I have no doubt that any patrolman who recently studied for and took the last sergeant's exam would have scored near 100% on this lieutenant's test.

There were a few challenging questions, but overall, I can't see how anyone could fail this. They literally gave us the last 65 answers. If you were too stupid to read the reference materials given, then you shouldn't even be on this job in ANY capacity!

I assume that they will kick our ass with part two since the merit people will most certainly have passed today's farce.

My favorite part: They made us throw away all coffee/water bottles before the start of the test. Within an hour, one of our proctors had left and returned with...a bottle of water, the other then left and returned with...a cup of coffee!!!! Real nice. Other than that, I noticed no problems in my room.

Weren't we supposed to get a copy of our answer sheet before we left today? I thought I read that somewhere. I asked the proctor and she looked like I just asked her for fellatio!!!!!!

Pretty easy test -- but of course there is always a moron -- 1 guy object to no beverages in the classrooom he stated going to the water fountain would take away from his test time. Then of course the usual no pencils, cell phones going off.......etc

well if you thought this test was easy you must be a genius. It was not too difficult but not easy. How about the most likely and least likely? It was easy to pick out the least but I thought the other options were generally similar choices. You should keep your mouth shut because someone might just fail this test but the only moron is you. And God forbid you make lieutenant the rest of us morons would hate to work for you.

They must have know Shakman et al. might question everyone passing with a score of 50% this time, so they really dummied up this test. Suddenly every Sgt.just got a lot smater. This croooked city makes me sick. God forbid they couldn't not promote the "merit" geniuses again.
I am really thinking about getting a class action lawsuit together re: 35th. street study groups. I don't even care if it goes beyond the discovery process of who is invited. It is a fact that it can proven that the number of people promoted from certain small units is a ststistical impossibility. This shit has got ot stop. This city willingly sacrifices the morale of 95% of the department to take care of the chosen ones.

If you think about it for a minute, the test seem designed to help those who didn't study and 'hurt' those that did. For a lot of the Handle the Situation questions and the Most Likely/Least Likely questions, the question came down to two reasonable responses. 50/50. For every 'Right' answer based on the senior subject matter experts’ opinion, the other answer was just as correct. In addition, there were relatively few questions regarding material that you could have studied, e.g. How long can you keep a 11y.o. in secure custody.
The net effect of these types of questions and answers is to create a large group of test takers with average scores. Thus, the department can pass most everyone and get on to the business of meritorious promotions.
Personally, I prefer the old(current for state government) system where you could write a check to the alderman’s daughter for her birthday and surprise, surprise…you’ve been promoted.

Bad accident at 111/Talman. Involving CFD ambulance, 022 sqaud and a striking vehicle. CFD paramedic hurt pretty bad dont know the conditon but hear its pretty bad. A copper was hurt as well. It was during a prisoner transport from the 022 lockup to a hospital. Of course the bad guy was ok.

The correct answer is Agg DUI. The choices were DUI, DUI and reckless conduct, and Agg DUI. The charge was in the statute, but you really had to look for it.

As for the difficulty of the test, it was somewhat challenging, but not all that difficult if you read anything or do some police work. Some of the questions were off the wall, not even the Lt's I asked knew the answer. This is the type of thing you get when you have all pencil pushers making up the test (you know who you are.)

As for clout, it has been and always will be king. I would love to see a class action challenging the last Lt. exam. The statistical analysis alone would be enough to sink them. It has been said that the top two scores were from the last test were by an ex-chief's (now at aviation) administrative Sgt's, both who are clout heavy, both who moved almost immediately into nice cushy spots, both of whom have never missed the first class of a promotion that they were eligible for. Suspicious? You tell me. Its not like the ex-chief was a subject matter expert for that test or had access to what was going to be on it, or did he? Even if he did, I am sure there is no way he would have let his Admin. Sgt's in on the deal, would he?

The fix is in ladies and gentlemen. The first 30% goes to the mayor and aldermen. The next 30% goes to the bosses who pick the people who will be "in the know." The scraps are left for the rest of us stiffs. Its by a longshot anyone makes it legit.

And people wonder why morale is so low.

The City could save a ton of money, improve morale and the quality of supervision by taking a tougher stance on the promotions. The test doesn't necessarily need to be harder although the "trick" questions should be eliminated, but the minimum score needed to pass should be fixed at 70% thereby giving people a reason to study for the exam and reducing the number who go on to Part II.

The position of Lt. is probably the highest line position that most officers can hope to obtain without clout. Its not like being advanced in high school from sophomore to junior.

Lt's as Watch Commanders, Acting Commanders, Unit CO's and District Commanders (not to mention all of the exempt positions now held by Lt's) hold the lives and careers of the majority of the officers on this job in their care and control.

Incompetent Lt's can easily destroy those very lives and careers through poor management skills and poor judgment. A superior Lt., isn't necessarily a superior field officer, nor need he or she be. They should, however, be superior in their understanding of Dept Rules & Regs, the civil law and the criminal law. They don't need a law degree but they do need to understand the limits of what we a police officers can do and they do need to know when to ask questions. This requires the ability to read and to digest information, both within and without the Dept.

