Aldercreatures v Starks

And Starks comes off looking OK. First, the Channel 7 spin:
  • Twenty-eight aldermen asked a federal judge Monday to release to them confidential information concerning hundreds of Chicago police officers who have been repeatedly accused of abusing civilians.

    Their action escalated a controversy over police misconduct, including charges that seven members of the elite special operations division beat and shook down civilians and one member plotted to kill a fellow officer.
  • Nearly half the cases this year against Chicago police officers involving allegations of excessive force and other wrongdoing have been closed because complainants have failed to cooperate with investigators, Interim Police Supt. Dana Starks said Monday.

    Some of the people who lodged complaints have been charged with crimes themselves and have tried to discredit officers or sought to "enhance their case in court" in a process that "unfairly stigmatizes" the police, Starks told aldermen at a City Council hearing on the city's proposed 2008 budget.
Nice to see someone pointing out that a large portion of the complaints are BS to begin with. We've wondered aloud how many of these false complaints, many of which had to have sworn affidavits attached, were prosecuted for perjury by the Cook County State's Attorneys office (answer - ZERO; comment from State's Attorney - "Hahahahaha, you're kidding, right?)

And Starks further points out that many of these complaints are from procedural rule breaking, that is to say, Summary Punishments and such that have gone over the limit and are now handled via CR investigations (multiple court deviations, multiple accidents, multiple minor infractions, combinations thereof).

But everyone is welcome to pile on - even a legislative body that has a conviction rate of something like 50% over the past 20 years and a number of convicted felons in its not so distant past.

This is the only job in the world that rewards people who do not earn their paychecks. Ask to work inside as a watch secretary, desk officer, CAPS officer, district commanders secretary, in the senior citizen office, or at 35th Street in one of the millions of offices down there and you will get zero cr numbers. If you drive around all day in a beat car and do nothing, or stay down for hours of a simple battery or missing person case report you are a model officer because you get no cr numbers. But, if you actually listen to the hot spots mentioned in roll call concerning citizens complaints about recent shootings, drug dealing, gang loitering, prostitution, etc., and then go out and do police work by stopping cars or performing street stops in the areas mentioned you will without question get cr numbers. People get angry when you arrest them or their family members. Honest, hard working, proactive police officers who are trying to make a difference are going to get cr numbers. They can post my name and the number of cr numbers I've gotten as long as the disposition of the cr is also revealed, and the criminal history of my accuser. It can't be a one way street.

Po's and I have been tellin that truth to OPS and IAD for so long now it's like I'm reading someone their miranda rights without using my FOP book! Now why dont you start with action! Yeah......defending us!! Bullshit! What about him refusing to remove anyone out of the Behavioral Alert Program no matter what........even if the officer has met the requirments to be removed. Keep drinkin your cherry kool-aid tool. I would like for him to review my file and explain why my UNFOUNDED and EXONERATED cr's are being held against me. Read the general order boss. I'm under their stupid fuckin quota, no #'s in almost 2years. And the ones I do have are bogus as hell which is under ten if you dont include EXONERATED AND UNFOUNDED like I stated above. Worked in southside fast district for almost 10years doin police work for my , sgt's and Lt's and Commanders and look where it got me. I have no juice, no clout. Just a hard worker and I have the arrests to prove it. Branded a "person to be watched" cause I've been doin my JOB. I dont motherfuck people, I dont steal or put cases on people....I just arrest some of the biggest pieces of shit out there just to be told by personel section "you are the problem officer.....what can u do to change things officer...you cant blame the criminals for the #'s". Blah blah blah blah blah! Some of the most absolute stupidist shit I have ever heard in my life!!!! This is coming from bosses, sgts, lts and the higher ups. Who the hell else is there to blame????????? except the criminals and devine who REFUSES to allow his ASA's to pursue perjury or false report charges on these people. These rev's and media will always want police heads to roll just to justify there measely exisitence, but I have rights too and so does everyone else on this job. Enough already. You think I'm mad!? Goddam right I am and thoroughly disgusted at the way we as CPD are being treated by the media, the union and our own bosses. You still think starks is the man? Williams the man? Cline? Hillard? These sellout pukes showed you what happens when the shit hits the fan. Dont even get me started on cline. This city will soon find out what it means not to have the police really give a crap any more. Not about the mayor, the bosses, the citizens the media or the revs. I went to a district where I live so I can patrol my neighborhood so why Iam I being punished? Why do I have the brick on my shoulder on target on my back? I will end my long rant with this.....................
The biggest compliment any officer can receive on this job is being told by a fellow officer (newbie and oldtimer alike) that he/she is the REAL police. Seems this department has forgotten what it means to be the real police and how to back them up. Please be safe everyone, please. See you out there.

