"Sgt results are out. If you scored 143 or higher you will be 300 spots out or closer. A score of 133 will get you around 1150 or so and a 124 will land you around 2400. This is a bullshit test. 10 points is not a lot of space but it is the difference of between 286 and 1168. A grader of the test could mess up 10 points. I'm sick of the city and its bullshit. Also you assholes that claim you made it legit. Remember "10" points is the difference of almost 800 spots. I scored in the top 150 and didn't study and shouldn't be a Sgt. But I will because of the bullshit scoring. By the way I scored a 151."

That's not all.. These promotional exams that the city has been giving the past few years are scientifically designed so that the tests are nothing more than just a sort of “lottery”. (the tests are designed by “Jeanerette” [not sure on the spelling])

If you recall the City lost a suit filed by African Americans last year in the Circuit Court in regards to the Firefighter Entrance exam. The decision by the judge was that it is a known fact African Americans do not fare as well on written exams. Therefore a more passable exam must be designed - - that is EXACTLY what this last sergeant’s and lieutenant’s tests were like. You will see enough minority candidates get though this test just because of “the luck of the draw” factor.

Think about it, you ask many sharp P.O.s who have a real college degree from some big name school and have actually studied.. they may have finished 2000 on the list. Then you talk to a guy who never cracked a general order and just showed up for the hell of it… he finishes around 200. In reality, the slug who did not study only got 15 or 20 more points on the test but that’s all it takes on such a “lottery ticket” style assessment exam. BULLSHIT.

Ohh, by the way, do think the new Chicago Police Department blog would print what I just said??

Well, another test down the drain. Nice to see they only went into the 360's off the last list. AS a P.O. who scored between 370 and 400 and did not make it even though they made well over 450 Sgts off the list I would like to thank the following.



Mayor Daley and the city of Chicago for promoting useless people because of who they know and not testing or job performance.

The Chicago Police Dept for successfully using the term Merit in place of clout so they could slide the clout people into Sgts spot who are too stupid to pass the test without help.

Our BALLESS UNION (Sorry, fraternal organization) for not fighting and allowing the 30 percent merit crap. I have no idea what I pay dues for. You have not done shit for me in 20 yrs.

And Finally the Shakman Monitor Noelle Brennan for letting the city get away with political hiring and promotions and actually believing the poster boy for merit Ronnie Huberman. The Shakman Monitor is totally useless.


I feel better now, how about a personal squad?

Don't look at who made it on the test, look at who makes the first class on the merit list. Start with Top Tier of the Department, what percentage of those exempts are merit? It has to be at least 50 percent if not closer to 70 percent.

I scored a 130 and I am in the 3,000's! 6 years must not be enough senority or I am too young; who knows? I should of studied more on dumbass CAPS thats what killed me...It is ok though based on the SGTs I see on the streets now I firmly believe that you shouldn't be a SGT without atleast 10yrs street experience and I mean street experience! not DESK EXPERIENCE!!!!!

Anyway, just watched the I-team thing on Stephens and Rosemont.

The whole thing pisses me off. We couldve had gambling complexes right here in Chicago, years ago. But ElDuce Ritchie was against the immoral taxes it would bring in. Now he hasnt the money to pay into our pensions. Him and blago now want casinos to fund their crap budgets.

We couldve been working triple time at these casinos, in addition to our pensions being fully funded and our insurance paid for!!!!!

Why bother? Because I don't know a soul on this job, just the POs I've worked with, and not a soul knows me, I'm not related to anyone (in a position of clout), and nobody gave me the questions beforehand, just the study guide. If you didn't do well, don't bitch and moan. I scored very well, because I studied and I was able to perform when it came test time. It can be done.

Well , i dont know why im not SGT. yet. I am the best tact worker in the 019 district. I am very very close friends with the commander. I call him by his first name "George". And I also play volleyball with him. As you all know he told me he was going to make me SGT and im still waiting.

I had a score of 138 out of 192, 8 1/2 years on job and my ranking is 618. Extremely disappointed and thoroughly disgusted to know that only 4 more right would have placed me in the 200s. Studied my ass off for a long time in between court, special and being bounced from car to car in a shit district. I have no chinaman, no phone call, no relative who's a boss, no boss to back me except myself. My stats/awards would easily qualify me or at least make a helluva strong arguement for merit promo. Instead.....I have to do it all over again and it truly sucks. Its hard not to be bitter but what else is a guy to do or be? Iam extremely thankful for having this job and for a lot of people you will never know how much. I would like to congrats the people who truly did make it on their own. You did it, be proud and now be a great boss. Be safe and hopefully we'll all have a "Lucky Saturday" someday soon.

