Ramsey in Philly

The Washington Post article (you might need a password to read the whole thing):
  • Former D.C. police chief Charles H. Ramsey was named commissioner of the Philadelphia police force yesterday, taking the job nearly a year after he stepped aside in Washington.
So as numerous people have pointed out, we can take Ramsey's name of any lists. Here's a link over at Domelights.com where the visitors comment on the appointment.

We've got a question though. Is anyone else seeing top police jobs as similar to Major League Baseball coaching positions now? We've seen different chiefs (coaches) moving from city to city, making a big splash, "shaking" things up where they can, then getting hired to go clean up or straighten out another town when stagnation sets in again. New York, LA, and a couple of other medium sized cities seem to be in on this trend, hired guns with new "ideas," even though most of the ideas seem to be stolen from New York. Doesn't it say something bad about your Department if you can't promote from within? That no one is competent to lead that you've trained from the ground up?

Of course, just look at what the last 20 years of the CPD has produced.

Chuck Ramsey is a proven leader who produces his own ideas.

He had enough sense to stay away from Chicago because he is aware of the heavy-handed way the politicians interfere with the operation of the Police Department and the incompetents who have been promoted by them.

No one in their right mind would attempt to fix the mess that Hillard and Cline have left this Department in!

this is off topic.. but I know that many bosses read this blog..

I live in the 18th dist and I called the police to report a loud party on a busy friday night. the police showed up in less then 5 mins and shut the party down and restored peace.

I was unable to see the beat that showed up. but they did a great job clearing out 100 kids in 10 mins.

I then tried to call 311 to see if I could send a message to say thanks to the officers but 311 was unable to do that. 311 then transferred me to 911 and they then sent me to 18th dist desk who then told me that they are unable to take any messages for cars on the street.. they then sent me back to 311 who told me that any words of praise would have to be official and written then sent to the headquarters ( even if I did not have the officers names) so 20 mins later I got nothing.

AGAIN ALL I WAS TRYING TO DO WAS SAY THANKS FOR A GOOD JOB.


So it seems that it's so easy to call and complain about the police. But it's so hard, dam near impossible for a citizen to praise the good work of the police.

so why can't someone make this a little easier.
In this day and age, why not let citizens call in letters of praise and let it go on the officers record. I would be willing to bet you would have a lot more praise.. then complaints.

There is a lot of home grown talent here in Philly. The general feeling here is disappointment that the new Commissioner was not picked from our ranks.

There are many rumors, and stories, about Ramsey buzzing through our Dept. right now. We are a proud department, with many traditions. I only hope he recognizes that and works with us, not against us.

This is off topic but has anyone noticed that since the order was established that a lieutenant has to be present at all search warrants they are being included in frivolous cr numbers. How long will it be before some hard working lieutenants are forced into the behavior intervention system?

I am, and have been a citizen of Chicago for the past 45 years. I was there through the riots. I was there when you slipped the officer a $5 dollar bill and he let you go without a speeding ticket. Those were the times back then. As the times have changed and the way you officers do things evolve I am really disheartened. Now when I see the blue lights light up behind me I am truly frightened.

*Will I be shot? (and have them say I was reaching for something)
*Will they plant some narcotics on me or in my vehicle? (just so they can get there arrest and fill their quota)
*Will they get my address and follow me home and take my money or belongings? (Chicago Police now are nothing more than a uniformed gang)

I'm sorry but being a citizen of Chicago I do have to say that "US" citizens have lost RESPECT for you officer's. The quality of police officer's on the street today is a joke. When most people hear the words "Chicago Police" they shake their head in disgust.

What you officers are doing to this city is down right a disgrace! ....And I'm sure most replies to my post will be of the intelligent sort "Well the next time you need/call for help don't call us" The fact of the matter is that I have and did call 911 numerous of times on different occasions and got the same service as I always do. - IT TAKES YOU OFFICERS AN HOUR TO EVEN SHOW UP...THATS IF YOU SHOW UP!

You officers can care less about doing what your job TRULY is supposed to entail....Serving the Public!!

These guys are hred mercenaries. They leave a mess behind because when the new mercenary comes to town he reorganizes things to his own liking. As to Philly, since Frank Rizzo, the Chief is a token administrative position. They do not want any pwoer house running their police department. Philly is about as political as Chicago.

But hey, look on the bright side, it could've been a hell of a lot worse. You couldve ended up with one of many idiots Chicago Police bosses like Dana Starks or boss like Ernie brown.

Regardless of Ramsey not being able to stop boning his coworkers, at least he has some brains and talent unlike the other Chicago Police boss contenders you couldve ended up with.

