Time for Change

Not a single soul in the political administration is going to say it without word from above. Out of 50 aldercreatures, we have yet to hear a dissenting voice raised in protest. Even the supposedly "independent" media hasn't the balls to say anything.

We are visited by maybe 1,200 people a day (most visit twice). We average about 2,500 hits a day - in a city of 2.5 million, we are read by under 1/100th of 1% of the population. And actually, even less than that as almost 40% of our visitors are from out of state and out of the country. And we are stuck saying this:
  • Phil Cline - RESIGN NOW PLEASE
Not only Phil Cline, but Dana Starks, too. And Maria Maher. And Debra Kirby. And Charles Williams. And who knows how many more creatures who never were, can't and won't ever be the police.

The scandals of recent years, from missing dope, guns and property at E&RPS, Broken Star, Flagg and company, SOS, the Abbate beating, the Gun Team bar incident, the list seems endless, can all be traced to a quid pro quo promotion system geared toward political loyalty or for services rendered. The Department leadership fails and continues to fail taxpayers and the decent men and women they are supposed to lead.
  • The hampton sign issue? ZERO leadership. No one spoke up for the dead aside from a meaningless gesture that had no chance of approval.
  • The rev. meeks traffic stop non issue? ZERO leadership. No one defended the sergeant's actions and instead, hung him out to dry for weeks while trips were made to the church run by a race baiter. We're still amazed the right decision was eventually made.
  • Manpower allocation? ZERO leadership. Too many two-year secretaries with guns hidden in 35th Street cubicles, CAPS back offices and gold star harems. Districts operate down 50 coppers on average due to detailed out personnel so various bosses can run their little teams and fiefs.
  • Promotions? ZERO leadership. No set standards for "merit" promotions and goals to shoot for. Far too often people promoted above their capabilities or ability and only due to who they know or worse. Retired personnel mandatoried off the job, then hired back as civilian exempts at or above their previously inflated salaries, all while drawing from our 50% funded pension plan.
  • Actual solving crime and clearance rates? ZERO leadership. Commit murder in Chicago and there's a better than 50% chance you'll get away with it. And it isn't looking any better this year. The answer? More seat belt missions? No more "grabbing the keys and driving around." You might find actual crime that way!
The leadership has failed. The rank and file does not support you in any meaningful way. You have lost their confidence. You preach accountability, yet if our e-mail is to be believed, a certain exempt has given the same speech to every single "ethics" class of supervisors stating if he could have transferred certain offending sergeants and officers any farther than he did (way up north to districts way down south) he would have - which means he knew about this bar brawl months ago. Yet it breaks into the news Saturday?

Where is the accountability of the bosses? Of the politically connected? Of the failure of the hiring and screening processes that are supposed to provide us with new blood to do the job?

You don't like our opinion? Fine. Rip us. We'll even publish it if you can make a reasonable amount of sense in explaining why we're assholes for calling for bosses to be accountable for their people, their promotions, their stretching the rules to cover a bunch of people while hanging others out to dry.

Frankly, we're just disgusted with a whole bunch of people right about now.

The broad's lawyer makes the point that, but for clout, this guy would never have been hired.

Not that the city is on the hook for the beating in any way, but it does deserve some attention.

You see it all too clear.Truer words never written. They are blinded by their own desire of power and status. They serve themselves and their ass sucks. Forget about the good citizens and the working copper.
Whenever a boss is afforded a secretary he usually picks the looker so he can parade her around to the other bosses. Fucking Pathetic. There was a time when those spots were given to the old timers who had worked the street. 65thousand dollar a year armed secretaries. No shame. They should make them wear high heals and mini skirts and serve drinks. Weekends and holidays off.
Merit, appointments. Whats the guide lines. WE ALL KNOW. THERE ARE NONE. Very professional. Absolutely not an once of integrity.
For those that see this total lack of leadership and speak up, we are told to quit. Well I have a better idea why dont you all do us a favor and quit. Without those people that speak out there would still be no union. We would truely be more fucked then we are now.
Divide and conquer. They have accomplished their goal. Give alot to the few pawns and they will obey.
Some people say that they were never so embarrassed to be a CPD when they saw the Abbate video.
How about the Hampton incdent. NOT ONE OF OUR SO CALLED LEADERS SPOKE OUT IMMEDIATELY. WHY BECAUSE THEY DID'NT WANT TO TORPEDO their CAREERS. Not one boss. Now thats Fucking shameful.

Hey Phil, here's a thought.

Instead of trying to sweep these stories of these asshole coppers under the rug, because of the fact they might be clouted up, try breaking them before the press does.

If you were to appear on tv and announce charges against these "police officers" and not wait for the media to break the story, we might look a little better in the eyes of the people.

We might actually appear to be doing the right thing. Imagaine that.