Eric W. in 610 got his letter today, but refuses to comment on his exact score. Although he says its between number 3 and 5. As of 1630hrs he refuses to answer to his "christian name" but will only answers to the call-sign "#4". It getting kinda creepy, I wished he would just tell us his score.

Rumor has it that shortly after a John Nader of the 019th District announced his score of #1, he was shot in the buttocks with a tranquilizer dart by high level scientists working for the National Security Administration. It now appears that he had used his E.S.P. powers for personal gain. (i.e. gaining the answers to the sgt's test). Now as a condition of his probation he will be forced to wear a lead helmet,that will hopefully prevent him from any further ESP cheating.

I have called three attorney's in relation to the fairness and the scoring of this test. I do believe that there are very serious discrepancies and am seeking to remediate this through litigation.

I will post further as this unfolds and would love to see a thread on this subject as i know there are others who took the test and are being screwed over. The imperative thing to do right now is to discover how many people have been slighted and to file an immediate class action lawsuit before they start a new sergeants class.

This has occured before and those who filed suit won, it will take some time and a few hundred dollars a piece but is more than worth it in the long run.

I called the FOP about this and they essentially stated there is nothing they can do and that they believe that the CPD testing is fair and impartial. SCC please open a thread on this subject matter and I would love to hear from current Sgt's who had to sue in order to make it legitimately.

This clout nonsense needs to stop and it won't until we standup united and litigate it, don't ever count on FOP to defend your rights either, they are an extension of City Hall.

THE 1993 TEST CONTAINED NO MERIT. WHEN YOU RECEIVED YOUR SCORE, YOU KNEW EXACTLY WHERE YOU STOOD. THERE WAS A GROUP PROMOTED IN AUG 1994, MARCH 1996 & MARCH 1997. I BELIEVE THEY WENT TO 410. I have been both shot and passed over, if this goes on much longer without me getting promoted I will blow this bull shit department out of the water, from the city I love . You know? I will wear my blue star, my award of valor, and every other award this department has given me.

Also, what do you guys think would be about the cutoff number? You know, like anyone under X will almost surely make it. I was thinking that number might be 300.

I took the test while on leave...then they made me pull the pin before 2 weeks ago. I tried to get them to extend the leave until the results came in but no go. I guess it doesn't matter how I did now except for the guy behind me.....Sincerely, a newly retired, but still in law enforcement elsewhere, officer....Congrats to the chosen few who will make the rank.

I called the FOP about this and they essentially stated there is nothing they can do and that they believe that the CPD testing is fair and impartial.

This test is bull sh!t..I scored 139 and I am 740 on the test and I have over 7 years on the job.
How can someone with a lower score and less time on have a better ranking??
I know neither of us will make the list, but this is BS. I'm sure this is happening all over the place.

The best part......
knowing I did it myself......

I know plenty of merit Sgt.s
At least 20.
Most couldn't comb the pubes of the legit Sgt.s
They are phony from top to bottom.
Again, most, not all. A couple are thankful to God and the powers to be that they received a huge gift, and try to extend that gift to the guys/gals who work for them.

I believe you are on the right track, and I wouldn't mind donating time and money to the cause.

I took the test in 1993 and ended up in the top 500. The mayor went on record as saying that although the results were not to their liking,(not enough minority representation)the top 500 would be promoted as well as 174 Lt.'s.

And then, SUPRISE!!! the idea of merit promotions popped into their heads and all bets were off. Left out in the cold were 74 officers who had counted on making sgt as well as a small group of those who were to make Lt. The two groups banded together to form the "Coalition for Fair Promotions". We placed then IAD Sgt Charles Williams in the leadership position. Attorneys were selected and a suit filed. We knew going in that it would be a long process, but the attorneys seemed certain that we would prevail and as the case progressed, all indications were that things were going our way.

All of a sudden, the attorneys resigned the case and new attorneys were selected. Not long after, a letter was sent out by Charles Williams which said we have no chance and need to drop the case. If we didn't the city was going to come after us for expenses which would cost each member thousands of dollars. Everyone got scared and we caved. Williams' meteoric rise to the top since that time is no doubt just a coincidence. BULLSHIT!