I admire that sort of attitude. i said it before an active Law enforcment group is a necessary evil in a big city!!!! It's about checks and balances, you know the scales of Justices!!! When the public realizes that the constitution was written to protect innocent peoples rights but they also protect the active criminals rights against effective law enforcment. So what do you want us to do, effectively fight crime or follow every letter of the law???? because you can't have both, meaning a crime free city and the criminals rights 100% protected.

The time has come to either tone down or end this blog. The media is feeding from it. Every little minor fuckup is posted on this rumor mill and the media jumps on it. The next thing you know a disciplinary matter that would have been handled quietly is now all over the news. Decent hard working coppers that make the occasional bad choice are now platered on the front page of the Sun Times. Their families suffer needlessly for something that should have been handled internally. Even if the guy screws up enough to be fired doesn't mean that this should be frontpage news. This blog started as a good thing. A safety valve that let people blow off steam. It has become a slimy, vindictive, electronic bathroom wall. I'm sorry to say this SCC but you should pull the plug and let people go back to the old way.....bullshitting in the locker rooms and taverns.

My main issue with this is; I have yet to hear from any alderman, one tiny inkling of a reason as to why they want/need this list.

Of course we all know the real reasons, but humor us with a valid statement, maybe even something that would hold up in court, as to why your constituents in your ward would benefit from this information.

It has been covered before in other posts, if you are a working cop in a fast district, you are going to get CR numbers. How high is the percentage of these that are exonerated, unfounded, not pursued due to no complainant, etc for coppers like this.

The sworn statement is BS. I asked the OPS investigator if I couldsee mine. It said"Police punched and kicked me." No mention on who , what or where. What does OPS do? Waste time and money calling in ANYTHING related to ? the arrest-the chase-the car number-the previous watch-? I thought a sworn statement was supposed to identify, or at least try to identify the officers involved. To the civies reading this-this means your sons, daughters, cousins, neighbors and friend that are CPD probably have five or more CR numbers. This is why you see so many cops saying don't do ANYTHING but work to the rule.

I do not understand the gain behind attempting to publish the names of Chicago Police Officers who have 10 complaints or more. This is a witch hunt that should cease immediately.
All that you are doing is creating more problems instead of fixing the ones at hand. You are judging many of these officers who are subject to BOGUS complaints. Now let's look at the legal aspect, SLANDER. By publishing this list you will have subjected many of these officers to slander against many of their good names. And instead taken the word of Gang members and criminals who will keep using this complaint system as a tool to continue their criminal and dishonest lifestyle.
I am also sure that these officers will be backed by many of their friends and families who live in your wards throughout the city who will also express their heartache come election time.
I have lived in many parts of great nation; living in Chicago makes me realize indeed why it is called the windy city. To be quite honest it makes me sick to my stomach the fact that in this city any given group of people can cry about not getting their way, and the political system will sway for the sake of votes.
I am also sick of seeing how Jesse Jackson and Al Sharpton manipulate the media to make it seem like police brutality is rampant. For once I would like to see them on TV trying to reach to the youth to getting them off the streets. Or even better get cameras in the face of the drug dealers/gang members and unmask their criminal enterprises. Can we instead get a list of names of criminals with 3 or more convictions? I'm sure we could put a list of criminals with 10 or more convictions!! Key Word, CONVICTION. Criminals that were tried and convicted, and tried and convicted, and tried and convicted, over and over.
Please let's go after the real criminals to make our city safer for the sake of the community and not for political gain. What Mayor Daley said in the news today was very true. Many Aldermen are trying to kick the police department while it is down. Go ahead and tie the hands of these officers and watch how the crime rates go up. Let these men and women do their jobs. I love the fact that I live in a city where good citizens can be friends with the police while criminals fear the ocean of blue that can wreak havoc upon them.

