"Elite" Ain't That Elite Anymore

At the District level, your Tactical and Gang teams are supposed to be your "elite" guys and gals. The workers, the people who go out every day and make exceptional arrests, get the felons and do some long term stuff that might make some headlines. In reality, Tact and Gangs have turned into number generators - contact cards, pod missions, SUB arrests, "wolfpack" missions, etc.

For many years, Special Operations was touted as the "elite" of the Department. SOS was sent places to increase visible manpower on the streets. They didn't have to answer radio calls. They were given quite a bit of leeway as far as being able to go after guns or dope or just run up the head counts in hot districts. We all see how well that worked out in the long run. Now, SOS is just fighting to stay afloat.

Now, we have the Targeted Response Unit - the new "elite." TRU was created do one thing - generate numbers, no matter what the number was supposed to be. Contact Cards? Parkers? Impounds? Movers? DOC missions? All within TRU's charter.

So to be "elite," you barely have to do anything that's considered police work anymore. You just have to do numbers that the bosses can tout at "accountability" meetings although no one is actually ever held accountable and promoted/demoted based on crime rising or falling.

Kind of amazing how much its changed.

Tact/Gangs/SOS/TRU is all about getting whatever numbers they want for the day. You had better produce what the bosses want, period. The price you pay for not answering jobs.

I worked Tact and SOS and am happy to be back in a beat car where there is no more BS. A lot less stress.

Beside cutting SOS/TRU manpower in half, why don't we cut HQ staff in half, and empty the CAPS and Senior Citizens offices in the districts. Don't forget the five or six girls working the desk and Commander's office doing nothing more than reading magazines.

That frees up thousands of PO's to help the districts who cannot even man beat cars.

I've been working on a gang team on the South Side for almost five years and in that five years alot has changed. Sgts. used to want quality arrests, thats all they cared about. Now its all about the numbers- contact cards, gang dispersals and bullshit pimpy arrests. Welcome to the world of accountability!!!

Its really too bad that the higher ups in this dept stress immediate gratification when it comes to numbers. Heads per day and contact cards per period etc. Why not have accountability every six months or so, and take into account index crimes rather than contact cards? Instead of letting plainclothes cops work on long term stuff, locking up future shooters, they are left running around getting contact cards so the Lt or commander doesn't get reamed at some stupid meeting. Wouldn't it make more sense to look at the long term impact police activity has on a particular beat or problem area? In essence, tell the lt "hey, there were a lot of shootings in 212's beat in the last few months"...the lt delegates to the sgts, the sgt sends his troops out and they spend a few months hitting em hard. Develop info, get some pistols, do some reversals, really disrupt for a while. Instead, we have a culture of micromanaging. each month, hey, we need more cards. what happened to the disorderly arrests? jeez, impounds are down. What a joke. Let the lt's manage the sgts, let the sgts manage the po's. there is no reason that a higher up should care how many contact cards were written in the month of june by a tact team. grrr.

WHEN THE PATROL "DIVISION" IS REMANNED AND REBUILT WE CAN WORRY ABOUT THE UNITS.

THE HEART OF ANY LAW ENFORCEMENT AGENCY IS THE PATROL OFFICER. THE PATROL OFFICER IS THE INDIVIDUAL MOST VISIBLE TO SOCIETY,THE ONE THEY SEE AND INTERACT WITH.

The really sad thing about the TRU is that these kids really believe they are "elite". They believe this because they are told this by the upper echelon and their direct line supervisors.

They are very well meaning with their hearts in the right place but have never really learned to police. Policing in Chicago has changed night and day and unfortunately there are no longer any good FTOs on the job to teach the art.

I see the blind leading the blind around now. Years ago,even a mediocre copper would put these kids to shame in knowledge,paperwork,testifying,street smarts,not too mention the art of the tuneup.

