Don't Worry - We're PREPARED!

  • New details released on Wednesday revealed just how well prepared Chicago might be for an emergency.
  • In January, a federal report ranked Chicago ranked Chicago low among cities for disaster preparedness, but the Chicago Office of Emergency Management and Communications said a staged evacuation of more than 3,000 people from four buildings last September went well.
  • "The results of the exercise were positive," said Cortez Trotter, the city's chief emergency officer. "It was a good report."
Great. So 3,000 civilians know what to do. 3,000 people from buildings that rank kind of low on the target hierarchy if we recall. Buildings when the security guards propped open the doors and made sure there weren't any crushes of people clogging the exits. We feel much better.

By the way, has anyone gotten their updated orders on how to operate in a terror attack zone? How radio communications will operate? What will happen if a biological, chemical or nuclear device is detonated? How gang, tact or incident teams will be mobilized? Whether or not Detectives will be put in uniform and if they will be used in a support capacity for the Feds?

Remember, it isn't feasible or necessary to train every first responder according to an exempt patrolman. All the bosses know exactly how to deploy coppers instantly. In most cases, they were BORN to command.

The Department (and city) is clueless on this. Let's say that you are RDO when something big happens. Does anyone know where to go? Who to report to? Do we just go to our units? So we are all passing each other on the way north or south or east? Does everyone have a functioning gas mask? Is the one that you have rated for chemical or biological agents? How about something as simple as getting everyone into uniform? Does every plainclothes officer (dicks, specialized units) have a uniform handy? Duty rig? I can tell you that they do not. Should but don't. Maybe if the worst happens that will be the least of the worries, as it should be, but it is an indication of a larger problem. What about communications? The other night I needed 3 batteries to get through a tour. Can't keep charged batteries, and we are supposed to be able to talk across the city? The powers that be can spin it all they want in an attempt to convey a false sense of security to the public, but if we get a 9-11 or a dirty bomb, we are fucked. God bless every single police officer and firefighter who died on 9-11, but quite a few of those heroic men and women died because no one could get through the radio system to tell them to get out. One would hope that someone would learn from those experiences and make some changes or some improvements. But I haven't seen it. Maybe there's an order, and if so, can someone tell me the order number?

And that bullshit evacuation? Ok, good, 3000 prewarned people exited their buildings. Very impressive.

This is scary shit. It should be taken more seriously.

How many people are trained as Critical Incident Response Team officers? Oh that's right SOS is trained in CIRT. Guys are bailing out of there as fast as they can and taking their training with them. When is the last time they even trained? What about the first responders? You know the beat cars, first to go last to know. CFD hit it right on the head we are the blue canaries.....Keep drinking the kool-aid!!!

do you guys remember 9/11 it took 4 to five hours to clear the loop , brought in recruits to direct traffic, this wasn't even an attack , so TROTTER , A TRAFFIC JAM- /5 HOURS TO CLEAR / NO FIRES, NO INJURES, NO DISASTER , JUST TRAFFIC.... WE ARE NOT PREPARED..

Yes, I've had mine for sometime now.

1) Get an Event # for a terrorist suppression mission.
2) Locate helmet and gask mask. Damn, which canister goes on? I was sleeping at that point of the instruction. Damn, can I wear the mask with the outside vest cover or just the helmet?
3) Get vehicle and meet at command van. Damn, all the vehicles are taken because they had a field trip for the seniors today.

Ok, no problem, I'll sit at the desk and do a pod mission, and locate the terrorist and report any suspicious activity. Ok, there's a guy,hmmmm,what's he doing?...hmmm...
Squad, notify the commmand van about this guy that's...what? No one is available cause we have a back log? Damn, look at the time, it's school dismissal time, damn.

