Word From on High

  • Police Supt. Phil Cline has no plans to scrap the Special Operations Section in the wake of felony charges against four of its officers.

    Appearing at a new memorial to officers killed or injured in the line of duty, Cline said the unit is worth keeping, despite the arrests.

    "There's no reason to disband the SOS unit," Cline said.

Well, we're sure that's a relief to everyone over at the old Sears building. But we're also sure that we haven't seen the end of reorganization and policy changes, not just at SOS, but citywide. Orders cut from the Patrol Division state that a Sergeant or above must be on scene and witness any signatures on "Consent to Search" forms. Unmarked cars a disappearing from units other than SOS. Take home cars may soon be restricted to exempts and there are rumors that those will be marked. Who knows what to believe when a scandal rolls into town?

By the way, does anyone else think that we have a couple of reporters reading the blog and their running to the Supe with questions?

you better believe that we have more than just a few reporters taking a look at this blog.

Just a note, the Supt. has given the order that all supervisor's below exempt rank who are assigned to the bldg. will have to turn in their unmarked (take home cars) and will be given a marked car without roof top lights. Why? To make it look like there is a strong presence of police out in the streets.
Supervisors at the bldg. are not happy about this, as they are soon to be flagged down by a citizen wh are in need of assistance.

Remember, the marked cars have a number on them that can be easily traced back to the person driving the vehicle. Make sure you have your police radio with you.

I'm a patrol cop from a small city in Texas, and I'm pretty sucessful at gaining consent to search. I like street interdiction and have gotten good at it, and while I can still talk my way into most cars, more people are refusing consent these days.

Thankfully, I'm not (yet) required to get written consent. When/if that happens, my consents will go way down...as soon as some official paperwork comes out, they know it's not just their word against mine anymore. If you add me having to wait for a SGT to come be an official witness, I bet I would go from the 10-15% refusal rate I have now to around 90-95% refusals.

Good luck getting into those cars, guys. Seems like they're making it harder and harder on us all to do anything consentual.

It always amazes me the knee-jerk reaction to any scandel or crisis in this dept. Yet nothing ever changes. Taking away unmarked cars makes no sense. What about district tact/gang, or nagis, or the diks'? Will they also fall under the no unmarked car rule
? Hey, what if a copper used his personal car to commit crimes instead of an unmarked, would they then ban all personal cars in the district parking lots and issue us all take home squads?

Glad to see they are not painting the entire unit with a broad brush for what a few may or may not have done. The cts policy is not new, just probably only enforced on the district level (swiping, anyone). I got a saw buck on the following: within the next 18 months you will see many bids out of 253 to places like 022, 008, and 016. Management will really clamp down on how things are run over there. Look for the salts to say "screw that, I'd rather be closer to home." The residents of these places will benefit, the Department gets to put younger people there who will tow the line and everyone will be happy.

After 25 years it still puzzles me who decides who elite is. Obviously the Mayor and his buddies aren't any good at it. The Top Cops (supt) have all been indicted since I've been on the job, with the exception of Hillard. Brass has been indicted for years. Guess how many skated indictments because of their ties with the Mayor. Maybe they should clean house starting at the top.

I was at the ribbon cutting ceremony at the Police Memorial this morning. It was a sonderful thing. Say what you want about cline, but he made this happen.

The real news, now don't tell anyone, and do not go posting this all over your blog and comment section. I could be killed for revealing this.

FOP has surfaced. That's right, FOP is alive and well. All, except that Black guy, what'shisname, were standing in a gaggle. It was kind of funny. Not one patrolman walked up and talked to them, not one. They can sure glad hand the bosses, though. They only talked to and were talked to by the bosses.

The Black guy, yeah, Syd Davis, was walking around by himself. Everytime he would join a group of police officers, they walked away.

Soooo, there is an FOP, and they are in our midst. Maybe they are trying to organized the exempts.

the unit should be disbanded immediately... the original purpose of the unit has long been altered,perverted, and distorted. allowing young and inexperienced officers going unsupervised, or working under unqualified supervision was a true receipe for disaster.

They almost have to get rid of SOS. They got rid of gang specialists, gangs north/south and west. I was in SOS for years. I left because it got bad. It got bad when we left 011 and went to Fillmore/Homan. Not too many in SOS are happy there, even before the scandal.

So...it seems the grass is always greener on the other side of the fence. SOS, districts, units, coppers, etc..none of the above are what they used to be. They say the private sector blows, too!!

