Ready Made Scandals

We are suffering from scandal fatigue.

Really. We're just kind of sick of it. Some are legit scandals, like the SOS one and the Abbate incident. Some are yet to be fully revealed like the Jefferson Tap incident. Some are absolute BS, like the 025th District court hearing.

Since the media is allegedly using this blog to dig up scandals, why not let them have it all? But instead of sticking it to the unconnected blue shirts on the front lines, why don't we start with the nepotism and politically incompetent who seem to rise through the ranks unimpeded by failure, shame or inability?

But don't do the media's job for them. No names. Just positions held at the time of the incident or positions promoted to. We'll leave out the sexual hi-jinks at the moment - just pure incompetence to start with or tremendously boneheaded moves.

Shit flows downhill. Start at the top.

How about the Asst Deputy Superintendent busted down from gold star twice for stalking his ex wife and then running a civilian’s plates and stalking her on and off? Convicted or pled to some quasi complaint, was fired and is now coming back as a lieutenant of police. How many private sector employees would have gotten three chances to be rehired after stalking and harassing?

Commander of 014 and Dep Chief of Area 5 sign off on a quota system for officers to be graded, despite the fact that quotas are a violation of the contract and magnifies the potential for abuses and civil rights violations. The Area Dep Chief in question is currently presiding over the biggest fall in the clearance rate since the Department began.

Promotion via failure!

A Captain in 011 who took 90 days for violation of the Mann Act while he was a Lt. in Vice. The man should be in the MCC but yet through political connections with the HDO he is made a Captain of police.

You guys need help ...

Look, the media does care and will cover these stories. But they need information. The media does not operate in your world and probably doesn't know who most of these people are. If you want results, be specific. Would you go to trial with vague information? Probably not, so don't expect the media to go to print or air without specifics.

Personally, as an editor, I'd chase these stories down. Not because I get my jollies off on screwing with the police, but because these are things the public needs to know.

And there is the revelation, "The public needs to know."

Once you explain to the media how or why the public needs to know, it all starts to make sense for them.

Here is a quick formula:

1) Timely - did the even happen recently?

2) Impact - who is impacted by the issue?

3) Prominence - is it someone people know, or a nobody?

4) Proximity - Is it local? Does it affect where you or where you live?

5) Conflict - is there a conflicting situation, are people in disagreement?

6) Unusual - is this event/issue abnormal?

7) Current - can the story transition into more stories that are timely?

I truly wish the police would understand how to work with media instead of being hostile to them. The media isn't soothsayers, they can't read minds of predict the future. They don't sit around in meetings trying to figure out how to screw people over -- maybe the NY Times ... but most don't.

I guarantee if you call a reporter and say: "Listen, I think you might be interested in knowing this ... there is a dirty cop in my unit and the people need to know we don't support him. He has been stalking his ex-girlfriend and is abusing his authority ... I feel bad for saying this, but he needs to go. It's the right thing to do. I'll give you the information you need to know, but I don't want this to be a story about how crappy our unit is."

The reporter will take care of you -- at least as an editor, I'd make sure they would.

O.K., how about the Deputy Superintendent of the Bureau of Patrol at the time of the December incident and at present (but not naming names) who was so proud to tell Sergeants during their January in-service training that he moved that Sergeant from the December incident to the 5th District (he wished he could send him to Indianapolis). He was proud that that is ALL that he did? If what they did was so bad, and he knew about it several months ago, why isn't he on the hot seat for his inaction? We are all going to get fucked because he didn't do a damn thing except transfer the Sergeant far from home. Who is the Sergeants clout? Or is the clout connected to one of the officers involved? Do an expose on THAT, Pam Zeckman!!

As far as the 25th District incident goes. The judge ordered Abbate escorted out the back door NOT the police. The media truck ticketed was parked in a handicapped spot. RIP Billy Grant God Speed

011 District merit segeant at the time (a current Area 1 merit sergeant) observed by OCD in personal car making a narcotics exchange. IAD moves to fire, but 1st Deputy Starks (the same person who made him Sgt, and who is ready to make him merit Lt) comes to the rescue and makes it all go away.

