Did We Miss Something?

  • One central Illinois city could spend nearly $100,000 to install cameras on 250 Taser guns used by police in an effort to quell claims of misuse and to prevent abuse. The devices, called Taser Cams, are placed on the end of the guns which can jolt people with up to 50,000 volts of electricity. The cameras, developed in 2005 by Taser International Inc., start recording when the gun is turned on and stop recording when the Taser is shut off.
We noticed a TASER carried by a sergeant on TV the other day had a rather large extension where the battery pack ought to be. Could it be the TASER-cams have been slipped into service in Chicago and no one mentioned it? We didn't see anything mentioned in the papers. We haven't checked the recently issued General Orders. But seeing as how this Department and this city are nothing if not completely reactionary, it wouldn't surprise us that after using a TASER on an 82 year old assailant wielding a hammer, that someone at R&D rushed these things into service as soon as possible.

Anyone have any insight?

UPDATE: VERIFIED! TASER-cams are active and in service in at least the 011th District, possibly 010. Got e-mails from three different coppers. Active since last week and qualified carriers of TASERs had training sessions before carrying.

There is a pilot program for Taser cams here in Chicago. I can't remember what districts it applies to, but the special order should be at your district desks or online in the Automated Directives.

New Taser Cams are only found in 007, 010 and 011. Started last Monday on 19Nov07. Camera is an extension on the bottom of the pistol grip. Records after safety is moved to fire position. No more lazing a target without doing a TRR. No sound, just video. View area from 10 feet away is a 10ft X 10ft field of vision. Camera can record in low light and no light. W/C must download video prior to doing TRR and must forward images via the CLEAR system to 35th St. for storage. Order says all videos will be reviewable in the CLEAR system at a later date. We'll see if thats true, especially if the video is in the our favor. Will videos be evidence in CR's, trials or law suits? Many unknowns regarding these situations. Only time will tell.

Sorry, SCC, what you saw wasn't a camera. Some of the Tasers carry the extra cartridge in the grip (handle) of the unit, below the battery. We don't have Tasercams as of yet, but I don't doubt they're coming. We would be foolish to buy any more of these devices without the camera attachment.

007, 010 and 011 have them....The order is going to change so that you can point the laser at them and record all their silliness and then hit 'em....Don't really think a big deal, won't stop me from carrying it out there...

We attended a meeting in 2006 in which the TASER Cams were introduced, although it wouldn't surprise me that Daley suddenly found the money to buy them.

There was a Department Notice a few weeks ago regarding the pilot program currently underway in several Chicago police districts using Taser Cam, I think 011 is one, don't remember the others.

What, you folks don't religiously read those yellow, grey and blue orders that pile up on desks and tables around district stations?

That is what the Chicago Police Department calls "training." They plop a bundle of papers on a table and you are all thereby considered "trained" and responsible for that order.

Want a surprise? Look up your own training record on the district computer. You will be amazed at the shit the Department has you marked down as being trained on with dates etc. Days you weren't at work, on the medical or furlough, yet if the shit hits the fan, the department can pull that training record and hold you accountable for being "trained" even though the streaming video might not have worked that day, the volume might have been turned down or you might not even have gone to roll call. No matter, the front offices mark you all down as "trained."

That will be a scandal some day, the CPD's bullshit scam of putting a 3 minute video on a server and adding the bullshit video to your training record.

When is the last time anyone in patrol actually went to a real training class that actually taught you anything? This Department has the most miserable training regimen of any police department I have encountered. As in none. Then they blame the officers for screwing up.

We did have some semblance of a training program starting to emerge a few years ago. That was when Terry Hillard installed that retired US Marine Colonel as ADS in charge of the Training Academy. When Hillard retired, a couple of City Hall hacks drove over to the Training Academy and told ADS Schenkel he no longer was in the City employ and escorted him off the property. True story. That's how they treat someone who seriously tried to put a real training program into place but who wasn't joined at the hip to some political parasite.