They had inspectors standing at the entrance to the parking lot at 35th again today, taking names, star numbers and units of anyone driving into work in a Department vehicle. HA HA HA HA! It was kinda hilarious watching the take home car crowd circling the side streets for an hour, trying to find a spot on the street to avoid the Inspectors! Ha !!!

What isn't so funny is that they better start car pooling soon. You think the parking was screwed up before, you ain't seen nothing yet! Avoid that place at all costs.

I'm a journalist but I don't cover cops. If I'm reading it, and your blog gets a plug in local media, then it's obvious other reporters who do cover cops are gonna read it. There's no way of knowing with 100 percent certainity if the comments from "cops" are really cops, but there are some that sound more credible than others, based on context clues.
So if you guys want to send the media on a wild goose chase, you have the power right here to do it!
What amazes me is how CPD hasn't tried to shut down this site. Not that I'd like to see that, but I can't see how they'd not threaten their employees if they knew who the ANONYMOUS cops are.

The unmaked car thing is all crap. Yes fewer will be taken home, yes fewer will be assigned to units like SOS. The district tact and gang teams will keep their unmarked cars, after all they are in unifrom most of the time anyway. Investigative uits will keep their unmarked cars.

The cost to put all those decals on a marked car is about $800.00 a vehicle. The cost to repaint a car white and the put all the decals on is over three grand.

By the time all the unmarked cars we have now are replaced, this mess will be behind us and we will have a new supt. So dont sweat all this unmarked bullshit.

Why would they need inspectors to take down the names and stars of those driving an unmaked car or a take hime car? that does not make sence. They now who is authorized to take a car home and keep close tabs on that.

If your not authorized to take a car home and you pull into the lot at 35th street, so what, I went out for coffey. I would think the inspector would have to catch you at home with your car, not pulling into the lot at 35th street.

If you work at 35th street and are authorized (CLOUT)to take home a car, you dont have to worry about an inspectors beef anyway.

Off topic, but I'm at work and don't want my outlook email address used to email SCC direct (my employer tracks all outgoing emails from our work addresses).

OK, so 4 law students got charged with agg batt over the weekend for the incident in the west loop. The media is apparently too timid to name 4 law students who get charged with felonies, but has no problem naming 4 coppers who get charged.

There is sort of a debate going on in legal circles, and I was asked to ask...

Does anyone know:
1.) the names of those charged;
2.) the school(s) attended by those charged; and (most importantly)
3.) did any of these idiots actually grow up in Chicago or any other major city?

Guessing is that these 4 are from the suburbs or somewhere that ain't Chicago or New York.

Anyway, I'm a lawyer and former CPD, and its just a bet, but it seems like its fair to post their names here so long as the media and lawyers are constantly posting the names of coppers.

SCC, I'm not challenging you. If this question shouldn't be asked or answered here, than please delete this and my feelings won't be hurt.

I heard some of this mark vs. unmarked car stuff is a result of a problem with cages fitting properly. Appearntely, the cages won't fit right so they will be replacing some cars that units had as unmarked with cars that will be marked with no 'Mars' bar up on top. Anyone hear something different.

yeah, a few months back there was some in garfield ridge for about 2 weeks straight. mostly they wrote tickets to p/o's personal cars for parking in the street facing the wrong way in the street, they said so their presence could be proven, and people could stop complaining they are never around. well, i had never seen them before that except off duty.

Actually, the names of people accused of felonies seem to get released to the media pretty much all the time, so I'm not sure where you are coming from here. I doubt any of the 4 is a juvenille, as they should all be out of college.

On the other hand, I'm not asking for people to look up any internal document that they are not authorized to obtain and/or review (i.e., for any non-department related purpose). I understand that THAT particular action could cause a problem.

Nope, just asking if someone has knowledge of this (sorta like all the other "personal" knowledge that gets put out on the site. Alternatively, perhaps one of the reporters who cruise the site can call news affairs and ask.

For the e-mail thing, its because the default email that opens when I try to e-mail as an internal link is Outlook, and Outlook is my work email address. Anything sent from my work email address is automatically stored on several work folders. Outlook (used widely in the private world) is one of those things you probably have to experience to understand what I'm saying.

Anyway, the question will get answered somehow. Publishing the names of accused felons is very specifically not itself a crime, or slander etc. (the truth is the truth).

And if their is anyone who should want these names published, it would be POs. The agg batt charge on the 4 is supposedly for battery to the dicks and POs at the scene of the shooting @ or around 600 W. Washington.