Squad? Squad? Chirp..Chirp..damn..my batteries are out of power...Ok, no problem, I'll just go and ask the newly promoted Lt. who did so well on the test the 2nd time around what to do. Lt.? Lt.? Anyone see the newly promoted Lt.? He's where?
He went on the field trip too? Ok, I'll mobilize a team myself,from the platoon of officers working upstairs at their inside jobs. What? Their still on lunch? It's been 2+ hrs. No one gets a two hr. lunch do they?

how about the flower pots dilly daley put all over the city and the traffic gridlock that they cause. I can see emergency vehicles stuck in traffic now, with sirens wailing, unable to get around the other vehicles that have nowhere to go.
We see it everyday on cicero ave., by midway airport. When a train goes by 55th st., just east of cicero, its a parking lot fiasco.

Michigan ave is just as bad. I hope that stuttering midget gets a chest grabber and the ambulance gets stuck, hemmed in on a flower-potted street. Talk about poetic justice!

During the Evacuation Drill, the civilian participants were given goodie bags. I think it had a t-shirt and a bottle of water. That was good thinking, you can put the t-shirt over your nose and mouth and wash the dust out of your eyes with the water.

Did the civilians have a plan; it was get out of work early, go home or go shopping like they always do

Did anyone see what the coppers had, fluorescent traffic vests, no masks, no water and no real plan what to do except smile for the TV cameras.

Under the seat of every member of the Congress and Senate, it a pop-can sized container. It holds an emergency escape hood. This is a device that someone can pull over their head and it would hold enough air hopefully to escape the building. It would not surprise me if the same were true at City Hall. In other words, the politicians have made provisions for their escaping a terrorist attack; but not for the poor cops they expect to save their asses.

I drove down there, in my squad with 150,000 miles on it, for the training on how swell and needed they were. For 30 mins I sat there and watched all these clout kids, with 6 mos in patrol and 5 years on, sit around and watch TV and play computer games.

I had to get up and leave, once again totally stunned by this chickenshit outfit.

Remember a while ago, the Tribune showed that qualifications and training of the ten top emergency response people in this city. Not one had a degree in anything close to being useful. Only one was in a program working towards a degree. Cortez--or Otis if you prefer--Trotter replied that he got his training through in-service and on-the-job training. By the way, Trotter was the only head of an emergency department in a major city who did not have a degree or was close to a degree. While I am not the biggest fan of college work, I think that at least it shows a willingness to learn.

Man SCC, some days you hit the nail right on the head. This is the kind of stuff I like to see versus the rumors that get generated here.

So that being said here is what I know...not a lot. I have been to TARA, I have gas mask training (mostly remembered from the Marines), they taught me how to wear my BDU's and I have been to Hazmat training that's about it. I do a lot of reading about terrorism and what to look for to prevent attacks but have never been trained by this department on how to respond to one with the exception of watching a streaming video on how to respond. That really stuck too, might I add. Boys and Girls, all I can say is when we get hit here, and we will, you do what comes naturally to the real police. You do everything in your power to help. Be overly precautious as far as your own safety goes. You aren't sure if there is toxic gas, wear your mask... large canister, small is only for OC. Building looks unstable, get yourself and as many civilians as possible away from it and let the firefighters know your concerns so they don't walk into a falling building. You see what looks like a bomb, assume that it is and stay the hell away from it. Don't go over and pick it up, like that goof in Vegas. Use the common sense that the man up stairs (no not the supe...the real man up stairs} and do your best. Be safe and use good tactics.

P.S. more stuff like this SCC. This is what we need. Not the rhetoric some of the goofs post on here.

Put all DOA"s in the nearest pot and act like nothing happened. This way the Olympic committee wont know anything is wrong. If they ask about the damaged buildings, tell them it is demolition to begin building the Olympic venues.

Our biggest downfall will be our inability to communicate with other responding jurisdictions as well as fire and USAR. We don't have radios that can do that type of cross-comm. All suburban departments can, Cook County can, ISP can but the third largest department in the country cannot.

Unless of course, the flower pots are emergency beacons...sorry, we'll be OK.

