Clearance Rate Falters

Listening to WBBM this morning, this cheerful little quote (we're paraphrasing here):
  • If you committed murder in Chicago last year, you probably got away with it.
And sure enough, according to Channel 5, Channel 7 and the Sun Times, the clearance rate for homicides fell to 36%, down from 42% a year ago and 47% in 2004.

And of course, the blame gets spread around liberally:
  • Detectives, for instance, are dealing with a 2005 state law that required them to start videotaping interrogations.
  • Some detectives say another 2005 policy that requires detectives to tell witnesses they have the right to leave the police station hampers investigations even more.
  • Officials also noted that many of the department's 1,100 detectives have fewer than 10 years' experience, and there is a high turnover in some of the busiest areas of the city.
The dicks are overwhelmed, trying to do more with less, same as everyone else. Of course, downtown isn't cracking down on their overtime as much as they're cracking down on the Patrol Division (oops, we mean Bureau of Patrol), so the compensations are there. But if no one is bitching about the poor clearance rate, where's the impetus to improve it?

If you stop and think about it, who would bitch about a low clearance rate (other than maybe Detective Division exempts who have/had detective experience (any?), and who might take pride in the clearance rate)? Other than those, where is the constituency (political or otherwise) to push for higher clearance rates? The liberal political structure pushes in the other direction (videotaped confessions, witness rights, etc.); would it surpise anyone if the clearance rate drops into the low 30's, maybe into the 20's? Even then, who, that really matters, has the clout to really careand effect a change?

Why can't they just report the truth: 95% of the homicides in this shitty city are of dog ass, drain on society types, NO MATTER WHAT THE RACE! Not a lot of bona fide, innocent victims killed here, and those are usually cleared rather quickly. The gangbanger murders shouldn't even count since there are 20 people who know who did it, but won't help! Screw 'em! Shouldn't even count in the grand scheme of things.

Any craftsman would tell you... If you take away a craftsman's tools don’t expect him to create or complete his craft. Did we not see the writing on the wall? Simple logic would tell you that when you continue to handicap the police in doing their job the less results that would be obtained. Society should be grateful for those men and women who continue the struggle and are dedicated the get the job done regardless of the restrictions imposed on them. Our boundaries get further restricted all the time while the criminals still work outside any boundaries whatsoever. Police restricted divided by criminals with no boundaries and no rules equals low clearance rate and chaos. The fact we have any clearance rate whatsoever is a testament to the officers and detectives that form these cases. NO I am not a detective but I did play one on TV!

NO real surprise there! Dets. are swamped with the handouts, and let's face it, a number of them are there only for the pay grade raise. And we've seen a number of appointed Detectives "request" to be declassified and returned to Patrolman status. I guess mommy never told them they'd really have to work there in that new suit!

One time I was working up in Area 1. I heard a Sgt. up there inquire with some of the newly assigned Dets. if anyone wanted to volunteer to take a ride out with the assigned Dets. on a recently discovered homicide. I was astonished; not one of the "new"
Dets. stepped up to volunteer to ride out there with the seasoned vets who were handling the call. Only when someone began verbally shaming them for NOT volunteering did anyone rise up from their internet cubicles and move their sorry asses. It was just too pathetic to adequately describe.
I knew at that moment that the Detective Division I had worked around and observed for the better part of two decades no longer existed, and will probably never rise to levels I had witnessed years ago. Simply SAD.....

Right now the D-Division is in the middle of an evolution. In the past 3 years the rules of engagement have drastically changed against quick clear ups. The concept of clearing a case within the first 48-72 hours is a thing of the past.

The Cook County State's Attorneys Office still heavily relies on a statement but now instead of getting the statement right now, everything waits until the evidence has been worked up. This takes months to complete. Cases that would have normally been solved in that 48-72 hours are now being cleared 6-9 months later.

Now you have to wait for your witnesses to get locked up in order for you to have the leverage that you used to have. But, that dirtys up your witness and makes them unreliable.

All this takes time and patience which the D-Division can do when the proper amount of detectives are at each of the Areas. It doesn't matter about the detectives experience level to clear cases. That matters in court for a conviction. There are many officers who have made Dick and not missed a beat in the D-Division. The learning process is for court, COHs, and the different types of warrants that are used in the D-Division as per say in Tact or Gangs. That is where the experienced Dicks come in. The younger Dicks are always eager to learn if they feel that you know your shit and are not treating them like shit. Heck, I learn new things from the new Dicks.

If you have a gift for gab as a beat officer, you'll have a gift for gab as a Dick. If your an actor as a Tact officer, you'll be an actor as a Dick.

Eventually the Cook County State's Attorneys Office is also going to have to evolve to the new way of detective work. They're going to have to start flipping people like the Feds do with their profers.

