This Changes What Now?

We're still looking at this OPS revamp. Here's what we can gather:
  • An outsider has been named to head the "new" agency. This is Daley's gesture to "outsider" appointments and breaking the "insider" charges. Since he's covered that base, the new Superintendent will be a local inside guy.
  • Daley is now part of the process. The superintendent, who is a Daley appointee and serves at the pleasure of the mayor, is still part of the process. And the Police Board, which is appointed by Daley, remains part of the process. It looks a lot like Daley just interjected himself into the process a little more closely.
Local ambulance chasers are outraged, so that's a good thing. Coverage at Channel 2, Channel 7, the Tribune and the Sun Times. Opinions?

The Trib article has this humorous line:
  • The City Council, flexing newfound muscle, pushed to strengthen the measure beyond Daley's original proposal and approved it by a vote of 48-0.
How is voting unanimously for something Daley wanted and making him an integral part of the process "flexing newfound muscle"?

I am willing to wager that,Los Angeles attorney Ilana B.R. Rosenzweig OPS's new chief administrator will last less than one year in the position.

Da Mayor made a brilliant strategic move by bringing in an outsider to clean up the mess. With all the upcoming scandals about to surface "the outsider" will delegate discipline, insulating Da Mayor from the fallout.

OPS will now be tasked with many of the "dirty jobs" removing the Superintendent from the fallout too.

After the mess is sorted through and the house is considered clean she will leave Chicago with a major resume enhancement and the title of "Reformer of the CPD"

This little arrangement also appeases the community groups and the leftist anti-police crowd. They now have an "independent outsider" metting out discipline.

Expect an announcement of the new Superintendent shortly. A further deluge of exempt retirements and an entire restructuring of the CPD.

It is definitely a transitional time to be a Chicago copper.

Cummulatively totalled, this could be as big as Mayor Richard J. Daley's O.W. Wilson.

Someone previously posted about the survey being conducted by the University of Illinois at Chicago on police services and community input. This survey is being prepared for the Chicago Police Department and is asking for specific input on where you live, it is annonymous.

I strongly encourage every copper,family memeber,friend,etc to immediately do this survey in its entirety. This is our chance to demand police services in our neighborhoods.

It takes approximately 10 minutes to complete and it is very important. This survey will be used as the basis to allocate manpower,department resources,and to eliminate police officers jobs.

Some of the questions asked are do you support placing highly visible flashing blue light cameras in your neighborhood,do you believe they reduce crime,do you believe they lower property values,do they make your neighborhood seem dangerous,do they lower property values,etc? police cameras are a complete waste of department money that should be utilized to hire additional officers,they are unsightly big brother invasions that lower property values and make your neighborhood look ghetto. Adequate officers on patrol does the job quite effectively.

They ask questions about police conduct and trust, do police officers abuse their authority,are they effectively disciplined,etc. We all now the answers.

They also ask about having citizens submit police reports via the internet,get the picture? I pay taxes and want an officer at my house when a crime occurs. They will use these stats to mandate people do their own reports online thus reducing the need for officers and police jobs. Think about this, don't fall for the lazy idea of this is great,it is your job security.

Most importantly they ask should police officers be sent from your neighborhood to higher crime areas to help out. They want to drain further police officers from 008,022,016,020,019,etc. and send them to the ghetto. This is unreal,please take this survey and read between the lines. This is being utilized to justify lower manpower in lower crime areas where we reside.

SCC,please make this a complete post and encourage everyone to take this survey and email this to all their friends,family,neighbors,etc.

The FOP and PBPA need to get this posted on their websites and newsletters so that we can insure maximum participation and get our viewpoint incorporated into this.

It literally takes a few minutes to do and it affects your job and quality of life. We have been collectively affecting positive change working together and putting words into action. Step up to the plate and take care of this. You will be quite pissed off at the end of the survey realizing what they are attempting to justify.

I can't believe that no one has mentioned the Police Board as being a bigger part of the problem. They overturn many of the findings of disipline found by OPS/IAD, but are somehow spared the public scrutiny. If the public, as well as the P.O.'s, only knew how many wife beaters have had cases overturned by this poitical hack squad, there would be an outrage.

I'm no friend of OPS/IAD by any means, but as usal, there is a major gap in this "news" story! Someone take a look at the Police Board cases for the last few years...by someone I mean one of the reporters salivating over this site every day.

The Mayor can propose an ordinance and the City Council can approve it but the Union still has the upper hand.

Disciplinary matters are controlled by the contract and "past practices".