As for the FOP, Bill Nolan came to a CFFP meeting and essentially said that although they sympathize with us, they were not going to dedicate any resources to a cause that would only take dues paying members out of the FOP. No doubt that is still the feeling to this day. They refuse to take any leadership in ensuring that the promotion process is fair and transparent. If the FOP had offered any resistance to the notion of merit promotions, the delay would have been enough to get that final group promoted which, by the way had more minority representation than all of the previous classes from that list combined. The Fire Union resisted, and as a result merit promotions were capped at 10% for the contract which they were in the process of negotiating. I'm not sure what it is at now, but the point is; resistance is not always futile.

The current FOP administration will tell you that they had nothing to do with that, it was Nolan and his crew. But as you can see, the pattern remains the same. Donahue and his group are banking on the fact that the department is very young and unable to draw comparisons to the regimes which came before. We are made to wait 9 months for test results which were probably completed 6 months ago. We are given a score and told that we have no choice but to accept it. We are not allowed to know what the correct answers are to the test, nor are we allowed access to our exams to ensure that they have not been tampered with. And to cap it all off, we are not even allowed to keep the second copy of the of the multiple choice portion. Now, why would we get to keep the second copy for part 1 of the exam and not part 2. Oh yeah, part 1 doesen't mean anything. It is much easier and more efficient to manipulate the results of a multiple choice portion.

I firmly believe something could be done. Itdoes however require determination. The FOP will not help because City Hall and HQ will never give them the green light. We do ourselves such a disservice by reelecting these clowns!

We all scored under 200. NO we did not get any answers, NOR did we cheat. We earned it the old fashion was, we STUDIED!! You'll see our names as future sgts because we earned it, we didn't have a phone call NOR did we cheat! We'll feel good about it when we get made because we EARNED it.

Seriously...accountability is the new "buzz word" for the department concerning deployment and personnel. Therefore, lets force the department to extend that to this test.

Lets demand, either through litigation or oversight organizations, that all facets of the exam are revealed, ie. grading, who the graders are, correct answers.

Our union can organize it with a collected fund if officers are willing to contribute.

Who would be interested? There is an election coming up.

Congrats to all who will make the cut. My best guess is, that those with scores of 300 and LOWER will definitely make it at some time during the next 3 yrs. Those between 300 and 350 are on the bubble; anyone over that should hold on to whatever study materials they have, as they may come in somewhat useful as a reference in preparation for the NEXT Sgt. exam. As a Sgt. for over 10 years now, I salute all of you who truly worked hard to obtain a good score. To those of you who know you are definitely out of the promotional wave of this test (and I know you don't want to hear this!), don't get discouraged or bitter. When you become bitter and hang onto it, you've defeated yourself. You won't have to worry about convoluted "conspiracy theories," because you have taken yourself out of contention. I wouldn't give the Dept. the satisfaction of doing THAT. For those of you who worked hard and whose test results weren't there, should you make it meritoriously, don't forget where you came, that you're fortunate enough to have been saved by a "round two," and look out for others out there who are damn good Policemen (and women), but just can't seem to crack that much needed "under 300" score. Don't hesitate to point them out to YOUR bosses. Believe it or not, some District Commanders actually ASK their Sgts. and Lts. if they have any recommendations of hard working coppers in their respective Districts to be submitted for meritorious promotion! The bosses can't possibly know all the players in their Districts, but the front line supervisors should always know who the quality officers are on their respective watches. And don't forget to submit those heavy hitters for HMs and DCs when they make quality arrests! Those awards DO MATTER when those packets are viewed by the Meritorious Selection Board!! My prayers are with all who will soon be part of one of the most important positions on the CPD, and easily one of the most thankless. God bless you all, and stay safe. And remember, it took some of us two or more tests to get our stripes, some of us NEVER gave up!!

It was give at Lane Tech and each class was monitored by CPS teachers.

When the P/Os finished the test it was scored in front of them, right in the classroom, by a machine and they were handed their score!

That was on a Saturday and the list was published on the next MONDAY!

Then the phone calls started coming into Personnel demanding the list be changed to take care of the usual guys with clout. So the usual add ons had to be made and scores changed.

The MISTAKE of giving an honest test has never been repeated.