Bottom line Frank is that cops are human beings. Some human beings do bad things. Some cops do bad things. Most of the time most cops aren't going to do bad things. You hear about the bad things.

It is a little scary that there is no means by which you can tell who the bad cops are. They don't wear a sign on their forehead that says "bad cop". It is thus safest to assume any cop you come in contact is bad. That is also human nature.

Ironically, often even the "bad" cops will stick their neck way out on the line to come to the aid of someone in trouble. Human nature is quite complex, and is not as simple as "good" and "bad".

You are probably screwed over 10 times as bad by the democratic party in Chicago as by the CPD. You should really be mad at them. They after all have control of the CPD, and could clean up the rough edges if they really wanted to. They don't.

But being that the person is a desk coward & the jealousy that person has toward POs on the street hence the run arond you received. Next time ask to the Watch Commander and give your name. I call bullshit!!! When was the last time you were pulled over? I live in 016 and I haven't even seen my beat car (1613) in God knows how long.
If you are being pulled over by the police it's because you live in a drug and gang infested ghetto, drive like shit, or both.
What are you calling the police for that took a hour? Loud kids in the park? Your neighbor that parked in the alley to unload groceries from her car? The suspicious vehicle that belongs to your neighbor two doors down? These are expamles of the bullshit calls that tie us up all night long because this city is full of losers and idiots.

Also the quality of the Officers is a direct reflection of the pay/benefits offered, hiring standards, and management/supervision in this city. These thing are directly controlled by YOUR elected officals. You voted for Daley, and your alderman. Why? So they could enrich their friends and play racial politics? How is the police dept any different from the schools, CTA, streets and sanitation, fire dept, etc? It's about money/jobs for their friends and racial politics. That's it. Not about providing good and efficent service to the taxpayers.

Is it because your a shitty driver, is it because your automobile is not up to code, such as your plates not registering to your car, your plates are expired maybe no city sticker, maybe no front plate,is your D/L susp. or revoked maybe expired, these are just a few examples I could go all day on traffic. Frank it seems your pushing the half century mark in age. the hiring prosess has been tainted with political clout phone calls,chronyism,favoritism, etc; since the Daley Administration took over. Personnel background investigations have been told by politically motivated Supervisors to overlook things that would disqualify someone from being hired as a police recruit for the sake of clout-favors being called in on behalf of the person to be hired's family. And they wonder why some of these so-called Law Enforcement officers commit more crimes than they prevent. Federal oversight NOW.

I would like to pick apart some of you misguided letter.

1). "Serving the public" Sir are job is not serve the public. The job of the police dept is to enforce the law and keep the public peace. Lawmakers write laws and the police enforce them plain and simple. City service is reached via 311

2). You are correct this is not your fathers police dept. I don't ask for or take bribes. The past is dead and buried. Accountability has taken over the world let alone the police. The old police regularly shook down citizens and strong armed businesses just like the mob. The old police also handled their business without making reports and settled disputes by what was right and not what was the law. Keep voting democrat!!! Thats the real reason the police dept hands are tied.

3). It takes you and hour to show up if you show up at all. I work in a busy dist and I answer my jobs promptly as do most of my fellow officers. On weekends I have to beg for a lunch and often have to sneak into the station just to go to the bathroom. I have no idea what your calling about but, my guess that its not police related or of a very low priority. Drug dealers on the corner jobs come out in the truckload every ten minutes. Sir if you have a complaint about police service call the mayor and the city council. The politicians are the ones who have all their friends hidden at HQ or some BS unit that never hits the street. Manpower to answer jobs is at an all time low. If you actually read this blog you would already know that.

I'm done, Frank is probably a troll just trying to cause trouble. I won't fall for your BS and nobody else should either.

Wow, that's awesome to hear praise! My advice? Write a letter...it doesn't have to be any longer than what you typed here....send it to the 18th Dist, 1160 N Larrabee care of the commander, and send a copy to headquarters at 3510 S. Michigan ave care of Personnel...believe it or not, your letter should end up on the complimentary file of the officers involved....there are VERY FEW of us who have EVER gotten a GOOD letter, so this is kind of amazing! And the trouble you have had illustrates the state of things in the dept.... don't forget, we still use pen and carbon paper for our reporting, so we are WAY behind the tech curve (hopefully someday you can just drop an email to someone!) At any rate, thanks for taking the time to say thanks, it means more than you could possibly know, especially coming from a citizen in that area!!!! Another thought, call the 18 dist again and ask for the desk sgt. He or she will probably be silent for a few seconds, as it slowly sinks in that you are calling for praise!

