Citizens Addressing Roll Call?

OK, we've all had guest speakers. Some are actually worth listening to. Some bring information about benefits, some bring union news, some tell us about changes in procedures and policy.

In various comments sections, it is being related that the 018th District had to sit through a couple of roll calls where "citizens and reverends" came in a berated them over what has been ruled a justified shooting and the police's attitudes toward the community? Is this true?

If so, what the fuck?

This Department is doomed. That's all there is to it. Why the hell would you subject your officers to this? Why in the hell would any officer sit for it? Roll call is supposed to be for police issues - safety concerns, job rules, information exchange. We're even pretty sure it's in the Orders somewhere. No where does it say you have to be a human punching bag for a bunch of irate jackasses who have issues with their own poor parenting and even poorer life choices.

And what boss approved this? What boss allowed it to continue? If the first thing out of these people's mouths was "We don't like the police" or "We don't trust the police" or anything similar, we'd have walked out - SPAR us, we wouldn't care. That isn't dialogue. That isn't anything that will solve a problem. It's grandstanding, divisive, stupid, nonsense and not even based on reality (or as we call it "The Jesse.")

We've taken bosses to task over other issues (that's one of the advantages of an anonymous board), so here's another one then - this was wrong. Wrong on a number of levels. If these people don't trust the police and don't like the police, then start establishing "Go- No Go" zones in the city. We can be just like France and let the various ethnic groups form their own little areas completely free from the rule of law. It's save the City countless man hours, dollars and costs associated with handling all of these social issues. If some cop screwed up at the scene and called someone a bad name, punish them. But why would you let non police come in and berate an entire roll call for the actions of a knucklehead? Isn't that what we've been ordered NOT to do? But it can be done to us? Great.

And whatever boss approved this or let it continue, be it a Captain, Commander, Deputy Chief or the Big Guy himself; Great job to destroy morale boss! Nice effort to remove any claim you have to be looking out for the guys. Thanks for undercutting the need for the community to take personal responsibility for their actions. Great way to really inspire the troops to do anything for this Department again. You are the Asshat of the Month!

Fact: citzen guest speakers gave demoralizing speeches in roll call. Maybe that was not the intention, but that IS the result. Relations are worse now than before, but, hey, at least everyone knows reverend so and so....

Fact: the 018 Dist. officers exercised amazing restraint and were professional enough to sit through self-promoting, long winded speeches.

FACT: THE ROLL CALL WAS ONE POINT OF VIEW....the officers could not respond. Nothing like a one-sided debate, Chicago Style!! This should have been addressed at the Police Board, not at roll call. The PB has a queston-answer session every month, and its all recorded so the "facts" are on the table for all to see...

This sets an unhealthy precident...

As a citizen and a taxpayer residing in the Near North District, I want to address the officers at roll calls.

I feel that the officers are doing an outstanding and thankless job under the most miserable of circumstances.

However, I understand that for reason(s) unknown, the City will not allow me to address the 18th District officers at roll calls.

No justice? No peace!

Walking out, when they started their anti police crap was a good idea. Except, it woould take one, just one, cop with balls to start it. Guess there wasn't one at roll call that day.

Also, since no one who claims to have been there hasn't posted, we do not know what instructions or orders the boss at roll call gave, still, if just one guy or gal had just said "I'm not listening to this and left, a few more may have followed.

Let them try to discipline them. The outcry and rage would make those protests in 018 look like a picnic. But we don't have any real activist cops any more. Just armed clerks. The only activists are the Blacks and ethnics who are part of and support the community!

YES, it DID come from 35th Street.
But the 018 Commander was blindsighted, 'ambushed' is more of a correct term.
The reverend was unaware of what that 66 year old would say until she spewed it out. The Commander was totally embarrased!
He went directly to Chiczewski, Starks and Cline and told them of the 'total disaster.'
Cline (apparently) sent the Chief of Patrol that same day at check-off who apologized to all those present.
Williams admitted it was a snafu and indicated that he personally called the reverend and straightened it out. The rev offered to reappear to apologize. Chief Williams said it was "HIS" [brass'] duty to apologize directly to the troops, which was the reason for his appearance.
The troops at roll call showed great restraint in not confronting this woman at roll call so as not to embarass only ONE person, the Commander, who is highly regarded and respected by the troops in 018.
They did however, talk directly to the reverend and the woman AFTER roll call outside the station. Another class move on their part.
The Commander likewise appeared at roll and and took complete blame for the incident [although not directly at fault] and likewise offered his 'sincere' apology for the incident. If you know or worked for him you'd know he's a 'stand-up' guy. His sincere, from the heart apology was well accepted by those present.
Rumors and embellishments may have blown this out of proportion, but that's it in a nutshell.
A bad idea, that got worse.
Even the brass realized it when it was brought to their attention and went in for damage control to offer an explanation and admit fault.
Make your own conclusions but at least 'now' you have a little more information to make an educated opinion.