I am sure we will get fucked at contract time due to these losers and their protectors in the brass.

As for many of us who have been around for a while, all know that Cline almost ended up in the Federal Joint with many of the officers ssigned to the Organized Crime Unit in the mid 1980's. Federal Indictments only failed to come forward when the federal informant ended up dead in a garbage can (Never solved murder) and the Feds had to drop the case.

All these old bosses don't end up with ocean front condos in Florida and summer homes in Michigan with the pay they were making during the 1980s and 90's.

I am glad I am a few months from retirement and can say good bye to this job and CITY! The only thing that changed in this City from the Al Capone days and now is that the mob basically gets no cut of the profits. It goes straight to the elected officials and certain exempt members.

Watch and see about the westside. Where tons of property was bought for a dime on the dollar by politicians and exempt members, many of these deals done through hidden trust and phoney companies. Then the police start sweeping and cleaning up the area, contractors build 1/2 million dollar over inflated condos and million dollar homes which are still surrounded by shitheads. Many of these people made millions by using the police force as their own private army. Remember when Cline took office and all of the sudden a bunch of cameras hit the westside, tons of sweeps and concentrated units deployed, all the open drug markets shut down? The all of a sudden the westside's herione was tainted with posion? Everything was westside westside westside....

From what I heard was it was too dangerous in this time area to keep shaking down drug spots to run and instead they decided to "steal" legally by buying the property for nothing and then using millions of dollars of police hours to clean up the area and make it the new hip hop place to live. This is why your going to see a flock of people including Cline flying the coop this year. They made their money, they fleeced all these yuppies to buy on the westside and now its time live the high life!

Read Eric Zorn's article in today's Tribune.

The vast majority of the hundreds of comments made by Chicago citizens state that not only do they not trust the police, they have no faith in you and your little speeches any more.

Maybe instead of your little "gangs, guns and drugs" speeches and little press conferences with flashing blue lights, you should clean house.

Shitcan all these officers, if they are proved guilty, and your cronies who constantly protect them.

It has gotten to the point I am EMBARRASED to say I am Chicago Police.

This shit won't change until the Federal government sues the City of Chicago and obtains control over the Chicago Police Department through a consent decree.

Then Federal oversight personnel will have control over all the phases of the department that have been written about and complained about for so long by so many.

Than and only then will we begin to have a properly run and administered police department in the City of Chicago

Addressing a couple of comments already posted:

We've been around here for over 40 years now. We were raised in the city. We won't identify our geneological history, but suffice it to say, there are nearly 100 years of CPD service in our family.

No insult taken. We know this is a Department of "allegedly" 13,000. People fail and in our positions, we fail in a much more public manner than usual. That's statistics. HOWEVER, if you know anything about hiring and screening (and we do), there are supposed to be safeguards in place to prevent the hiring of unqualified individuals or head cases.

If you know anything about promotional process (and we do - we weren't always the police) there are supposed to be certain qualities looked for in leaders, certain attainable goals one can strive for to achieve promotion. By setting aside 30% (and more for exempts) for who was your daddy or mommy or uncle or who you rang doorbells for, you are dooming this Department to mediocrity and failed leadership.

We have no problem with authority. We signed up for a "quasi-military" organization and obiedience to authority is part of the Rules and Regs.

We have a problem with BAD authority. We have a problem with not two, but THREE sets of rules - one for blue shirts, one for bosses, one for the politically connected. You cannot realistically tell us that you haven't seen blue shirts hung out to dry, while clout babies skate through shit as if it were greased? Or exempts that completely fuck up an entire district with "their people" then skate when the heat hits?

We know it's been there since before we were born - we've heard the war stories. We're just sick of it and this is our outlet. The media could pound on this and dethrone Daley within a single election cycle, but they won't champion a reformer because none is willing to go through the wringer with a complacent (if not outright hostile) media and connected business community.

We do our job every single day, every single week, for quite a number of years now. We don't hate our bosses. Our current two or three tiers of supervision are among the tops in the Department for the simple fact that THEY LEAD. They follow the rules, they make sure we know the rules, they step up to the plate and lead from the front. We only wish it were so throughout the Department.

We let the rumors and comments about the Gun Team scandal stand for the past few months in various comment sections. It wasn't a big secret. The Shortstop beating was common knowledge to anyone who frequents certain bars where everyone knew he had checked into rehab to avoid being arrested. Go through some of our comments about the still whispered Homan Square scandal that doesn't involve SOS.

We aren't going to go out and publish every single piece of info that we hear. If conversations we have in bars while self medicating make it to this website, people are going to start putting two and two together. Then the fun will really begin for the gallery. We aren't completely stupid - just partially.