Those days are long gone, so that shows a little bit of PROGRESS, don't you think? If I were you, I'd move. It's only going to get worse. And why exactly would we rush to a job? To help someone that hates us? Um, no. To put ourselves in harm's way while on cellphone camera? Um, no. Don't worry about home invasions....that came from some scumbags and occurred in the bad areas. Besides, CPD isn't in the law enforcement field anymore. Chicago Police trotted out the city's near year-end crime statistics Friday, showing murder and robbery dropped while reported arsons were up in the first 10 months of 2007 when compared with the same period last year.

Violent crime dropped 2.6 percent, with 29,266 crimes, such as rapes and homicides, reported through October of this year, compared with 30,037 last year -- a difference of 771 such crimes.

The number of reported arsons so far this year, 601, is up from last year's 582.

And the number of reported murders is down 3.8 percent, with 380 reported so far this year and 395 reported last year.

Interim Police Supt. Dana Starks, in a press release, said too many innocents still are being gunned down on the streets. But he attributes the drop in crime to, in part, officers working in high-crime neighborhoods to take guns, narcotics, drug money and cars off the streets, often disrupting the potential for violence.

A note to Frank,

Like any large company there is a small percentage of employees that should not have been hired in the first place but do not judge the whole police dept. on the actions of the few. There are many, many fine officers that respond to a call when needed.
It really is too bad YOU feel disgust about the Chicago Police. We, as police officers feel disgust for a percentage of the citizens that we have to serve. If you can even think about the types of situations that we are called to "serve" such as, my son, daughter, aunt, uncle, you pick the relation, is high on crack, heroin, booze, and we want him out. Well that's just great, when the family can no longer handle thier problem, call the police and have the problem taken out like garbage. This is just one very small example.

Two congressmen are calling for the immediate release of imprisoned Border Patrol agents Ignacio Ramos and Jose Compean and a complete investigation of their prosecutor after the arrest last night of the drug smuggler at the center of the case.

Reps. Ted Poe, R-Texas, and Dana Rohrabacher, R-Calif., say that with the arrest of Osvaldo Aldrete-Davila, Congress and the attorney general should launch a full-scale review of U.S. Attorney Johnny Sutton's prosecution of the border agents.

Sutton, said Rohrabacher in a statement, "is now confirming what members of Congress and the public already figured out about Osvaldo Davila. He's a rotten habitual drug smuggler who should have been the target of Sutton's prosecution, instead of Border Patrol agents Ramos and Compean."

As Wold News Daily reported, Aldrete-Davila was arrested yesterday at the El Paso border crossing on charges he smuggled a second 750-pound load of marijuana into the U.S. after he was given immunity by U.S. Attorney Johnny Sutton.

I will address the three points that you made.First, you wondered allowed that you fear being shot during a traffic stop.That point is baseless.If you think I'm wrong go to traffic court Mon.-Fri. and see how many people were issued traffic citations without being shot during a traffic stop. Secondly, during a traffic stop we do a license plate check,so guess what? We already have your address.Moreover, don't flatter yourself, coppers don't want your trinkets. Finally,if you ever have narcotics "planted" on you or in your vehicle I hope that officer is arrested!!

Well you see Frank it's like this, the car that was assigned to sit there and wait for your call was unable to make it into work that day. So when you called, you were put on the list and had to wait just like EVERYBODY else. You can thank your elected officials for that problem Frank because the patrol division is stripped so far down that there are just not enough of us to handle the volume of calls and patrol the neighborhoods in an attempt to prevent the crime from occurring. It is because of this that the GOOD taxpaying public has to wait such a long time for simple service. But don't worry Frank there is a solution to your problem, you can move to the worst most crime ridden parts of the city and enjoy all the police service you desire partly do to the fact that we as police only want to be in those areas harrassing the poor honor roll students and future rap stars. Sir, I would suggest that you not believe everything that you see on the news, and read in the papers. For the vast majority of people on this job, they go to work every day because they truly do love the work. It is admittedly becoming a great deal more difficult these days, especially in light of some of the recent incidents captured on videotape. Other incidents have been mentioned in the newspapers, but there has been no definitive proof as of yet.
I point specifically to the "Screwdriver in the Rectum" judgement. Jurors awarded a man $2 million after believing his story that he was REPEATEDLY anally penetrated with a screwdriver. Now, using an objective mind, what kind of police officer has the surgical experience to NOT put a tear into this man's rectum with EACH push of the screwdriver?
The news media in this town are constantly looking for corruption stories. If it is deserved, fine. However, when the evidence supports another viewpoint, how come that is never played up? Why? Because it is not newsworthy. It will not sell newspapers, or create bigger Nielsen ratings for the TV, because it is not a headline grabber.
In short, you can still trust your vast majority of police. Simply use common sense, like you would with someone from any other profession. If you meet with a lawyer and he sounds like he doesn't know what he is doing, trust your instinct--he probably is clueless. All any police officer ever asked for is cooperation from the public, and the perception amongst a great number of police officers, especially the hard workers, is that the efforts are not appreciated by the public. You can only berate someone or something for so long before they become unresponsive or uncaring. Let's not let it get to that point.
Oh, as far as taking an hour to show up, mattering on the type of call, you may very well be right. I would beg you to pressure your local politician(s) to explain the lack of manpower in the local districts. Since 1999, 35% of the manpower in my district has been taken away for specialized units in the department, units which do not respond to your 911 calls for service. This number is similar for the districts near mine on the south side of the city. I would suggest filing a Freedom of Information request with the Police Dept to ask for personnel numbers actually assigned to your local district in, let's say, 199, and also for 2007. Be specific to request that the numbers show only the people showing up for work in that district, and not being sent to another unit on a daily basis, "ie detailed out."