The problem with the police department today is we have so many supervisors who just should not be supervisors. We have homicide sergeants who were never homicide detectives, or even detectives for that matter. They have no clue as to what they are doing or what issues will arise two years later when the case finally goes to trial. Yet here they are telling new detectives what to do (usually the wrong thing) and they themselves do not know what to do. And many patrol sergeants are no better. I can't tell you how many times my partner and I have had to tell an officer involved in a shooting not to listen to the moron in the white shirt. The supervisors on this job are a total disgrace. Most of them are nothing but political hacks who should be working in a Walmart somewhere, not supervising police officers.
It has come to the point where I just walk away from them in mid-sentence.
Our union also is a disgrace. How can they allow the city, time and time again, to take months and months to grade a promotion test??? The proverbial adage You Reap What You Sow should be the new motto for the Chicago Police Department. I have met numerous patrolmen who should have been supervisors on this job, but there still running around in blue shirts listening to the newest boss's kid who just made sergeant.
When I first came on this job (over 22 yrs ago) I was told this organization was a para-military organizing. Unfortunately the military makes you take an aptitude test before they promote you. These tests the city administers are so subjective there truly is no way to determine anyone's legitimate score. We should vote out the FOP and revamp the promotional process on this job. Until that time comes you can expect nothing but clowns and clout babys wearing a white shirt...

beat cars get swamped with radio calls and that limits their time for proactive police work. teams like tac/gang, sat, tru, sos, etc...are freed from the radio and given directed missions and have the numbers to operate at squad strength or better. this concept, although now bloated and somewhat bastardized, is sound and proven.

How about "MERIT" LT's and Sgt's especially in 005 that have no MANAGEMENT SKILLS except micro mgt. "It's all about the numbers guys." "We Don't want to fall below the other districts, and don't worry about intellegence gathering, go get that drinker or 1 bagger it's a Cb#." Don't grab that named offender it's not in the DOC. Re-Active policing does not work. A good example is in the 005th dist poor mgt. Again, that's

I work tac on the south side. We were told specifically in a face to face general meeting with our commander and lt. that it is about quantity not quality now. I hope this changes because being the numbers police sucks. There have already been some very good p.o.s leave because of this. Arresting drinkers is not what I had in mind when I took this job.

For a Police Officer now a days, the best spots is on the 2nd Watch in any Northside, Quiet Districts!

When I get there all I'm gonna do is take it easy, ride out my career, and get Phone numbers and get laid by beautiful, lonely white women!

All those "Special" Units like SOS, TRU, etc. you can shove them where the sun don't shine and the bosses who run them can kiss my ASS, with their numbers game!

I've been on a tact team for several years now and no I don't think I'm "elite". I have definitely seen how things have changed in a short amount of time. Before you would be laughed at if you brought in nonsense arrests (drinkers, Soliciting Unlawful Bullshit, disorderly). Now it is just the number that counts to the bosses. Contact cards are the biggest joke. All you are doing is documenting a street stop that had negative results. This form of policing is not "accountability", it is the paranoia of the bosses. They just want to rattle off some numbers at some dog and pony show meeting and pat each other on the back. Everyone is paranoid about the person one rank ahead of them. Why aren't we all on the same page? Event numbers, Pod and Wolfcrap missions are not a measure of accountability but of the stupidity of this department.

Did I say I go out and sandbag people? No I did't! I go out and still try to make quality arrests. but if quality isn't there you sometimes have to take in that 1 bagger. Maybe sandbagging is the only way you can get a head but I certainly don't need to.

The "Accountability" I was referring to was in regards to tact/gang sgts. and lts. They constantly worried about "numbers" because that is all they hear about from the D/C, area deputy chief, the DOC etc. And shit rolls down hill!!!! I was also referring to how things had changed in a short amount of time- asswipe!

The second part of your comment proves what a complete F-ing idiot you are, someone makes a comment about the bullshit this dept. cares about, i.e. contact cards, gang dispersals and bullshit arrests, and you jump to half-assed conclusions calling someone a sandbagger. Get a clue, once you get off of probation and get a little time on this job maybe you'll understand what i am talking about. Until then, go back to the hole and fist yourself!

but dont dismiss another officer from venting about what he HAS to do in order to stay on a team that he likes to work, for whatever reason.
if you are on a team and only go in with "quality" arrests to make yourself feel like a better police officer or you feel that you are above the "team" requirements, at the end of the week or period when the sgt or lt say numbers are down, the other team members have to do what they have to do (d/c,reckless,dopw etc) in order to not only keep their spot, but their sgt and yes, you too.
so every once in a while, hop off that white horse and walk with the regular troops once in while

I see a lot of detectives who like to walk around with their clipboards on scene doing nothing useful, talking good witnesses out of moving forward with the case, and in a big hurry to duck out........very few good dicks left...I also saw an fto who did not know that gambling goes on a vice..gave his recruit a gocr.........and what about the "quality " personnel (po's and supervisors) at the JISC Center.....complete retards....god help us!