Reading the article about the two supervisors who won the lawsuit against the department shows what this department really is. In typical CPD fashion if you are just a regular no clout working p.o. or white shirt you stand a chance of getting fucked over by the likes of Fat Phil and his band of exempt idiots. The arrogance and stupidity of IAD and Fat Phil to be the punitive assholes they are,really shows in this case. Fat Phil and his IAD rat Debra Kirby actually defied a court order and tried to suspend those two supervisors. The blame lies soley with these two. I want to know which one of these two arrogant assholes is going to pay the 300,000 out of their pocket. In my 20 plus years I have never seen this department be legit or fair when it comes to CR's. It is all about being punitive to those who have no clout and letting those who do get away with whatever they do. Think about it, if you are looking for " fair and impartial" when it comes to CR's or truth and justice then you better look somewhere other than CPD.

Mr. Cline has had a charmed life. When he was caught up in the Marquette 10 problems he turned into a cooperating individual with the Feds. When he was Hanhardt's friend, he forgot about him when it was convienent. He has always taken credit for other individuals ideas and has always stabbed others in the back to protect himself.
He used that other backstabbing individual, Tom Byrne (retired), to meet the Mayor.

Here's a thought about the "fix" being in....A certain sgt who is related to an alderman(who is the head of the police and fire on the city council)is assigned to personnel. One of his jobs is to approve/disapprove hires of recruits. Who is to say there is any misconduct, but the alderman certainly can wield some favors for a call to his brother to OK a hire.

To reply, I think I finally have my answer to "why this blog was created"

I doubt things will change without federal oversight, or a change in leadership downtown (HQ, City Hall).

This blog allows people to vent and give a voice to officers who do their job. The ones who joined to do good. Only to be part a huge animal that can be corrupt and admin by people without noble intentions or appear to unqualified. That's the pain of being blue.

Instead of saying hate your boss. It is hard to be excited about police work after the hiring process and your own personal goals while on the job when you hear and witness at times poor leadership.

The "do your job" line is just an overused statement I wanted to put out there.

In a population of humans crime will happen regardless of wearing a blue uniform.

CPD is not what I thought it would be years ago when I left my nice middle class suburb to live and work in this rat-hole city. I have about six months left where I don't have to pay back college tuition to the city, and then I'm off to a nice suburb to work. I'll be in my mid 30's by then and have to start over, but the peace of mind will be worth it. It will be nice to actually work with qualified officers (has anyone seen the garbage this department has been hiring lately! Some of these new recruits are horrible, only in Chicago could they have been hired as a cop).

The biggest problem is that politics rules the Police Department, not good judgment, qualifications or honesty. Daley has run and continues to run the Department. Essentially people who know nothing about crime fighting or police work are making decisions. And Hillard and Cline are both good people, but both abdicated their positions so they could take care of their friends, no matter how incompetent they may be. No one who knows anything about the testing process would testify in a court that our process is legitimate. Maybe a hired hack but not an educator.

Look at the exempts and see what they've done and continue to do with no accountability. Marianne Perry did things that any would have gotten any white commander fired. How can ADS Tobias and the commander of SOS be untouched by the SOS scandal when they were both supervisors at the time of these problems. Look at Ernie Brown. How can people go to another state with an underage female and continue to get promoted when he should be in jail. How can a Dept. Superintendent continually get in trouble for domestic violence, get fired and get his job back?

Maybe Federal oversight is not the answer. But maybe the next Superintendent should be outsider who owes no allegiance to Daley and will have the balls to do what is right and not is the politically right thing to do for their future and their friends. Maybe Noelle Brennan should have approval of the next Sup. Any sup. will make mistakes and bad things will happen, but there has to be accountability somewhere. Not with us men and women out here doing our job and gettin crapped on so the higher ups can get their next promotion and appoint their incompetent friends to exempt spots.

I say keep the pressure on. Scc is correct, every single one of these scandals is connected to the brass. Even Flagg was buddies with Shields and Jones' mama worked for Hillard. These assholes all feel a sense of entitlement and invincibility due to their connections. They have the blue and whites jumping through hoops because of the lack of coppers on the streets yet this department has more bodies tied up in useless units than any other big city department in the country. Everyone is too important to do the job that they were hired for.
The guy who has to do his 29 in the patrol division is constantly shit upon and blamed for everything under the sun, including the murder rate.Is it just coincidence that none of these scandals are connected to the working man on the watch?

To force Cline out would be like substituting a band-aid for chemotherapy. Political corruption, patronage and nepotism has turned the CPD into a bigger trainwreck than ever before.

Under Daley or any reigning Democratic despot, any rational, decent local who would actually consider taking the top cop job is a damn fool.

Barring federal receivership and/or a non-Democratic and zealous U.S. attorney, the CPD ship cannot be raised. It sunk long ago.

A pragmatic approach would have been to jump ship, albeit from the ocean's floor. Thank God that there are still coppers like SCC who will risk it all to make a difference. Add to that the awesome power of the Internet.

