That's the simplest explanation we could come up with. From the comments:

    MOST MEMORIAL FOUNDATIONS GO BEYOND THE MEMORIAL AND TO DO THAT, THEY NEED DIRECTION AND MANAGEMENT; AND YES THESE PEOPLE SHOULD BE PAID FOR THEIR WORK.

We don't recall any of the initial publicity material or videos or presentations ever mentioned a "mission beyond the memorial." I actually commend you for defending the Memorial. Members of this department need to stand up for something, anything. But why would a former superintendent, a 30 year veteran, the man behind the memorial, want to be paid for helping officers who are killed or hurt???? Bloated pension not enough to pay the bills?? He should be volunteering one minute for each minute he was Daleys puppet, then we'd have him free for years. Speaking loosely, half the brass in this department is partly responsible for a portion of officers being hurt in the LOD with their horrible management and training skills. Case in point, Interim Sup Dana "I gots a GED" Starks. Gimme a large fucking break. Lastly, don't think for one second we should donate because we milk a late arrest or stick at court, that goes right to the 1900 a month I pay for high school and grammar school educations, because there's not a public school fit for my children. So go fuck yourself, how much of your bullshit lying OT (and the detective division is the worst) have you donated? Send me a receipt for the donation of your first 2 years OT as a detective to the memorial, then they'll get my $48.

Yes, lots of charitable organizations have paid executives. They deal in much more money and usually operate nationally of internationally. They have also had big problems. Look at the United Way and the Red Cross. Just because they do it doesn't mean we have to. Our memorial is built and paid for. The maintainance is taken care of for a few years and their is extra moneyin bank to take care of injured officers. The job shouldn't be that hard that we need to pay someone to do.

Every dime possible needs to go toward our injured P.O.'s, not Phil's pocket. This looks like a reward for getting the memorial built and he should be ashamed to take money. Every dime he takes is one less that can be ditributed to our injured brothers and the families of those killed in the line of duty.

The only thing left that he did right was the police memorial and now he is stealing from it. I am horrified,not one penny more,I want nothing to do with this injustice.

This explains the strong-arm tactics,the relocation of the St Jude March to the memorial and the lakefront. I will not attend that either,the real issue on St. Judes Day is going to Mass at Holy Name cathedral and saying a prayer for the fallen. Cline took that away too

Too bad the city or FOP could not set up a fund that every time a officer is killed in the line of duty $10.00 or $20 is deducted for every sworn members check. The money would be given to the officers dependants or whoever the officer has named as a beneficiary. it seems too easy...I cannot see anyone having a problem give a little cash to a coppers family who was killed in the line of duty. OFF TOPIC, hey, scc check out the chicago tribune on line video about the little girl that was abducted and raped in portage park. at least three people interviewed are bithching about the lack of police presence in the area and the redeployement of police to "other" areas. Also got a kick out of the suspects description...still don't know who (race) it may be but they say if you see someone fitting this (very vage) description to call police....

You are absolutley right. I received my newsletter this year from the Foundation which explained where and how money was spent. Maybe not in as much detail, or never will it be in enough detail, for certain people. These are the same small group of individuals that don't give a penny to any charity but the second they are in need will put their hand out looking for help, and you know what, God forbid something should happen to them on this job the Foundation will be there to help their families wether they gave or not.
Is insurance a good idea as well, yep! Got mine but still am willing to help others were I can.

This is all so painful to read. You can't really be serious. Have you all lived under a rock? Why are people so jealous and hateful??? It seems if you haven't received help getting anything in life....you are very resentful. NONE of you out there would pass up an offer of help promotion wise. So don't for a second ever kid yourself. If the new superintendant was to offer any of you a chance at better work and pay, you would no doubt jump all over it. People are driven by money...and always will be. Everyone knows that the superintendant position is at the beck and call of the mayor. I don't care who is placed there or what there agenda is, it is always controlled. Each superintendant will have a cause and try to do as much as they can to accomplish it. If a person is given a benefit on account of knowing the right person, they should by all means take advantage of that and do a great job. They should only be frowned upon if they do not. Not everyone out there is that organized or in a position to insure themselves or their families. Each and every one of us has diffent problems and issues. The Memorial Foundation is just trying to help those out. They may not be picture perfect, but then again who and what is???

The Memorial Park is a heart warming honor to all officers and their families. You all now have a place to call your own. You would be a fool to quit contributing out of animosity. The benefits far outway your negative feelings right now.

Kudos for putting your name to something on the blog. I have no doubt that you're geared up for the response.

But, the point is clearly this: people have been intimidated into giving money to the memorial. And that's just plain wrong and indefensible. I know this as fact.

As for the promotion / assignment issue, I do not know that as fact, but it's an easy jump in logic that it has happened under the past regime.

And the "mission beyond the memorial" part was AFTER the original plan. In fact, that's the only part I do endorse. I don't need a park, and frankly, nobody besides the police cares about dead coppers. Motorola? You're kidding, right? I bet they've got their money for all the CFD radios sitting around gathering dust. And for a radio system the City didn't need.

OK, enough about my dislikes. Again, the point, John, is that this was created to be Phil's legacy from the beginning. I'd bet my next paycheck that this arrangement for him was in the works for a long time.

