Dude! Where's My Car?

Oh, this is going to be sweet - from the Comments Section:
  • Has anyone heard the latest news? The City has granted Streets and San. tow drivers the AUTHORITY to TICKET & TOW illegally parked UNMARKED SQUADS. WTF is THAT ALL ABOUT?? Civilians are now going to decide that where you parked a SQUAD CAR isn't an "emergency" and snatch it up!!! I'm hearing that anyone who gets a squad ticketed or towed who was NOT on an emergency call will have to shell out for the ticket and to retrieve the car. HOW DID THE FOP ALLOW THIS CRAP TO PASS?? A Copper working in a shit area runs over to Little Italy for lunch, and comes out to find the SQUAD GONE??? WTF!!!! Is the FOP going to fight this at all? What about the PBPA???
Even if this isn't true, we're thinking of having a bunch of spare keys made for all the unmarked cars in our units and when we pull up on the scene, have our partner take the unmarked around the corner or up the block and then tell the plainclothes on scene that, "Yeah, some Streets and San guy came by and yanked it."

It ain't funny until someone loses a squad car - then it's hilarious!

The first unmarked car that gets ticketed or towed for this bullshit, means war. How many times do you see garbage trucks, street sweepers, S & S trucks blow redlights, stop signs, make u turns in the middle of intersections? They can give us a parking ticket but we can write them a mover which will directly affect them. So bring it on S & S, let s see what you got!!!!

SCC, I'm hearing that this "cite & grab" of illegally parked squads
by S&S tow drivers is true, and has been sanctioned by the Mayor, in response to the recent article in the ST regarding coppers misusing handicapped parking spaces.
I think some ugly confrontations will occur shortly; we all have probably experienced some civilians citing officers' personal vehicles, even when they have identifying decals on them identifying the owner/driver as a Dept. member.
Surely, there are tow drivers out there who can't wait to drive off to the nearest auto pound with an unmarked attached to the rear.
Will the tow driver's rules apply?
If an officer appears on the scene before the tow driver leaves, will he put the car down, as required?
I think the Mayor will find he has opened up a pandora's box he should never have unburied...let the dramas begin!

There are plenty of legit reasons to park in generally illegal spots for unmarked police vehicles even in non-emergency situations. Why the brass on this department didn't realize that shows how long it's been since they've been on tac or in the Detective Division. Why don't they just start with all the cars double parked in some districts around roll car...or the cars parked out in front of 011...if this is true, it is classic 35th Street idiocy.

Why is it that whenever the City does another one of their brainless moves that people instantly start the rant "How did the FOP let this happen?"

Hey, Einstein, do you really think the City of Chicago, Department of Police sends the FOP a copy of all proposed orders and directives and then waits for the approval of the FOP Board?????

No, it doesn't. The City of Chicago, Department of Police simply acts and then the FOP must decide if the action was a CONTRACT VIOLATION or violation of past practices or some violation of the Police Officer's Bill of Rights.

Those are about the only reasons the FOP might have standing to file either a grievance or unfair labor practice comlaint. Of course the FOP can always file a lawsuit to seek whatever remedy the courts might provide but really, the FOP does not run the City of Chicago, Department of Police.

There is only so much a union without the power to strike or take any direct job action can do so please, save the inflammatory rhetoric like "How did the FOP let this happen?" when on many issues the FOP simply does not have a voice.

The mode of negotiation of the City typically is to do what it wants and then wait for the grievance or lawsuit and the matter get settled by an arbitrator or court.

This is the way the City of Chicago, Department of Police operates, not the FOP.

You have a shit police department in a corrupt city. don't blame the FOP for that. The FOP is not perfect but it is all we have. Don't blame every knucklehead move by the City of Chicago, Department of Police on the FOP.

In my humble opinion.

Two weeks ago near Lasalle and Washington I personally saw an unmarked being towed!! Knowing what great condition the cars are in I figured it had broken down, but now i see what really happened. UNBELIEVABLE!!!