Again, not encouraging anyone to use (or misuse) department resources to obtain the information. But it seems really strange that none of it was published in the media.

Do you want a story idea, try this one. Why does the City settle out of court with so many A-holes, and so readily?
There are several possibilities:
1) the city legal team are a bunch of bottom-of-their-law-school-class hacks who are incapable of "lawyering"
2) Richie uses the out of court settlements as a way of laundering tax money into campaign contributions. Lawyer X gets a great settlement, then his firm cuts a fat check to the local democrats...hummm Hey reporter, peak your interest?
If you reporters actually talk to cops rather than shitting on them you would get all sorts of great stories.

I know he got called on the carper when he and his partner had too many beefs. I also know he stood up and told whoever waht they can do with themselves.

Apparently, all of you goofs saying that no one needs take home cars has never been at the scene of a police related shooting...yes, even if it's at 0300 hours. I'm not saying that they all should necessarily be there but, beside the street deputy, you'll get: the commander of the officer involved, the commander of the district of occurrence (if different from previously mentioned), the Area Deputy Chief of Patrol, the Det. Div. HGS Lt. (CO), the Area Det. Div. Commander, the Det. Div. Group Deputy Chief. That's the minimum. Also, anytime a member of a specialized unit is injured, the lt. or CO of that specialized unit has to respond to the hospital and/or the scene of the incident. That's just off the top of my head. I'm sure there are a lot more scenarios where bosses need to respond.

I was working the desk at an Area a while back (On duty injury)

Heres the reality of bosses responding to serious stuff.

They are notified then one by one they start calling the Area to see who's coming out. They especially ask is their own boss is coming out, if not, see ya later!!!

To break them of this habit start putting their names on the 101s so they get subpoenaed. Then it's panic time for them cause most don't know how to get to the big grey building at 26/Cal.

Apparently, all of you goofs saying that no one needs take home cars has never been at the scene of a police related shooting...yes, even if it's at 0300 hours. I'm not saying that they all should necessarily be there but, beside the street deputy, you'll get: the commander of the officer involved, the commander of the district of occurrence (if different from previously mentioned), the Area Deputy Chief of Patrol, the Det. Div. HGS Lt. (CO), the Area Det. Div. Commander, the Det. Div. Group Deputy Chief. That's the minimum. Also, anytime a member of a specialized unit is injured, the lt. or CO of that specialized unit has to respond to the hospital and/or the scene of the incident. That's just off the top of my head. I'm sure there are a lot more scenarios where bosses need to respond.

Yes I have and its one boss to many. All you need is the watch commander of that dist. and the ads in charge. all you get is a bunch of over paid people flexing thier chest

With respect to Matt Cline, admittedly I don't know the young man well. I've spoken with him several times, and you'd never know his dad is the top dog. Never lets it out.

But I do know something of his background, and yeah, he HAS "been there, and done that." Worked in 011. Worked tact for years in 011.
Briefly assigned to the old High Risk Entry Team in Narcotics before he became a Detective in Area 4. How many bosses kids can or are able to say THAT?? How many bosses would even allow their kids to go to a ghetto district??
Or go out on the street unarmed, trying to buy dope?? He's no supercop, for sure, but he is a highly capable officer, and a decent supervisor from what I hear from people who work for and around him in Gangs. If you don't know him, don't make judgements about him or his career, especially when most of you have spent your entire time in PATROL.
While I realize that not everyone can escape the beat car, many of you would be shocked at what is demanded of coppers who work Gangs, Narcotics, and various task forces. Many of you wouldn't go the places they are asked to enter
with TWO guns. Be grateful there are still a relative "handful" of real police out there, or we'd all be screwed!!

There are plenty of people that would love to go to Narcotics and the high risk entry team but their last name isn't a clout-heavy connected one so they never make it, and yes alot of bosses send their kids to the 011,010, 007 so they can say they worked the ghetto before they move them to a unit i.e. narcotics, gangs, sos, tru, it's always been that way, as far as working tac in 011, big deal it's easy to get to tac there when that is your last name and your dad was tac sgt. there and besides, who can't make a pinch in 011? I worked there, it was no big deal, its' all about the court time there, and most coppers WILL spend their entire time in patrol because they don't have juice not because they also aren't good coppers, fact of life. So much for being the backbone of the department.
I'm not trying to rip him, just stating the obvious.

