Who Has Details?

Weapons seizure on the southwest side. 300 or more guns confiscated as they were being loaded into a van. We had to call home and make sure it wasn't our arsenal that they were taking away as ours is set to detonate should unauthorized access occur. Channel 2 coverage also.

Now,...by some estimates, there are 300 million firearms (handguns, rifles, shotguns, etc.) in circulation in America. Even if this estimate is off by a 100 million or so (i.e., 200 million instead of 300 million), this seizure means that there are 199,999,700 weapons left; and perhaps more to the point, the gun suppliers have more of a market to fill. The point....what's the point?

If this is a raid on a legitamate gun collector like that bogus Marina City raid 15 years ago this sucks big time.

I doubt that gang bangers would have what's described.

It took eight years but in the Marina City raid all guns including the semi-automatic so called assault weapons were returned by court order. No convictions or supervision for any allegations were obtained.

This sounds like Daley's gun hatred war and nothing else...

The warrant that was executed on Marina Towers was executed by Gang Crimes South. The guy that was arrested was wearing a "death from above "t" shirt, had a paramilitary haircut. Books in the place were survivalist stuff eg:after the bomb and boobytraps made easy.He was also a multimillionare and although I never saw a badge, he was a Cook county Sheriff. (not in a legit way). All of the weapons that were recovered from him were tagged and catalogged except one. If I remember correctly there were approximately 500 weapons recovered over a two day period. The guy had a ffl also.

The victim of the raid was Francis Samp. He was a wealthy retired insurance man who became a sworn Cook County Adult Probation officer and friend of mine. He acquired a million dollar gun collection with lots engraved handguns. They were stored mostly new inside boxes inside Moser’s Arms Vaults. He bought, sometimes traded his guns but never sold ANY. They were all registered and he was a federally licensed collector with the ability to buy and sell firearms across state lines.

The city changed the Gun Registration law to require new registration and a fee every five years. “Licensed sellers” of firearms were exempt from registration under this poorly drafted law.

Area Two Gang Crimes went after anyone that had lots of guns registered under the prior system and did not renew registration. Samp had well over 900 guns and did not register them again because of the “Licensed Sellers” exemption. Some 200 of Samp’s were to a suburban location where Samp owned property.

Soon a phony affidavit appeared claiming Samp was “selling guns” to gang members. That was “manufactured” probable cause and nothing more as an excuse to kick down Samp’s door, disgrace him and get him fired from the Adult Probation job he held. Samp was charged with 700 or so counts of failure to register (Quasi-Criminal city violations).

Then State’s Attorney Richie Daley whined on national TV that Samp could not be charged with a felony.

The Gang Crimes Bozos got Department Commendations as this garbage wound it's way through the court system for eight years. There was never one incident where Samp was involved with selling any guns produced in court.

The City was forced to return each and every gun only after Samp went through $100,000.00 in legal fees to get justice.

Forgive me if I suspect this has nothing to do with street gangs and only some collector who like guns and lives in a country where that’s a Constitutional Right.

That does not somehow make me anti-police when politicians like Daley have proven they are above the laws we all live under.

Not sure how many guns were recovered but they belonged to a 60 year old M/2 (not that that makes any difference) with no criminal history (that I could find). He was a gun collector...that's it. A check of E-track reveals 235 inventories with an MCC charge listed (fail to register) and a Branch 35 court date. A FUCKING JOKE. Look at the guns taken...old rifles, collectors pistols that aren't even made anymore. These asshole coppers took this guy's life collection. You guys should be hanging your heads and feel truly ashamed of yourselves. This is not police work. And then they have the nerve to tell the media that he's selling to bangers. You bums! Nothing but a numbers game. Sickening and disgraceful. Nice grab boys!

Samp was never arrested any other time and is well into his 70's today. He moved out of Chicago in disguest and sold millions of dollars of real estate he used to pay taxes.

Samp was an Army Vereran who was drafted after the Korean War had ended but before Viet Nam.

Samp also had a small fleet of collector's military cars all of which were used in the making of the Blues Brothers movie in 1979.

Chicago's gun laws should be repealed. Nationwide concealed carry for the law-abiding should be in place.

I remember many moons ago in 025 some young bucks on 3rd watch who thought they were the shit hit a responsible gun collectors house and took what amounted to his life savings in weapons. Even went so far as to carve their initials into these weapons, many which were antiques. They couldn't stop patting themselves on the back for months.

Wonder how it feels to prostitute yourself for an Honorable Mention and a shot at the "06" car?

By the way, I'm pretty sure that the collector got all his guns back too. He should have been able to carve his initials in those asshole coppers!

