FTO Test

We've written about the FTO program a couple times. One of the articles is at the top right of this page under "Problems Facing the Department."

This past weekend was the test for Field Training Officer and we received the following statistics from a few e-mailers:
  • 212 attended after an initial sign up of around 400
    124 passed
    75 points was passing but no word on how many points were available
Out of those 124 who passed, we'd expect almost half will turn down the position for various reasons including giving up partners, changing watches or being shipped out of their districts.

Anyone have further info? Was it a good test or kind of half assed?

Nothing on the FTO test but really good news about the pension. A rep from the pension board was in the district tonight. I asked him if there would be a pension when I retire. He showed me a matrix that they down at the pension board have. They understand that right now it is a concern. However, he showed me that, given the short life expectancy of the current and soon to be retirees after retirement that in less than a decade the pension will be over 100% funded. So once all these baby boomers die, which by expert estimation will be very soon, we will be just fine! So smoke em if you got em! Thank god our generation is smart enough to know cigarettes are bad, fried food is bad and running is good!

The damn scan-tron machine was not working properly, doubled wrong answers, and took too long for them to grade. This test really was rediculously put together. For instance several questions were asked about leg restraints. HUH???
The person who typed out the test forgot to put words in questions so, what are you really asking on this question? It was suppose to be pass/fail not 75% to pass. The next test should be put together in a matter for the position. Just alot of unrelated questions on this one!

I spoke to the screwball FTO who helps coordinate the FTO program down at the Academy. He speaks like a boss when he was telling me the department wasn't going to pay FTO's D2A pay AND give them 30 minutes admin time a day, he sounded like it was his pocket it was coming out of, wannabe sounded like management telling me essentially that if I didn't like it I didn't have to apply for the position.

So, the department can count me and my 25 years of experience as a no-show on this FTO test. Once again they will have two year wonders teaching one year soon-to-be-wonders.

This department is so thoroughly fucked it will take Jody his entire lifetime to even discover where the problems lie.

I say blow the whole thing up and start over, the CPD is so screwed up I believe it is not fixable.

Once shining example: it took the CPD over four times as long to approve 9mm semi autos for duty carry as it took the US Military to conduct their trials and approve the Beretta 9mm and the military did they whole process TWICE!

The result is a convoluted mish mash of a firearm order that is still a joke and is nearing book length. The military looks like genius in it's simplicity: Everyone will carry the Beratta 9mm as the official sidearm, for those who are authorized to carry a sidearm.

Our order has hire dates, pistol types, model numbers, different calibers, mustache length, birthdates, astrological sign etc. And now they throw a new pile of bullshit in the mix by adding additional unintelligible "transitional" requirements.

The CPD makes the US Military look like the absolute model of efficiency.

Yes about 4 years ago they shut down many training districts. And yes they "f2cked up", A lot of the FTOs said take your job and shove it----RIGHTFULLY SO! Ever since then they have been scrambling to try to remedy the pissed up situation. Yeh sure I am going to leave my district, my watch, and go to a ghetto district BULLSHIT!
The CPD has been paying the price dearly ever since the f4ckup in 2003. IF ITS NOT BROKE yada yada........They just dont get it.

Flight or Fight, I guess you will do the FTO program proud.
Like the 5 yoj wonder FTO that was doing a shit job of guarding my crime scene recently. While telling the building manager that he was a corporal [FTO logo] and "in charge", let a goof walk through the outsider yellow tapes. My partner, after removing the trespasser from the scene, caller over his bud [field LT at the scene] and asked for somebody with a brain to guard the scene. Outcome - FTO dismissed with tail between legs and PPO trailing at a distance, replaced with capable 15 yoj PO, who conducted herself in an appropiate manner at a scene where a child had been shot. I can count the capable FTOs on one hand, maybe the whole FTO program needs more than a little Fuc.... work. Recreate - Rename the program, it's been done a few times already, just not successfully.

I would rather patrol with a fresh faced recruit than most of the non-recruits in 005. The average seniority of officers on 1st and 3rd watches is under 2 years anyway so why not get paid for it.

Alot of house mouses were taking that test. The Lt. stated they are really pushing for D2A pay all the time not just when a FTO has a recruit.
Test was poorly written. Why would a FTO need to know so much about mental transports and leg irons?

test had nothing to do with what would be applied to ppo's. they were more concerened about where in the station the leg shackles were located. although there are 25 different districts out there and therefore there would be 25 diff anwsers. poorly put together.