What is happening to the shitty of Chicago, oops I mean City of Chicago!

But hey atleast they gave us those great,hard working TMA employees.

My question is: Why would any Copper write any tickets or for that matter do any Police work in this city! Just ride around and burn the City's gas and do nothing! This is really what the City of Chicago wants Police to do, don't park anywhere for any reason lest you get a ticket or worse having to hitch a ride back to the District Station! Of course we have to go after the copper(sarcasm)... Anyone who has been to Wrigley knows that police parking does not exist. Lets ask King Richard where his little motorcade parks when he comes to Wrigley. Yep, you guessed it, in a no parking zone on either Clark or Addison. Lets not forget when the Cubs were in the playoffs a few years back. We had a newly appointed 1st Deputy Dana Starks. Where did he have his driver park his car. Again you guessed correct. It was in a no parking zone on Addison directly across from the McDonalds. All of these high and powerful Lords of the city get to do what ever they want but are going to make the little people suffer. Are they asking us to find a legal parking spot over responding to a call, and then leave it up to some SnS tow driver to make that determination. There are parts of the city where you could not find a parking spot to save your life, but they are going to make us responsible for any fines and towing costs. Typical Chicago.

I believe this is old news SCC:

IF you remember, a few months back, the City Treasurer had her car towed from City Hall on Randolph Street side.

Before we get crazy with the comments about the Treasurer, the bottom line, it is a squad car and if you run the "M" plate the car is registered to 51st MMD.

The final analysis, the copper had to pay to retrieve the car.

You sir are absolutley right!! Tow trucks, garbage trucks, S&S trucks of all sorts running lights & stop signs. None of the above have the authority to do so. Furthermore, a great ticket for a tow truck would apply to them driving around with their flashing yellows on at all times. State law prohibits a tow vehicle to have the lights on unless they are on scene of a disabled vehicle or towing a vehicle. Remember folks, not only do we have the mighty pen, but we have the ticket books too. Oh, and let me catch one on a cell phone.

Example: I did a traffic crash a couple months back, and called squad for a hazard removal for the undriveable vehicle blocking a major street. After 30 mins called to find out where the tow was and the reply was there were only TWO city tow trucks working that night(8pm), a Saturday.

So I'm sure some of these SS guys are licking their chops at being able to hook up unmarks, so whats going to happen when you need a legit tow and their can be none to be found?

Any S & S street cleaner going the wrong way down the street, garbage truck, tow truck, CTA bus, etc. that goes through a red light or disregards any traffic or parking law shall be cited accordingly. Also, any news truck parked illegally. If we have to obey the laws, even in an emergency situation, then they shall also.

Any remember, according to the City MCC 9-44-040 and State law 625 ILCS 5/12-606, tow truck are required to carry certain items on them at all time and can be cited if they fail. Also, according to State law 625 ILCS 5/12-215 tow trucks are not allowed to drive around with lights flashing unless engaged in the process of towing a car. S & S tows always have their light on.

Just a couuple of things to bang these guys on if they start towing our cars.

Tow me. I'm not going to get my car. I'm going to sit in the restaraunt until another car comes to pick me up, bring me back to the station. I don't see anything in the g orders requiring coppers to tender a cash payment for a city car. If the city tows it, the city is going to have to pay to get it out (which is probbalby the ONLY reason they dont to w us now). IF I do have to get the damn thing, ill slip at the pound. In front of OEC on Madison when all of the news trucks are there, they ALL PARK ILLEGALLY. They park in the tow zone, bus zone, kitty corner from us in the bus zone, what gives them the right to do that? Hopefully someone in 012 with nothing to lose will have the balls to throw a priority tow on them for endangering the safety of the communications center. (that's the excuse used when our cars and a couple families from the Johnny's Ice House got ticketed in the same zone). It's amazing what the city is doing to our patrolmen/women out there. Simply an embarrassment.