The Department attempted to make changes in the way disciplinary investigations are conducted in 1997 and the Union demanded expedited arbitration. The arbitrator ruled in favor of the union and barred all of the attempted changes.

Harold Kunz stated, in the news letter, it was the "greatest victory that the Union ever had over the Department" and he was correct.

This is why the Union has had nothing to say regarding the current discussion in the media.

If you want reform we need to start with City Hall.
TERM LIMITS are a must. We have a Mayor who is like a King. Nobody cross' him. That's not good government. That's a dictatorship. Then the Alderman are absolutely useless. They voted themselves raises. How can this even be possible, but yet the People are so indifferent they let it happen.
How can we real expect any kind of sincere reform in a city that is run by lemmings.

I have sat on Complaint Review Panels and I think that the brass chain of command must not read the reports from the Office of Political Standards. Several times I have read reports submitted to the panel and as I go along think this should be EXONERATED come to the end and see SUSTAINED! What, the facts don't support the finding; I wanted to call in the O.P.S. investigator into the room and call him a liar to his face.

Well if Daley does not (cannot) read all those reports and makes life changing decisions. SUE THE PRICK, tie him up giving depositions, ask him if he received a phone call from Alderman or Reverend so-and-so.

We need to flex our political muscle, God help us more than ever if we don't.

The media and the public still believe that OPS and IAD actually investigate all complaints. The reality is that 90% of complaints are investigated by the accused officers' own supervisors. For years, the Dept has lied in its Annual Report, claiming that the investigations handled by the officers' own supervisors are handled by IAD. All of the Annual Reports are available on line. Take a look.

The IAD people are just guys with a "spot," doing as little as possible and laughing at the rest of us "chumps."

This poster hit the nail on the head, think about this, out of all the department members who have actually been fired, how many have actually stayed fired? How many have been given back pay and their job back by the police board? I am talking about people who were actually involved in situations/crimes/behavior that they really don't belong on the job... I realize there are those who get accused and should not be fired, but it seems to me that of the few that do receive the penalty of actual separation, most of them eventually find their way back on the job, maybe 1% of those who get fired stay fired, and maybe that is a high estimate, I don't know...

Really sue the prick. How much extra cash do you have on hand maybe for starters 250,000 for the first couple of years then the Judge throws it out at the summery. You must be out of your mind Officers have tried to sue the city for numerous acts of wrong doing, Maybe one every 5 years will win. Give me a break. I posted that about Dorelle and I don't care, I was part of the cover up -- but now, 20 yrs. later to have her CTA police husband get on the T.V and pontificate about the evils of the CPD is bullshit. I can name several other P.O's killed in the line of duty -who were involved in illegal activities at the time of their deaths, they were afforded full honors. I don't have a problem with that. 009 has always been the district of "entitlement" in the eyes of it's coppers and bosses. It is probably the most political district in CPD as well.
I believe the "dirty laundry" airing is way for working police to gripe and get things that are bothering them into the open? As long as it doesn't hurt anybody, then who cares?
009 never has any openings, so it cannot be too bad. You NEVER see officers trying to get out of 009, so that says a lot for the bosses there.
B team, Luke, purple shades, Sarge Hitney, etc are the officers/and their stories of 009. 009 is and will always be the cream of the Southwest Side. Ask any recruit what the most sought after district is and they will unanimously state 009. 009 is #1. Go Sox!

True, Lukensmeyer WAS considered a God. Lots of arrests, and court, even for a middle aged guy. But that ended when the stolen squad from Chicago and the drugs were recovered from his summer home. Lukensmeyer might have been a "God" twenty years ago, but his ego got too big and he thought he was above the law. Just like Finnegan and his crew. He thought he was too smart to get caught by the Police. To avoid a whole shit load of scandals -- including armed robberies -- he was allowed to quit. He was a piece of shit in his later years.

I can't believe some of you asshold pricks spreading out and out lies about Dorelle Brandon. I was probably one of the last PO's to see Dorelle before she went out on that buy & bust with her partner, Clarence Keith, who shot her by accident when the she was struggling with the dope dealer over her guy, and Danny Lukensmeyer and Ronnie Condreva who were steady partners at the time. It was not their day off, but was at the end of their shift since we were all working 3rd Watch tact at the time. There was nothing criminal about anything they did, just stupid at worse, because their informant was the sister or cousin of the drug dealer and she gave Dorelle up. Back in the day, tact teams regularly went outside their districts acting on tips to put in a buy and then bust the dealer. It was after she was shot that they instituted rules requiring noticiation to the W/C of the district of occurance. Within 2 days after the incident, Danny and Ron were transfered out the District, Danny to 009 and Ron to 008. CK was on suicide watch for months and still isn't right. He lives with this every day of his life. As for Matt Brandon, he life and that of his children were profoundly and forever impacted. There were many stories flying at the time of the shooting and its was incredible how many coppers would rather believe that these 4 PO's were engaged in some kind of illegal conduct than that something terrible had simply happened. What happened was a tragedy and as much the product then of a poor supervision or a lack of supervision as exists right now. If you analyze many of the incidents that occur in which a PO is killed or injured, you will find the common denominators of fatique, inattention, inexperience or the taking of shortcuts.