I've been on raids like this and all I can say is that they have been the lowest points in my career. The Sgt and the Lt. will stand in front of the camera's and talk about how dangerous this gun is or how this one can cut you in half and then go sit at the computer and start writing up the awards for themselves and the two whores that got this info from the guys shithead ex-son-in-law(usually). For the coppers who think this is good police work, let me know what you think of it when the gun team goes to talk to your wife while your at work, like they were going. Not all of these big gun seizures are bad, the one in Riverside with the retired trooper trading guns for crack was good work. Just don't wave shit in our face and tell us its a rose.

If this man is a legitimate collector with no proveable connection to illegal activities....multiple quasi criminal complaints that will eventually go no where cluttering up an already over burden court system. Imagine several years from now when this is all forgotten and the media frenzy no longer exsist, this guy is quietly and without fanfare returned his property and charges sheepishly drop.....what a terrible thing to do to a person. We can only hope that CPD got it right or is it the CITY attempting to distract the public for its real short coming

That collection was pretty much awesome and most of them were in new condition. The folks in Marina Towers were pretty much in liberal shock as the weapons were taken down the elevator. Good memory on the Samp gun case!

It was a pistol, not a revolver!

There was one gun in Samp’s collection, a S&W Model #52 .38 special, semi-automatic pistol where the serial number came up HOT. That one was fun!

I contacted Roy Jinks, the S&W historian and asked him is they issued other .38 specials with the same serial number. The answer was YES! Because they were different models they DID duplicate many serial numbers! He promptly gave me a sworn affidavit that reflected the policy of S&W on the serial numbers. That policy was quickly changed by S&W.

I finally got a copy the decade old Atlanta GA police report on the stolen gun from the CPD. I then had to track down the owner and did so. He was an old legless Black man who described his gun as a revolver and proceeded to give me the original S&W box that the gun in question was in when he purchased it! It was a Model #10 4” blue revolver!

I returned to Chicago with the box and a sworn affidavit from the man and that single charge under State’s Attorney Richie Daley’s jurisdiction evaporated!

That screw up was an honest mistake and the fault of an Atlanta patrolman that did not properly record the stolen gun's model number on the report a decade earlier.

The bottom line was only the alleged MCC violations remained. Now we know the rest of the story!

Samp had locked military rifle racks filled with nearly every different make of 03A3 Sprinfiled WWI bolt actions and the same for the M1 Garands.

That's a good question! I was the one that filled out the orginal registration slips for him, cleaned and oiled everything for storage. Like I said Francis Samp was my friend.

I also helpped Samp obtain the Mosier vaults, locking racks and alarm system for what some Chicago cops would later call a bunker on the 44th floor of the East Tower of Marina City.

Samp also shot with the Chicago Police Bule Star Pistol League with Sgt. Roy Swanson.

Besides I know many other Police Officers who are Collectors (aka..GUN NUTS..Like many of the range guys for example.Just kidding guy's!) It's their 2nd Amd. right.

However, I hate the way that some officers are HYPOCRITES in that every payday they buy another weapon to add to their collection.But if they encounter the normal average citizen who owns a gun or talks in conversation with other officer's about this topic..it becomes "blah,blah,blah, scum citizens, blah, piece of shit, blah, blah..I would have locked them up!"

I am a constitutionalist. I just think the 2nd Amd. applies to all law-abiding citizens, not just cops and aldercreatures(Ex.Dorothy Tillman)

Too many cops think they're the only ones qualified to be armed. I know several cops that have accidently shot themselves, etc. and are still employed.

Ask any range officer, they'll tell stories of 20-30 year veterans on the range with no muzzle control pointing it wildly every where..yada, yada, yada. (Example the Cop who qualifies by shooting 30 round per year. No additional training ever. 30x30= 900 rounds fired in their career..Compare that to some "Gun Enthusiast or hobbyist" Aka:citizen. I know some that fire 900 rounds in a "week-end" outing at the range or gun club!

I know many non-police gun owners that are more consciencious, and better trained then many police professionals.JUST BECAUSE WE ARE SWORN POLICE DOESN"T MAKE US ALL EXPERTS!

For background:I am NOT a liberal or conservative.In fact I'm a moderate ,a police officer who only owns 2 handguns-both duty related (who doesn't have a problem with the 2nd Amd. as written) Let's uphold it!

Wow! The Area 2 Gun Team did an OUTSTANDING job hooking up a gun collector, who no doubt was selling numerous WWI Russian revolvers to gang bangers around the city. I'm sure he was also selling every single action Cowboy-style revolver he could to local Two-Six so they can get to the streets and have shoot outs. Not to mention the Latin Kings forming a line outside his house all hoping for the chance to buy that WWII German P-38 Luger.

