SCC,

Officer Mette definitely needs the support of every law enforcement professional in the Chicago area. Unfortunately I have to digress from the topic at hand after reading today's Chicago Sun-Times.

The Chicago Sun-Times carried as a lead article a story about the corrupt activities of former Englewood District PO Corey Flagg. It was a very disheartening article to read. The article definitely supports my view that the greatest PD in the Midwest needs a profound regime change. In a truly professional police department, many of the department's exempts would never have been promoted past Lieutenant.

Under the exempts who currently run the department, the required changes will never occur. As a result PO's who flunk out of the mounted unit training will be allowed second chances. When I was on the job, the mounted unit was the one spot where aptitude and merit counted. I guess not anymore. Guys like Corey Flagg, and Gang Specialist Joe Miedzenowski were able to flourish due to bosses promoted under corrupt regimes mentoring such people. The fact that the department's IAD has been weak and screening processes for new employees weaker, also contributed to this situation.

In fairness to the exempts I must add that colleagues of mine who work in the public corruption squads assigned to the Federal Bureau of Investigation Chicago Divsion have stated that Charles Williams was one of the most effective and sagacious supervisors in IAD and that he never had problems obtaining the requisite security clearances needed to work on federal task forces. I remember when he was a supervisor, Charles Williams did write an OP ED piece to the Chicago Tribune and the Chicago Sun-Times in which he publicly castigated the Chicago Police Department for its less than transparent promotional policies. Perhaps guys "like" Charles Williams or have share his reported attributes, who are now patrolmen, represent a slim glimmer of hope for the department. I don't know.

It is readily apparent that the CPD will continue to suffer shame after shame due unless new executives and managers are recruited to change the culture and the processes that drive the department. Until that happens good cops will continue to be stigmatized, denied fair and equitable advancement opportunities, and face incredible morale issues.

What happens in Chicago affects the rest of Northern Illinois. I hope in the next mayoral election voters in Chicago will elect a mayor who has demonstrated sucess as a Fortune 500 level corporate executive. Jack Welch, Ken Chenault, Carly Fiona, Ann Fudge, and Warren Buffet are names that come to mind in that regard. Hopefully this guy or gal will come with a strong vision for the city's future, and not make small plans.

It would be nice if his/her vision included bringing in outsiders to fill at least ten of the exempt rank positions in the Chicago Police Department with reputable professionals from outside of Chicago, fully man up the districts, revamp and strengthen IAD, fully fund the Patrol Bureau, and devise fair and relevant promotional exams.

Take care guys/gals and stay safe.

FoxNews is running the story. They have the same picture as you, and are asking WHY 2 news papers and a TV channel will not run the story. FoxNews says that the FBI is attempting to identify and locate these 2 men and local media outlets are refusing to help!

WHY?????? Because because they (post-inteligencer) are protecting the civil liberties, and could be tourists from Texas! GEEZ LIBERALS!

The privatization of city jobs has begun. Soon Digby's or Monterrey Security will have our jobs:

"Mayor Richard Daley today named his budget chief and a former aide now in private industry to head a blue ribbon panel that will spend the next year looking at ways to streamline city government and increase efficiency.

"Do we really need each separate city department to do our work, or can they be consolidated, reorganized or redefined?" Daley said at a City Hall news conference. "Are all services government provides today services people really need? Do we need to provide new services? Are we providing the services people will need in the years and decades ahead to assure their ongoing progress, and our city's?"

Daley would not say whether increased privatization of city services could be in the mix, but he said the new "21st Century Commission" also will examine sister agencies including the Chicago Park District, Chicago Transit Authority and the City Colleges of Chicago and could recommend structural changes for them as well as the city."

Off Topic:

Just a heads up to anyone that may have been worried about the weather.

Director of OEMC, Tony Ruiz,
stated on the Ch. 7 6:00pm news,
that the tornado warning which was issued around 3:30 - 4:00pm,
for Cook county did NOT include
Chicago.

Funny Thing, I saw the tornado warning as it was issued, it
was for the entire county of Cook. At no time did it exclude Chicago.

These people (OEMC etc.) think everyone in the city is stupid. That if they say these things, they will be true.

Time to get a weather alert radio. I for one want facts,
not fiction.

Well FED I too am a Fed and if you want to talk about things, then then talk about everything.

Let's talk about the U.S. Attorney's Office and how they manipulate "their" version of the truth. They (USAO) are not interested in the true version of the events

Agents bring evidence in to that office and then are told what to exclude and include in order to railroad some M1 who probably needs to go to a federal pen for a while in order to save the public and the CPD from numerous jobs and complainants.

But don't come on here and sound like that you are high and mighty. Most Fed guys especially FBI agents are LUCKY if they actually put their hands on and cuff 25 guys in their entire career with a physical arrest.

Let tell everyone on here on how and why the USAO does not take all of those great case from CPD narcotics and gun units into federal court becasue they don't think the way that CPD officers testify and that in their opinion CPD officers are not credible.

The U.S. Attorney's is not as squeaky clean and legit as they protray themselves.