The key is enough manpower and patience to do the job right. You can't do the job right when you're doing an Agg. Batt. one day, the next day an Intimidation, the next day court, the next day a new murder scene, etc.. you get the picture.

So stop blaming the inexperience level as a reason for the decrease in quick clear ups. The key statistic now is clear ups from past years. The blame belongs in the City retreating against the continuing onslought of the PLO and others.

I have to comment on TRU truths and lies. Truth you dont need clout they are begging people to get in the only clout babies are the supervisors that have average time of 2 years as Sgts, most are strokes. The Pos are basically recruits, wannabees from slow districts or pos with 2 years on in ghetto districts that think they know it all. Very few cars are in DOC areas if they were you would have 20 cars driving around 5 block area. How many do you actually see 1 or 2? They dont answer jobs when districts are in backlogs, and they actually have the nerve to ask for paper car when they onview something? They DO go to school on company time and they DO leave at 10 when they have court next morning. Most fake contact cards or have three cars jump on 1811 pinch, which is great for them in 015 or 011!!!!! They are not elite but a joke hideaway unit which should be disbanded or cut back for manpower in districts.....Some good guys are there but most are strokes. Watch those 4 hour days boys and girls cause your SWEATERS arent gonna save you from inspector's beefs for stealing time. Take shit to me all you want but I speak the truth and no I wasnt kicked out I left!!!!!

They (The Department) cited some case law from another state and in "fear of the lawsuit" insituted the "Witness Advisory." Now if you violate the witness advisory and a lawsuit is filed against you as a detective you are on your own.

So when "FLACO" is killed in a drive by shooting and the only thing that is going to maybe clear the case are the witnesses who were out there and their statements

How the hell can you clear the murder when you have to tell the gangbanger witness they can go. They say F%^$# that I'm not staying here, I'm gone and they are out the door.

It's even worse when the offender is in custody, you have only 48 hours to charge and your witnesses after being given the "ADVISORY" are marching out the door after being given there "ADVISORY". Now you have to go back out and beg them to come back only wasting more time in the investigation.

The city, the department, and the county has stacked the deck so high against the police from doing the their job due to liability issues and politics as usual its no wonder the clearance rate hasn't hit the single digits.

It's fast approaching and it's only getting worse.

It wasn't so long ago that most areas homicide clearance rates were 80/90 percent.

As more restrictions are placed on the investigators by the courts and more so by the sao we have to adapt.

Maybe if the mobile lab was worth a shit and actually did what they are supposed to do that would be a start.
Most of them cant find a print on the end of a finger.

Sergeant's Results Are In Mail!!

We heard from HQ that the Sgt.'s Exam test results will be in the mail on Wednesday 07 FEB 07!!

You have a Chief of Detectives who is clueless (pardon the pun), Area commanders and supervisors who were never detectives, only clout babies and political hacks, detective areas that are demoralized and undermanned, and a City administration that cares more about placating the liberals and the politically correct than getting the work done. well lets see, if a good experienced detective makes Sgt. he has to leave the D unit unlike L.A where they have Det. Sgt. Then you get Sgt's going there who were never detectives, Thus the blind leading the new blind detectives. Low moral and unqualified people as supervisors. A detective training period for new Sgt's is a joke. All about creating spots for the clout people. Thats what you get poor results from the tax payers money, but the man don't care. My clearance rate has faltered lately, too. Just the other day, I ordered a burrito dinner plate, but I could only polish off half of the burrito; and I hardly touched to rice & beans. I used to be able to clear my entire plate no problem.

The stats show there is a direct correlation between number of jobs and clearance rate. It is a factor of time available to solve the crime. Area 1 and 2 have the most number of jobs and the lowest clearance due to the fact they have very little time to work on something before the next two or three jobs are assigned to them. No excuses, its the truth.

well this is a direct result of promoting non-qualified exempts to oversee, non-experienced lt's and sgt's who oversee, exteremely non-qualified detectives, from what i hear the more recent dets's have shameful deliquent lists and wouldn't no a felony 101 if it bit em in the ass. AND the dept is forcing out the veteran det's by overworking, micro mananging and shear incompetince at the Command level (hint MM), AND it's only gonna get worse.

Sgt results are out. If you scored 143 or higher you will be 300 spots out or closer. A score of 133 will get you around 1150 or so and a 124 will land you around 2400. This is a bullshit test. 10 points is not a lot of space but it is the difference of between 286 and 1168. A grader of the test could mess up 10 points. I sick of the city and its bullshit. Also you assholes that claim you made it legit. Reemember "10" points is the difference of almost 800 spots. I scored in the top 150 and didn't study and shouldn't be a sgt. But I will because of the bullshit scoring. By the way I scored a 151.

Sgt. results are in! I devoted 6 mo to this test just to have it shove up my brown eye sideways! I'm sure the 30 seconds on the job college student that gets promoted will always treat me right. I feel better, now that I bitched, back to work.