Unfortunately, the only positive prospect is that morale can only go up.

By the way, this SCC fan opines that the possibility for First Amendment retaliation from the City of Chicago couldn't be more imminent. This blog verily goes for the jugular of the Beast that is the most corrupt major city in the nation.

At the risk of being branded as "elitist", the media and the brain-dead electorate are either bought off or just don't give a fuck. There are actually some Chicagoans that take a perverse pride in this city's notorious reputation for political corruption.

While I don't know Mr. Cline personally, he may well be a fairly decent fellow. When will his moronic antagonists realize that their ad hominem (obesity) attacks only destroy the credibility of their criticism, deserved or otherwise. Consider that the evil LeRoy Martin was one of his predecessors. While I'd want a Farrell (John's mama didn't raise a fool) in there, I'd take Cline in a heartbeat over that "Idi Amin Dada" piece of rattlesnake shit.

Like the "Summerdale Scandal", we desperately need a proven outsider to drag the CPD kicking and screaming into an uncertain future.

If Daley says "jump", his sitting superintendent's rote response is "How high?"

The outlook is very bleak. Any "reforms" initiated by the litigation of Michael Shakman will invariably be neutralized by the crafty Daley's chicanery. In regards to the promotion pipeline, court-appointed monitor Noelle Brennan was only spinning her wheels.

Again, my kudos to SCC for going straight for the jugular on this thread. Huge cojones required.
Meanwhile, SCC, consider yourself on high alert for First Amendment retaliation. Read up on Section 1983, Connick, Pickering and Mt. Healthy.

If anyone still needs proof that SCC is correct, you only have to look at the SOS scandal.
For years, EVERYONE in SOS knew what was going on with the thefts etc. Finally, the State's Attorney steps in to clean up the mess. So far 10% of the unit is either going to jail or going to lose their jobs. How does our leadership respond? By promoting to the head of the police Academy the very person who facilitated the SOS criminal conspiracy for YEARS! Zero accountability.
P.S. The next scandal...PPOs are having USC stolen from their lockers at the Academy...the main suspect...you guessed it! A joke, but would you really be surprised?

More evidence of the need for a major house cleaning,
CPD Exempts were unable or unwilling to clean up the SOS thieves.
CPD assigns one loser detective to investigate the 100 allegations against SOS team while the State's Attorneys office assigns 10 ASAs and 10 ASA investigators.
Finally, just when the investigation is starting to move up to the lieutenants and the Exempts, who at the very least buried their heads in the sand while this thievery was going on, the loser detective is bought off with a transfer. Time will tell if the ASAs do the right thing.

SCC, you have it paritally right. Aside from getting rid of the current command staff,(bust their asses back to patrolman and let them wolfpack on midnights in 011 with no PDTs), the department needs to be restructured.
Currently, the question out of every exempt's mouth when faced with a problem is "How can I use this to my advantage or to the advantage of my clout?"
The real question they should be asking is "What is the right thing to do for the Patrol Officers and for the citizens of Chicago?"
The curent system worked while problems could be swept under the rug or denied, but with the advent of cameras everywhere and GPS the old boy network will end.
I have an idea on how to fix this:
Replace all of the exempts with hard working patrol officers.
I guaranntee the quality of the decision making will improve...how could it get worse?

The Old Man Richard J. Daley brought in an outsider, O.W. Wilson in as Superintendent in 1960. Wilson was never much of a policeman, he was an academic criminologist and an organizer. He was the right man for the job at the time. He took the department from the 19th to the 20th Century with hugh budget increases and issued cars and radios instead of horses, shoeleather and call boxes. O.W. went to a system of central control and put together the first real communications center.

But Old Man Daley let O.W. do the job. Richard M. has the Old Man's vices but none of his virtues. An outsider now might be only loyal to the mayor and no one else.

As bad as a Dana Starks, Ron Hubberman or Charlie Williams would be the results of an outsider might be worse. But it could be what we need. Can you imagine that an outsider would have less micro-management, desolve the "elite units" and put the man power back in the districts.

A new superintendent, insider or not, would have to renounce years of what has progressively killing the morale of the department. God help us either way.

I read this site occasionally as I am a Chicago copper with just over 10 years on. What you said in this blog is so true. I have no family on the job. No father with 20 years or brother with 10. No uncles, cousins, brothers, etc. The only thin blue line with me is when I don't get a speeding ticket. The bosses know I am not connected and I get suspended 3 days for writing a parking ticket to a connected fellow, 5 days for driving on the grass back in the day of summer mobile, and five days for actually doing my job executing a search warrant in Berwyn. The majority of my CR's are from the bosses. Just got one a couple months ago from an asshole sgt in 18 who saw me outside my district. If only I was connected. Then I wouldn't have to worry about frivolous CR#'s, I can get promoted to any cushy detail I wanted like SOS, HBT (now SWAT), or even make merit Det. I wasn't one of the many who actually cheated on the dicks test and although I ranked in the 80 percentile, I am still over 600 back. The connected people on this job that get the promotions are full of shit. I am extremely happy this Abbate character got caught. I can only imagine how many other times he got away with stuff. I know the guys caught up in the SOS scandal months ago were assigned desk duty years before they got caught to keep them "safe". This could be the best job in the world but is screwed up by cronyism and bullshit!