If true, I was under the impression that this is the way true roll calls are suppose to be done and utilized.

(All police no civilians which includes civilian workers.) Civilians have their own roll call.

Respectful and professionally conducted Roll Call is about determining whose present for tour aka police only affecting their tour, issuing of assignments or changes in assignments, training along with announcing any hot community issues special attentions, alerts, etc, and gun inspection. IT'S OUR TIME ALONE BEFORE WE HIT THE STREETS. Safety Wish given before you hit the streets and begin your continued field tour the extension of roll call.

Again, It's suppose to be a police only private business meeting pertaining to their job directly. If someone is granted an opportunity to speak it does have to be cleared. If true, all I can say is Thanks Cline! This sent the wrong message out and may create even bigger street problems for the officers thereby endangering them further let alone the act of bullying them. Very unhealthy move for this dept's. rank and file along with all the law abiding citizens. One very, very, bad message was allowed to be sent. If FOP was notified, then there is a major issue to take up with them and I mean major and they should be held accountable for lack of representation and indifference to officer's safety.

Questions, was the roll call shortened for the alleged police trash home event or was it the full roll call and the officer's assignments and alerts and safety wish took a back seat? Here lies and tells the true KoolAid agenda and demonstrates your no longer safe even at home.

No, roll call is not suppose to have in attendance a bunch or group of citizens aka activist ganging up and trashing the police in their place of business or any where for that matter! I thought that was referred to as a disturbance call and on the street it would and should be inciting a riot!
Did anyone get to see any ball less bosses when the trashing began? Cline or not! certain conduct should not be allowed period! Did anyone catch it on tape? I have never been in favor of PO's taping sh&t but if this event did occur then tape away and put it up for media preview. Become a real activist for the cause of dignity and respect with a reality check of endangerment and lack of professional conduct (inattention to duty.) Story sounds like a radical and hostile action in the work environment. If true then it does sound like the day in your place of business was a hostile one and yes, very unprofessional with the act of inattention to duty by the bosses.

Again, if true, all I have to add is what on earth were you all thinking? Are you or are you not professional bosses and coppers! Each and every one of you had the right to get up and excuse yourself!

What happened to their regular CAPS meeting the funds and manpower to uphold those meetings, where this really should have been directed and addressed. Where they can really vent. This should never have taken place in a police business roll call. Apparently police have been evicted from their home aka place of business and professional, safe conduct is a thing of the past which has been removed and sent deep down through the toilet and you as police are no more!

Shame on anyone who would accept or allow this alleged type of unsafe deplorable conduct! FLUSH

If it never occurred, consider this what roll call is really about and take heed as professionals, now go out and STAY SAFE your going home tonight!

wow the supt is a real stand up guy allowing citizens to come to roll call and castigate the police. I think the last time I can remember this happening is when the first deputy Jemilo went to 15 and inferred that the white officers didn't like black officers cause they had bigger penis'. back to 18 I can't think of too many real captains that would have put up with this and would have either threw out the citizens or told the watch to man their beats. This is the problem when the Captain rank became politically appointed hacks, with demotion possible. A real capt's attitude would have been "what can they do to me, transfer me, I'm still a Capt."

On Sunday, I am going to one of the store front churches in Cabrini. I am going to be in uniform. I will demand of the pastor, at gun point if necessary, to address his congregation.

I will then tell them how much we, the police hate them and do not want them in the district. I will demand that that they remove themselves, their SUVs with the spinners, their gangs, hell their whole so called families from the area. And they can take the Arab stores with them (sorry for the part time jobs lost). I will tell them how much we do not like dealing with them or their children and how we do not want them to even call us anymore.

Leave, all of them, just leave.

Then, I will pass my own basket, again at gun point, if necessary, and take up a collection for the cop who got jammed up in Cabrini. It is only right that the community pay for this guy's problems, since they caused them.

The I will preach. I will ask them to pray with me. I will crank up the choir and we will sing. I may fire a few shots and make someone dance.

