Luggage Missing Again

And guess what was on board?
  • A Massachusetts man said he checked his luggage at Midway Airport this week, but when he got to Rhode Island, his luggage -- with the guns he packed in it -- was missing.
  • Cook left Midway Monday on Southwest flight 1839, for Providence, R.I., inside his checked luggage. He had Smith and Wesson 38-caliber and 357-revolvers, and two semi-automatic pistols -- a Glock 9 millimeter, and a 22-caliber Browning.
  • He reported the packed firearms to Southwest and TSA officials, but they never arrived in Providence
Someone be sure to check the next gun turn in.

In the meantime, we'll be letting the NRA know that guns shipped and transshipped through Chicago have a better than average chance of never making it out of the city.

The best part of the article?
  • Early last year, at least 10 guns were reported missing from luggage checked with United Airlines at O�Hare. After two United employs were questioned by police -- but not charged -- the thefts stopped.
  • Both Chicago's Aviation Department and the TSA insist there's been no pattern of gun thefts at Midway.
That's why Monique is spokescreature for the Police Department - she couldn't keep a straight face relating that last line to the press.

Wow too bad you guys are not FEDS. We can carry our weapons on any airplane in the USA by merely showing our credentials upon arrival. I am a former CPD copper from da old deuce now employed as an 1811 in a major federal law enforcement agency.

I see a lot has not changed about the CPD. The same political chicanery, the same complaints about the city leadership, and the same tired racial animosities.

What the Chicago Police Department needs is an outsider with strong turnaround credentials who can come up with sound promotional exams that really measure job knowledge and that are graded stricly on performance without race norming etc. A new Superintendant would have to ensure that the actual SGT. and LT. examinations are composed with input from experienced CPD supervisors, CPD managers, Corporation Counsel Attorneys, Assistant States Attorneys, and also outside criminal justice experts. The exams would have to be drafted outside of Chicago and delivered on the night before the examination. The firm that prepares the examination would have to sign an agreement that nobody (alderman, judges, ministers, city officials) in Chicago could view the actual exams before the date of the tests.

Additionally the Bureau Heads of Patrol, Investigations etc. would have to be law enforcement professionals recruited from outside the Chicago area with a proven long term track record of concrete results in a major city with a diverse population.

Internal Affairs would have to be a mandatory assignment for anyone wishing to become a manager in the CPD. IAD needs to be beefed up with sharp, intuitive officers and sent out after the scum who continue to pimp the job. The head of IAD should be a former head of the Department Of Justice / Office of Inspector General. Anyone in IAD or other specialized units should be subjected to random polygraph examinations conducted by an outside entity.

The Chicago Police Department needs to go on a hiring blitz and fully staff the districts. CPD has more specialized units than necessary. These units need to be culled and the districts beefed up. Additionally the city of Chicago should designate 5 districts as Critical Staffing Districts and pay a 15% premium for officers to staff those districts. The exempt rank commanders of these districts should be held accountable for results but allowed to choose the officers, supervisors, and managers who will work in their districts.

The Patrol Bureau should receive the lions share of resources from the CPD. Citizens feel safe due to prompt response times, speaking with knowledgeable police officers, and an abundance of uniformed cops on patrol. No officer should be able to go to a specialized unit or the D unit without at least 5 consecutive years pushing a beat car (TACT Team Time not included).

It is also necessary that the CPD dump the college hours needed to become a police officer. It makes sense that perhaps a SGT., LT., or an exempt should have a college degree but a guy pushing a beat car should graduate from a sound academy program and have access to continuing education courses that could help him/her expand their job knowledge. Finally, attract the best candidates for the FTO program by paying a 25 % premium and a take home squad car with the condition that they would have have to work in a critical staffing district.

Still got da deuce in my heart!

PS. To all the guys slinging mud and racial insults I have a few questions. Are the indicted coppers from SOS considered savages? How about John Galligan and Joe Miedzianowski are they animals? What about Officer "Big Pussy" Abbate, is he a jungle bunny?

Take care guys and remember you were never drafted to join the CPD. Lets remember that bulk of us really wanted this job no matter what BS we would face. If you don't like the residency rules, or your ghetto adventures get another job. To all the whiners please don't come out to Naperville (AKA FED Land) we have a nice community with no racial or economic class drama. Stick with Berwyn and Cicero or Stickney.

I've never flown out of Midway with a firearm, so I don't know how they tag. I have flown into Midway with them, and there was nothing on the outside of my bag indicating a firearm. Jax FL TSA had me show them they were unloaded and locked up and the bag went on it's merry way. They actually arrived before me and the baggage claim lady at Midway had them in the office. Weapons still just like I left them. This is obviously a Chicago problem and not nationwide. Drive if you can. That's the best way to screw the airlines.

if you know the commander of the airports you would not be suprised. the only thing safe in the airports is the commander's popcorn machine in his office because at any given time there are always at least one yes man sgt watching it if not the commander's driver D.B. is always an arms lenght away. more butter!