While I don't have a dog in this fight, check this out with special attention to Districts 001 and 018:

Commissioner Steve SORFLEET and Ron CALDERONE, Bureau of Traffic Services, Streets & San, take their orders directly from the 5th floor at City Hall. They are actually hooking unmarked city vehicles ("M-plate" Crown Vics, etc.).

I unsuccessfully tried to contact Sorfleet and Calderone for confirmation and/or clarification. Both were "at a meeting". When available, both can be reached at (312)746-6955.

Don't blame the city tow drivers. They must follow orders or else.

What say you, Daley, Cline, Sorfleet and Calderone?

Before this war starts, look up the City Ordinance requirements for tow trucks. There is not one legit one out there. WRITE THEM ALL! Whoever gets in the tow truck next to move it, WRITE THEM TOO!
Eventually, when the tow truck is left BLOCKING TRAFFIC, order a TOW!
Be sure and mark "HOLD FOR OWNER" on the tow report. When the S&S

About 8 years ago someone was stabbed in the revolving door of the State Street Field's. S & S towed the Det's car from the scene while they were in the store. City told the Det's to pound sand and pay up.

I cant help but laugh at the suggestions made in this and other posts. The notion that coppers would cite media vehicles-camera trucks or delivery, and Vehicles of other city departments.

Ha I say! again I say ha! Chicago Police officers dont have the BALLS-BACKBONE-COJONS.

The thought that CPD officers would be able to mount a consirted effort for any thing is ludicrous.

Had one towed from City Hall. Went to the pound on lower Wacker and asked to have it released and the Sgt told me I would have to pay. I called the Area right in front of him, told the desk guy to "lose" the sign in sheet and told the Sgt to keep the f---ing car it wasn't mine but the city's. And he got it released.

You sir are absolutley right!! Tow trucks, garbage trucks, S&S trucks of all sorts running lights & stop signs. None of the above have the authority to do so. Furthermore, a great ticket for a tow truck would apply to them driving around with their flashing yellows on at all times. State law prohibits a tow vehicle to have the lights on unless they are on scene of a disabled vehicle or towing a vehicle. Remember folks, not only do we have the mighty pen, but we have the ticket books too. Oh, and let me catch one on a cell phone.

The tow drivers are directed to "hunt" for M plate cars to tow. They don't have to but take plesure in the opportunity to stick it to a cop. Police cars are now their priority. Get the name of the ticket writer and post it so we know who they are.

When citizens used to rag about me parking my beatcar on the corner where the no parking sign was,(example: Officer can't you see the sign? It say's no parking..are you above the law?)..I always explained it this way to them.. "look around..you notice that every corner, on every block, throughout the city, has a sign (no parking from here to intersection) with an arrow that indicates a no parking zone. This is done to reserve these spots for police and fire during emergencies and non-emergencies. They always shut up and respond "okay..I didn't know that, sorry!" Worked every time I tried it. Although, I would have rather replied "Kiss my ass fuckface, mind your own business!"

Does anyone remember a certain Commander of the Traffic Division who decided he was going to clamp down on ilegal parking by police officers in front of and around the old Traffic Court building at 321 N LaSalle St?

One morning a fleet of Streets and San tow trucks appear at traffic court and begin towing every police car around, marked and unmarked, Chicago Police and Illinois State Police. Civilians watched this in stunned disbelief, after all they were paying for all ends of this fiasco. It proved to be a blunder and an embarassment and all at taxpayer expense.

That is the type of exempt leader we had and STILL have on this department.

If anyone thinks the Keystone Kops exists only in the movies, well, they haven't been paying attention to the CPD. You gotta' love those clout heavy political appointee bosses.

But why declare war on the tow truck drivers who are only following orders from on high? Get bosses cars, at home and at work, do traffic stops on them, ticket every goddamn bosses car you see illegally parked, stop every one you see blow a red light or stop sign. Call for a street deputy when you get flak from the asshole or write a to-from requesting a CR when the boss refuses to show his DL. In short, throw shit right back at them. Fuck the department to a standstill. It isn't the tow drivers, it is the bosses, go after THEM.