Starks did a good job defending his officers and should be afforded some respect for standing up for what is right. Too often administrators capitulate to politicians, but Starks stood up.

Off Topic:
I am a suburban cop who's town boarders the city. In my 20 years of law enforcement I have never met a bad city cop. Your brothers in the suburbs support and respect you. I read this site everyday and to be honest it can be just as bad out here with the as it is in the city. Bullshit is just that..Bullshit. No matter were you work. Good luck.

IF A CASE IS NOT SUSTAINED IT CANNOT BE MAINTAINED IN THE OFFICER RECORDS.

IF THE RECORD IS USED FOR PUNISHMENT OR ANY OTHER USE A MONETARY CHARGE WOULD BE APPLIED.

NEXT THING THE ALDERMAN WILL WANT IS THOSE OFFICERS PSCH. TEST TO SEE IF SOMETHING CAN BE SPOTTED WHEN THEY CAME ON THE JOB. I OVERHEARD IT SO WATCH AND SEE.

Please, enough already, for all those who wish to compliment Starks for his defense of the working police. I never met the man so I'm not sure whose side he's on, but I know this. He was coached and given a script to read by the Law dept. Don't you all see, the city/dept. has finally realized how big they fucked up last year when they began placing guys on the BIS and counting all #'s against them including Unfounded(for you civilians - means proved in favor of the officer, did not do what was alleged), and Exonerated ( did what was alleged but was rightfully justified i.e. Choirboy alleges, "police shot me after I pointed my gat at popo and popped a couple of shots so he would stop chasing me, but I wasn't trying to shoot him, just scare him, I didn't deserve this wrongful death." They're violating our rights. Their own spokesperson Monique bond defamed us in the papers when she called all police with 20 cr#'s the rouge police. Now that the push is on to release these names the Dept. now realizes the damages that are going to be created by violating the confidentiality of 662 of the hardest working officers in the City. It's all about damage control now for the City. Since when is Daley a fan of the police. If it was up to him he would have released that list long ago to every mut walking the street, not to mention the aldercreatures and the revs. But I'm sure Mara has advised him accordingly of how after the officers win their grievance against the City there is going to be a class action lawsuit brought against the City as well. Releasing our names only adds fuel to the fire and may even give those officers who are named legal grounds to move out of the City, for the safety of theirs and their families. But anyways, it was nice for a change to hear a portion of the real truth be told by Starks. His intent though surely was not to help defend us, but to defend the Dept. when that inevitable civil suit plays out.

years ago, when we were facing the wagon scandle, a special defense fund was set up by the union. as members, we were told it would be used for special cases, such as scandles AND be used for POs being harrased by lawyers who routinly file false complaints aginst working po's to cloud the case and get the bad guys off while threatening the officers job and family. well, the union is still getting this money, but where is the service? I have refered several lodge members down to the union to request help in filing suits aginst the scum and none has ever been helped. what is going on???

I have recieved more b.s. crs while a beat copper than I ever did citywide.

Our alderman(not all) have been gradually put in place by the bangers.

SOS is gone, they were all bad! You f-bomb pussywimps. Why do u think they want SOS gone so bad? Why do they want to know coppers names for CRs?

The bangers now have carte-blanche on days.

Starks is a standup guy. He's been defending us against those who want a bash list posted in the press. If your name is on it, how effective will you be in the streets when the bad guys get wind of that list? And your chances for merit promotion? ZERO!
I heard that Starks defended a commander Monday night at the buddget hearings. An aldercreature from the southeast side made a scene there, and demanded that the cmdr of 003 be removed. I heard some other aldermen there spoke up for the boss, and when she asked Starks to replace him, he refused. A guy I know who works out there told me she had another cmdr from 003 removed a few years ago. These aldercreatures need to be put in their place. We don't run their offices, they need to stay out of police business.
