Two Arrests for Tagging

  • Bail has been set in the case of two men charged with the July 23 spray-painting of a wall at a memorial dedicated to police officers killed in the line of duty.

    Prosecutors said Anthony Ortega, 24, of the 2600 block of West Touhy Avenue and Robert Ray, 26, of the 7100 block of West Foster Avenue spray-painted their "tagger" names—nicknames that graffiti artists often spray in high-visibility areas—on a wall at the Gold Star Families Memorial and Park, located at Waldron and Museum Campus Drives.

    They were arrested and charged with criminal damage to government property, a felony. On Wednesday, Judge Raymond Myles set bail at $40,000 for Ortega and at $50,000 for Ray, a tax auditor who is on special probation for a case involving possession of a controlled substance.
Government property? Can someone explain? We were under the impression it was private property.

Anger over reported GANG ACTIVITY and other problems in the Dickinson Park area sparked a contentious 2.5 hourlong meeting between police and more than 100 residents.

"You've put this on our plate,"16th District Commander Ralph Price said at the monthly Beat 1624 meeting. "Let us solve it with our resources and working with you. I AM GIVING YOU MORE RESOURCES."
Residents voiced concern at the meeting about what they said was SLOW POLICE RESPONSE TO EMERGENCY CALLS and PROBLEMS OF GRAFFITI AND GANG RECRUITMENT in the park,4101 N. LaVergne Ave. They also reported that there have been a large number of other disturbances near the park,including a recent street brawl,and that teenagers have been loitering in the park's paylot which is restricted to children age 12 and younger.
Commander Ralph Price said that increased patrols are planned for the park and that SEATBELT SAFETY INSPECTIONS may be held near the park in an effort to increase police presence. He said that he will discuss the possibility of installing a SURVEILLANCE CAMERA in the park with the alderman.
COMMUNITY POLICING REPRESENTATIVES FROM THE MAYO'R OFFICE RECOMMENDED THAT RESIDENTS FORM A BLOCK CLUB and THAT THEY WALK AROUND THE PARK shortly before it closes at 9:30PM and report suspicious activity to the police. A Chicago Park District spokeswoman said later that a sign with the closing time of the park is missing but that a new one has been ordered.
Last week the district held an OUTDOOR ROLL CALL in the park,lathough some residents there dismissed the event as a PUBLICITY STUNT. District officials said that more outdoor roll calls are planned for the area,including one which may be held in front of the house of a man who was arrested recently in connection with two incidents near the park.
Also a the meeting,Price responded to accusations THAT THE DISTRICT LACKS SUFFICIENT MANPOWER because one of its two gang teams,each with eight officers and a sergeant if often assigned to violent crime areas in other districts as part of a CITYWIDE EFFORT TO REDUCE THE CITY'S MURDER RATE.
Price said that the Chicago Police Department would be "REMISS" IF IT DIDN'T ASSIGN EXTRA OFFICERS TO HELP SOLVE MURDERS AND THAT THE OFFICERS LEARN VALUABLE INFORMATION ABOUT GANGS WHEN THEY WORK IN OTHER DISTRICTS,HELPING THEM TO INVESTIGATE SIMILAR PROBLEMS IN THE 16th DISTRICT. "I ALWAYS HAVE A GANG TEAM HERE," Price told residents. He added that the district's three tactical teams,each with ten officers and a sergeant assigned,only work in other districts during major events,such as the July 3rd fireworks show.
About a dozen incidents which resulted in police response near the aprk were reported from July1-25,07. Some generated multiple calls to the city's 911 communications center,according to district tactical lieutenant Joseph Shober. In addition about 1,300 calls for police service throughout the beat were reported during the same period.
The distric tis investigating the level of gang activity in the ara,but it is not clear whether gangs played a significant rold in any of the recent incidents which led to arrests near the park,police said.

Who owns the land? If it were "Private Property," as you claim, it would be possible for the owner to sell it at any time. I do believe the Park District "allowed" the Memorial Foundation to build the Memorial on that set piece of land, as long as the Foundation assumed all building and maintenance costs.

Or have you seen a deed?

We had understood the City had donated the space for the Memorial, thereby relieving themselves of the responsibility for paying any aspect of the Memorial. If it isn't government property anymore, the charge against the taggers is at risk of being thrown out of court.

If it is government property, then wouldn't that relieve the Memorial Fund of at least one line item in their budget? Maintenance of the grounds would become a Park District issue and whatever landscaping costs are associated with the Memorial could be redirected toward a little bit more than 0.5% of monies being Awards/Assistance. But of course, we wouldn't know what expenses are because no one is saying.

And we already work for Charlie in the Patrol Divisi...oops. we mean Bureau of Patrol. Come on over and help out.

She is a community activist. The majority of police calls come from her. Some of the district is slowly changing. It is a shame that gang teams are sent to 015. 016 has beats that are larger than the 015th district. Yes, sometimes it does take time to get to jobs. There are actually calls for service in 016. The 016th district is short many officers as well as most districts are. Blame city hall for lack of police in the neighborhoods, not the police themselves.

What's with all of the seatbelt enforcement details that CPD seems to be having lately? I'm retired ISP and we had a commander who thought that seatbelt details were the answer to every problem we faced. Too many fatal crashes? We need more seatbelt details! Too many DUI's? We need more seatbelt details! Too many pursuits? We need more seatbelt details! Sheesh! No wonder he got the nickname "Captain Seatbelt". Too bad all of those seatbelt details didn't accomplish anything worthwhile or make a difference in our ability to answer our calls for service. I'm sure it's the same with CPD except on a much bigger scale. There is no seatbelt detail that can correct the problems caused by lack of manpower. The politicians are to blame. And lastly, be worried about your underfunded pension fund. We are in the same boat, and it doesn't look pretty.

Dudes... NO WAY!!! That Robert Ray is the same one I arrested. Not that I recommend looking up his history, but he has 35 arrests, mostly for Crim Dam. I had to chase that dude for almost 20 minutes until 1st Dist showed up. If anyone sees this jag, charge him with everything you can. He likes to skip court too!! 11th Dist Tact Team locked him upon a warrant at branch court. Screw this guy!! He's a theif and a scumbag.

I was at the desk waiting for my partner when I started glancing through a neighborhood throwaway paper. I was amused/disgsuted when I read some lib idiot romanticizing a tagger, making all sorts of guesses about "her' motivation, how "she" dressed, "her' beauty. Tagging should be a felony, make these "rebels" earn their street cred.