Thanks for your input. I never cared why they went over there;he was a bad guy and THEY decided to take him out. The audio(of your website) sez that the jury didnt convict the dealer of her murder,just drug charges(nuf said).
And this is in the early 80s when the Police ruled!

Danny Lukensmeyer is still considered to be the GOD of 009. His grumble can still be heard in the interrogation rooms.
Ask any copper in 009 who knew him and they will state "Danny was a GOD among police."
None of us believe he actually stole a squad. We in 009 KNOW he was set up by the Feds. He was NOT a rogue cop. He was not like Finnegan. What an insult!

First off, Danny L. was not forced to resign. A monster of a man like that could never be forced to resign by anyone. Hell, every watch commander he dealt with walked on egg shells near him. He did whatever he wanted in 009 and nobody questioned him.
Secondly, he WAS a God in 009 and that came from his amazing dope arrests. He brought in drugs every night he went out. He was also the best acting FTO 009 ever had at it's disposal. He made 009 tough and it's coppers tougher.
Danny worked Mids towards the end of his career and made REAL POLICE out of every copper he trained.
Unless you were blessed to work with him, then you don't know the man. Bottom line is that Danny L. kicked major ass and made the badguys in 009 fear the police.

DL was a monster of a copper. I had the honor of working with him a few times in the projects on my day off. He was a no nonsense, take no prisoners sonuvabitch! A great copper. If fifteen badass mothers challenged him, he'd dive right into it. I take my hat off to him about that. He was the REAL POLICE!!

However, he did have a fucking stolen unmarked squad car in his back yard. In the car were personal items of HIS. The car had BS "M" plates on it, but the VIN was hot.

There was a CR number and he resigned rather than face it all. He was months short of his 60th birthday, which as some of you know, was his goal to reach before leaving the job. That way he would have had his medical insurance paid by the city.

As it is, he got his pension, but no retirement star, no retirement ID, nothing to show for his years on the job.

Anyone who thinks the Feds set him up is smoking something funny. Somewhere along the line DL crossed a line....and for that he deserved what he got.

Either he was using the squad as personal car, or probably, to do some clandestine things....but whatever it was, he was fucking using the car. You don't want to believe that, I don't blame you. It was kinda like when you found out there was no Santa Claus when it was learned DL had that fucking STOLEN UNMARKED SQUAD CAR.

Although some of the things you said were right on target, still have to disagree on D.L....He was a GOD in 009. You will never comprehend the quality of policing he brought into 009. He was the one guy you knew was knowlegable in dope arrests.

You sausage wallets don't know shit! Danny was not set up by the Feds. He chose to use a stolen squad car. It was found at his home with his belongings in it. The Feds didn't set him up. He did it to himself.

Sick of these same old scenarios playing out again and again in CPD. The D.L. story is similar to the Broderick Jones/Corey Flagg story. Two brutal motherfuckers who came in wit "great dope arrests" everyday, all the thugs feared them, etc. One day, they too were robbing someone(with all the others from 007 who were indicted) and got somebody killed. Of course this was covered up, the full honors CPD funeral and so on. Then comes Finnegan and crew, the only thing missing is the funeral. We need somebody to clean up this department! It ain't gonna hurt me or 99% of the other men and women who come to work and do their job everyday.

Somehow I just can t help but feel that someone who helped the problems of the L.A.P.D would first have to explain to me the reasons for such failure out there. For instance after the Rodney King verdicts and the street went up , how come the Police approached the problem and then backed away? Could it be they had no dirction from a nuetered Police Dept. and were more afraid of how they would br dealt with by the job then what they faced on the streets? I was ther when the first Daley brought in O.W.Wilson after the summerdale scandel and he made a lot of good changes in the Dept. But that was nearly fifty years ago and the circumstances were different. The press says she s fair and hears both sides of the story. I m sure it wont take long for us to find out the truth.