I'll be in the 018 lot on Sunday morning to lead a protest parade of police to the church if any of you want to join. Bring your own signs.

Oh gosh. Oh my SCC. Spar us? You would expect us to jeaprodize ourselves by getting disciplinary action? You would expect us to do something to make the boss mad at us? If you look in the General Orders...

This is what you would hear if any one actually advocated doing this. And if some one actually did it, these cops would all criticize him for it. They would never back him up. They would break out their GOs and little rule books and sit for hours over lattes discussing and arguing how the offender violated this one or that and how, yes how he should be punished. Some would even run in to the boss and apologize for the guy's actions saying they did not agree with him and please, oh please boss don't punish the rest of us.

SCC, the only courage on this job is on the streets by about ten percent of our guys. The guys who are not afraid do do what ever it takes to get the job done- including cracking a skull or busting a cap.

Courage is a dirty word with these people, as is fortitude, brotherhood, and fidelity. Oh yeah, and please do not use any type of profanity around them. They become visibly upset. Lips quiver, hands shake, and they start this finger pointing thing. Then they complain to the supervisor. God forbid you should criticize them. BTW, this is not just the fault of the Department or the Bosses. It is a generational thing.

I work with some of these types of people so I know what I am talking about. I never know if I am a cop or in day care anymore.

Don't rock the boat, stay out of trouble, don't get anyone mad at you, don't risk a cr#, you will get fired, sued, executed in secret, on and on, and on... These people are afraid of everything.

As to FOP, hey any one of you puke little boys and girls can call the media on your cell phones, you know the cute ones with the cameras that should have been recording that roll call, and complain to them. Anyone of you could call Kass, Sneed, Roeper, or who ever. You guys have no problems calling the media when something happens so you can get your mug on TV.

Why rely on the useless FOP. Do it yourself. Believe me, if the media would have gotten twenty or thirty calls after that roll call the only thing you would have seen parked in front of 018 were their trucks.

In my old timer opinion, I think it was a great idea to have these mutts there. You were able to put a face and a name on the real enemy.

civilians (other than those directly involved/connected with the delivery of police services to the public, perhaps) have no business attending or present at a police roll call. The officers have two options, in my opinion: either walk out, or sit stoically, offer no response or opinion, and get to work after the b.s. And speaking of b.s., how about the "outdoor roll calls", where the CPD puts their officers on display like clowns in the circus; disgraceful and insulting to professional law enforcement....

Reverend Store Front Preacher:

If you do not like us, then why do your people always call us?

If you do not want us, our cars, or SUVs occupying your community, what is your alternative?

Why do you allow and give credence to the complaints of criminals, or is crime a part of the great cultural fabric of your community?

Would you prefer that we harass the working, law abiding people who are moving in all of these condos and town homes to level out the playing field?

Do you go to gatherings of gang bangers and dope dealers and tell them the same thing? You know, we do not like you and want you in our community?

How much money did the GDs contribute to your church to come here and disrespect us?

Please, reverend, please, answer my questions because I am really trying to be an understanding, tolerant publicservant who can better provide for the needs in your community.

The Jemilo incident was much different he was the 1st Deputy at the time. Not to forget when he shot his mouth off and challenged anyone there to go outside he did say"remember I'm still the 1st Deputy." Only other jag off roll call full of abuse was Radke screaming at the white bosses in 015 after the "broken star" shit happened. Seem to remember Radke threatening all the Sgts and Lts talking tough telling them they would be dumped if the department had somewhere to dump them to.Nice especially because they were all from the watches and had nothing to do with the indicted tact guys. Now keep in mind these two roll calls happened in 015 which was always considered the "asshole" of the world and the abuse came from CPD bosses. But now we have civilians treating coppers like shit in their own roll call room and not one copper walked out? You all sat there and took that shit? And you people sit here commending them for their restraint? Hmmm guess 018 isn't considered the "asshole" of the world like 015 so maybe 018 coppers are afraid to have balls? But if coppers still had balls and stuck together what the fuck could anybody have done when you all walked out. Nothing in the job description says you gotta be a whipping boy for civilians at roll call. We are now the "pussy police" a bunch of pussys waiting to get fucked over by the Mayor, Fat Phil, the FOP and anybody else who wants to fuck us. Ok now you can all go back to asking when the Sgts list is coming out or are they gonna make Dets soon or some other whiney bullshit. Say what you want but I remember when people on this job had some fucking balls. Fucking pussy police.