The City's excuse that it needs to promote on "merit" officers who are poor test takers (but who have Master's Degrees from Podunk Univ.) is without "merit". Anybody who has graduated college or obtained an advanced degree knows (or, should know) how to read, write and chew gum, without help.

The problem with this position (mine) is that, in the past, the City has been sued on the basis that the tests were discriminatory as blacks and other minorities including women, suffered "disparate impact", i.e., the number passing was not representative of their numbers within the Department or within the City. Therefore, the test was substantially "dumbed down" and everyone allowed to pass. The rest is history. . .

Does anyone have word on how long it takes to get the results and when the second part of the test will be?
I thought the test sucked. When they give you two very close answers their objective is not to test what you know or how good is your judgment, but rather, how good are your contacts with the senior subject matter experts.
As an example, the sample question about what to do when sergeant A comes to you with a list of complaints about the actions of sergeant B. Their "correct response" was to meet with both sergeants separately and determine the scope of the situation. However, the question states that you have already met with sergeant A and that is how you find out about his complaints. To meet with him a second time to find out the same information only makes sense if you are on overtime. The better response was to meet with sergeant B and if necessary counsel him about his responsibilities. Now, the only way that you’d have the “correct” response would be if you had an intimate relationship with the senior subject matter expert or if you were in the secret study group with the answers.

for 0728 pm, I think the original answer was correct. You meet with Sgt B and resolve the problem and return to sgt A and meet with him and tell him what you down and if this didn't work out consul sgt b.

Why can't you just stop complaining about the merit? This is Chicago!!!!

The city used to post separate lists of who was promoted meritoriously and who made it off the list. Maybe the clout babies got their asses handed to them one too many times. Or, maybe they got their balls busted too much and that's why they're fucking useless. Why can't we split the list again??? If the department is so proud of those that they make meritoriously, announce them to the world. Fuck, let's have a party for them if they're that fucking wonderful!!! Not too hard to figure out why they're not above board.

SCC: With the results from the Sergeant test due out soon, I make a motion that those who score in the top 500 send you their results. As the comments are now moderated, once the list is compiled, you can either post it or use it as a reference and when a promotion is made, we can ALL KNOW who the "chosen" are. Just a thought for you to ponder.

p.s. For the poster who mentioned the two administrative Sergeants that worked for a certain Chief, they were 1 & 6 on Lt. list and different classes for Sgt. Good info, just off a little though.

Are any of you thinking of shelling out that much again for part 2?? In my opinion, part 2 is almost like buying a raffle ticket... its made that way by the city to get a wide range of candidates including minorities. However groups like the one Pat Hill runs will still sue and say the test was unfair to minorities.

If you ask me your wasting your money on study groups for part 2.

Easy Lt., don't get your undies in a bunch. C K may be some great guy and a hero and have a real master's degree, blah, blah, blah. But don't give me the BS for a minute that the process is legitimate. In fact, you can't even use the word legitimate and a certain ex-chiefs name in the same sentence. If its all on the up and up, lets see tranparancy in testing. Lets see whos who. It'll never happen, because then they cannot manipulate the promotions. The powers that be believe they are pulling the wool over our eyes and we are powerless to stop them. Do you want to know when they are going to make the next class of Lt's? Just watch the Admin. Sgts. on the fifth floor (especially the Sup's office). When you see these Sgt's return to thier original units or abruptly leave downtown for no reason, a class will be announced usually within a month. That way it does not appear that all of the merit picks are coming from the same place.

It cant be legal for a person in a Command position (E.V) to give a study group where only a SELECT few are allowed in and given certain study material. Everyone talks the talk know its time to act. I used to laugh that there was a guy from 017 who used to run a study group for Sgts class. {Chester H}
The only problem was that he was a PO for his entire career

Not that the bosses that run or ran the other classes knew their asses from a hole in the ground because they didnt and dont

Acosta is a turd. That being said, a Lt. study group he ran some years ago, in which THEN Cmdr. Rick Gurerrero actually ran the thing, went rather well. We met at a restaurant that is near the academy, in one of their private party rooms, weekly. It taxed our brains, and, believe it or not, I actually got promoted to Lt. from that exam. Not by merit, either. Funny, when I think about how my career has gone, and what has happened to the two of them.

Hey 12:24... Sorich didnt think it was illegal to manipulate test scoring so the city bosses and politicians could get there people hired and promoted. A jury thought differently. Now we know a group of bosses make up the questions for the test or at least approve them. This same group has their people in this study group. Does this group have inside info that the rest of us dont have. Even if its as simple as weeding out the nonsense that takes months to read and given the right material to study. The material that is actually on the test. Why do these people always do so well. If they are just smarter then the rest of us then I apologize. Where did they rank in their academy class or how did they do on the entrance exam. Probably the only tests that are somewhat legit. Did they score in the top 2-3 percent. But if they are given any type of inside info that isnt privy to the rest of us then I think this group is manipulating the test scores for the Select few. And illegal. Let a jury decide.

If Cline wanted to privately tutor his office staff after hours there's not a damn thing (other than the perception of wrongdoing) that would prevent it! It's not against the law, in violation of any Dept. Rule or Reg (even if done on Dept. property)as long as the test takers on on their off-duty hours; Nor, surprise, does it violate anybody's civil rights!!!!!
