Re Bid?

  • THE FOP MEETING LET US KNOW THAT ALL THE SENIORITY SHEET IN EVERY UNIT IS WRONG.

    THE CITY HAS NEVER TOOK INTO ACCOUNT ALL THE GUYS WHO HAVE SERVED MORE THAN 30 DAY SUSPENSIONS.

    THE FOP WANT YOU TO GRIEVE THIS IF YOU KNOW YOU LOST A BID FOR A SPOT DUE TO THIS .
This rumor has been popping up with increasing frequency in our e-mail. It seems that the Department has neglected to take into account "bad" time when figuring seniority placement. And if the rumors are to be believed, it's about to get a whole lot bigger.

The Department has also neglected to take into account "Leaves of Absence." Someone said that the Department didn't penalize officers called up for military service, but people saw a loophole and took leaves of absence for all sorts of stuff - night school, personal reasons, out of country work, etc - and never had their continuous service dates adjusted to reflect the lack of City service time. This has led to a whole bunch of resentment and evidently, a union grievance.

Is the Department going to have to re-bid all furloughs and watches seeing as how all the seniority lists are wrong?

OK- I did a 30 day suspension. I doesnt show up on the contin. service date or the senority date.

IAD really doesnt have a sense of humor. It was a mis-understanding.

Dont matter I get everything I want anyway.

Re bid for watches? furlo? Cool wont matter one bit for me.

From what I hears this all came up due to a medical roll abuser F/2 in 023 with 12 years on the job who wanted days.

The 4 feet 11 inch gal, a former Cubs pitcher groupie, who has a bit of an alcohol problem and at least a year total on the medical, went to the new 023 FOP rep saying in tears "its not fair, I deserve days"

The FOP rep, most recently of your favorite bad profile A/4 gun team (he was not at the franklin tap that night) whos also rumored to be the former IG of Cicero under Big Betty Malteese, agreed with the F/2.

Rumor is that the FOP rep took this all personal cause his time was taken away from him during his tenure in Cicero and since he cant claim his former sergeants rank and the few years seniority he lost when he was a CHA cop picking up project boys.

Anywho, the FOP rep, sometimes called "Hulk of Boystown", went into a steroid rage and created this whole mess by shouting and demanding to the people in finance and personnel that this injustice be corrected immediately!

Tanks to his abrasive ways this moron pissed off coppers, bosses, FOP big wigs and just about everyone else he came into contact with while addressing this error.

Now, the city had to look into all leaves and suspensions of coppers city wide! According to my sources on the fifth floor of Club Kool-Aid all watch bids have to be redone under the newly updated seniority sheets AND furloughs will be repicked. CITYWIDE!

023 will be picking watches 12/20 and furloughs will be repicked 12/21. The calls went out today.

Ironicaly the joke is on the useless chickie that cried to the rookie rep. Cause if she'd been assigned an incorrect watch out of order and brought this all up AFTER the new year, the city would have had to pay her and everyone else that got incorrectly bumped time and a halfer just like if she had been working out of shift.

She got her way, but the dumbass could have made off with a cool chunk of change waste at Murphy's. Insted she created even more enemys and a very resentful day shift. Merry Christmas to all from her. HAHAHAHAHAHAHA!!!!

I don't know about the rest of the department, but in 21 we are picking our furloughs again for the THIRD time on Thursday. Also still waiting for the watch selections to get posted. Thought they had to be up by a certain day, but I guess thats out. Curious as to the turnouts of Christmas parties in other districts. There is a lot of flack being given here as to the very low number of people planning to attend.

Anyone who took a leave of absence to work for the Department of State for UN Peacekeeping CIVPOL Missions; Sec. 2. Section 7.294a of the House Bill general statutes, clearly states that upon completion of your Tour of Duty (no matter how many years) and you gave notice to return to duty to your police department within 6 months, you WILL be returned to your original position without loss of salary grade or seniority. Basically your leave is recognized as equivalent to a Military Leave (except that you will not receive pay from CPD while on Leave of Absence). If the CPD adjusts your seniority/continual service time, then call FOP to file a grievence.
Remember this is for State Dept. Peacekeeping Missions and not for other types of personal leaves.

Her exact words were "That's why we have a fucking TRU unit. There is no need for depleting district manpower."
ADS Skahill was applauded for her fiery words and the brass at 35th agreed that 6-2am cars need to be scrapped.
As a witness present at the meeting, I couldn't help but disagree with the dismantling of late rapids.
They do make a difference and the crime statistics will verify this fact.
Word is she is now going to ban ALL Area 2 6-2am late rapids. As if!