First off CPD does not have any search and rescue, or recovery. NYPD ESU is trained in urban SaR,R and are SCBA certified. SOS is not trained nor prepaired for anykind of attack becaues they are not equipt or trained to do anything but drive around in circles in the "violence area".

When all hell broke loose at 500 W. Madison when that active shooter killed the 3 lawyers the SOS cars were told to hold their position in whatever district they were in only SWAT and SORT were allowed to respond. At that time no one knew if the shooter was acting alone, if he had a bomb or anythign like that. The 1st district commander superceeded the SOS command and sent Tact teams from the area to search the floors, When SOS was finally given the order to get on scene they stood around with their thumbs up their asses. Their was no chain of command and no direct communication to anyone. Sgts and LT's were as confused as lost as the blue shirts. This incident is just an example of how one individual with a motive, intent and the means to carry out his plan can confuse and confound the emergency services of the second largest city in America.

TRU which is the size of a small police department itself is just as unequipt and un-prepaired as SOS. Most of the guys in SOS that are supposed to have CIRT gear and gas masks dont carry them in the cars because... well i dont know why. They dont practice for quick mobolization and rapid response. Instead of making them drive around in their little box how about gettting some guys up their that are motivated, not connected, or on bullshit, dont mind training and make them into what a REAL Special Operations Section is supposed to be. If the average citizen knew how fucked they are when the shit really hits the fan around here they might start asking questions and make little dick accountable for the shortcommings of his police department because its THEIR lives on the line.

A few questions from a concerned citizen to the Real Police who have obviously given a lot of thought to these issues-

-Does Chicago utilize the CERT (Civilian Emergency Response Team)concept? There is federal grant money available for this. Interested community members get trained in first aid, SAR, disaster response, etc. I don't think anything would preclude sworn officers and their families from taking this training, even if it was offered only by suburban or outlying first responder agencies/fire departments, etc.

- For major emergency use only, could an interested officer purchase and keep in their car trunk their own protective mask and related MOPP gear, and related articles that they know work properly and know how to use?

- Rechargable batteries for portable, two way radios are not overly expensive. Could one not keep a couple of new "reserve" batteries in one's bag, charged and ready to use?

- Could relevant training be taken on one's personal/vacation time? I knew an officer who did this, and went to an excellent WMD response course sponsored by the USG.

You shouldn't have to use your own time and money to address these issues, but it's better than the alternative of hope for the best.

Wow...how completely innacurate and jaded. What you are talking about is a "fusion center," there were already over 3 dozen of them up throughout the US prior to CPD getting on board.

They were a recommendation post-9/11 and are supported by DHS. It took a while for CPD to get one, but now we do.

Its a step in the right direction, unless you think 24-7 monitoring of violent crime, potential terorist incidents and critical incidents such as haz-mats etc. is a waste of time... or the ability to share and get information with the G, suburbs, other states and the troops on the street in real-time is a bad idea. Or the ability to simultaneously talk to CPD and CFD via radio, or monitor all CPD and OEMC cameras or...

For the record yes I work there, yes I have more than five years on, yes more than 6 months of it were in patrol, and I was asked to go, not arranged to go by a phone call.

I really do love some of the people on this blog...Lets complain about how we are not prepared (I agree we need more training throughout the department), and then when something comes along that is one of the top recommendations to help prevent or mitigate terrorist or other critical incidents, then lets attack it in its infancy.

As far as "computer games" and "watching TV" are concerned- I for one am too busy to play any games, and besides all screens are monitored- so that is a blatant falsehood, as far as TV is concerned- yes CLTV, CNN, Al Jazeera and other stuff is on, and it makes sense for it to be there.
I can tell you right now that alomost every night I work non-stop from the time I get there to the time I go home, its not a cush job. Its not M-F, its a standard watch and DOG, with the added bonus of constant scrutiny. Guys and gals come in for tours and most of them get it. We have people who call us from the field with information, or call to get information. I appreciate both groups and hope it increases with time. We also get the cynical jaded guys who think any change is bad and that if it occurs in the ivory tower then it must be bad. Well I wish I could change your mind, but I know I can't, so I guess I'll just continue doing my job...