A certain Captain of Police in 5 on dayS. sends PPO with FTO with two double homicide suspects to RCH for a sick tummy (both in cell together and cooked up fake sickness). Suspects get to RCH with P.O.'s and when the PPO goes to the head, the two suspects jump the middle aged FTO and attempt to disarm him. (Had they been successful they would have killed the FTO, and had to shoot their way out of RCH.) The only way their attack did'nt work is because two CFD paramedics and RCH staff security jumped into the battle. the PPO wanders in after the fact totally unaware of what happened. This Captain of Police violated so many G.O.'s it's pitiful. Yet this Capt. never served a day. Not to mention this Capt's management style (or lack thereof) has driven out so many Sgt's and Lt's from the 2nd watch that they have to forcibly detail in Sgt's and Lt's to fill in, and that Capt. is totally oblivious and the Dept. does nothing to stop the madness. How truly sad. The (C)aptain (W)as rewarded for being a criminal who testified against criminals, How nice.

didn't phil just bust a captain down to lt for the "misallocation of police resources", or however he put it? this was regarding the fiasco in 025 court procedings. i believe his words were "i'd rather have the cars out protecting the streets."

A4 gun lt not only escapes punishment, but is promoted to commander.

cline stated the jefferson tap incident was "off-duty", so the lt had nothing to do with it.

but, the fact is, someone signed off on letting one of the stripped members with less than 3 years on the job (in violation of the g.o.'s) work civilian dress. the stripped member is the son of an exempt member.

not saying that having less than 3 years on had anything to do with the incident. it's more just a comment on how the bosses look the other way with regards to general orders and the exempt's kids. the lt knowingly violated general orders, and he gets promoted. that's the chicago way!

To the jerk with DUI comment. Stop attacking people. I have never gotten a DUI and I can say I do write them but just because they made a mistake in their past and were just ARRESTED, not convicted of DUI that should not disqualify someone from being the police. The guy or gal sitting next to you in the squad car could have gotten arrsted for DUI when he was a kid, does that make him less of a cop or a unqualified to do his job? I think not just as long as they learn from their mistake and do continue to do the illegal act...

Lt. in 025 says he has had enough of the BS and tosses his star to the CO and says he quits. 35th steet gets wind and suddenly the Lt. reconsiders. However, now he is detailed to 017 and a Lt. from 017 is detailed to his spot in 025. Both guys have bid spots so they are paid time and a half for their entire tour everyday.

What does this Lt. know that the Department doesn't want coming out?

No statute of limitations on this incident. Shots fired on Madison Ave. Young gang banger ends up at the hospital dead one bullet in the back of the head one in the thigh. Shots fired call police are there Sgts talk to bar where call came from talk to witnesses no shooter to be found but the people on the street say it is off duty copper. 9mm and 380 brass recovered but no shooter. Well about 0430-0500 A/5 Deputy Chief appears at work on a Saturday night tells W/C in 015 stop all paper work forget word on street about shooter being off duty p.o. and get to A/5 now and see him and A/4 Deputy Chief. So about 1030 the next morning detectives sent to wake up off duty p.o.and bring him and his empty 9mm into A/5 where he admits he was in a shooting on Madison night before said he saw the police and Sgts but he was having a drink at the bar and never told them he was the shooter. His main witness is well known westside drug dealer Vice Lord who by the way is known to carry a 380 and a CPD star given to him by 011 copper. So p.o. gets away with the same actions that put a cop named Becker in jail. WHY?? His uncle was a very fat A/4 Deputy Chief who has since passed away. A/5 deputy Chief went on to remain an exempt who was caught DUI many times in the suburbs and he just turned 63 and retired this month. Chief of Dets went on to become really big boss in CPD ,who if you know his history is famous for covering shit up for those with the right connections. Rumor has it he will soon retire. City paid out big money to the UNARMED gang bangers family in civil suit because nobody could explain where the 380 bullet came from cause copper supposedly was only shooter or why he shot an unarmed fleeing juvenile. You might ask yourself why the Corp Counsel defended this off duty p.o.? Covered up by the CPD Exempt Ranks and paid for by the taxpayers of this fine city. And the murderer remains at large still on the job. SCC I think this is a ready made scandal not to mention indicative of what can be covered up by Exempts for "their" people.