And needless to say, contact the news media each and every time an idiot boss issues one of these brain dead edicts.

Nothing and I mean NOTHING can change policy faster than a embarassing write up in the morning paper.

Wagon men had been clamoring for leg irons on wagons for years. They were told to get them from the station or to go buy their own. That was until two publicized escapes from wagons. OVERNIGHT the department got religion and leg irons (three pair) were issued to each wagon and inspectors now inspect to see if prisoners are indeed leg shackled.

PUBLIC EMBARASSMENT WILL CHANGE POLICE DEPARTMENT POLICY FASTER THAN ANYTHING. YOU CAN BET THE MORTGAGE MONEY ON IT FOLKS.

This may be true! Friday at approx. 12:45 p.m. on zone 4 (1st and 18th districts) I heard it. The zone dispatcher came over the air 4-5 times asking if anyone is driving an unmarked car that is about to be towed from 1536 West on Taylor Street. She repeated this several times with the unmarked plate and color of the car, trying her best to locate the officers. Don't know what happened to the car, but it sounded legit. Bring it on! Get your mover books out!

THE CITY cannot compel you as a sworn police officer to pay the towing fee.. You’re a police officer, your squad gets towed, you give a "good reason" why an emergency vehicle you were driving was parked where it was. I believe there are 3 Illinois state laws that protect emergency vehicles while on duty, ie driving the wrong way, going through lights, rolling through stop signs. Patrolling the neighborhood is part of the police duty. Part of thier tour is personals and lunches. For every stop sign stopped is another minute my beat doesn't get patrolled. While you're at it, will someone please ticket the Suntimes trucks, they nearly caused me to crash into a flower pot the other night driving home from work with their driving on the opposite side of the road bullshit for a newspaper! Keep up the good work.

If I heard the order correctly - S&S has to contact OEMC, who then contacts the on-duty ADS, who will make the determination whether or not the vehicle in question is on a bona fide emergency situation or not. If the ADS gives the ok, the vehicle is towed, and the financial responsibilty falls on the officer.

If you're cars sitting in a tow zone long enuf for S/S to grab it, then you've been there way too long. I'm talking hours not minutes and if you think that paying $200.00 to get back city property is too much, let me tell you, refuse and you'll take a minimum 5 day suspension and you'll still end of paying the tow and fine. Not pleasant and we should all get a pass but the fact of life is that when you take those keys out you agree to take care of the City's property. You break the law you pay. . . its that simple. The individual S/S drivers have nothing to do with it . . . they have no more power to change the rules than you do. . . and, tell me, why should they refuse an order to tow you and take a draw. . . they didn't fuck up, you did.

If you can't do the time, don't do the crime. You'll find that paying the $200.00 find and getting the car back before quitting time is a whole lot cheaper than making a federal case out of it. Let's see: $200 bucks versus 5 days pay. . . you do the math.

Whoever wrote this is simply an ASSHOLE. Don't give us the, "We should be held to higher standards" speech. You sound like a company guy. My thing is this, we are the FUCKING police. That's it. If we are on duty and driving a police vehicle, we should park anywhere we please as long as it is not causing any major traffic hazard or danger (i.e. in the middle of the LSD). Off topic, but I noticed a poster with an apparent gripe about Sgt.
Markham. Markham is NOT a "merit"
Sgt., Officer know-it-all. He posted a good score on the LAST exam, and made it on his own.
Anyone who has ever worked with Don will very likely tell you he is a truly professional Officer, works hard, and always gave 110% every day. I don't know why you would post something so blatantly untrue about how he EARNED his stripes, but don't allow petty jealousy to cloud your judgement, or guide your keystrokes here. True, Markham did work in 189, and he did a great job there, always pitching in where help was needed, without being asked. Personally, if the rumor here is true, I hate to see him run for Alderman, because people like him are sorely needed in the boss ranks. A fair guy, who's been on the job for over 14 years and has worked in all facets of law enforcement, and performed his job well. Anyone who would post anything different here obviously doesn't know him, or even worked with him. I personally wish the man well in his new endeavor, but in my opinion, I hate to see someone of his high character jump into the political arena, where even the best of folks occasionally get slimed over. Oh, and by the way, even though Don made rank on his own, I can think of few PO's who would have deserved to be submitted for meritorious appt. to the rank based on their performance in the field more deserving than Don. And if you asked around in 189, I think many people in the unit who had ever worked with Don
would point him out as a guy who would have definitely deserved the nod. Thank God he got his stripes on his own, to shut up the petty people who would blast him if his promotion had gone the meritorious route.

