Essay Question #3

Just in case anyone missed us over the weekend, we held off on the essay questions. We continue with the application process to become Chicago's next American Id.... we mean Police Superintendent:
  • Chicago has experienced a record decrease in homicides and other serious crimes over the past four years. What steps would you take as superintendent to continue this success? How would you address those areas of the city that have experienced less success than others, and address the persistence of gang-related violence?
First of all, we'd ban all guns in the City. That'd drive the homicide rate down to near zero, right? What? Someone thought of that one already?

Well, we'd be sure we devoted adequate manpower and forensic services to actually solving crimes and putting murderers away so at least the perception of not being able to get away with murder might deter... What's that? The clearance rate is somewhere near 36%? What's up with that? Aren't we deploying manpower effectively?

Speaking of deploying manpower, how about hundreds of seatbelt mission, outdoor roll calls and wolfpack missions. That way citizens could see the massive amounts of manpower that is available to prevent shootings and ... What's that? Someone is doing all those things already?

Well, then how the hell can there even be a homicide in the City anymore?

Do away with all those special units. Go back to foot patrols in problem areas. Get rid of Bomb and Arson, since the Fire dept. already has that covered. Have the the Fire dept. ride on their own jobs, not us. ( are we really needed on heart attacks?) Cut the front offices staff, replace with civilians. Same for the desk.

Fire Dept. OFI are not police and do not have police powers. So no, the FD does not have it covered.

OFI and Bomb and Arson work carefully together.

OFI determines cause etc., Bomb and Arson conducts the criminal investigation. Bomb and Arson are trained Arson Investigators as well to prepare cases for successful prosecution.

OFF TOPIC; put very interesting... saturday night one of the aldermen contacted the 008th District and ordered that all of the drag racers around 43rd and pulaski get the cars towed and posssible arrests.
When 008th district officers arrived they were told to carrall all the cars into a private parking lot in the area and not allow them to leave.
Officers were then told not to do tow reports on the cars, but that the private towing company thats used in the parking lot will be making the tows....total cars towed 169.
Interesting thing is since this is a police matter why was E&R towing not used and a private tow company was...not to mention this private tow company is owned by a captain of police brother.
Still curious just who it was that got there palm greised for this brash stunt.

#1 I would continue to have the D unit falsify homicides as suicides,accidental deaths,agg batt then died in hospital...oooppps why update the info.

#2 Chicago does not have a street gang problem.Only inner city youths without opportunity.Im sure they will give up their lucrative drug business to work at the new Wal-Mart.

To the poster who talked about quality. The numbers game will never end. A good boss has to be secure enough in his/her talents to not play the numbers game. It will never happen.
What do you get out of the silly numbers game? SOS scandals and the like. There are always new kids coming on and they think it is legit. Hence, they bring in the numbers and get carried away. What you get is a nice scandal.
So , instead of being the person who drove the homicide rate down, you are remembered for the scandals, that is, if you are the supe.

Here's an idea for the news media that lurks here:
Everyday publish a box score of how many 1. Homocides
2. Agg. batteries
a. shootings.
b. stabbings.
c. etc.
3. Robberies.armed &
strong armed
4. Burglaries
5. auto stolen & attempts
6. car break ins
7. shoplifting arrests.
You get the idea; what the hell, they give us every lame statistic for a ball game.

Maybe then the citizens would see how "crime is down". Not when it happens to you.

Your spelling is perfect with one exception. The correct spelling of HOMICIDE has two letters "i" and only one letter "o". (NOT homOcide)

Foot patrols don't work in problem areas, the fire dept. can't conduct criminal investigations, ems does need police assist in most of the rough areas of the city, do you really want civilians working in the offices and at the desk handling police related things? isin't bad enough they let them write parking tickets and direct traffic? you see how that has worked out. What else you got?

The real question for the next Sup. "I, the Mayor will send you a list of names you are to promote on evry order. In Chicago its currently 3 out of evry 10(30%)we call it merit. A voice on the phone “orders” you to do something unconstitutional?

Cars and drivers are not drag racers unless they are or have been drag racing. So how were they corralled?

Sounds like a good lawsuit.

How to decrease crime? Hmmmmm...How about if you commit even a misdeamor, you will get your section 8 voucher and link card revoked. And you will be forced to work 40 hours a week like everyone else. And the more kids you have, the less money you get. And if the kids you don't give a shit about commit a least a misdeamor, you loose it all and you have to go to work and your kids have to stay in school. Oh and speaking of school, how about drug sniffing dogs along side the metal detectors. Most of the drug sales are in the classroom. Problem Solved!

I would like to send a BIG thanks to Shore. A friend of mine who is a FAM (air marshal) needed ammo to shoot the course. They shoot 40 cal and the ammo has to be frangible, which means when shot at a hard surface the round turns to dust. I told them it a little more expensive than duty type ammo. I touched base with them and asked if they able to find the ammo. They told me the Shore charged them 50.00 for one box of 50 rounds!! I though they made a mistake..they bought 500 rounds and ended up costing them over $500!! The FAM guys told them he thought that was high for a box of ammo The clerk told them "thats what it costs" I did a search on line the average cost was around $25 for a box of 50. You can buy Gold match 308 ammo for about the same price!!
Thanks Shore for keeping your prices so high you are a true supporter to law enforcement. I hope you do close shop.

Heard a rumor today - someone told me that the city is contemplating eliminating light duty for all but IOD's.
If you are currently on LD you would be grandfathered in but anyone going LD after 01 Jun would be asked to seek disability pension.
Anyone on the inside have any info on this?
