What happens to the bosses, who might still be on the job, who were in key positions during the time period that the SOS people were active (i.e., do they stay, do they retire, might they be indicted?) What role does Starks play? (I mean, he is the interim Supt., as appointed by the mayor, now...does morality apply? I mean, I know the feds look just at federal statutes, but, does personal conduct mean anything, just asking)...What happens if the "nationwide search" for a new Supt. does not produce someone "da mare" can or will select?...whoever the new Supt. is, can or will he or she FINALLY ELIMINATE political interference within the CPD, and correct/rectify assignment and promotional imbalances and unfairness?

Off topic....an incident occured late saturday nite in a niteclub when a husband and his wife were beaten by four men. The husband received 50+ stitches to his head and face because a bottle was used against him. Wife received a swollen eye from being struck mutiple times also. Two were in custody including the main aggressor. Felony charges were once again DENIED!. Once again drives home the point and shows the double standard that the ASA's put out there that you have to be a policeman to be charged with a felony. What a joke.

J.F. was a great cop at one time. I think when he was held hostage witgh a gun to his head during a botched liquor store robbery and J.F. was able to fatally wound the offender, he changed. There is a possiblity that this incident really screwed him up mentally. I am not sticking up for the guy nor would I want to but this may be the cause of his sudden change in behavior and the quest to grab everything he could. Things are always black and white!

So Keith wore the wire and there the entrapment. And the conversation did not happen on the phone it happened in the house with the wire .

You fail to realize that if the SOS folks go to districts they will work their way on to the cars they want, if not tact., gangs, incident cars etc. Not to mention seniority. Also, when a unit is dissolved the p.o.'s of that unit gt a supper bid. That is they get first crack at any openings regardless of seniority.

Any time there is a scandal in any city department the management denies accountability. How many times have we heard from senior management, how am I supposed to know...? Well if the managers are not supposed to know what their subordinates are doing then why have any at all? Fire all bosses except the street level supervisors. They are the ones that get the shit dumped on them from above.
How an investigation is conducted is made at the senior manager level, not the investigator level.
Not condoning anything that JF alledgedly has done in this whole mess but 1 thing I can say is that he went out after the worst of the criminals. His crew took more guns and drugs off the streets than most of you fucks can only imagine in a wet dream. This was all well and good until the upper echelon brass decided to take away the safety net and JF and crew came tumbling down quicker than humpty dumpty. JF is done. His crew is done. The rat bastard ones who became snitches are, hopefully for their sake, done. The big injustice in this whole mess is where is the upward accountability. No bosses are being held accountable. sure. there's this organization called the mob. it's closely tied to a city mayor who makes sure there are flowerpots and museums and pretty things downtown and in lincoln park so all the yuppies live under the delusion that all is well. In reality, hiring is lax and promotion is a complete joke. Most CPD are great, hardworking coppers; its just that they are never going to get promoted or let into a unit. Promotions and units are reserved for those connected few. Once they make it, they realize that they are connected and untouchable. Its really great. But don't worry, since 9-11 we are as prepared to protect you with dwindling numbers, broken computers, and a smile. Realx, CAPS will save us all!
We need an outsider as Superintendent. Also bring on Federal oversight of this Department.

The ASA's are morons that's why their case was done. Don't think they aren't influenced by politics as well. Just as the bosses & IAD covered it, the ASA's office was trying to do the same.
What I like the most is they are going to look into IAD and how they handled this stuff. They won't be able to justify this one. Exposed!
Finnegan should of done what Sgt. Eddie Hicks, Area 4 VC, did when the Feds indicted him.
He jumped bond and moved to Costa Rica and immediately married a Costa Rican lady and fathered a child. When the Feds finally caught up with him the Costa Rican authorities declined extradition because of his marriage and child based on their Constitution.
On top of it he is collecting his pension because he was never convicted. The Feds cannot try you in absentia.