Sounds like the former Duce is bucking for recognition to be appointed to some position he mentioned. Won't happen dude,and as far as Naperville, look around,its becoming Spanish.
Look at the stats or wait for the next headcount.Also,becoming a Fed doesn't make you any brighter. Infact didn't we have a former CPD officer go to the G and is now in prison for life for being a mole and selling out our country.
No Duce, apply some of those suggestions to the Fed agencies and they might be better run.

Feds can only carry on a plane if they are working. Then same is true of any local PO. For instance doing a extradition.
This guys a real fan of diversity in the city. First chance he got he ran to white bread Naperville. Too bad he couldn't make it as the real police.

I would disagree with you on this. I go out to Naperville every week because my wife has family that way. Maybe youmean it is becoming Spanish - like when the kid comes out in and gives you your water in one of the many fine eating establishments there.

The "former Duece guy" had some good ideas for changing the job around. But I would have to differ about the qualifications for moving to a specialized unit.
"Tact time" should DEFINITELY be considered before one moves into
NAGIS, Gang Intel, even Fugitive
Apprehension. I would even want it before someone moved into the Detective Division. A lot of crime solving skills are developed on District tact and gang teams. You are only allowed so much time to work an investigation while assigned to a beat car; your primary function is to move from job to job, documenting those incidents for followup personnel.
"Former Deuce guy" also scored some points on the usage of the word "savages" as it is applied here on the log. Hey SCC, maybe you should have this guy join your editorial board. Sounds like someone you could definitely use to edit the posts that show up here.

Greetings from an Ex Copper from Da Old Deuce,

Gotta respond to some of the postings that were a bit critical of my original comments. First of all I want to give greetings and total respect to all the guys manning the beat cars on the CPD as well as the CPD violent crimes dicks who make Chicago a fairly safe major city.

Secondly 1811 criminal investigators from a federal agency are allowed to carry a weapon on any domestic flight at any time with no letter needed from their agency head. On duty or off duty. And yes you definitely bypass the security lines.

Thirdly, I left the CPD so I could earn more and have a bit more fun going after large scale criminals and sophisticated criminal conspiracies. The time I spent on the CPD definitely gave me an edge in dealing with criminals, thugs, and other detritus. I also left the job so I could enjoy greater opportunities for diversity of assignments, a chance at promotions, and no residency rules. Bro if I hadn't left the CPD I would have had a waist size of 50 and been stuck on a wagon because I had no clout. Unfortunately if you are not tied into a white, black, or brown clout circle you have nothing coming to ya from the CPD no matter what your promotional exam scores are. In the FED agency I work for we have an old boys network but at least getting a supervisory position is not the most impossible endeavor to pursue. In a federal agency when you start moving into the management ranks and the senior executive service strata you are walking in some pretty tall cotton and you will have to make friends, kiss babies, and be a good drinking companion.

Couldn't be the real police. That was a comment that was hilarious. Partner, I could not deal with the economic implications of being the real police without clout. Check out the pay scales for a GS 13 Step 8 Federal Criminal Investigator and add in the 25% duty availability pay and you can see why its a no brainer to decide between "real police" or something different. Plus I like living in Naperville and having my kid go to a first class public school.

Fourth Point, the only way the CPD will change is if there is a major overhaul of exempt ranks with reputable replacements coming from outside the Chicago area. The same complaints you guys have, existed in 1990 when I joined the department. Morale will also be improved as a result of fair, rigorous, and unbiased exams free of race norming, and secret invitation only study groups. Guys isn't it amazing that the bulk of promotions are received by folks outside of the districts.

Financial incentives also have to be applied so that knowledgeable, working cops will become FTO's and will work in challenging districts.

Let me guess Sally you got caught up in the DHS merger. Sorry pal my agency is not part of the I band scale yet. Again I made the decision to leave the CPD in order to look out for my family and pursue other professional interests. I like having a regularly scheduled Sunday golf outing with my son. Balls or not the working conditions I enjoy are nice. Where I live at is nice. On my block we have a cornucopia of different heritages. Believe me your kids benefit from living on the same block with an Indian physicist, a Norwegian expat working for Motorola, a Black university professor, and a Hispanic corporate executive. My kid doesn't fall for simplistic generalizations. And to top it off on the Fourth of July every house on my block has proudly had a USA flag displayed during the ten years I have lived in Naperville.
I remain very interested in public order issues in Chicago because whatever happens in Chicago can spill out of Cook County into Dupage or McHenry County. So a strong dynamic and innovative Chicago Police Department is in the best interests of anybody in Northern Illinois. Take care Sally and be safe on the streets. Sally don't get your masculinity tied up into your job. That's how cops ended up being interviewed by the FBI on civil rights violations.