Oh, that Marine Colonel, Gary W. Schenkel, that 29 year veteran of the US Marine Corps who was unceremouniously dumped without any notice whatsoever and ordered to leave the Training Academy building, he is now the Director of the Federal Protective Service under the US Department of Immigration and Customs Enforcement. And we here at the CPD get streaming videos.

But I digress, you are reponsible for each and every "training" entry on your record.

So, if any PO gets in a jam and they trot out your training record, do remember to request a CR for false official police report because much of those training records are total fabrications and it shouldn't be too hard for any PO to prove.

Hey, Pam Zeckman, Frank Main, Fran Spielman, look into this, if you need another scandal, dig into the CPD's smoke and mirrors training records. They are mostly false.

Taser cam is here. They can actually be equipped to record sound also, but because of our evesdropping laws, we made them turn it off. Remember, video can be your best defense or worst enemy. Be careful!

Yup...we were told at roll call (011 3rd) that the the tasers have a cam now. They W/C was unsure on whether or not it had sound.

Schenkel was a putz. For all the talk someone recently posted here regarding "training," I don't recall that he ever participated in much himself while at the helm of the Academy. Being a Marine is one thing, being effective is quite another. Lots of people were glad to see this expensive waste of an exempt position removed from the premises. And from what I hear, he has schlepped around quite a bit since then, obtaining and being let go of several jobs since his dismissal from the Academy. And regardless of his "title" in DC, I hear his role there isn't really all that much. He's just another old retired soldier who's trying to make a buck, and I don't begrudge him that. But don't make him out to be a big innovative presence here at CPD, when everyone who worked around the guy will tell you that clearly wasn't the case.

Where have you been, the academy was running training classes last year on how to download the recorded information, but not use them. And of course due to a decades old legal decision there is no audio recorded by the city's taser cams-that would violate people's rights. So the ones that the Taser people brought in had to be reconfigurede just for us which I am sure cost more/bigger kickback. The biggest problem at the class was in finding more than 3 people who could figure out where to plug the taser into a computer (like we have working computers). Camera, with audio, is a great idea because the cameras we saw record when the unit is turned on-flip the switch and the red laser and camera both go on and stay on until shut off manually. You don't need to actually hit someone with it. And the camera works even in the total darkness-was really surprised at that.

According to one of the range/training officers, the camera TASERs have good video and excellent audio. So watch what you say at all times, on the scene, on the PDT and on the radio. The greedy scumbag lawyers want it all so that they can show we are out of control racists and sadists and collect millions of tax dollars that should go to employee benefits.

As a retired sergeant I would tell the city to stick the Taser and I would go back to my ASP and as always use the usee of force model and break their hands, arms on legs as the delivery methods. Remember the Taser is voluntary to carry.

I am a male black living in Lincoln Park area. I have to say that 90% of the crime I have encountered has been with african americans. My condo was broken into by a blanck male around 30 yrs old who was caught ny the polcie running down the alley. The next two times a male black was caught breaking into my garage by police. These crimes were black on black and I thank the police for catching them. I have been pulled over in Lincoln Park for minor traffic infractons and I don't think they were done because I am black but because I made a mistake while driving. I read all the negative stories in the paper each day and I think this is a smear campaign on the police. I looked into wh ythis may be happening and found that the Police are up for a new Contract and what beter time then to rake them over the coals in the media in order to get them the lowest raise possible. I am and have always been happy with the job the Chicago police have done ever since I grew up on the west side of Chicago. I thank officer devine and lamparis for all the good they did in my neighborhood and wish to thank all those who helped clean up the crime on the 4100 block of Westend and the 4100 block of maypole. Regardless of how one feels about Tobias, when you compare what he has accomplished at the Academy vs. what Schenkel did in his time, it makes it all the more apparent that Schenkel was the Invisible Marine. I'd take today's Academy over what it was like while Schenkel was there anytime.

Dont forget the most important part of the Taser-Cam order -- THE NEW OPS (independent police review board) WILL BE NOTIFIED !

So expect them to come out and review the video on the W/C's computer. Get your stories together, boyz and girlz