There does seem to be a real commitment to Greed, Graft and Corruption by certain individuals. I agree with the previous poster who said it would look much better if the Department would be proactive when a officer screws up and go to the media itself. The way it is now, the CPD often gives the appearance that it is trying to cover things up, even in those instances when that is not the case.
By the way, why not look at the Police Board while we are at it. How many complete screw ups have they put back on the department. The most recent example, a CPD Exempt convicted in State Court of Stalking(?)a victim, yet he is now back on the job showing the troops how to do their jobs.

I'll start off by saying you are uninformed and very naive. In response to your comments:

1. Cline may retire soon, who knows?? Know this, he will go down in history as one of the better Superintendents. Say what you want about his past, he has performed admirably under some tricky conditions. He has also gone out of his way not to "fuck over" some bosses who had it coming for how they've treated him and this organization. And for you goofs that think you want an outsider or the Feds to takeover think again. It doesn't mean that either of these entities will notice your great police talent and immediately promote you. You'd have to get off this blog first and do some police work.

2. A couple of the bosses you mentioned in your opening thread have been promoted way beyond their capabilities. That's how it goes in the big city and that won't change no matter who is in charge.(Feds or an outsider)

3. As far as the Meeks incident, the Sergeant involved got a lot of moral support from a lot of bosses inclucing some African-American bosses.

4. I agree with you on the part of about the harems. Trust me, most of the bosses don't think in this vain but just like everything else a few bosses have made the rest of us look bad on this one.

5. My guess is you've never worked for or with the exempt you mentioned because you are probably a desk jockey and have been one for sometime. That being said, you have no idea what you are talking about.

Lastly, in case you haven't been paying attention, from your seat at HQ, the crime is down. Give this resignation shit a rest. Whenever the next Superintendent gets in you'll be crying like everybody else, unless he promotes you. In the meantime support the boss we have and stop crying.

Cline has 13,500 individuals, off duty and on, 24/7, most in the city, others traveling and drinking throught the country, all armed. MANY of them causing problems and any one of them can cost him his job at any time. You want federal oversight, ask any LAPD officer how its working there.It seems that all of the officers causing and/or participating in the scandals are PO's not boss's. You talk about quasi-military, maby more military would be better. If you were ever in any of the services try and remember how much of it was actually having good times and how much of it really sucked. I'm estimating that there are only about 300 PO's that post on this sight, you can tell by the comments that its the same people, I really feel sorry for you being so opressed and miserable, life is really too short.

SCC. This is a lengthy post, and I apologize, but I think it may be beneficial to the membership.

Harvey Milk was an American politician and gay rights activist, the first openly gay city supervisor of San Francisco, California. He and Mayor George Moscone were assassinated in 1978. His assassin, Dan White, was sentenced to seven years in prison. Outrage over the verdict led to widespread rioting in San Francisco by enraged homosexuals and others.

After the sentence, the gay community erupted into what became known as the White Night Riots. As soon as the sentence was announced, word ran through the gay community and groups of people began walking quickly to the Civic Center and by 8:00 PM, there was a sizable mob formed. The enraged crowd started by screaming at police officers calling for revenge and death. Then, riots began to break out with the mob setting ablaze a number of police vehicles, disrupting traffic, smashing windows of cars and stores, buses had their overhead wires ripped down, and physical violence resulted against the outnumbered police officers. At one point City Hall was under siege, being firebombed, and only a small group of police officers were inside, attempting to repel the growing mob.

Police reinforcements were delayed in coming to their aid buy the police chiefs underestimating his need for more police and help from surrounding police agencies. When the riot was quelled the following day; millions of dollars in property damage to both public and private properties was reported.

Many rioters were arrested, but the Chief of Police, Charles Gain, was blamed for being too weak in his response and holding back his officers when he should have been more proactive and defended lives and property. He defended himself by pointing out that no one was dead and only a few had minor injuries. More than 160 people were hospitalized because of the rioting.

The rank and file of the police department was completely disgusted and the union representing them conducted a vote of their membership. It was determined that of all members of the union only 17, of nearly 2000 patrol officers, indicated they had confidence in Chief Charles Gain, and the remaining sent a strong message that they had absolutely NO CONFIDENCE in their chief of police!

Within months Chief Gain resigned, a Deputy Police Chief, upon learning of his imminent demotion, barricaded himself in his office in police headquarters. He subsequently surrendered to police hostage negotiators.