Fuck.

Sound silly? It is. On it's face, this is a tremendous pinch. No doubt the members of the Area 2 Gun Team will be decorated as heroes at the next available Department Awards Ceremony, as a stream of members walk across the stage for thier Special Commendation for recovering fake demilled solid cast grenades (available from Sportsmans Guide for 6 bucks a piece), bullet loading dies (only used by people who load their own ammo, a craft far beyond the average person) and 'assault weapons' (World War I Springfield BOLT ACTION RIFLES that have an attachment for a bayonet and thereby are listed as an 'Assault Weapon' by the city). The amazing drive home made by these officers, who will no doubt stop each 100 feet to kiss thier biceps and say ,"I'm the MAN!" while looking in the rear view mirror may cause traffic delays.

They should each go home and hang their heads in shame.

The minute you people realize that many of the weapons listed in the recoveries by this 'Search Warrant' team are technically listed as 'antiques' (over 100 years old) and are thereby exemp from registration and not even able to be fired due to NO AMMO BEING MANUFACTURED in 60 years, thats when you will see this is a load of fucking bullshit. Just because they called a fucking press conference and laid all te weapons out in some self-serving love fest doesn't mean they did the right thing.

I thought this kind of shit was only done by the less-than-scrupulous members of SOS, who at a moments notice basicly burglarized numerous gun collections and hit (in my recent memory) three different old men(one was in 70's) with over 70 city ordinance complaints of 'failure to register' for having his gun collectionin safes, all with gun locks in the attic of his Canaryville home. Or the other old man in his 60's who was charged with over 50 counts of 'UUW by felon' for having a similar collection of WW1 and WW2 weapons in his house and car, EACH WITH A CURRENT CITY REGISTRATION CARD. He was charged with UUW by felon because years prior he was charged with 'armor piercing rounds', plead guilty and was pardoned by the Govenor because it came out that SOS sandbagged him. No suit 'cause he was just an old guy happy to get his collection back, including a $30,000 Broomhandled Mauser.
Or the School Principal with 80 or so guns in his collection that was also charged with the 'failure to register' crap. Bullshit, all bullshit. That last one is in Federal court and is the reason why Law Enforcement may be fucked in using an excellent tool in tracking REAL gun runners, the 'F-Tip' State Police system that tracks multiple gun purchases. It is alleged the officers involved in that one used the 'F-Tip' system to track a 'gun runner' who they know lived in Chicago, but it was oly a collector with no criminal history.

Another indication that this arrest is bullshit (outside of the obvious 300 'Failure to Register' charges) is that fact thatr the ATF agents didn't take it right away. The current trend in the Assistant US States Attorney office is to be the first ones to charge the offender, not the City or State. It means a stronger case, less confusion. They take the statements, take control of the inventory and they call the shots, since they will be prosecuting. None of this was present here, no doubt because of what the case really is.

Dont get me wrong: badguys are in possession of all kinds of guns and they should go to jail. We should do search warrants and charge people with guns. And many of the guns recovered in this instance could fall int the hands of badguys if not kept under lock and key, but it really looks like this 'awesome' pinch is simply the sandbagging of a 60 year old man with no criminal history who was a collector.

And thats a fucking shame.

Currently the City considers any weapon that can hold more than 5 rounds, is a rifle with a pistol grip and/or folding stock, and or has a detachable magazine capable of holding momre than 10 rounds (even if there is none attached or on possession of the owner), can take a bayonet or has a bayonet 'lug' (a seat for the knife, etc), or is equal to or greater than .50 caliber is an 'Assault Weapon."

That means any Civil War black powder rifle is an 'Assault Weapon'.

Any rifle that can be loaded by magazine is an 'Assault Weapon'. (You can buy a magazine or drum attachment aftermarket that can be attached, ala 'Assault weapon').

Or a hunting shotgun with an aftermarket pistol grip under the stock is an 'Assault Weapon'.

Or that 108 year old K98 German Mauser with a 6 round internal magazine and bayonet lug is an 'Assault Weapon'. Is that what they gun teams are supposed to be doing, and then calling bogus press conferences? I hope they read this board...bustouts.

And to think no one would have heard of any of this bullshit of they didn't call a fucking press conference to pump themselves up. I bet they wish they didn't call it now.