Yes, I was one of those unfortunates who had an unmarked "squad" car towed at the old traffic court building. Un#ucking believable. A Sgt that I knew in traffic court made the arrangements to get it back w/out $helling out $$. That was about 10 years ago. I don't blame a po for not writing any parkers or movers now, this city seems to stick it to themselves.

Once again it's the media running the show with the bosses typically over-reacting to bullshit.

(a) No person shall drive or operate a tow truck unless the
truck complies with the following:

(1) Every tow truck shall be equipped with an amber rotating
light affixed to the roof of the cab; such light shall be visible for
at least 500 feet in all directions and shall be operating when said
tow truck is either towing or pushing a vehicle.

(3) Every tow truck shall be equipped with at least one cubic
foot of sand or dirt, one broom, one shovel, one trash can and one
fully charged fire extinguisher, dry chemical or carbon dioxide with a
rating of 4-B-C units or greater bearing the approval of a laboratory
qualified by the Bureau of Fire Prevention for this purpose.

(b) Every owner or operator of a tow truck shall remove all
glass and debris deposited upon any public way by the disabled vehicle
being serviced. The operator shall also spread sand or dirt upon the
portion of any public way on which oil or grease has been deposited by
the disabled vehicle.

Next hold up alarm in progress call, fire, plane crash etc. I will call in I cannot find legal parking in front and will get there as soon as I find a legal parking space per 1st Deputy Starks orders.

Here is the fax message sent out reguarding this situation. TOWING DOESN'T START UNTILL THE 22ND. Towing covers both marked and unmark squads.

note: I did not misspell First, it spelled that way in the fax. And I also did not screw up the singluar "driver and the plural "their" in the text either or any other error that I didn't catch.

MESSAGE

Fisrt Deputy Superintendent Dana V. STARKS has authorized the following procedure regarding the towing of illegally parked Department vehicles both marked and unmarked. These measures will become effective on 22 Ian 2007, at 0001 hours and will remain in effect until further notice

Department members are expected to park all Department vehicles legally. Under no circumstances should Department vehicles be parked on a fire hydrant or in a handicapped parking space. The operator of a Department vehicle must be prepared to justify their actions for having parked illegally even when that action involves their official duties in response to an emergency situation.

If a Department vehicle is found to be parked illegally by Department of Streets and Sanitation personnel, Operations Command will be contacted and the on-duty Assistant Deputy Superintendent will be notified. The on-duty ADS will determine the status of the illegally parked Department vehicle and inform the Department of Streets and Sanitation personnel to proceed accordingly.

When a Department vehicle is towed, the operator will be responsible for the citation, towing and other costs associated with the towing of the Department vehicle. Notwithstanding the determination of the on-duty ADS the operator of any illegally parked vehicle can still face disciplinary measures.

If the ADS gives the ok, the vehicle is towed, and the financial responsibilty falls on the officer.

be careful a P.O. just got 30 pending when his squad got stolen. He was at dinner with the car parked outside motor running. He thought his buddies were pulling his leg and took it. He went in to the station checked off and went home. car was not reported stolen. 1 1/2 days later guy gets pinched in the stolen squad.