I feel bad for all of you who took this test in one of the most corrupt departments in the country. When the first list comes out just see how many clout heavy sucks are on the list, or P.O.'s who had Daddy on the job as a boss. These are the ones' who were hand picked to attend a certain study group of an exempt boss of Greek Decent. So if they get inside information that is not available to everyone else about how to answer a written test this is a violation of trust and sends morale even lower on this -ucked up Department. They should also make the whole list available to all those who took the test. Mark my words that when the first list comes out you will see a list of people who had more of a career as a secretary than a police officer and you will see how little time they have on this job. I just don't know how they can bullshit their way through this job thinking that they really know their ass from a hole in the ground. With all due respect, Dept. Supt. C. Williams did not "meteorically rise" to the top. Williams was a Sgt. for about 20 years. He was finally promoted to Lt., commanded Housing briefly, then was sent to one of the Detective divisions (I think it was Area One) for a time, then on to Deputy Chief of Area 4, then on to the very brief position of Dept. Supt. of Strategic Deployment, before he was forced to give that position over to John Risley, while he was moved over to take over Mauer's old position of "Chief" of Patrol, renamed to "Deputy Supt." of Patrol. While it is noted here that Williams has never had to command a Patrol District, neither has Cline, Egan, Gross, Cronin, Roti, Walsh, Welch, Peterson, Caluris, and a few others. I believe Williams has about as much time on the job as Cline does, and that's more than 30 years.

We should be given our graded copy of the test back, along with the correct answers. This is not too much to ask. As long as I have been a policeman we have always made consessions we need to demand our results. Come on brothers and sisters we have earned that right, we paid for that right.

What you fail to note is that the 20 years D.S. Williams toiled as a Sgt ended and the rapid rise through the upper ranks of the department began shortly after he convinced 100+ men and women to drop what appeared to be a strong case. Let's be realistic, if he had continued to lead a crusade against the dept, and quite possibly win, the best he could hope to be doing today is pushing 1590 on midnights or something equally as appealing.

I very well may be wrong, and if I am, I trully apologize. However, I've been around long enough to know that on this dept, self interest will win out over what is right every time. In my heart, I know that's what happened here.

Jesus Christ! Lawsuit pending???! Look, almost 3000 people took this test. In order to get a promotion, you had to score in the top 10%. Face facts, this is a difficult task. But, everyone took the same test...if you think you were wronged in someway, well..then, so was the guy/girl who actually managed to make it in the top 300. You people bitching & moaning about how this test was so unfair are no different than the "victims" of society we have to listen to everyday...you know, the ones who turn our stomachs. Grow up! What did you expect? that each candidate for sergeant would be interviewed in front of a panel, and then have their employment records reviewed??? Is there anyone who was moved back three spaces on the previous Sgt. list about three Sgt. classes ago, besides me, and if so, what was the explanation you were given?

And that top 10% theory is not true. I was in the top 400 on the the previous list and never made it. If they didn't move me back three spaces I would have made it. You gotta admit there is something wrong with the promotion process. Not the test, but the process. You have no way of finding out what you got wrong on the test. What areas you are weak or strong in. Hell, even the particular wording that they are looking for to solidify your answers. You turn in the test and then several months later you get a number. It appears as if it's a lottery.

Merit is based on how well a boss likes you, or what officer you turned in and for what. Not the quality of your work or knowledge of the job.

Yes I'm a little disgruntled because this previous test was over the same material. I studied twice as hard to ensure a spot and my results this time suggest that I should have never taken the test, and I thought it was easy.

I look forward to reading D.S. Williams ' biography once you have completed and published it. There is however one notation I think worth making. D.S. Williams years of toiling as a sgt did not end and his ascension through the upper ranks of the dept did not commence until shortly after he convinced 100+ men and women to drop what seemed to be a strong case. Let's be honest. If Williams had continued to lead a crusade against the city/dept, and quite possibly win, the best he could hope to be doing today is pushing 1590 on midnights or something equally as appealing.

I could quite possibly be wrong, and if I am, I trully apologize. My impression of Williams is that he is a very capable and resourceful man. However, I've been around long enough to know that self interest will usually trump what's right. In my heart, I know that's what happened.

MAN --- waaa waaa waaa.... How many supervisory ranks on this dept, SGT, LT, CAPT, Cmdr, D/C, ADS, DS, etc. etc.
How many jobs are legit? Only 70% of the BOTTOM two supervisory ranks. Thats how it is. Get over it. Buy some more blue shirts and stop whining...Or suck some more ass...