Discression is the best and most important tool we still have on this job--discression how to investigate, how to write paper and how to treat offenders. When high-pressure units like this, SOS, and other gun teams fail to use peoper discression in executing a search warrant on an old man's house and look at it as "we can get X-number of guns and a positive search warrant", its a fucking shame. Its not what we are supposed to do out here, is it? Is the element of the crime there? Is he selling guns to defraud the 'G' of tax dollars and selling them to felons or those not allowed to own guns? Doubtfull. Does he know he has to register that 100 year old rifle? Perhaps, but why should he? To tell the City he has them so they can come get them? What if he never heard of the law until years after it went into effect (many still dont know, thinking they only need a valid FOID card, WHICH THE GUY WAS IN POSSESSION OF --HE WASNT CHARGED WITH THAT, ONLY CITY CHARGE), should he be locked up?

I made lots of arrests and have done my time in the OPS hotseat.

Marina City is on the border between 018 and 001. There was no gang activity in the immediate area when I lived there during the 1970s and up until the raids on Samp’s apartments. With the new House of Blues downstairs the lowlifes spend too much time there today. Samp and I are long gone though.

As for your question, “Did you ever see what an M1-carbine could do to a person?” Yes a .30 carbine is a really low powered round considering that it comes from a shoulder weapon. Any shotgun will put a .30 carbine to shame! I have watched nearly 500 postmortem examinations, most at the old Cook County Morgue at Polk & Wood Streets. I’ve seen too may cops on those autopsy tables too.

I have seen all manner of death, many more than even most cops.

As for Francis Samp, he lived in the building since it was completed as an original tenant. He was and is well liked.

The fact is with over 1,500 residents these are a bunch of old-gun-hating ladies that became frightened after the raida where the gang crimes coppers made trip after trip down the elevators with these firearms exposed to put on a show for the media and public.

The only thing that Francis Samp had going to and from his apartment were some of the hottest women in town. He was a bachelor who had dated models, movie stars and alike. His girlfriends often introduced me to their girlfriends all in the 1970s when I was in my 20’s.

Samp also carried a gun because he was a full time peace officer at the time of the raids. He always had lots of money from his company, Francis Samp Insurance. He smoked cigars and drank expensive wine and hated drugs and criminals. I would go with him to gun shows all over the country where he would look for rare guns. He never owned an SKS! He had the best of the very best.

Samp never sold a gun to anyone ever! He only bought them. Okay he would give me a gun for Christmas and make me drive out to the suburbs to take delivery because of Chicago’s goofy gun laws. They were then transferred on paper from him to me and I would re-register them in my name. The old City Collector’s office still has those records and so do I!

Samp had extraordinary security over his collection at all times. Many guns walked from the EARPS hitting the streets during the same time period. None of Samps guns ever hit the street.

But more seriously,'Crimefile' is a goof, sure enough, but (GASP!)he's right about the Marina City raid. The 'offender' had a collection, was registered previously, and it lapsed. The department members simply went down the list of registered guns whose registration lapsed and picked them off. No guns came back used in crimes or traced to him. You cant debate that. 'Military Manuals' found at his house and 'bomb making' books? I have those, too: I also have the Gangster Disciple and Latin King 'constitutions', too, but does that make me an extreemist, gang member or radical, does it? No, I just have stuff like that because I've picked them up or found them in my travels being the police. They are silly but an interesting read. Just because someone has a copy of the 'Anarchist's Cookbook' doesnt make his a Timothy McVeigh--unless the author of the UUW Case Report makes them out to be Dr. Evil or a member of the Legion of Doom. Perhaps the case report should start with ,"Once upon a time..."

This sort of thing happens day in, day out. Collectors are jammed, jammed, jammed, because the coppers are pressured to get numbers. 10,000 guns three years ago for the Department at years end, a little less the year after that, just over 9,000 last year. The City, Department and most importantly "hiz 'onner" wants to get more guns off the street and see this number recovered at year's end to increase, not decrease each year. Thats why the department turns a blind eye when some young guy gets a collection like this, cause they want the numbers. Why do you think there is such pressure to have 'Seatbelt Saftey Checks' on all watches in all districts? It is a direct result of the decrease of guns recovered, to get into the cars that are hanging out or cruising in DOC areas, 'Zones' or locations of recent shootings. It sucks to do it, but its a good idea to get the bangers with guns.

The recovery of guns from felons and those that shouldn't have them is a noble and just cause, --we should ALL want this to happen, as it reduces crime overall and keeps us safe. However, taking them from RESPONSIBLE gun owners is not what we should do, right? Lou-jacking old men is NOT what we should do, if we have self-respect, right? This old cat had a VALID FOID card, right? If he didn't, they would have charged him accordingly with the state charge, not just city charges.