The best what? There is no way to tell up front who will become a good cop, just like there is no way to tell who will become a good electrician when screening for an apprentice slot.

The best you can do is screen out the obvious problem children up front, and along the way as the problem children become apparent.

I took the test. It was harder than the last one. A couple really stupid questions but I understand how the department needs to cover themselves. Liability issue first.
I did pass it and if called, I will go to the FTO school. But not to be an FTO. Since I have asked my boss several times in a row for some time off and was denied, I figure, this is my vacation. A few weeks of 5 day work weeks with weekends off, then its back to the grind of rapid response. Hey LT. See you in a few!

Here is an idea. For those of us who have had it with this department, there could be a solution. When I came on the job, there was no college requirement. Many of us had been in the military. Many of us held several jobs in the private sector. Our management and people skills were up to the challenge. Now the clout babies and college grads who have a degree in mid evil history or political science want this job. They can have it. How about offering my lazy, fat worn out do nothing anymore ass a buy out. I would be gone in a second. Then you get those young, under paid, educated, south park kids to have a chance to play ball with the reverends. Please please please buy me out.

Myself along with 9 other FTO s were asked a while back to go to the academy and give our input on what they can do to get some quality people become ftos. of course we brought up respectability with quality ftos training for the right reasons which meant same pay as detectives, and knowing that once you are done training you are coming right back to the district and car you were on prior to going for fto training.

it is a job i enjoy but to sit next to someone you do not know for 4 weeks and if he or she turns out to be a bust its a long 4 weeks. The program is going to improve because it has no other way to go but up.

alot of empty promises were made to the first class i was in but from what i saw and heard about some of the people who took the test there will be alot of young new talent training these recruits and that will be a good thing.

congrats to those who did well on the test i welcome the new ftos. we are severely understaffed in that portion of our department.

I hear the new supt is all about training and that in our field is a very good thing.

After being dumped to midnights after being on 3rd watch for over 10 years. I gave up the stupid stripe and went to days instead! I now feel better, sleep better and spend time with my kids!

My new motto is family first and fuck this shit!

Holy FTO Batman!!!

Never been a official FTO or PS. I did train PPO's for several years until I got burnt out. Only got paid 5 dollars more a day and nothing else except all the court and say about the day. My recruits drove on the first or second day and answered the radio at the same time. They learned the paper work the RIGHT way. NOT THE TACT WAY! They learned the district and how to talk into the radio without screaming. They learned what a real 10-1 was and what was just bull shit. I taught them how the Department works from the top down and bottom up. I reminded them to respect all officers and supervisors regardless of their assignments or district. I taught them not to brag because most coppers already done it. Tell you mom and dad or friends at home about your adventures.

More importantly...I told them that we all stick together...and that the community is not your enemy. Just some of them! Depending on where you work...maybe most of them.

I made every arrest there is except for treason. Use all methods of force. Been sued in Federal court. I was assigned to more units then most in my career, worked citywide and walked into every police facility in this city. I have sat in many meetings with bosses and I know that most stupidity comes straight out of the 5th fl. I been to more CAPS and community meetings then most will ever go to. Seems like I did a lot? AND MOST IMPORTANTLY I NEVER TAKEN A DAY! I don’t feel special. And yes I have even had some experience working with our federal friends and know how they operate.

If you think you can do this job then teach someone how to do it the right way! Be the FTO for the right reasons or quit.

**Can you tell me why we have FTO's working inside spots without recruits that are still getting the pay, but not the 1/2 hour of OT????? Something isn't right! You shouldn't get the pay if you are not with a recruit.

SOMETHING IS WRONG HERE LADIES AND GENTS:
8500 patrolmen
400 signed up for test (4.7%)
212 actually took test (2.49%)
124 passed test (1.46%)
So what I am saying is that out of Apx. 8500 officers in the Dept. that less than 1 1/2% will make the cut..........YEAH IT'S LEGIT.
Do you want Grape or Cherry Kool-Aid with that?