I know that our current FOP leadership would never undertake such a measure as to query the membership about their confidence or lack of confidence in the superintendent and or mayor, but it should be done before this loose train of command staff derails the department completely.

1) Cline will go down as the man who got the Memorial built and who drove homicides down to record levels with his proactive approach to getting coppers "on the dots" as the DOC is fond of saying. Also as the Supe who presided over the largest capital improvements (read new police stations) in a century or more.

He'll also go down as the Supe who didn't speak one word of dissent concerning the hampton sign issue; the man who hugged meeks following bullshit allegations of racial profiling; who allowed the re-hiring of the stalker ADS following multiple demotions; the molesting sergeant still at call back; the blatant promotion of PO's, Gang Specialists and Sergeants to exempt positions and subsequent hire backs of the same following retirement.

Was he responsible for it all? No. But the buck stops somewhere and no one is pointing at City Hall.

3) Moral support? That's fine and dandy if you work in the 005th District and know what the hell is going on. How about a little public show of support for a Sergeant who followed the rules, regulations and state law to the letter? No one else citywide knew what went on. No one spoke up. We heard that at least one exempt threatened to resign over the hampton sign issue because everyone was told to keep their mouths shut. Why wasn't anyone saying that in public for this incident?

5) Sorry to disappoint. We're a street guy. Have been for years. Worked inside once, didn't like it at all. Got back to the street as soon as possible and we're happier that way. We'll decline to name the exempts we work for or have worked for but the named persons in our main post aren't ours except as top of the food chain people. We have a handle on quite a bit of what makes this Department tick and even count a number of exempts as readers of ours.

And lastly, crime was down in just about every category last - except homicides. And we're pretty sure this year Aggravated Batteries and Homicides are up again. You know what else is down? The clearance rate. Across the board. Down to the lowest point in decades. Riddle us that one friend.

Regarding your 5:51pm post, As of today homicides are up and Aggravated Batteries with Firearms are down somewhere around 30%. Ahh the clearance rate. Well I am sure about one thing you are not a detective nor have you ever been one. Clearing homicides is not as easy as it was let's say 15, 16 or even five years ago. Due to guidelines that have been enacted over the last four years, it's a lot harder to clear homicides in addition to the fact that we are getting no help from the State's Attorney. Here is a reality that nobody is going to want to hear, the days of 70 to 80 percent clearance rates are over.That's not only true here, but that is in most major municipalities across the country. Cline is doing everything he can to make sure homicides are getting cleared. Let's face facts SCC being Superitendent, First Deputy Supt., Deputy Supt., Chief, Deputy Chief,ADS, Commander, Captain, Lt., Sgt., Det, P.O., is not easy. Everybody thinks they can do the next person's job better. But until you've walked in somebody else's shoes or better yet been put in that position you don't know. I've known bosses on this job that hate Tact guys because they never worked Tact and the same for bosses who were never Detectives or never worked in narcotics. Just like a lot of bosses don't like house mice becasue they've never worked inside. Stop all the chatter about the Superintendent resigning. I'm not saying he's perfect, nobody on this job is, nor am I saying that some of these goofs on camera shouldn't be fired. But until you've walked in somebody else's shoes you don't know a quarter of what it takes for them to function everyday.

I am tired of hearing how Cline was the police at one time in his career, he certainly does not manage this Dept. like a copper, if he did he would of never hugged Meeks, closed lock-ups, fired civilains, created D.O.C.'s, wolfpacks, pods, event numbers for everything, had manpower shortages, shitty, outdated equipment. A once working-copper now Superindendent would not let this happen, he would do something about it and not let this job get shitter every year. We definitely need a change, morale is at an all time low.

