The Wrong Lesson Learned

  • City of Chicago officials are preparing to settle a police brutality case that has generated no stories in the mainstream media -- but which watchers in the blogosphere say threatened to expose widespread patterns of abuse in the Chicago Police Department.
  • As Kalven reported on his blog, the numbers show that of the 10,150 complaints of excessive force, illegal arrest, illegal searches, racial and sexual abuse filed against Chicago officers between 2002 and 2004, only 18 times were officers suspended for seven days or more.
  • That means an officer accused of abuse has a 99.8 percent chance of getting off without any "meaningful discipline," Futterman said. The figure exposes as a lie the department's attempts to portray the abuse under former Police Cmdr. Jon Burge as ancient history and practices as having been reformed, Futterman said.
Maybe, just maybe, the Slum-Times should question why over 10,000 complaints were made that had a high probability of being made with malicious intent and were of such a dubious nature that the Office of Professional Standards could not sustain 99.8% of the allegations.

Notice that the lawyers and the media completely disregard and make no mention of the fact that the Sworn Affidavit law has reduced the number of frivolous allegations made by citizens over nonsense to record lows. The high numbers from 2002 through 2004 had everything to do with the culmination of the entire populace of the CHA being trained to whine and complain about every little perceived slight inflicted on them by officers enforcing the law.

Every scumbag criminal in town knows that the city has traditionally cut a check to anyone claiming ANY type of brutality over the years. It's cheaper for the city to fork over a few G's and let the scumbag sign a waiver then to litigate these phoney allegations.

Every man and woman on the CPD should write a letter demanding an apology for such a poorly written and investigated article. I read the article and the first thing I said to myself was. Notice how its says 2002 to 2004.

I've said it before on this blog and I will say it again. I would never vote for Blago but, he did more for the Police than any other gov has in the last 20 years. Signing the sworn affidavant law into affect showed courage. CR#s are down over 60% since the law went into effect. Where was that Scum Times???? Your article is as one sided as it gets!!!

I do know that there are funds set aside to settle cases as opposed to going to trial.

However, this only happens when it is determined by the ACC that the officers' personnel jacket is way to heavy.

I don't think I'd go that far in praise of RA, but I understand why he did what he did. The sgt fell asleep on the side of the road and a skyway maintenance man found him. There are cameras all over the skyway, and inside the traffic cars. RA gets on the scene and here's a witness to what's going on, and the whole thing is being recorded.

Could RA have saved him? Possibly, but he'd have taken a chance a beef would have buried him. Would I have taken the chance? Probably, but I can't fault RA completely for what happened.

The real fault lies with the sgt who drove shitfaced and put himself and others at risk. It's gonna cost him big time in lawyers fees and suspension time, but he shouldn't lose his job. Maybe it will be a wakeup call for him and hopefully, others on this job that drive shitfaced.

Let's be honest here, too many of us coppers drive drunk and think our stars will save us. The sgt is lucky, he didn't kill anyone. So he'll take a loss financially, but still keep his job. Ask Casper, DeLucia, et al if they could do it all over agan, if they'd take a cab or ask for a ride home.

Those figures are made up. I work in the Bridgeport community and I can tell you firsthand that there are questionable officers among the ranks. Nobody observes these guys under a microscope, but if the dept starts to check beefs-LOOK OUT! We all know of the "loose cannons" on each of the watches.
I am looking out for myself and myself ALONE. Not even my partner is worth my job. If somebody wants to teach "street justice" to a banger, then they better be ready to get a CR# and face $$ punishment. I will not lie on your behalf either. "CYA" is the name of my game. Why dont the Suntimes look at all the medical claims by the Police Dept being denied as Injury on Duty, yet the City Workers can be off and working other jobs, Police Officers legit hurt while doing their job must fight the machine just to get his bill paid, while his credit is ruined and yet these non working city boys get fat working two jobs on disability, I say vote for anyone besides Daley, start writing your alderman tickets, get the blue flu, imagine what would happen to manpower-those house cats would have to work the street, hey Suntimes look at operation closed market- its really closed car-these people just sit n read and then go to lunch-hell one Sgt didnt even bother showing up on a crime scene, Go to Bourban Street on a Thursday and watch all the SOS carsm stream in for hours, and the working Police Officer can't get his doctor bills paid-no wonder morale is so down on this Department, I hope Daley gets carjacked while his body guards are out to lunch

You are an a&&hole. The Sgt was pulled over to the side of the road, sleeping in his car with the keys in his lap. The officer lied and put it on the IDOT driver to say that he saw the keys in the ignition. The IDOT driver will be showing up in court for the Sgt to say that he DIDN'T see the keys in the ignition and that the J.O. officer fabricated that to make his case. Watch and see what happens to the P.O.