Maybee I'm wrong--maybee this guy WAS Satan-incarnate, Hitler and Kaiser Soze all in one and putting all kinds of guns on the streets against us and other decent folks. Maybee they saved someone's life that day. Yeah the guy had a nice collection of weapons which we took. However, we were sent to his house by COS on a call of a "man with a gun". Turns out, the guy in question pulled one of his nice "collectable" guns on two eight year old boys who were playing in the alley near his garage. The boys then ran home and told their parents, who, in turn, called us.

They guy was a loose cannon about to snap. Thats why we took his collection of guns! And he didn't get them back in court, as they were ordered C&D'd. So get your fact straight, jagoff!

The A2 gun task force must really be hard up for guns. This New Years eve, the "real police" rushed a house after seeing a person fire a shotgun into the air.They enter the house(a P.O's) search and recover the shot weapon and two other guns. One belonged to a on duty P.O. who was working on a detail in the housing complexes. The on duty P.O. was notified by family and he notified the recovering Sgt. The Sgt told his men to recover all weapons. BUT NO ARREST WERE MADE. All active CPD members be advised... Your house is subject to illegal searches by A2gun task force. SOooo hid your duty weapons well!!!

They make it as inconvenient as possible so people either screw up the process, give up, or don't bother.

The 2nd amendment is not for the military to be armed, it like the other amendments, gives the right to the people to keep and bear arms. The people is you, me, the guy next door, the lady at the shop, the old man retired at home. The gungrabbers whine and cry about guns, but that isn't the problem. The problem is a person's willingness to shoot someone else. Remember, it's already against the law to shoot someone without cause.

The big gungrab was only that, a gungrab. No guns were "taken off the streets," only a collector was robbed of his collection. Now is the time for another challenge to the bullshit registration laws of the city.

There has never been a truly definitive ruling on the 2nd amendment. The Miller ruling from the 30's did not definitively answer the question. Now is the time for the Supreme Court to act.

Area 2, you only did your job, but don't go patting yourselves on the back....I'm not the only cop ashamed of what you did.

sitting in 005th district station looking through SSC and know that the gun team worked their asses off last nite all good officers and the weapons recovered were some street weapons that could punch holes through human bodies. i seen all the weapons they had em in our auditorium all 276 firearms. i am ashamed reading the comments of how our own can put down some fine cops. frankly they should give those guys the biggest award in the department and then promote them all to lts. so they can jam all the goofs that put down all the working polices efforts. i personally seen those weapons and there were a couple tecs and shotguns that if a banger had one it could have had the barrel sawed off and then what? exactly.

Just read arrest report for the pinch of the century--276 counts of Failure to Register Firearm.

63 year old man, who was transported to the hospital due to heart problems. Arrested in the residence, not on the sidewalk 'loading guns into his car', as claimed before. No mention of $4100 cash in alleged illegal ill-gotten proceeds, as claimed as well. Recovered were the guns, two loading presses for rounds, numerous live rounds and the paperwork for his guns.

Sounds like a hell of a gun runner, keeping all of his paperwork like that. Also found out that ATF wanted NOTHING to do with it--they smelled what it was for real and distanced themselves from the get-go.

Gotta log off, I have to call Telemundo to alert the media about my DOPW ANOV.

I don't blame A2 gun team, they're following orders from higherups. But for damn sure they don't deserve pats on the back.

Taking guns off the streets is not the same as sandbagging some collector. I know, he didn't have some or all of them registered. But was any other law being violated? I bet not.

Bullshit gun registratin laws abused for no other reason than to sandbag someone. Gun registration is fascism plain and simple.

The NRA needs to pick up the ball on this one and fight that prick Daley. Maybe the Supreme Court will finally give a solid ruling on the right to keep and bear arms. It's long overdue.

It seems that a lot of garbage is being posted about the Gun Team, Let me clairfy a few things. First, the arrest of the individual was a laful arrest. He was neither mistreated ir abused during his arrest (unlike many citizens are during a lot of the arrests made by some of you bloggers). He had high blood pressure and his medication ran out during processing. Second, the information about this subject came from several sources. This old man was fired from the CPD in the 70's for misconduct. Third, there are no merit bosses in the Gun Unit, if that matters. I have been a Chicago Police officer for twenty years and I have never seen such things written and said about other police doing their job. For that, I am ashamed, Shame on you when you sandbag a young man for a bag of weed and he can't go out and get a decent job. Shame on you when you hurl racial epithets at citizens(and your fellow officers). Shame on you, and for all you do, this arrest is for YOU.