In the past you have stated your disinterest in running for FOP president. While I can certainly see the reasons for your reluctance, I think you should reconsider. Your call for Cline’s resignation is noble and necessary but I’m sure you know the position of Superintendent of Police is a mere proxy for the wishes of the Mayor and that therefore no matter who fills the spot, the head of the snake will not be cut off. Being rid of Daley is obviously not an option. The individual serving in the capacity and even the position of Superintendent itself is irrelevant. The position is made to be filled by someone expendable whenever public pressure becomes too strong and a Judas Goat is needed. Whether this is right or wrong doesn’t matter regarding the purposes of the argument we make here. What matters is determining WHO CAN HELP US. A true reformer could not survive as Superintendent. Put the best, most ethical Copper you know in that spot and any real policy-level change he attempted to make that went against administration wishes would find him fired. Fired equals ineffective for our purposes. If he bends to their will, which he must to keep the job, he also becomes ineffective to us.
FOP president is the only position of influence that can actually help the rank and file. Not the way it is used now, of course, but the way a union is supposed to protect its workers. EVERY element of importance regarding our working conditions is, or SHOULD BE, negotiated, overseen, enforced and protected by our union. Bidding, Merit, Salary, Medical, Pension, Safety are but some of the issues that can and should be addressed by our watchdogs. They are the only voice we have. EVERYTHING that matters to us is FILTERED through them! We have lived without this protection so long that we have truly forgotten that that is what they are there for. That is what WE pay them for. Some of us still remember when we were fresh faced PPOs believing we had a protector in the FOP. How naïve. But we felt that way for a good reason; because our hearts tell us that is how it should work! The argument some use that say it’s a toothless organization because we don’t have the power to call for a strike is simplistic and wrong! I can think of plenty of ways of pressuring the city without ever calling for a strike. Hell, I’m half-bright and I could and would bring the city administration to their knees without violating any rules! The people telling you the union has no power are the ones in power. They lie because it keeps you from asking why they haven’t gotten things done or what they’re doing with all that money. They have a lot of power. They just aren’t using it for us. Why the hell you think they want to be on that board anyway? For the lack of power?
So take some time and really think about it SCC. You occupy a unique position as a ‘right thinking’ person who has already gained the respect of many Coppers and you have succeeded in the high attrition world or CPD blogging. This gives you a real voice amongst the rank and file. I will volunteer my time and whatever skills I have to help.

They ought to also make the rule that anyone working inside is not eligible for promotion in rank. They would get the normal pay increases but that is all. It would not be based on any one saying it is temporary. But than their suck would send them to a slow district when it is time for the test and we will still have incompetent supervisors.

I certainly don't have a quick answer for something so dynamic and complex as the bureaucracy that's in place at CPD HQ, but I applaud SCC for starting the ball rolling and at least discussing it.

The thing I can't stand is how the brass turn in to such weasels when they get their rank. Cline should have told Meeks to go fuck himself and then ordered the Sergeant to appear so Meeks could apologize to him personally.

I think many people thought that when Cline came along he'd "keep it real" and do what's right by the Men and Women who defend this city and protect its citizens. Very quickly we saw how he was only interested in playing political football with us.

If he and his inner sanctum resign, who will take their place? More of the same, I'm afraid. It seems to take a certain political "type" to rise up through the ranks and that "type" is a good politician but a lousy leader.

Maybe we're asking for the impossible! (heavy sigh...)

Read this contract or better yet read the old contract actually read several contracts. There is a section in those contracts concerning the city will pay for any prescription medications needed by disabled po's. Yep all these years the city should be paying for the disabled po's scripts. Guess what never has the city followed that part of the contract. And finally after all these years the FOP instead of spending money on going to court over an actual real bonifide labor law contract violation, took this to an arbitrator who then ruled the city didn't have to honor the contract. Wake the fuck up people the FOP and the rank and file have absolutely no power over the city we can't even do a strike or a work slowdown both of which is illegal. I remember years back coppers were gonna quit working special until we got time and a half. Let me tell you I watched many assholes sign up for all they could get and laugh when the checks came. Just like ticket slow downs. Yeah footmen and bike guys on straight days are gonna give up their good gigs for you idiots that think you can fuck over the city and the department. Anybody on this job for any length of time knows that all these coppers in special units and tact etc will suck fat Phil's little dick to keep their spots and idiots like you truly believe the FOP is the fucking problem. No! there are not 14000 coppers on this job but quit believing the "urban myth" that there are only 10000 coppers on the job. Go to your own FOP general meeting and hear them list the number of dues paying members below the rank of sergeant and that does not include retirees or disabled( your own union claims +10000). There are +1280 sergeants, +800 lieutenents, and 75 captains. Not counting the exempts that is well over 12000....so stop buying the bullshit that there are under 10000 coppers.....they just happen to be cannabilizing patrol for nonsense units.

Daley is the ultimate control freak. An outsider for superintendent will never happen. No doubt, the mayor will lean on the Police Board to name an outsider as one of three finalists for his dog and pony show.

Like anything else on the job, it will be rigged for his hand-picked choice.

Garry McCarthy, until recently a high-ranking member of the NYPD, was naive, even arguably stupid enough to apply. Reliable NYPD sources now relate that McCarthy now realizes that he was a mere shill as a finalist in Daley's "nationwide search" for a new superintendent.

The unscrupulous Daley is the master of smoke and mirrors. Reality is irrelevant. Public perception is everything.

You can't paint all inside people with the same brush. Some bid for their position and made it on seniority. Other may be on light duty - a very few of these may not be legitimate but, if the position is stigmatized the legit guy will put himself back on the street too soon. Also, a lot of guys moved inside after doing their 15 or 20 years on the street. No point in denying them a promotion. The simple solution is to make more of these jobs bidable. Maybe, after negotiating us a 1% raise, the FOP could look into this.