Everyone is well aware of the millions and millions of people that are victims of Chicago police every year, but the paper fails to mention the millions and millions of animals and insects that fall victim to abuse of Chicago police department. I once observed a foot guy beating a baby seal at the zoo with his club for no apparent reason. Not to mention the thousands of fly’s that are swatted when entering the CHA.

10:16-Since you are missing some facts, if you've ever dealt with "P.O." Austin, you would know that the reason he did it had nothing to do with cameras, witnesses, beefs, or any other legit issue. It was the simple fact that RA seeks out police officers to hurt. He will tell you himself that he does not stop gangbangers, does not search cars, does not put himself in a situation where bravery is required. He arrests police partly so that when his supervisors call him on his cowardice he can accuse them of harrassment for retaliation. If you knew this prick you would know he has no honor, only selfish motivations for his bizzare actions. When was the last time he made a real arrest? He worked in 011 for about ten minutes, and was too much of a coward to stop or arrest ANYONE. He has real insecurity issues, and until he seeks proffesional help we're stuck with a cop who refuses to back us up- and will only respond if there's a chance to fuck one of us over. As for the legality, you obviously have never been to a SS hearing. The keys were not in the ignition, therefore-no probable cause to arrest for DUI. End of story. There is no beef for not arresting a non-criminal.

Obviously, you are not very familiar with the DUI statute. Acoording to the statute, a person only "needs to be in control of the vehicle." If they're "sleeping" in the back seat, with the keys in their pocket, they're still in control of the vehicle. The keys do not have to be anywhere near the ignition for the DUI charge to fit.

The sergeant has my stripes he is a merit sergeant, and the event was recorded on video tape which was inventoried by the IAD. Were lucky the sgt didnt kill any one or hurt himself. He is a Kline guy lets hope he learns from the incident and gets the help he needs, the man has a disease, and needs treatment.

This is not private industry or a suburban police dept. were one would be forced to retire or be fired. This is a merit protege of Phil Cline who made a serious but not fatal mistake. Thank God RA did the right thing, doesnt poor Casper wish he had been DUI'd instead of spending his life in a 7x10 cell with a real criminal 24 hours a day.(remember Milwaukee Ave and the Berwyn incidents) Get Real boys, when will we learn, the goof lives in Beverly why was he on the Skyway if he was going home?

Where were all his friends when he left the Stadium club bombed at Sox Park?

The number is not nor will ever be posted above any phone at CC Jail. As a matter of fact every time someone complains of filing a “beef” the response is pretty much the same. And I quote “You probably deserved it, you want some medical attention? No? Now shut up, quit your bitchin and shut up!” A very close friend of mine runs the intake room over there. I have been there picking up a prisoner. Those Sheriff’s are good people and would NEVER allow some SH@#BAG to flie an OPS beef from there. Geez, we all know that the public defenders office hands the number right to them at the bond hearing or next court date. The defense attorney will call for them. And lets not even talk about the McArthur Justice (INJUSTICE) center. OPS and IAD have to take every complaint. But the complainant has to file it correctly(only thing Blago did right so far). Even if it’s filed correctly it can still be false. I blame the attorneys for settling all of those cases before. Now everyone files a compliant in hopes of getting a little “city” money in a settlement. If the city would have fought for us then it would have saved money now. The past practice has now come full circle to bite us in the ass. If someone would have just had he presence of mind and a little forethought we could have avoided this. But that was asking a little too much. Now we live in a litigious “state” where the liberals and “thug huggers” roam free in hopes of pulling a multi zero check from the city. It’s not us……it’s them. But that’s my opinion. What do I know……….

Been to plenty of SS hearings, but most importantly, I wasn't there at the time this went down. But as you KNOW, if he's in the car, (anywhere, even asleep in the back seat) and the keys are ANYWHERE within his reach, he's in 'control' of the vehicle and subject to a DUI arrest.

I wasn't there, I don't know all of the facts. I do know I'd have bent over backwards to have saved him or any copper. Why RA did what he did only the sgt, RA, and the skyway guy know for sure. Was it principle? Was it because the skyway guy was there? Was it because the sgt pissed him off? I don't know.

However, to say a "non-criminal" is a bit misleading. Driving drunk is criminal in itself. We've all done it, and maybe it's time we stopped. Too many coppers have killed someone driving shitfaced, and we of all people should know better.

Again, I'd have bent over backwards to have taken the sgt home, but also again, I wasn't there. Before we cast final judgement on RA, remember that the sgt is the one who decided to drive while shitfaced.

I work in 009 and there isn't any reason to draw attention to police misconduct. I work with the most professional officers on 2nd Watch and we are very close. Whoever started saying 009 is bad has never worked here. I love each and everyone in 009 and I back them up equally. There is NO brutality going on in 009. None.

I work in 018. Yes, the women ratio is very large. Many coppers bid to 018 so they can be downtown and see beautiful women. You have to agree-we have the most gorgeous women in the disrict!
I wouldn't try to land one though, because they will surely destroy you in the end $$$!
Date only Southside women-Irish girls especially...