The old way is w/o a doubt a more effective way to police, but it would be foolish to teach new po's those ways now. Back then you didn't have a media that got off on burning hard working police. You had bosses that would go out on the line for you, and the bangers realized when they were wrong because they didn't have media/revs telling them they are victims. Plus if the law abiding citizens don't even appreciate you, who are you risking your neck for? (unless you are working in a select few areas: appreciation from the people would be way more gratifying then appreciation from bosses, and I would be way more willing to work hard for them)

If I'm way off (and yes I only have two years on) then by all means teach us some of the tricks of the "old" ways of doing things that won't get us locked up or fired (you guys didn't have to worry about that.) Just saying the new kids don't know how to work and not doing anything about it doesn't seem very helpful. Maybe the problem isn't with the new kids. Two generations ago they taught you guys the job, and you guys are failing to teach us. It wasn't just FTO's that taught you the job, so it shouldn't just have to be them now.

So, you can either start realizing that the burden to teach new guys lies within every veteren officer, or you can go back to polishing your 1982 football trophy.

Today we have a different breed the college educated generation who want everything handed to them NOW! Here is my opinion about the state of things. This whole mess is related to a broken promotional system. Guys get promoted that are not qualified, and they know in their hearts that they have no idea what they are doing. But they get promoted again. Now, however, they are a Lt. The Lt., remembering how messed up he was as a sgt, does not trust any sgts because he figures they are all just as screwed up as he was. So he micromanages so that he doesn't look bad. Eventually, this Lt. keeps getting promoted, and he promotes other screw ups, so you end up with a ton of screwed up bosses who were promoted by screwed up bosses, who constantly have to micro manage beacause they are scared to death that their underlings will screw up just like they did....micromanaging is a last ditch effort to 1. cover their butts and 2. validate their own position. Well, gotta go iron my blue collar. Stay safe.

Area 2 has a hack nrthside commander who works 1000-1500 (has to beat traffic).A political moron Admin Sgt. for the commander even though no such spot is budgeted some idiot sgts never have been dicks Korn, and now that there is a power vacum the commander has moved around dets to adjust the racial balance, put brand new dicks on the agg batt team and color balance that as well. The skill of a det does not matter what does is skin color. What matters in area two is not clearing crimes but meeting certain commander imposed racial quotas. So yes your kids may be killed you may be robbed and your house broken into but dont expect a det. who can clear the case expect one that meets the commanders color test

I'm really surprised that noone seems to see the direct corelation between the "numbers game" and the rank of Capt. being brought back.

All this misery can be traced back to that moment in history.

The numbers game used to be just movers parkers and curfews. A decent Watch Commander (Lt.) would come to role call and say, "We're down 20 movers." He or she probably took good care of his/her watch and the numbers poured in.

Since the rank of Capt. was reinstated, we now have movers, parkers, curfews, ANOVS, bus checks, contact cards, park checks, SOP missions, Wolfpack missions, seat belt missions, burglary missions, theft from auto missions, gang suppresion missions, etc.

All this while still answering calls on the radio.

Complete and total bullshit. All of it.

So, to you new white shirts straight out of the academy: Welcome to "real police work".

I know you're all gonna come to this site on a daily basis to see the first time your name is mentioned (hopefully in a positive way, but don't count on it)

You are now the lap dog for your new Capt.

Get used to it.

Thank you sir and I agree. I am a Tact Lt. and it's hard to let your guys get quality over quantity when the only thing they talk about at DOC meetings is missions, and CC cards and bullshit. I've got well over 20 yrs on the job - spent almost all of it in Tact and this the about the worst that I've seen. It's not the working cops out there; they would do their jobs if the ivory tower people would just let them.

Wolfpack missions, although the name may sound a bit silly are a good safe way to hit problem blocks.

Basically all 3 or 4 cars will ride together to a block where there are 10 to 20 people hanging out and "working".

Instead of one 2 man car trying to initiate a street stop on 20 people, and still be able to maintain control of the scene, and attempt to find the stashed guns and narcotics, we have 8 to 10 officers which helps even the odds a bit.