Ralph Scheu is the president of the One Hundred Club. He assisted my family decades ago in our time of need. He is truly a saint. He is a man of integrity and compassion. For years he has been going to our Christmas dinner held at the Drake Hotel. He always talks of how he is honored to serve us. A true class act. His motive is one of love.
The One Hundred Club began in the 50's. It was composed of businessman who wanted to assist the families of Policeman and Fireman who lost a loved one in the line of duty. They did not allow officers to be a part of it. They felt that they, ( citizens ) should financially be the only ones to give. They felt officers already give enough. Now officers can donate.
I ran into Ralph Scheu at the memorial last year and thanked him for his financial assistance he gave me for school years ago. His first words out of his mouth were, " DO YOU NEED MORE Money ".
Knowing the history of the 100 Club, I trust them 100%.
Knowing the history of this department ( Acosta), I trust them 0%. Full accountability is needed. We have had Sups who have mobsters as friends. Look at how the Unions get fleeced. Great idea, but the mob latched on, stealing hard earned money. Our cynicism comes from our lack of honest leadership. Don't blame us for what you created and fostered.

Industrial production up 4.7% (actually a HUGH number), manufacturing up 4.7%, auto output up 19.4%, computers and office products up 25%, retail sales up 4.8%. Yea, you're right the economy is awful! No first rate lenders have gone under. The subprime lending problem is a temporary glitch that effects only those companies. If you were dumb enough to invest in this high risk sector than you got what you deserve. Home Depot is just one company. Overall, earnings for the 2nd quarter were excellent. You have to start reading books on economics or at least a real newspaper. You can't keep getting your news from Sean Penn. Investing in the stock market takes balls.....you should stick to CDs.

Thank you SCC for giving me my very own thread; this will be my last post. Thank you for editing the really bad stuff.

I also want to thank the numerous intelligent posts that had to do with my family, my reputation, and career thus far.

Although too many to respond to, here you go:

I’ve never received a merit promotion;

I’ve never worked in the 10th district;

feel free check my medical record (very thin folder);

Cline did not put me in Narcotics;

my retired father may have some involvement in a dive bar (shitty but great for parties);

yes, I was nearly killed near Belmont and Austin;

yes, I did meet my wife on the job;

yes, I only posted here to get in good with the bosses (I have to keep my spot you know) and

yes I love to kiss ass (can’t help myself).

I will also say that no offense was meant to the hard working police officers of this department in regard to the examples used to cover donations. I was not calling anyone a medical abuser or a thief. I simply meant that ONE WAY OR ANOTHER just about everyone on this job may have beaten the system in a way that puts them ahead of the game as far as making a $2 per check contribution goes; INCLUDING MYSELF.

Of course this is a generalization and probably doesn’t apply to “EVERY” officer on the job, but I’ll bet it applies to many; if not most.

I also find it funny that anyone would base their decision to contribute on the post of one person on this blog. To punish the families of officers killed in the line of duty because of something I said makes no sense to me, but whatever.

There is a representative of the memorial foundation assigned to every unit and district.
If you have questions about the foundation, ask them. They should each be able to explain the mission beyond the memorial and its goals.

I have given plenty to the memorial in time and money as have many of you. I indicated in my post that there should be an annual report and maybe it should be more detailed than the one they put out now. This is still a new organization and I’m sure there will be growing pains.

For those of you who are waiting to donate until you see how much I’ve donated, come on up to Area 5 on 2nd watch and I can show you how much I’ve donated. Every donation helps and if that’s all it will take to get you to donate, stop by anytime.

Finally, to the posters who think I’m telling anyone to do anything; you’re wrong. I strongly believe in the memorial foundation and I support its goals. I also believe every officer should contribute, if they can; it’s for us and our families if, God forbid, they need it.

The city doesn’t run it (Seizer does) and there has been no evidence of any improprieties to date. But if you want to be stubborn and not contribute, then don’t.

I just posted my opinion here, just like all of you.

I have to be honest here, I GIVE 5 dollars a paycheck since they started collecting for the Memorial. If 3 dollars of that goes towards helping officers and their families, I m FINE with it. I know that a couple of dollars of everything goes towards running it. I also don t have a problem with questioning where all the money goes too.
How much money have we given to benefits and 10 1 S over the years. I know that someof the money goes towards booze and food. And you know, we re all going to keep giving to these things to help the people less fortunAte in their times of needs. And if you don t give, whether your in a Unit or patrol, FUCK YOU.
And unfort. I know John Garrido. And I also know that he wasn t merit anything. How he got to units is a different story. I do have one suggestion though, stop asking us every month. That is strong arming.

I’M WILLING TO BET THAT EVERY SINGLE OFFICER ON THIS JOB HAS PROBABLY COVERED 10 YEARS WORTH OF CONTRIBUTIONS IN ONE WAY OR ANOTHER WITHIN THEIR FIRST 2 YEARS ON THE JOB. Ie. MEDICAL ABUSE, COURT OT WHEN YOU WEREN’T NEEDED, MILKING OT, ETC.

Wrong, you should not lump us all in that catagory. There are police officers who take pride in not milking the system.

Jealousy, backbiting, self-loathing, hatred of other cops, false braggadocio, these are the traits most commonly displayed here. We used to have psychological and other screening that weeded out some of this scum, but now we just hire anybody. Must be that they did heavy recruiting on Wilson Avenue for the last 20yrs.