I'm one of those who took an LOA for school and they certainly deducted it from my time (and paycheck). My continuous service date was adjusted each time I took an LOA and hurt me everytime there was a bid issue so I expect the people looking at the A & A sheets are wrong.

I took a personal leave of absence for two years. I returned 3 1/2 years ago and the department deducted my continuous service date the day that I returned from the leave.

i have been suspended once for OVER 30 days, now my question is , who decided that it has to be at least 30 days suspension, why not everyone who was suspended even a day get their senority changed? and what if someone has been suspended for 15 days on two separate occasions, does their senority change also?

The only problem is that TRU is not working till 2am. With the court cut, get'um days(1st head leaves) and holding of time due slips TRU isnt there to help out after 1 am. The only time I see TRU in 022 is when they are 5-6 deep at Beggars or eating at Bourbon Street.

I heard ADS Skahill said that same thing? She thinks all the manpower should be on 3-11pm and 4-12pm. Well, if this passes in AREA 2, there are going to be a lot of hard working officers who need later shift hours bidding to AREA 1 or TRU.
What is she thinking?

She hasn't seen depletion of ranks yet! Wait until all the 06 cars and late rapid cars jump ship for greener pastures!

Does everyone get to fill out a new bid slip, then? I know several guys who filled out their forms wrong and ended up on 1st watch.

Funny thing is, both of them have been on the job for over 10 years. If you haven't figured out how to properly fill out the formby now, then too bad.

I think she's right on with this one brother! Im sick of riding 99 on an early car on a crappy beat because they have to keep a 6pm rapid staffed. I call bullshit. No henry cars, no rapids until the BEAT CARS are FULLY staffed....including furlo time!!! Besides, crime happens ALL the time, and you have TRU and gang and tact and 06 cars anyway, let them handle it....plus, it will be easier to get time due...they don[t have to down a car for emergency time if it is fully staffed at 10-4...this is a long time coming!

How did all these people who have been detailed out able to be carried on our sheets?? There were some 30+ coppers, many who have been gone for ages, that were able to bid.

I wasn't able to pick the same furlough I had last year...so I pretty much LOST seniority!

I work in 023 and have to defend our ref that (1) of you bashed.
First of all he was approached with a potential problem and did exactly what he was supposed to do; INVESTIGATE IT!
Secondly, this isnt the first time he has gone toe-to-toe with the department and was RIGHT 100%!
We need more FOP folks just like him.
I think he should be given an applause for his actions!

I guess I should respond to the comments made by the person who called me a rookie rep.

Actually I was an FOP rep at CHA and also the rep for unit 214 before being elected to 023's spot.
So my brother/sister, you are in error.

Additionally, I was approached by several people regarding possible errors in the 023 seniority list and it was my duty to follow-up.
My investigation revealed that there were(4) people who were on leaves that were not military-type leaves and that were subject to changes in their continuous service dates.

From what I understand the city-wide total number of officers whose seniority was not adjusted was around 100. Therefore watch bids, furloughs, special employment, etc, are affected by this. Still sound like an issue that did not need any looking into?

I will not personally attack you because that will serve no good purpose. I only wish that you would get your facts right before you bash me or any other FOP brother/sister in the future.
Stay safe and please reach out to me if you need some advice on filing a grievance , etc.. I would be more than happy to help..

Here is a question for you know it alls, on promotional exams whenever two p.o.'s score the same on the test, senority comes into play and then age. So what if you and another p.o. scored the same on the exam but they had you by senority and were placed higher than you on the promotion list. But because the senority roster was not updated and reflected that p.o. took a 30 day - 1yr suspension, you were wronged and should been promoted ahead of that officer, is the union going to attempt to make you whole? Alot of back pay, senority,and endless opportunities lost because of this error in not updating the senority list. I see of few law suits on the horizon.
The City That Works and I'll bet no boss will take the fall for this huge error.

They are not taking away your seniority...They are keeping you at the seniority level you had before you left on leave of absence and you still have that amount of seniority when you get back....no loss of time at all...they are just not giving you any free time that you did not earn!!

As it says in the quotation "you WILL be returned to your original position without loss of seniority" It say's nothing there about giving you a year of time for time that you were not on the job working like the rest of us!