Essentially Wolfpack missions can be a good tool, if used in the way they were intended, with the above in mind, silly name or not.

I'm a old timer tac guy, The place to be if not on a beat? Area 1 midnight gang team...great guys see them all the time they rack up heads and they get great pinches pretty much every night. I was unfortunately at a recent DOC meeting TRU's numbers were read out i think it was an assload of contacts and movers, and like 2 guns in a 3 week period i was falling asleep during it so i might be off a tad, but regardless thats pretty sad for an elite unit!. The area 1 mid gang guys had like 2 burglaries, 12 guns, 2 Agg Batt: handgun offenders and a homicide offender in the same time period..and they do this kinda work all the time. The good thing is they dont act like the TRU tools who think they are elite, the Area 1 fellas just do the work and never hesitate to stop and help you out if you need it or not. Just my point of view I'm sure some jealous coppers will rip into them though. Area 1 Sat guys are a bunch of good coppers as well.

Having been a detective (promoted after 17 years on the street) for the last four years I can tell you that there are many detectives who know you guys in the beat cars are real the police. I go out of my way to make sure every patrolman I deal with is treated as an equal. I remember busting my ass making arrests for nearly 17 years on tactical teams only to have the detectives treat me like a piece of shit after found a guy they were looking for, whether for murder or burglary. Some of us detectives really appreciate what you do. And make no mistake about it-YOUR JOB IN A PATROL CAR IS THE MOST DANGEROUS JOB ON THIS DEPARTMENT. At least my partner and I have the luxury of knowing the guy we are about to arrest is wanted for murder. Those in patrol really never know who it is they are about to encounter on a traffic stop, a domestic, or a street stop. Just remember not all detectives forget where they came from. BE SAFE OUT THERE!

This department needs to admit that CAPS is a huge failure, it has never worked and it never will. CAPS was a scam to get federal money, nothing more. The Booze Allen study said three men cars are the most effective, that is three P.O's working one car at the same time, it did not happen.
The Booze Allen study never said to close Area 3 at 39th and California, the department closed it because of Burge, another huge mistake, we need six areas, now we have Central Command Group, rapid response cars are power cars, or umbrella cars.
Get rid of CAPS put those P.O's on the street on Watches, get rid of the Gang Teams another waste. Put those P.O.'s on the Watches. The officers with the most arrests, both quality and quantity get to work on the Tact Team. Make it mean something.

We had a week with many arrests and the commander sent a memo to us that we need to pick up on the contact cards. No one gives a fuck if you lock up 10 drinkers or 10 UUW's at the end of the week it's just a total in a box to bring to the DOC meeting. Remember to keep the contact numbers up also! SAD!!!!!!

The really sad thing about the TRU is that these kids really believe they are "elite". They believe this because they are told this by the upper echelon and their direct line supervisors.

We have homicide sergeants who were never homicide detectives, or even detectives for that matter. They have no clue as to what they are doing or what issues will arise two years later when the case finally goes to trial. Yet here they are telling new detectives what to do (usually the wrong thing) and they themselves do not know what to do. And many patrol sergeants are no better. I can't tell you how many times my partner and I have had to tell an officer involved in a shooting not to listen to the moron in the white shirt. The supervisors on this job are a total disgrace. Most of them are nothing but political hacks who should be working in a Walmart somewhere, not supervising police officers.
It has come to the point where I just walk away from them in mid-sentence.
Our union also is a disgrace. How can they allow the city, time and time again, to take months and months to grade a promotion test??? The proverbial adage You Reap What You Sow should be the new motto for the Chicago Police Department. I have met numerous patrolmen who should have been supervisors on this job, but there still running around in blue shirts listening to the newest boss's kid who just made sergeant.
When I first came on this job (over 22 yrs ago) I was told this organization was a para-military organizing. Unfortunately the military makes you take an aptitude test before they promote you. These tests the city administers are so subjective there truly is no way to determine anyone's legitimate score. We should vote out the FOP and revamp the promotional process on this job. Until that time comes you can expect nothing but clowns and clout babys wearing a white shirt...

Sounds like someone alittle bitter about not making rank, sorry, study harder, stop bitching already, I scored in the low 2000's and made Sgt., you can too, sacrafice aliitle and put into it wghat you want out of it...