This is a seriously warped poster...
1. You can call him Jerry Finnigan instead of J.F. (no need to hide, we know who he is).
2. He did not go after the serious criminals to prosecute them, he went after them to rob them because they were the one with the big money (that he took and didn't inventory). I notice that you mentioned all the drugs and all the guns he recovered but you never mentioned anything about the money he should have recovered. I have never seen a large drug or gun recovery that did not also include a large amount of cash.
3. The people wearing wires are not rat bastards...they are simply people who may have done something wrong that was not really that serious to begin with but they are now being dragged into more and more serious crimes in order to cover up the initial crimes that they shouldn't have committed in the first place. At what point would you suggest they jump from Jerry's sinking ship?? In my opinion they should never have been on the ship but they certainly should have jumped and worn the wire a lot sooner. If they had done so, this mess would not be anywhere near as serious as it is today. If one of these "rats" had ratted out years ago, maybe Jerry would be getting a suspension and they would all still be on the job. J.F. was a great cop at one time. I think when he was held hostage witgh a gun to his head during a botched liquor store robbery and J.F. was able to fatally wound the offender, he changed. There is a possiblity that this incident really screwed him up mentally. I am not sticking up for the guy nor would I want to but this may be the cause of his sudden change in behavior and the quest to grab everything he could. Things are always black and white!

This post brings to mind our "Professional Counseling Service/EAP." Sixty-seven comments into this post and no one addresses their role (or lack of it) in terms of troubled/rouge/ill/disfunctional police.
A multi-million dollar hit on the police budget and where are they in all of this? Do supervisors send anyone to that program? Does anyone in the program attempt to intervene (after someone has a gun to their head)? Do they do anything beyond their two day stint at the academy? Is anyone evaluating their effectiveness? Commander of SOS had complete knowledge of all CR#'s in his unit. He was aware of all court deviations and the numerous other complaints. The system broke down because management had knowledge and ignored the warning signs. Let a beat officer miss on court and he/she is punished. But who wrote off hundreds of court deviations on felony narcotic arrests? IAD let clout rule and they covered up. I hope JF cooperates and tell all about the bosses who knew.

As a high ranking commander in this department shouldn't he have some training in the detection of criminal patterns? Who is protecting all those that ignored these patterns?

First you need to study and pass the test or be heavier then WHALE SHIT. Next you have to be able to talk to another cop without coming across as an asshat. You need to be able to understand that if you treat your guys good then they will work hard. If your Lt. screams at you becasue the numbers are low you have to positively influence or encourage your guys to do better. If you have some bullshit come down on you then you don't pass that along to your guys you turn it into a positive situation. The biggest problem with Sgt's today is that theu don't know how to lead. You are suppose to motivate your guys to work hard and keep them positive. Instead we have Sgt's that yell and scream at his guys and spin all kinds of negative shit at them. Sgt's are now scaring P.P's into working hard by saying ,"the Lt. is pissed that your numbers are low" or "the commander wants to know why our arrests are way down" or "the Deputy sent a memo and we follow it or you will get dumped". Come on!!!!!!!! You can't threaten P.O's into working harder, especialy when we don't have a CONTRACT or SUPT. or a SGT. who knows how to lead.
On top of it he is collecting his pension because he was never convicted. The Feds cannot try you in absentia.

These are the facts about Jerry. He took a ton of dope and guns off the streets. He did. I worked with him in the early 90's. He arrested a lot of murder suspects too. I was never his partner back then, but made arrests with him, did warrants with him. I still know some of his old partners. Now of us every saw him take a dime, or break the law. He loved being the police, and he was a great cop. I'm not defending him today, but people who worked with him then are shocked about these allegations. He made his bed, he has to lie in it. Fine. But every boss he worked for on tact teams, and in SOS loved him. He produced baby, and they love numbers. They did not care about CR numbers as long as he kept bringing in good arrests. Shame on them too.

To 08:42, what you say about exempt review of completed CR investigations is correct; however, on-going criminal investigations of this type are handled by IAD Corrupt & Confidential, State’s Attorney, Feds, etc. in secret. I can tell you for a fact, the supervisors in SOS, from sergeants to the commanders, were not made aware of these allegations. To inform the supervisors could have compromised the investigation.