Great Thread! The mayor despises the police department, especially when a scandal breaks. The irony is that most of these scandals are a result of the politcal hack system of him and his cronies; Guys who should have been fired a long time ago or never on this job in the first place except for their clout and incompetent bosses that would never be in a command position, aside from their having a phone call (and are rarly held accountable).

Want to help the police? Just write a short article about, "Chicago Police Blog Vents Dissatisfaction" as an interesting public piece. The list the first 10-12 comments in this blog, not as fact but just as blog content. That would cause such a shit storm that you would have enough juicy press for a year(AT LEAST!). Citizens would be outraged to know that these people are make well over $100k a year even after being caught in criminal acts. The Abbate incident, the Jefferson Bar incident ...the source of all this mess is not coming from the officers in patrol, it's coming from the officers in the "specialized" units. I think that it sucks for the guys in patrol to pay for the sins of guys in the units. Not to say everyone in a unit should be subject to it either, but they have the luxury of remaining more anonymous than the patrolmen. And when it all comes down, and these goofball leaders of ours decide to create another idiodic general order, it's patrol that has to deal with it. Put the egos aside and remember unless you or your family is in a life/death situation don't get into stupid sh*t if you're off duty. If you gonna get into with someone off duty for bullsh*t, be sober and be prepared to make an arrest.

Sad to say that this domestic abuser/stalker is already back. Former ADS G, not Lt G. I think he went to 23 another skirt chasing district. Low profile of course... we wouldn't want the media to find out that certain people have special privileges would we???

Almost as bad as the dignitary car in 009 that spends 8 hours each tour driving past certain "political" houses in the district. Why the special protection? They are citizens of chicago just like me.
Streets and San Commissioner, Aldermans' offices, Aldermans' homes, Fire Commissioner's home, the mayor's brother's home etc.

I truly wish the police would understand how to work with media instead of being hostile to them. The media isn't soothsayers, they can't read minds of predict the future. They don't sit around in meetings trying to figure out how to screw people over -- maybe the NY Times ... but most don't.

I guarantee if you call a reporter and say: "Listen, I think you might be interested in knowing this ... there is a dirty cop in my unit and the people need to know we don't support him. He has been stalking his ex-girlfriend and is abusing his authority ... I feel bad for saying this, but he needs to go. It's the right thing to do. I'll give you the information you need to know, but I don't want this to be a story about how crappy our unit is."

The reporter will take care of you -- at least as an editor, I'd make sure they would.

Cover ups for those that are politically connected is not abnormal within this Department.
IAD/OPS are told when to hold cases in hopes that they go away. Victims get tired of waiting and being dragged through the mud while IAD/OPS try to brush the case under the rug. Victims get victimized all over again internally. Who wants to go through that?
This was the same situation with the area gun team. One of the officers involved had a daddy who was an exempt. But Supt. Cline could just go on TV and say Ooops I should have handled it differently, but in the mean time, the lowly PO's are getting dragged throught he mud for the same reason as Supt Cline... They should have handled it differently.
Where is his accountability? Where is the accuntability for the investigators that knew about this?
There isn't any!!!!! Never has been, never will be.

A seargent in IAD leaves after being accused of falsifying reports that got a PO fired. He's a first cousin of a First Deputy. He's hired by the TSA to run Midway Airport. So much for airport security.

I had OPS falsify a report in my case. I even wrote the Supt. for stating it had been altered and asked that it be looked into. No such thing. I got reprimanded and I don't have any clout :(

How about the female commander who had an illegitamate kid with a married police officer. They were both POs at the time. Both promoted several times since. She is now a commander. He stayed with the wife and has several kids all around the same age as the illegitamate one. Don't know why, but the wife is still with him. I guess moral standards don't matter on this job.

Here is something Mr or Ms Editor, this isn't a juicy scandal but it affects a very large population of this city so it may as well be. Do you want police officers on patrol that work 80-90 hours a week? Well they are. Because they work 2-3 jobs just to fulfill their residency requirement!