The majority of us 98% work our asses off and rarely get thanked by anyone. So maybe you can pack up your ass and move to another state. Maybe if you lived in a "Ghetto District" put on a "minister" costume you would get better service. " The few districts that are liveable are Under staffed and stretched out way too thin to help out "NORMAL CITIZENS".

I am truly sorry for the way you feel about(SOME of)the Chicago Police officers.Im glad you brought this topic up..i have been bitching about the same thing to my partner about police service many times..i am fortunate enough to live in a decent neighborhood.I myself have called the police for service(during the day) and no beat car(s)show up,and i live in a good beat where theres not much calls,but a busy district overall.Having said this and i can understand maybe why..most beat cars ride 10-99(one man/woman)during the day shift,the cars might be backing other units on other "HOT" calls..but its no excuse on the city's part for not hiring more police officers...you see Frank,we are waaaay short handed throughout the districts and the department....Although i make no excuses for the dogs (LAZY OFFICERS) that dont respond to their calls...and there is ALOT of them,i have worked with some of them,they did nothing their whole career but they bitch the most and expect everything...its a bigger kick in the ass when you see them get promoted...there is alot of them in higher ranks now telling us how things should be done,when they dont have a clue whats goes on...that is why morale on this department is SHIT...as far as...

*Will I be shot? (and have them say I was reaching for something)
*Will they plant some narcotics on me or in my vehicle? (just so they can get there arrest and fill their quota)
*Will they get my address and follow me home and take my money or belongings? (Chicago Police now are nothing more than a uniformed gang

I know for a fact,that officers dont kill someone just for kicks...and dont remember the last time it happened just because someones reaching for something...although it does heighten our senses when people do that...especially in some districts..

As far as planting narcotics on a person,that is just plain stupid,i think officers value their families and freedom to much to do such a thing..and we dont have quotas..we dont have to do a damn thing(hence the DOGS),no arrests,no tickets,just respond to the calls that are assigned...

Following people home and robbing them is also pretty stupid..but it has happen in the past by some fucked up criminal cops that shouldnt be on the job in the first place...We good,honest,working officers are just as angry as the citizens when dirty cops do criminal acts..it makes us all look bad!!..but dont forget that there are ALOT of good officers in the department that are honest and hard working to protect the good citizens of Chicago..Next time if noone show up for a call you made,call,call, and keep calling....

Thanks! We all (I'm sure) appreciate the sentiment.... but we actually need people like you to raise a voice. Our dept. is at a crossroads, and very soon, unless there is public reaction to the reverands and the like, there will be NO proactive policing at all, and good people such as yourselves will undoubtedly suffer. As it is now, the only people who are trying to work on plainclothes tactical teams are the young bucks who see that as the only way to stay off of the midnight shift. The negative, non-working 'victims' in this city have taken over the press and have created perception...without your voice, this game is over.

Ramsey was a great boss. I was involved in an off duty pinch years ago when he was a new lieutenant in 020.It was a decent pinch but I had been drinking. He was great and always remembered to go out of his way to say hello on his way up. Retired now.