The test itself & grading was a joke. Really! Before giving out the test, a female Sergeant said that we would get the results with 5 minutes after finishing it. They would score the exam on the scan-tron machine and supply us with printed results she said. Well fast forward, when me and others turned in our answer sheet and booklets, we were all ushered in a room across the hall. I was thinking that it would be a quick process but boy I was wrong! After sitting in the empty class room, they made an announcement that it would be another 30 minutes before getting results. Then after 35 minutes we were sent into a long line wrapped around the academy hallways waiting to get our personal score print out. We were then told that it would take another hour because they were having "problems" with the machine and it was misreading the answers because of eraser residue and that they would allow us to make changes if there were smudge marks, etc. It took about 2 hours finally to get to the front of the line. I wonder why it took so long from the beginning to the end and the long delay to get to wait in line for 2-3 hours from finishing the test. You gotta love this city!!! They try to make it appear it's all legit, but its all appearance! Once you turn in your answer sheet, there should be no touching the answer sheet again, or make edits or changes! If someone didn't erase an answer good enough, too bad, you shouldn't be allowed to touch it again! Btw, the test was somewhat difficult asking questions that had no relevance to FTO duties, such as numerous search warrant, age of juveniles secured custody & time allowed questions. I consider myself somewhat intelligent and modest, but I failed. I guess I'm not what CPD FTO program is looking for, ha! I am not bitter by no means, and wish the people who passed congratulations. I just sit back and laugh at this department who has no shame, even when we have a new Super, they still continue their questionable-suspicious ways of exams and testing. They will do this until they are caught on CCTV, and then they will still deny they did no wrong.

I heard that a lot of people who took this test where from the academy! If you haven’t been on the street for at least 3 years, then you shouldn’t be able to be an FTO. What real work experience can you share with a PPO if you were not the street? Let’s see how many P.O. that MT was hiding at the academy know become FTOs. How many P.O.s that come of f of leave with less than 5 years on will now become FTOs. Yet again, another great training program from your Chicago Police Department.

So what I am saying is that out of Apx. 8500 officers in the Dept. that less than 1 1/2% will make the cut..........YEAH IT'S LEGIT.

To tell you the truth I'm surprised these kids haven't been running us over on side streets and pushing us off 12th floor decks and such, the way everyone keeps telling them that we (the retirees) are sucking the pension fund dry and there won't be one when they retire. I can relate to this kids relief. Hey at least he didn't kill any of us right? Whoo hoooo

I have some time on this job, no I am not KMA. I am sick of the young guys bitching at the old guys, learn something from them instead of complaining about them.
And you old idiots, why do you let the young ones get to you? Remember one of the reasons we cannot really be the police anymore is the antics you pulled back when you wore "hairgel" and probably pissed your pants at the first fight you got into.

All these one bag wonders complaining about who took the FTO test and where they came from really should know when to keep there mouths shut. Funny how these guys think that they are the first to work this job and make and arrest.That after a while most cops do slow down. Be it from a beef, someone they know getting jammed up or any number of things.These are probably the same clowns bragging at the bars telling everyone what great cops they are.The FTO's job is to evaluate, and show the way. PPO's coming out of the Acedemy usually don't show up to the district with bad habit's, that will get them sued, fired or even sent to prison. They learn that cool stuff from loud mouth blow hards like the fools submitting these posts.

Let’s see how many P.O. that MT was hiding at the academy know become FTOs. How many P.O.s that come of f of leave with less than 5 years on will now become FTOs. Yet again, another great training program from your Chicago Police Department.

Less than 1% applied. Someone has to be FTO's so open it to every qulaified officer. Several instructors were asked to take test. If they are promoted, then assigned to street. Learn the policy before you make bullshit comments. No one is hiding at academy and MT is trying to help his staff. They have a plan and if you asked at FTO unit they would explain. Blame MT for everything. This is complete nonsense. In the meantime, ask seiser. He knows!

What the heck is going on in 017-First watch???
There seems to be a rash of IOD's these past couple of weeks. it seems that the "workers" are just getting hurt out there working the mean streets. I'm pissed off, because even though I don't do anything all night, I STILL SHOW UP!
Must be nice to go on the medical for a few months , THEN get on "IOD" within the first hours of returning to "work".
Can somebody look into these "IOD's"

How is it that several of those assigned to the academy that took the FTO test DID NOT PASS....There's part of the problem, incompetentpeople assigned there and teaching the future officers..... They don't know the job themselves and they are teaching, real nice.....But then again I can skate real fast