Today, I was looking at gang cards in the CHRIS system and with a particular sh*thead, it had 8 (this is an exact amount of Tact officers) total officers on the gang card for the arrest. Thinking that it was a search warrant, I scrolled down to see it was DRINKING ON THE PUBLIC WAY arrest. I was sooooo embarrassed for them, I don’t even know these guys sleep at night. It’s happening all over the city too. Pathetic.

Time to get a life. It took me a while to figure it out, but I did... this city don't give a f..k about me so I return the favor every day. It's just a job guys and girls. No, I'm not some dog ass. I've worked my ass off most of my 12 years, but life and work is so much sweater when you realize that the CPD is just a job. People in units are not great coppers, just people that have clout (and usually terrible coppers). I dont care any more about these "elite" units... only thing I care about is promotional exams. Study hard to make more money and give family better life. Bigger pension too! Thats all, just a job... have fun with it. If you didn't have to live in the city, this would be the best job in the world.

p.s. for those complaining about gang bangers in clearing / garfield ridge .... open your eyes ... isn't getting any better ... make the move ... Mt.greenwood is looking better every year.

That has been made by the city so they can have a finger to point back with when in front of the media. Every gold star on the job has enough time on to know what kind of policing is needed to make an impact. When they came on it was here for them to learn and carry on. But they haven't and show no signs of giving a fuck about upholding any of that. Onlything important for them is their spot pension and a bullshit number's stat for the press. Its not a "Cline" thing its a Daley/City Hall thing. He breaks under the pressure of the Revs and community. Gives orders to our exempt. Who says go against the power or hold on to this exempt???? Then they fold or stand up and get bumped. This game has been around forever. Daley needs to stop catering to these revs and communtiy activist and be the police supporting man his father was. Here is my opinion about the state of things. This whole mess is related to a broken promotional system. Guys get promoted that are not qualified, and they know in their hearts that they have no idea what they are doing. But they get promoted again. Now, however, they are a Lt. The Lt., remembering how messed up he was as a sgt, does not trust any sgts because he figures they are all just as screwed up as he was. So he micromanages so that he doesn't look bad. Eventually, this Lt. keeps getting promoted, and he promotes other screw ups, so you end up with a ton of screwed up bosses who were promoted by screwed up bosses, who constantly have to micro manage beacause they are scared to death that their underlings will screw up just like they did....micromanaging is a last ditch effort to 1. cover their butts and 2. validate their own position. I agree, and I have over 15 years on this job. I have been in a Beat Car, a Rapid Car, an Incident Car, in a Unit, on a Tact, and now on a Gang Team. I was fortunate that I learned from a great FTO (God rest his soul) and then learned even more from the old timers on the watch.
Thing was, back then I just shut up and listened - ANYTHING an old timer could tell you was valuable - even if he was a "dog" he still had knowledge. Back then, at least to me, most of the "dogs" were dogs b/c of some kind of BS the department did to him - so his recourse was not to work. He still would have knowledge.

I make it a point to show ANY new cop the way to do things, and a way to do things that will not lend you on the front page of the Sun Times or the Tribune. What I have found, is that a lot of the newer cops DO NOT want to learn, that they do not care, and that they just want that check on the 1st and the 16th. I ask myself, how can a new cop be so jaded so quick? This is both female and male cops, both black, white, and hispanic cops - it just does not matter. We seem to be getting more new cops who do not give a shit from Day 1. That is why I am so happy to see any new cops, like yourself, who want to work, want to learn, and want to listen.

I wish I was up in 15 so I could help you out and I wish we had more of you that would like to learn, and like to do this job. After all the BS, this is still the best job b/c of the people you work with, not the people you work for; but the stories you can tell about the people you work for are almost as priceless.

And my football trophy was from 1988, a state championship for Mt. Carmel, but I will go polish it.

Grow the fuck up, get off your asses, close down your "E-trade" screens on your computers, hit the bricks and DO YOUR JOBS. Funny, the Cmdr there is black, but all the white administrative people who were there before him are still there, hanging around, doing little or nothing, and just about all of them are NOT black, so please spare us the "it's because the boss is black" drivel. Welch was a competent detective, and a good Sgt. of Detectives for a number of years before he made Lt. and eventually got the top job out at A/2. He could probably teach a few of you hair gel/braided/hair twisted lazy MFrs a thing or two.
It's just so easy to come on here and blast everyone else for your own shortcomings. GET TO WORK!
I hate to admit it, but I've seen better initiative come from some of the A/2 SVU people than the Dets they send out for the serious violent crimes. When did such a great job as Detective produce such a bunch of yelping, whining little puppies? Jeez, time to fill up the tub and drown some of the litter!!