To Mr. Iron worker, you may of helped build this city, but if wasn't for the truly hardworking police officers nobody would be here. It's not that we can't do your job its that we don't want to. You know exactly what you get yourself into around every corner. Nobody is trying to knock you off of your building for doing your job. I would like to see you do our job, going to jobs where most of the times you really aren't wanted but have to go because the citizens demand it. Also those of you who say we take to long to get to your jobs, well that's because there are pages of jobs that get passed out on a priority system, and since your call isn't life or death you get pushed to the bottom by the system. I laugh when I hear people in the poor communities that complain they get no police service, because they get almost all of the service. When is the last time you saw one of the 500 man tru unit at harlem and catalpa or archer and harlem, because they are all in the high crime areas servicing those who really don't want us anyway. But of course we go and do our jobs. Stop focousing on those officers that are nothing but thugs. Did you stop flying when you found out there was a rash of airline piolts drunk? The scum times has to sell newspapers so they focous on the negative because it sells papers.
So call OPS if you must and report your petty problems, they will be investigated as they should be while your on the 25th floor with a hangover, oops watch that first step.

I had occasion to speak with Washington PD officers last year, and their first comment was 'take your boss and his cronies back with you to Chicago'. They said historically there were more grievances and lawsuits filed under Ramsey than ever before. Many of which were related to sexual harassment, and many because Ramsey made ridiculous changes regardless of contract or union rules.

Sorry Northside, Terry Gainer is a goof and a coward and a political hack. We definitely do not want him as our boss. Washington PD hated him more than Ramsey.

Some of us did like and respect Ramsey as an immediate supervisor, but then he turned his back on the officers as he continued to rise thru the ranks - just like the rest of them.

I have to assume that you don't truly know what it is that you are asking for. Years ago, there was a rumor that Terry Gainer was going to be the new Director of the Illinois State Police. We were excited about the possibility of actually having someone running the ISP who was actually a cop at one time, especially a Chicago cop. Our hopes were high, and we couldn't wait for this rumor to come true. Well, I'm here to tell you that Terry Gainer's arrival was the beginning of the end for the ISP, a once proud department made up of great people. Gainer immediately started micromanaging, surrounding himself with like minded goofs and suck asses, and made it career suicide to come up with your own ideas. He single handedly reduced morale to the lowest point that it has ever been. He was a little man and as such, suffered from "little man syndrome". It's been years since Gainer left ISP and gone on to screw up the Capitol Police, who feel just like ISP does about him. He is the worst type of leader there is. He surrounds himself with "yes men" and gets rid of anyone who tries to express a different perspective. Bottom line from all of ISP - FUCK YOU TERRY GAINER!!! (pardon my language)

Terry Gainer was forced out for getting a son-in-law on his job against the rules. Sound like anything that the world would expect of a Chicagoan?

As has been stated by someone above, the MPD and the Capitol Police are of one mind about Ramsey and Gainer. If they thought they could buy them a ticket back to Chicago, they'd have held fundraisers and raised millions to do it.

Lucky for Chuck, DC is a little city, and was heavily gentrified in his tenure due to the ends of Federal welfare dollars (thanks Newt!) and to heavy job growth in the Federal government post 9/11. The murders trended out towards PG county, just like its trending out towards the south suburbs in the Chicago area.

As for Gainer, he merely oversaw a massive growth in the Capitol police. Its something like 2000 or 3000 officers now. Almost as large of a force as the MPD in DC.

Which leaves dozens of them posted everywhere around the Capitol at all hours. I happened to drive within a block or two of the Capitol last night at 2 AM and there were at least 20 marked and unmarked units posted at intersections all over the area. Needless to say, the area immediately around Capitol Hill in DC is probably the safest area in any city in America. Still not sure what those 2000 or 3000 people do, but God bless em all.

And with that experience, I'm pretty sure Terry Gainer would be great at finding nothing to do for 6000 or 8000 of Chicago's finest in clout and do-nothing positions. Which would be just more of the same, no?

You know, I am a female African-American police officer. Though I am not a regular, I do read maybe once or twice a month, but it never fails that every time I visit I see across your posts different notes about the P.O. who was imprisoned for defending himself in Iowa. This is an issue for us all, no matter what race. This is a true police issue!! Letters etc. may keep him strong, but he is still a police officer that is in prison, he has lost his job, his family has lost their livlihood and he is encaged. Can we all go to the next FOP meeting and demand a little more action and to get Mayor Daley, our sorry Governor, etc, involved in this fight. How would you feel if it were you. Who is to say that it may not be me or you tomorrow?

I would like you guys to put just as much effort into this as you put into the bullshit you lie about, create and post!

Ramsey was a good boss while he was here. The problem with a lot of us is, we wouldn't know a good boss if we fell on one!
To the poster who complained about "having to replace a bulletproof vest out of his own money," last time I checked, each officer here received at least $1,400.00 in uniform allowance checks. How and for WHAT you spend it on is entirely up to you. One would hope our own personal safety is worth more than a trip to the boats to throw that allowance check away. Between those checks and the quarterly "differential," which many officers don't even qualify for, you should have all the proper personal equipment you need to do your job, so stop whining.