Whoever is saying police and civilians in roll call together on any given day is wrong. Roll call for police is and should be only for police. I'm tired of the civilians trying to dictate to the police. Your civilians for God sake and not subjected to our policies, conditions or like punishment. Remember we were trained took an oath, we have a star and a gun. Sit in your own roll call.

Shame on sworn bosses allowing this anywhere period! You do a disservice to all sworn. Now to top it you send in the street citizens, had to know it was going to go here eventually, Toilet job. Give the real police a break, restraint. Your looking for a special assignment or approval from your boss who if for real would have stopped the B.S. in it's track from the first comment. While I'm appalled at what happened, I would think it very weird if nobody there did not start laughing and keep laughing throughout the diatribe.

Seriously, every last one of you with more than 1 or 2 years on has been exposed to completely bizarre stuff that makes you laugh out loud. Unreasonable and incomprehendible stuff that you can do nothing but laugh at.

Somebody please tell me that there were at least 1 or 2 POs in the roll call who started laughing at such a bizarre scene, and who couldn't stop laughing until 5 minutes after roll call ending.

Anyone? Anyone? Come on, an old ghetto reverend addressing a police roll call starting with something like "we hate cops"?

This is right out of a Will Farrell movie. Did anyone at least appreciate the absurdity of it all? If I didn't hear otherwise here, I'd have thought it was a giant practical joke on the troops.

Posts like 8/24 6:01pm and 7:17pm prove my point about this job being full of the "pussy police" Obviously a newer guy who hasn't been around long enough to have worked with very many good po's and who can't see the irony of the Supts kid being a Sgt already. Wake up goof there are lots of really good po's on this job who will never get the privledges or opportunities the Supt's kid has already gotten. And an 18th Dist pussy who respects his bosses sooooo much he sits like a cowardly little pussy and takes shit at roll call from civilians. Yep the "pussy police" are here to stay. Please somebody tell me this is all a bad dream and this is not what we have on this job now.

One more thing to remember that is the 18th Dist not some shithead district. There is way too much money and influence in that district for you to ever have to worry about getting some "community approved" boss sent there. Trust me the powers that be would never let some shithead even close to being a boss there.

CAPS meetings are for civilian beefs, not roll call.

Roll call is for police only, we all know what is said in roll call and most good bosses give end with a "stay safe" out there. Why would any boss allow disgruntled, law-breaking activists at a roll call?

The Capt. should have intervened and not let his troops sit for the garbage that was spewed by the rev and company.

Anyone with balls should have stood up and walked out after ghetto granny wishing police and police kids dead. THAT would have shown respect for the blue shirt and respect for the bosses, period.

There is NO respect for officers in this city. NONE. It's because of lack of leadership that has no backbone and allows others to run the dept. Please get a spine and know when to take a stand. If the dept. screws up, just fess up and get on with it already.

You get people bitching, screaming racism, and your dept. kisses their asses.

Yet we have to fight like hell for our fallen officers and their families, and the dept. takes NO stand, doing nothing for the families who had to relive the nightmare all over again.

As far as 018 coppers being soft for not walking out, remember that this happened on Days and 3rd Watch in 018...you either have many many years to bid in and bid to a watch, or you are on management. Lots are on managemet. Would you really want to be "that hardass who got dumped to midnights, what a great guy!" or the quiet, angry copper who immediatly headed out for some of the best food the city has to offer, got home, and blogged away? Trust me....it can take half a career, maybe more, to make it on a bid to a good watch in a good dist. To work midnites again because some boss messed up? no thanks. Its gotta be an all or nothing deal...unless everyone walked out, it would not have worked. And its awefully hard to walk out on great district bosses who treat you exceptionally well.

So let me get this straight. There is a completely justified police involved shooting, the residents protest. During and just after the protest, bottles and rocks are thrown at the police and the bosses do not allow us to do anything. Those of us that disregard this "advice" and continue to police and get hurt because the "residents" decide that they are going to fight with the police every chance they get. I get hurt because of this attitude and while I'm IOD, the "stand-up" bosses in 018 allow a speaker that rips the police? Enormous respect for the bosses? What about the respect for a fellow officer injured while attempting to do his job in an area in which most of the officers in the district run away from. Makes me wonder where some loyalties lie.