CHECK THE court notifications, overtime accrued and arrest numbers all of you questioning this or merit and other bullshit.

There is always going to be those who do and those who don't we all know who they are too! So what do what you want to do about it? Well you can do what you have to, or do nothing if you got to. I don't care because I didn't HIRE YOU and I never expected anyone to do much from what I have experienced on this job so far!

So when THEY riot and THEY probably will someday WE will all put our troubles aside until its over and figure it out and then go back to the same beefs. We will then re-analyze everything wrong then again! Again there are those who do and those who don't!

What are you going to do about it or better yet what is anybody going to do about it? We bitch like broads (sorry ladies)! Deaf ears, lazy fucks, scared chickens, liberal coppers, political people that panic, and whatever other reasons you want to add here...

That is why we are fucked up and look like retards, nerds, goofs and idiots to other departments etc.

The real problem here maybe stems from:

A. Personnel (Hiring)B. Training (on the street not the Academy). C. Ourselves (because again What are we going to do about it?)

Instead of one 2 man car trying to initiate a street stop on 20 people, and still be able to maintain control of the scene, and attempt to find the stashed guns and narcotics, we have 8 to 10 officers which helps even the odds a bit.

Essentially Wolfpack missions can be a good tool, if used in the way they were intended, with the above in mind, silly name or not.

The officers are almost all from the busiest districts in the city: 5,6,7,8,9,10,11,15,25, most have more than 3-4 yrs on, and the the bosses don't tell them they are elite, they aren't asked to do contacs cards as activity, they are asked to do them to justify the stop, it's cya on this job now, that's it, that's all. When us veteran officers were the new guys we kept our eyes and ears open and our mouths shut and we did learn from the old timers by watching and listening to their tricks.Now you try to tell the new guys how to handle something and they don't listen, they argue with you and tell you that's not how they were taught in the academy.Why should us veterans have the burden to teach when we deal with conflict comming from the new guys. We have been there and done that and know how to handle situations.I have been personally told by a new guy when trying to teach them the right way to stay out of jams, I already know everything I need to know about this job let's just get this night over and that was with the new guy having 3 mos. on and myself having over 9 years. By the way in 015 the majority of the new guys work the desk, the radio room or any other inside job they can get or they cry about it if they have to go out on the street, so much for wanting to learn !!!!

there is NO elite units anymore !!! period. tact/ gang teams are number getters. i know, i work in a busy district where on all teams day, we have other teams come into the district so that we can run bullshit reverse stings and boost our numbers while teams from the area get arrests that they wouldn't even make in their own districts...not even in 016 and 017. numbers are all that the bosses care about, plain and simple !!!

I'm a old timer tac guy, The place to be if not on a beat? Area 1 midnight gang team...great guys see them all the time they rack up heads and they get great pinches pretty much every night. I was unfortunately at a recent DOC meeting TRU's numbers were read out i think it was an assload of contacts and movers, and like 2 guns in a 3 week period i was falling asleep during it so i might be off a tad, but regardless thats pretty sad for an elite unit!. The area 1 mid gang guys had like 2 burglaries, 12 guns, 2 Agg Batt: handgun offenders and a homicide offender in the same time period..and they do this kinda work all the time. The good thing is they dont act like the TRU tools who think they are elite, the Area 1 fellas just do the work and never hesitate to stop and help you out if you need it or not. Just my point of view I'm sure some jealous coppers will rip into them though. Area 1 Sat guys are a bunch of good coppers as well.

STFU, if you really were ever at a DOC meeting you would know that the numbers read are for the week prior, not 2 or 3 weeks, the numbers for TRU are fine, they make alot of arrests, contacts, etc and get about 5-10 guns a week, remember that is just by doing traffic and street stops, and an occassional warrant, not H/Is, kidnappings etc. you are obviously working the ARea 1 midnight gang team and want to self-promote, good for you! but keep the bs out of it will ya...