In all the Cook County State's Attorney's Office are better attorneys and give the system a better shake.

No I think not! It goes to show that the police board heard all the evidence and found that he is innocent. Why is it that a police officer is always guilty, if IAD or OPS makes an allegation? On this one IAD, OPS and Kirby are wrong and I hope he sues.

S.R. Was accused of using illegal steroids. What he was taking was stuff that you can buy over the counter at any health food store. The city didn't check for that, and when they did along with a private lab they found that it didn't contain any ilegal substances. 0645 AM is just another post from a writer where the ass went before the brain.

Hey 7:46 AM,

Greetings to you fellow 1811. Maybe you are not an 1811, perhaps you are a task force agent. My point was not to bask in the glory of being a FED. I was born in Chicago and have relatives living in the city. I have worked as a uniformed CPD officer prior to joining club FED.

It is in the best interest of everyone in Northern Illinois that Chicago is a well run city that has a professional and progressive police department led by visionary leaders. That is the reason I eagerly participate in this blog with our brothers in blue.

I have to agree with you that the US Attorney's Office for the N/D Illinois is certainly not as cutting edge as the Southern District or the Eastern District of New York. I have successfully bought cases and obtained convictions in each of the aforementioned district courts. Too bad if you or your friends have had rough experiences in the N/D. I have had very good experiences with the N/D. Maybe if you targeted significant violators or complex conspiracies, wrote affidavits for and conducted quality T3 Intercepts, and managed to get your cases designated as OCDETF investigations you might get some respect from the N/D. If you are trying to come to the N/D with a non significant narcotics case, a lame gun case with inferior evidence, or a marginal counterfeiting case, or my personal favorite, a substandard fraud investigation, then you just may have to go to 26 th and California to obtain prosecution.

Twenty Five arrests in a career. Trust me pal, I have far exceeded that total. The people I have arrested have ran the gamut from M/1's to M/2's, M/4's and an ocassional M/3, both well off and represented by private counsel or bust outs represented by court appointed counsel. I will not even talk about my time as a P.O. in the deuce under the legendary Commander Eddie King or working in Gangs South and 009 for the then Captain Frank D. Radtke.

To be honest I have enjoyed going to trial far more than I have enjoyed the physical arrest part. In fact I let the junior agents on my squad handle the rough, nasty, physical part. Once they have the defendant in cuffs then I walk over sipping a nice java from my Starbucks mug and introduce myself and start working to flip the guy.

You know why I get off on going to trial my little pal? It is truly awesome to go to Federal Court in the Dirksen Building and see how your investigative acumen is able to stand up to scrutiny by jurors selected from within the entirety of Northern Illinois and not just Cook County. These folks are educated, have jobs, and are able to fairly evaluate evidence. It is very satisfying to be able to prevail against a defense attorney who is both smart and well paid. My friend, I have been crossed by Eddie Genson, George Howard, Anton Valukis, Monica George, Joaquim Perez, and other fine attorneys. Never lost yet my little pal! Next week I am going TDY to the SDTX at Houston to testify in a complex conspiracy trial. For me thats a lot more fun than the nasty physical stuff most young law enforcement folks go for. And why am I going? Because at 3 AM on a winter morning I took some young agents out and we pulled some garbage in Maywood that resulted in the discovery of important documentary and physical evidence pertinent to the investigation. By the way the trial is a CCE case. You probably get off on seizing guns and dope during a search warrant. After the FBI SWAT Team or an S/L Swat Team has secured the location, I get off on entering a search warrant location with an analyst or an IRS Special Agent and scoring a nice big fat boxes of financials and other documents or even better a computer. To each his own.

Buddy, I respect and admire the men and women of the Cook County State's Attorney and I also pray for the guys in blue that keep us all safe. I really hope that the city leadership will recognize that if we don't have a well motived and led police department that is adequately staffed, we are all going to be in trouble no matter our race, creed or economic class.

To all the working cops in Northern Illinois you have a sincere fan who is an 1811 snubbie toting Federal Criminal Investigator serving in a secure and undisclosed location in the loop.

Former Deuce Guy now a FED.

Gotta ask though, was SR reinstated before Starks ran scared out of the police brd meeting or during a non-public meeting?

That is absolutely no consolation for what this police officer had to endure. He went through one year of mental agony without a job, salary, benefits, etc. He had to deal with the stigma of being falsely accused of something he did not do and will still bear that stigma throughout his career, even though he was reinstated. His character, integrity and reputation have been damaged severely. He will receive his backpay in a few months and then be forced into a much higher tax bracket this year, forcing him to pay more income taxes. He has legal bills that he must incur due to this false allegation. His mental and physcial health have probably suffered due to the strain of being falsely accussed and fired. I wish him all the best and strongly encourage him to file a Federal civil rights suit against the City of Chicago,CPD,Superintendent Phil Cline,IAD and the lab. He needs to be compensated for what he had to endure.

Firing Mette. The CPD has no choice in firing any officer who is convicted of a felony. The conviction de-certifies the guy as a police officer.

There are plenty of legitimate beefs with the CPD but this isn't one of them.

God bless Mike.