Unless I missed it, has info every been given out in regards to what this is for and what they do? What they ned from the po's on the street? What the po's on the street can us it for? etc.

I am just a low patrolman. I miss a few rolll calls here and there. Streaming videos? Come on does anyone pay attention to them? Bosses giving info out at roll calls that is usefull?

I learned about while screwing around on the website while waiting for an arrest to get approved. The number of people in county custody in various suburban lock ups.

It also gives a little crim data but not much. Seems a lot of things where screwed up and could not be viewed, program error?

What useful tool is this for the street level cop?

First off I apologize if this is short- public forum and all. One of the major aspects is that when certain incidents occur they are monitored and any info is worked up, if anything can be useful to the street it is sent out (you have a bad guys name or nickname, it is worked up and any info, such as that said bad guy lives at XYZ, his child's mother lives at Q, and that he is known to carry a gun, etc., is then disseminated to you at a very rapid pace- i.e. "realtime."). The flipside is that information for some incidents is wanted from the P.O. on the street so that more information can be obtained for the continuing investigation, etc. They are sending some people from each watch for a familiarization trip,...volunteer- trust me- someone with questions will be welcome...

A quick comment about training- the department does need to increase it- but to be honest they have made baby steps. Say what you will abour TARA- but prior to it when was the last time you were pulled out of the district for a week to get trained? I have been through it and talking with other people most people I know felt that they at least learned some things relevant to the job.

The department has also been offering free firearms training at the academy through Jack Manfrey (sorry if spelling is wrong). He has some great classes and I have paind my own money to take similar classes.

Again, the department should offer more- but that is no reason not to take the initiative yourself. There are many classes out there that are free to law enforcement. Google FLETC (Federal Law Enforcement Training Center) or NW3C (National White Collar Crime Center)- there are plenty of others I'm sure. All of their classes are free. Some are local. If not you may have to pay for transport or hotel (a lot are near DC)- but a lot of bosses will be willing to let you go for training (read "in service training").

There are other classes you have to pay for- I'm sure there are more - but in Illinois I know of at least three places to take firearms or defensive tactics- Blackwater North (they took over "The Site"), Strike Tactical and Spartan Training Group.

Also don't ignore the tuition reimbursement option. The city will pay for degrees or for work-related certificates. Northwestern has a certificate in Forensic Science, and a Master's in Public Policy and Administration where you can specialize in "Public Safety and Security" (classes like "Terrorism and Public Policy")

Every year we get two furloughs- I try to have fun on one (Mexico, etc) and train on one (Blackwater, etc.). It keeps my skill level up and helps build my resume...

Yup, I take my family and head south. If the city is not going to properly equip or train us for such an incident why would anyone do otherwise? It is obvious that our safety is not a main concern of theirs. And it is not because they dont know of the effects of such an incident. Police and fire personel are still dying from the 9/11 attacks. And even though directing traffic or any other nonsense like that would be pointless in all the panic, thats where they will deploy P.O.s regardless of the danger to them. Thats the way the city works, send in the police and fire. Our job has inherent risks as it is, and we all accepted them when we took the job. But I wont be used as an expendable pawn by these idiot bosses. I will bet they wont be at ground zero. If they show up youll be able to spot them right away, they will be the ones with the fancy gas masks and other equipment that we wont have.

This is a device that someone can pull over their head and it would hold enough air hopefully to escape the building. It would not surprise me if the same were true at City Hall. Before you train "independently" of the department remember that you are held to the training you were given/offered as a Chicago Police Officer.

We do not operate in a vacuum. If you employ "training" or "advanced techniques" you learned independently of the job you may be writing checks to people you despise.

Be smart and consult legal affairs before you want to self-medicate your career.