Actually, I truely hope some workin coppers out there did well. Us grunts need all the good bosses we can find.

Chicago doesn't have murders. It has a lot of killings. A murder is when a decent, tax paying, church-going respectfull citizen has their life taken. When one gang-banger caps another over turf or money, etc; that's not murder; that's a killing. And we are still tops in killings. That's why the clearance rate is so low.

The clear up rate would be alot better if the C.O. of a south side Area would stop giving all of the Homicide cases to his hand picked half dozen kiss asses. The clear up rate is only a fraction of what it was before he arrived. Now its in the toilet because only his boys are allowed to make the overtime the rest of us just sit back and and handle the bullshit.

The guy with 15 years knows what he is talking about re evolution of the D division. You need to work with the ASA's to make a case and yes it takes longer. Court experience, execution of warrants and COH's do make a difference. Yes, it takes longer, more paperwork, more accountability...but worth it. PLUS, we need Sgts. and above in the D division to realize that. You get Sgts. and bosses wanting closing supp reports and felony files and you haven't even poured thru all the evidence you took in on a search warrant. Don't give in submitting a half-assed report because it's you on the stand being hamnmered by the defense attorney if there's a trial, not the chevrons or bars... common sense = 0. Oh yea, these are usually the merits or ones who don't have a clue on being a dic. 29 and a day looking better.

Soon some new Dicks will be in the Areas. That means that Area 2 will get some new Dets, but end up with less Dets than before the new class was assigned. Happens all the time, Sgts promos, retirements, more Dets detailed out, etc. And where are all those 30 or so detailed out Dets at? I guess they are all somewhere working on bigger and better things than the daily Murder and mayhem at A2. Yeah, Right...

Im not a detective yet, but I know if you put most of our working detectives against anyone else in this country no one will be bitching about our clearance rate. Now with these new rules its more complicated to solve the crimes of people who commit murder. You probably don't live in high crime areas and don't need to worry that your liberal ideas that are going to put offenders on the street unpunished for your "piece of mind" in other parts of the city.

I have to comment on TRU truths and lies. Truth you dont need clout they are begging people to get in the only clout babies are the supervisors that have average time of 2 years as Sgts, most are strokes. The Pos are basically recruits, wannabees from slow districts or pos with 2 years on in ghetto districts that think they know it all. Very few cars are in DOC areas if they were you would have 20 cars driving around 5 block area. How many do you actually see 1 or 2? They dont answer jobs when districts are in backlogs, and they actually have the nerve to ask for paper car when they onview something? They DO go to school on company time and they DO leave at 10 when they have court next morning. Most fake contact cards or have three cars jump on 1811 pinch, which is great for them in 015 or 011!!!!! They are not elite but a joke hideaway unit which should be disbanded or cut back for manpower in districts.....Some good guys are there but most are strokes. Watch those 4 hour days boys and girls cause your SWEATERS arent gonna save you from inspector's beefs for stealing time. Take shit to me all you want but I speak the truth and no I wasnt kicked out I left!!!!!

HAHAHA not one thing in your post is true, nor does anyone really care, it's obvious that you have this incredible hard-on for the unit, most of the people in the unit come from working districts, the doc is always saturated, which is why some districts get pissed because there fishing holes dry up, if YOU are actually in the DOC you would know that. THe unit gets apps all the time, there aren't many openings, most teams are filled. If you are in school you drop a slip, period. Nobody is leaving at ten, enough of your bs already......

Did any on ever check into the backgroung of the supervisors in the detective division?
How many supervisors have any experience as a detective?
How much time do these supervisors have on the job?
Detective have to pass an exam, in most cases.
Do supervisors have to pass any type of exam to be appointed tho the detective division?
How can you supervise a detective when you never had any experience as a detective?
Just thought I would ask.

Talk about the professionalism of dicks? Well there's a guy in my district who works the front office, studied his ass off, and passed the test with a score that will get him made in the next class or two. He has about 6 years on the job - ALL INSIDE!!!
What kind of dick do you think he'll make? He doesn't know the difference between a felony and a misdemeanor much less what a Miranda warning is. To him, 'X' clearing a job is using a typewriter to fill in the 'check' boxes on a report. Pray you're not a victim and he's your salvation. Oh, and welcome to the competency of the CPD.

You can take a Supervisor out of patrol and make him a Dick Supervisor and he will easily function. But if you take a Supervisor out of Dicks and put him in Patrol............ You got problems. He needs guidance from the Beat Officers. We are the backbone of this Department and don't you forget it!!!!!!!!!!

in homicide, with a fresh victim, a new merit told me to take his partner, because he was throwing a BQ party...WTF..,and we were in homicide city A/1.....?????