Cline has had the benefit of being at the head of the Department when the CHA high rises were knocked down. Each one was good for a homicide a year. You can't credit the CPD with gentrification. On the positive side, he is always there to check up on injured officers and reach out to the families of those killed. Although it's important, I think that should be a given in a supe. That's about the only good thing I can say about him. As for clearnace rates, the merit detectives and sergeants forced down the throat of the areas on his watch are his ultimate responsibility. I want an outsider for supe, and I want transparency in the merit promotion process. That would be a great start.

Here’s one simple idea from this “idiot“ that wouldn’t violate the contract. In fact, it is the polar OPPOSITE of a slowdown. FOP could hold a meeting to teach us all how to do our job PROPERLY. That is, respond to your calls in a timely manner and if at ALL necessary, make an arrest. An outsider would note that an unfortunate side effect of us all doing our job COSTS the city money to process the arrest while at the same time PREVENTS you from being out writing tickets and collecting revenue for the city? Double whammy. An outsider might note that side effect but of course it would never be discussed at the seminar. Just how to do your job. They going to sue the FOP for reading out their general orders and encouraging us to follow them? We make A LOT of money for the city and that is why the trend has been away from real policing and towards making us little revenue generating machines. They have gotten used to it, they have been spoiled by us and they have come to depend on it. Granted, some guys will have to bring in their numbers to keep their spots but they would be the minority IF the rest of us were organized through real communication. SCC is the only one who has gotten close to creating real communication amongst the rank and file and that is why I encourage him to consider a run for office. This next election is a first and one time opportunity. The city and the FOP leadership, seeing a threat to the side deals, arbitration/lawyer kickbacks, good spots/promotions for themselves, relatives and friends, will clamp down eventually. Should he decide to run, I suggest SCC use caution in choosing the time to announce. Enough time to get the word out but not so early as to make himself vulnerable the dirty tricks the current regime is guaranteed to bring into play.

Whether you want to believe there's 9,698 (via checks for po=pos cut) 10,000 or the inflated 14,000...the REAL question is, HOW MANY WORK THE STREET?
We can even ask, how many actually want to 'work' but that's another issue all together.
The ACTIVE members are just that. Those that work the street. While the inside people might be necessary to allow the dept. to function, they are merely counted as numbers but they have no bearing on those that work the street, the ACTIVE members. [In the military, they're refered to as 'REMF"s...look it up]
IF you don't get what was meant by 9,000 ACTIVE MEMBERS, the next time you have a 10-1...call the CAPS Office!

The commander of 018 was the watch commander when that incident went down in 018 awhile back and after the Sgt and the coppers got screwed over by the department he is now promoted to commander. The Lt. in charge of the Area 4 gun team goofs, who like to beat people off duty and then take no police action, knew about that incident and now he got promoted. The guy who ran SOS through that scandal has been promoted. Not to mention the shit the Fat Man himself overlooked and covered up as he rose through the exempt ranks. So why not Kirby after her IAD "rats" cost the taxpayers $300,000 trying to defy the courts and hand out suspensions. I answer my jobs do whatever paper that is needed taking my time rewriting if needed calling a sgt to check it if i have any doubt after all he/she makes big money and need to be needed! My cr's are almost non-existant I treat people now with kid gloves if you want to run from me go ahead i am not risking getting hurt for a "Head." What are you smoking cause if it can send you off to never never land I want some. First: What if SCC isn't a p.o. but maybe a white shirt? Second: Yeah brainstorm, lets do stuff to cost the city more money. Ok the public hates our fucking guts now see how they feel after we cost the city,meaning them, more money. Better yet cost the city more money means less salary for city workers, less benefits for city workers and more taxes for everybody. Third: the city openly violates the contract ie:the scripts for the disabled and you worry about speaking out against Hampton Way? Fourth: are you not aware that the majority of p.o.s on this job are not even in patrol? So you go answer your jobs and make your arrests and tell me how much money you cost this city. Then again, every organization eventually has their Bastille Day. It is a historical imperative. But not until someone at least tries. I am usually very cynical about these kind of things. I just see a rare opportunity where elements dovetail:
1.An acknowledged 'enemy': City administration (via CPD management)
2. An already-existing platform (SCC) for communicating our dissatisfaction and organizing the “storming of the palace.”
3. An organization (FOP) under which we COULD be united that is pretty universally disliked, thus open for takeover
4. An upcoming FOP Election

The ultimate solution would be a new, real union but I don't see us getting organized enough to do that if we can‘t even place someone decent in power at our own Lodge.

Speaking of Merit promotions. How about the Tact. Lt. in 005? I heard he wanted to have his guys lock up a FIVE YEAR OLD, and his 10 yoa brother after the school caught these two with toy guns in school. This Lt. has no clue, be careful... WOW WTF! For someone who is a Lt. and should know the general orders again, WTF!