MOST of us will never get the OPPORTUNITY to go where he has been. Why??? because MOST of us in PATROL, don't have the PHONE CALL or the FAMILY relationship to go to specialized units. Sorry, CPDWoman, but I've gotta disagree with you. True, a lot of officers won't have the opportunity to go where Cline and others have, Narcotics, the OLD
High Risk Entry Team (now SWAT, part of Unit 153, at least for now), Gang Intelligence, various task forces, etc. But a lot of coppers don't seize the opportunities that they have. Most Districts are short of personnel on tact teams...why? Because most officers in those Districts don't want to work tact. Don't want to switch hrs. Don't want to make daily (or, almost daily, depending on what district you work in) arrests. Don't want to go to court. And if you are barely literate enough to write a case report, how are you going to write a search warrant? True, it still takes a phone call to get to 189, but if you haven't done the work, it will show, and if you're incompetent, eventually you'll be run out of there. Not much room there anymore to carry dumbasses and dogs anymore. The Lts. there now have a lot of say so as to who stays, and who doesn't. Anyone who knows Cronin will tell you that he will launch a dogass in a second. So, CPDWoman, while you're waiting for the big opportunity to come to 189, or Gangs, or Prostitution/Vice, or wherever, get on a tact or gang team, and get some skills first.
You'd be surprised how many press for interviews in 189 who have never been an affiant on a warrant, or ever attempted to buy dope on a tact or gang team in a district, or even worked on a team. I concede that Matt Cline was going to come to 189 when he desired to, but he earned his keep while he was there. Call him what you want, he was never a slouch while he worked there as a P/O. The fact is, most of the posters here would rather log on and complain here daily than to go about the process of bettering their skills, and utilizing the opportunities that exist right in front of them, building on them and then moving on to do something else. It's just sooooo much easier to do nothing but whine!

The fact of the matter is, no matter how smart or police savy you are, unless you have a phone call to make you will never get a "spot" in a unit reserved for the special people who have connections on this department. So get real and do what I do. I took this job for the mental diversity. I go out everyday and just do my job "To serve and Protect" any arrest or tickets I write are because it gives me personal satisfaction and maintains personal integrity based on my morals and values. If you expect anything else you are only cheating yourself. Personal integrity is what will keep you off the news stands and rumor mills. I am not jealous because some supervisors kid or some kid who knows somebody gets afforded movement on this job into units that are so called "elite" I feel sorry for them because they are putting their lives in danger for this job! Their ignorance and lack of experience usually leads to thier demise. Look at Cerialli, his supervisors sent and unexperienced kid to his death, they should have known better! I blame his immediate supervisors for his death. Our job is serious and at any time you or I may not make it through the day! My uniform does not make me superman and the laxity i see out there is significant enough to make me worry for people. Sure we took and oath but damnit we are only human not robocop not superman. Why do people/media/bosses treat us as if we are programable robots. My biggest fear is for women on this job. There is a large percentage of them that have such big mouths on the street and think that a redman class in the academy has rendered them invincible. HA HA Or that their partner will back up thier bullshit. Yes it is hard to deal with someone who is m**&^g you and spitting or trying to hurt you but unless you have taken a punch in the face several times you don't know how it feels or what your recovery time is. This department needs to protect its officers with personal protection classes, psycology classes and prepare us to be the police they expect us to be. Do they really think a streaming video is going to change who I am or how I do things? They are just covering thier assses with bullshit. I think as officers if the department isn't going to help us we need to help each other. We have people on this job who have thier masters in a variety of subjects, lawers, teachers, business professionals, etc. How do we expect FOP to do anything when we can't even get along. Lets get people in office that will bypass the political bull and work for us. Our department is slowly crumbling, structurally and morally. Our current FOP is just another political suck up!

Matt Cline is a class act. He worked in 011 and I mean WORKED in 011. He could've gone to some pussy district, but he worked his ass off in the ghetto!! He never has a negative word to say about anyone or anything.

Now the job's changed so much he can't go to the bathroom without some idiot asking him for a time due slip. He's under the microscope to the point that I'm sure he wishes he never took this job, but he never complains.

Going to specialized units this day in age is no picnic. Especially now with the SOS incident. I left both SOS and Narcotics to go back to the district. The worst concept in the department=heavy coppers/supervisors who don't know what the f*$k they're doing.

Anyone bad mouthing Matt Cline doesn't know him. If you do bad mouth him your lucky you're hiding behind your key board. It's hard to believe people can talk about Matt Cline like this.

As far as his father. He's done about as good of a job as one can do. If you don't believe it...wait til the next superintendent comes out and it's Willie or Suzy. Then you'll really have something to complain about.