If you had 15 years on the job when you left...you WILL be returned to your original job with the same 15 years of seniority and you will keep that pay grade too. Nowhere does it say that you will be given a free year or a promotion or anything else for that matter.

it's pretty simple....you go on leave with 8 years...you come back with 8 years...you go with 17 years you come back with 17 years...It doesn't say that you can go away with 15 years service, come back 5 years later sew on your 20 year star, collect your 20 year pay raise and your extra vacation days ands then retire with 20 years service when you actually only served 15 years!!

Heard State Rep. Ray Frias got a pension but was on leave of absense for most of his "police" career. How does FOP explain this? Since when do you get a pension when you don't have the time, when all your time is spent on leave of absense functioning in another job that's pensionable. If this is correct, no wonder the pension is going downhill fast.

Why does ADS Skahill think that TRU is the end all-be all in the Dept? They are mostly youngsters with less than 4 yrs on the job.
She claims they are the "new SOS" but they hardly compare to the former unit.
Why does she have to be so arrogant about patrolmen and women who do NOT wish to become TRU?
TRU is not helping the depletion problem in the districts. TRU has over 500 personnel. If anything, I'd say they are part of the problem.

More problems tru don't work in 022... the rapids will not start earlier... there will be no rapids except for the ones that already started at 4:00.... so if u live in back log 022 the genius just shorted you more cars. Call the alderman complain. How can u deplete manpower when crime is rising?

or they are all on the same arrest in the station. 5 cars 1 head. or 3 or 4 cars on the same traffic stop. they wouldn't think twice if there was a paper job to pawn off on you. but since they are so "elite" they can't handle it. here i'll give a go case report and a pen. stop on viewing shit for me to handle. what a waste of manpower. and why would you get rid of 6-2 cars? tru doesn't do that. remember their "elite" i see a lot of backlogs coming for area 2. have fun guys!

You may claim whatever you like and pull figures out of your ass but my friend crime nationwide including in our city is down and way down. We may be at the lowest levels on homicides in over 40 years this year. Almost all other crimes are also down. If you don't believe me....check the stats online at the station and you will see for yourself. While you are at it, check to see where the crimes are actually happening in the city. You may be in for a big surprise. Obviously, the southside is a lot busier than the northside but look at each district and you will see that some of the ones that you would expect to be lowest on crime overall are actually in the middle. For example 016 is nowhere near the bottom on overall crime even though it does not rate very high on violent crimes.

What I am trying to say is....research before you say stupid shit.

NO matter what anyone says I am glad that 023 has a rep with balls. Call him what you will, at least he is not scared to do what he was elected to do! As far as JR, who cares about her personal issues. How many other dogs are there on days, afternoons, midnights...a lot! She and all the rest of us have a contract and the city needed to be called on this issue and it was done. I have a lot more time and my seniority will not be affecteed, so I don't really care. I am glad this problem is getting addressed and fixed.

The Department used to adjust seniority for suspensions under 30 days, but stopped doing that in the early 1980's. May have been some labor law/grievance/fed law that prevented them from doing that. Discipline has to be over and done with. Adjusting seniority on a 1 day suspension would effect you for the rest of your career.

Before that goes through, some one may want to check precedents. Or the department may owe a lot of people a lot of damages.

But if you took any time on a CR suspension and it was returned by the grievance, make sure that you verify that with the pension board so that you dont get shorted on your pension.

Well HG and his sister saw the chance for her to take the lt's test but she had to come back to work and not be on light duty,although some are heavy enough to take the test at home while on the medical. Sooooo a miracle occured and she was healed and her duty disability went away and she came back, took the lt's test and got a nice spot at the airport. But HG and other exempts have fallen from favor and now his sister who was miraculously healed didn't make lieutenant. Rumor has it she was seen at the most recent retirement seminar. Remember this job is LEGIT!!!!!!!!!

I knew had to be a female starting this whole thing. They should stay home and bake cookies. This Dept. is soft. It goes to show that there is no fear of being put set straight anymore by fellow officers. In the 70's she wouldn't have got away with this. It's a joke.

Again and again the total lack of leadership is gone! lets hope Jody dumps all the top spots and replaces all with knowledgeable people! Guess the dummies are still at the top, but most are crying on vacation because they were not offered the top spot, to split the dept. even more!

Skahill has a tact team or gang team working 2000 hrs to 0400 hrs every period in Area 2. Somehow I don't believe she's thinking of scrapping 1800 to 0200 hour rapids. Sounds more like someone is making a Xmas wish.