How about doing a story on the thousands upon thousands (at least)of city workers that don't even want to live here but are forced to do so due to a Home Rule law that was created years ago. How about doing a story on how many Chicago cops have other full time jobs just to be able to survive here. Not to drive a Mercedes and have a lake house, JUST TO BE ABLE TO PAY THEIR BILLS!!!!!
Makes them a little tired when they are on the job policing when they just worked 12 hours earlier that day don't you think? It sickens me that an Officer was murdered in front of his home COMING HOME FROM HIS SIDE JOB. Hopefully his wife will sue the city! He shouldn't even have to work a side job to be able to live here. We do not make enough to be required to live here and to support our families. I would make a bet with you that if you did a piece on that issue alone how we want NO RESIDENCY REQUIREMENTS you would have half the city in your pocket. Not to mention our families intermingle with the same criminals we arrest-since we are forced to live in the same town. Would you like to live like that? Forced? Property taxes are supposedly going up 46% I don't think our salaries are going up 46% anytime soon. Do you?

You got a college education, so why would you take a job that will not provide for your life styles or needs. Maybe you should not have majored in basket weaving 101 and 102. How many college graduates actually have a degree that is relevant to law or police procedures? I have met ex teachers, graphic artists, insurance salemen, cpas, lab techs. computer programmers, soft ware designers, real estate saleperson, the whole gambit that is now on this job, because they could NOT make it in their chosen profession. It was great, most of them had degree corresponding to the job that they once had. Come on people, how many of you are going to send your kids to college at these prices so that they can end up working bt 1122 and having to get a part time job, just to have the basic essential things that are needed. This department believes that anybody or anything with a degree, regardless is police officer material. You go to IBM with a degree in botany, they'll hire you to work in the landscape department, you come to Chicago with your botany degree you'll be on bt 1611. You got relatives or clout, you'll be on the gun team.

In reality, life is what it is and if anyone of them were a boss, and had a relative that needed help, they wouldn't hesitate.
How about this, study hard, and EARN your promotion!
Stop being petty, bitter, whinning little snitches and take accountablity for yourself and do something for yourself.
Learn that in this world there are people that WILL ALWAYS get something more than you have = deal with it! And stop feeding the media,(who by the way, are NOT your friends) stories.

How many units in the department are run by civilian administrators? Murphy - Forensic Services and Fogarty - Evidence and Recovered Property are two that I know of. I know that Murphy was a great cop, and if we're taking care of one our own, fine. I have no idea who Fogarty is. Why not give other bosses a chance so more of us can rise up? Is this a trend that civilians will end up running the department?

Pension rules as they are. He's on leave. Anything under 20 years and it's a small percentage and whatever you paid into it. Plus you have to be 50 yoa to collect. Even if he was to become the supe (I'd sheet my drawers) it's still the best 3 of your last ten as an exempt. I don't think he is even 40 yet. But, he'll make out like a bandit somehow. No statute of limitations on this incident. Shots fired on Madison Ave. Young gang banger ends up at the hospital dead one bullet in the back of the head one in the thigh. Shots fired call police are there Sgts talk to bar where call came from talk to witnesses no shooter to be found but the people on the street say it is off duty copper. 9mm and 380 brass recovered but no shooter. Well about 0430-0500 A/5 Deputy Chief appears at work on a Saturday night tells W/C in 015 stop all paper work forget word on street about shooter being off duty p.o. and get to A/5 now and see him and A/4 Deputy Chief. So about 1030 the next morning detectives sent to wake up off duty p.o.and bring him and his empty 9mm into A/5 where he admits he was in a shooting on Madison night before said he saw the police and Sgts but he was having a drink at the bar and never told them he was the shooter. His main witness is well known westside drug dealer Vice Lord who by the way is known to carry a 380 and a CPD star given to him by 011 copper. So p.o. gets away with the same actions that put a cop named Becker in jail. WHY?? His uncle was a very fat A/4 Deputy Chief who has since passed away. A/5 deputy Chief went on to remain an exempt who was caught DUI many times in the suburbs and he just turned 63 and retired this month. Chief of Dets went on to become really big boss in CPD ,who if you know his history is famous for covering shit up for those with the right connections. Rumor has it he will soon retire. City paid out big money to the UNARMED gang bangers family in civil suit because nobody could explain where the 380 bullet came from cause copper supposedly was only shooter or why he shot an unarmed fleeing juvenile. You might ask yourself why the Corp Counsel defended this off duty p.o.? Covered up by the CPD Exempt Ranks and paid for by the taxpayers of this fine city. And the murderer remains at large still on the job. SCC I think this is a ready made scandal not to mention indicative of what can be covered up by Exempts for "their" people.