Any self respecting cop and an adult would of had the right to excuse themselves and this above post shows a crybaby way of thinking. No, this one did not need to be an all or nothing, yet there was not a one. Apparently there are now fewer self respecting officers left on today's force and way too many afraid of their own shadows. No honor left in earning biddable time but plenty of self serving interests. We have hit an all time low, doubt there's any pulling out of this cave in. Chicago's pride is gone and what were left with, is more of me, me, me!!!!!

No more honor to your fellow officer's who risk their lives or gave them, just a rank of those who are self serving. Booo hoooo, I don't want to get dumped I have no time WAAAAAAAaaaa...! First and foremost I hope your injury isn't too bad. None of what I'm going to say is an insult to you in any way. I assume you are newer on the job because this seems to be the first time you have seen the true underlying nature of most of your fellow police officers. Now you must realize that 100%of Captains and above are back stabbing one way assholes. No matter what your fellow suck ass cops tell you that is a fact if for no other reason then they got that spot meritorious and will do anything, including fucking you over to keep it. Now between 90 and 95% of Sgts and Lts are the same way because they hope to become Capts or above or they at least hope to get a good spot out of patrol. Now about 85 to 90% of your fellow blue shirts are the same way because this is CPD and they also hope to get a good spot or a white shirt someday. All I can tell you , and this comes from experience, is watch your back,hopefully get a good partner and watch their back. Take care of the few po's you meet on this job who are worth a shit and only be loyal to those like yourself. The key to this fucked up job is to do your time try to stay safe and physically and mentally healthy and then retire and enjoy life. This is said from experience and I'm sure their will be some calling me a "dog" or telling me to quit. Well I've seen this for over 20 years got the scars and memories and even the white shirt to back up what I say. You will find very few loyal friends on this job. Good luck don't let this experience
make you jaded just learn from it and accept what this job and the majority of the people on it are.

With all that venom spewing by the reverends and associates, I would view it as a Hate Crime in the making. If I were one of those PO's who sat through that garbage during roll call, I would consider a "class-action" suit. I believe the po's rights were violated by these ignorant SOBs. Where's the ACLU when you need them?

Are we going to allow the skin heads, natzi's and every other leftist radical group at our roll calls screaming at po's telling them they hope their kids are killed? Why not let all the Mexican illegals come to roll calls spewing their grief on the po-lice?

Most of the posters here get the idea that Cline, and all his underlings do what they are told. If Cline makes a decision on his own, it's usually for the purpose of promoting himself or his "works" on this job so that he may reap the book tour benefits of being the Supt. for a large metro police dept. Everything he or his minions do is motivated strictly by politics and creating benefit for themselves or the Mayor. Anyone who's been around for a while on this job knows anything above a blue shirt means kissing ass and going against your own moral values in order to up yourself. These captains, or exempts, want nothing more than to get the fuck out of a district and do some "real" police administration. Being made Capt. was the kiss of death for a career a while back, but after a few who were given the rank just to take care of them on their way up made the other believe they too could rise to a position of "power" within the department if they just did whatever the local bigmouthed shitheads wanted.

Under the guise of appeasing the public so as to avoid a police war, we let a few select neighborhood shitheads come in and act like their doing something usefull for their ghetto community. That makes the king shithead Daley happy. That may get me recognized, and the next time some commander gets demoted for being a typical shithead I might get his spot so I can prove myself.

Your morale means absolutely nothing to Cline or his minions and most definitely nothing to Daley. Of course when asked the standard bullshit response supporting the troops is spewed forth, but that's only for the camera.

This city believes that since this is a paramilitary organization that you can be "ordered" to do whatever they want and you have no choice in the matter. This means that if the city decides to let the citizens determine police policy and tell YOU what you will do and how you will enforce the laws of this state you will do what the citizens tell you and nothing else.

Daley expects the police department to supply him with cash for his contractor buddies and as such demands that you write tickets to provide him with that cash. Never mind the bullshit that it's supposed to teach someone a lesson, because if people had a brain in this city and actually stopped violating due to tickets, we'd have no way to generate contractor cash.

So, in between locking them up and taking cash from their pockets, by all means go out in the hood and get to know these people, be their friend. That way, when you lock them up or take their money in tickets you can say, "just doing my job friend".

It can't be both ways, sorry Daley.

Also nice to see these comments are moderated prior to being posted. Doesn't that kind of advertise that only the views of the moderators are allowed to be posted? I guess.

Sounds like a blue flu is in order! Maybe Chicago citizens need to see what a couple of days,weeks, hell, why not a whole month without police is like.
