontal manpower assault of Fort Englewood has left our wagon train unguarded, and the Mexican army moving up from the North!

Not intended in any way as an insult to Mexicans or anyone except exempts. Seriously, 1/4 the area and more police than 008 even as 008 burns? Screw that!

another lazy 016 district story. norridge calls holding an offender regarding a purse snatching that just occurred, 1614 was assigned and he tries to blow it off saying thats norridge's arrest. this incident took place around delphia/berwyn at about 2100 hrs.
norridge has the victim and bad guy, 1614 wants to blow it off.

I'm confused. Norridge police wanted to hand over an arrest to 1614? Or did they just want a case report done because of where it happened? I don't have the foggiest idea where Delphia and Berwyn are. I'm assuming that is Chicago. I've never heard of a police agency handing over anything but warrants. If they had to chase this guy or saw the incident occur, why should 1614 "take" the arrest? Please clarify.

Purse snatch is essentially a strong arm robbery, Norridge gives it to us but they can't blow it off totally they have to talk to the states atty for us to get the felony charges. Which means instead of Norridge getting credit for a good arrest they are a lousy witness who gets to sit in the station until they tAlk to the state. As for 1614 attitude, well it is not so good. But there are working coppers that have been in 016 and new workers that bid in, in the last year. There is light at the end of the tunnel, but bottom line the place is too big and undermanned for the geography that is patrolled.

It is time to get rid of FOP, F@#$ our police, and get a real union.

It is time to get rid of the Sid Davis, Mark Donohugh, Greg Bella, goofs and replace them with a union for those of us who could give a rats rear end about being promoted. They have no business in the promotion procedure. They represent members UNDER THE RANK OF SERGEANT. If you want ot get promoted, take the tests and ingnore the FOP.

I advocate that we all stop paying dues to this Fraternbal group and get a real union.

Tell us more about this incident in 016, please. Are you alleging that a strong arm occured in Chicago, the offenders ran into Norridge who caught them, 016 was called and refused to take the pinch? I don't believe it. Tell us more with dates and time, RD's etc. PLEASE? I don't believe a Chicago Police Officer would do such a thing.

I think the time has come for all hard working, experienced, professional Police Officers that now work in Districts other than 016, particularly those that work the west side, to transfer into 016. While I know for a fact that there are some outstanding coppers in 016 (Bone &Co.), they seem to be the minority if I'm to believe whats posted here. Since a large majority of us live in 016, we should have the best, most capable, and hardest working Police Officers patrolling our neighborhoods. If that description applies to you and you are currently assigned somewhere else, why are you wasting your time in Districts in which the people that live there don't like you, view you as an occupation force, and would turn on you in a heart beat when you could be up north using your talents that have taken years to develop? We deserve the best and with the exception of a small minority, are not getting it. Why? Tranfer into 016 and make OUR neighborhoods safe so that OUR children can walk to school unmolested, so that WE don't have to worry about OUR homes being burglarzied, OUR cars being stolen or OUR wives sexually assaulted while WE are away. Think about it. We have some extremely talented and capable Police Officers on this job. They should be assigned to 016. Transfer in. I know I am. As soon as I can.

I don't mean to rag on the 16th district, but I need to know what is happening there, before I buy a Condo on Talcott Avenue by Res. Hosptial. Please don't post your grievences about certain squad cars, just give me your honest opinion of the neighborhood. I haven't lived around there for six years, so it couldn't have changed that much? Did it? The Condo I'm buying is for one of my children. After reading some of the comments on the blog it sounds like the area changed for the worse, which tells me to look elsewhere. Please be upfront and honest about the area, and don't bust on police officers working the districts. Thank You!

from what i heard the victim was a minor and upon notification to the parent she refused to press charges against the the off. which some how the victim knew.plus two 016 dist. sergeants on the scene whom niether one would of let the p.o. blow off the job. It is getting kind of old for the same old line of people saying if you want to cahnge something in 016 or 022 why don't you transfer in. I am sure there are plenty hard worker coppers here who would but the can not because they do not have the 15 or so years needed to get into these districts.

I am sure there are soppers who work in thos districts but I bet the ones who complain and say come here and do something are the do-nothings

this union is better than what i had at the county,teamsters.... the most unique thing about this union is we elect our own officials,chicago cops....trust me we don't want it any other way... with the teamsters my union dues were higher than with FOP and didn't have lawyer protection like we do now. The only thing the teamsters did for us was handle our contract thats it, anything in violation of the contract was never handled by the teamsters.... yes they got the sheriffs a big step raise,but thats all they got, no other type of representation and those dummys think the teamsters are great... I don't like or dislike our current union officials but I like the FOP... If you don't like the current regime stand on your soap box and run against them or just plain out vote!!!!!!!!

In years past all the Coke truck drivers/helpers were teamsters. If you broke your hand on the job the company would give you a shot and wrap your hand, they made you go back. If you beefed to the teamsters they would tell you if you don't like it quit and go fuck yourself.

In a perfect world, officers would transfer to 016, to work and police their own backyards, etc...

But in reality, there are maybe (insert number here) openings per year.

(I'm guessing 1/2 dozen or so)
