The AP Article

Via a few letter writers and some more in the comments, Officer.com has the complete AP article we referenced a few days ago covering J-Fed's first 100 days. Get a load of this:
  • Everyone expected Jody Weis to make changes in the Chicago Police Department when he left the FBI to become the first outsider in decades to head the city force.
  • J-Fed, as the former head of the FBI's Philadelphia office is called by more than a few street cops, brought in his own command staff, including another former FBI agent hired specifically to make officers more accountable for their actions.
The INTERNATIONAL MEDIA is calling Weis "J-Fed" now! Is that hilarious or what?

Anyway, the writer from AP, Don Babwin wrote to us looking for insight into J-Fed's first 100 days. And as we stated, he used exactly none of our replies. We guess it didn't fit in with AP's bias about bringing an "out-of-control police department" to heel. The letter and our reply is a bit lengthy for a single post, but this is the response we were really hoping made the report:
  • Babwin: you touched on this in one article, but i would like to know if the federal charges in the wheel chair case sent a message to the force that Weis would not hesitate to charge officers with abusing their powers.
  • SCC: It showed that Weis is a petty, vindictive individual. The officer was the subject of an internal investigation, found guilty and given a two year suspension. He also pled guilty in a State Court, was sentenced to two years probation and ordered to undergo mandatory classes, including anger management. The Police Board, a group of civilians appointed by the mayor, reinstated this officer following his appeal. Then-Superintendent Cline appealed the Police Board finding of reinstatement to the Courts in a further attempt to fire this officer, but lost. The officer served his two years, completed all the required classes and had no further incidents while off the job.

    Let's just review:
    • guilty by the internal investigation - 2 years suspension
    • guilty by the courts - 2 years probation
    • won an appeal before the Police Board
    • won an appeal before the courts
  • And note that neither of his wins in any way reduced the amount of his suspension time or probation time or mandatory class time. He served it all. The Friday before the officer is to report back to duty, a single count of Civil Rights violations is handed up, not by a state court, but by a Federal Grand Jury. And we're being run by a former fed? Hmmm.

    Isn't the basis of the criminal justice system rehabilitation? Or is that only for the crack dealer and the rapist? The message wasn't one of "don't abuse your power." The message was "if I can't win in your courts, I'll take it to mine."
But none of this made it to the AP article. Perhaps we'll put up the entire exchange over the next weekend or so. We certainly are going to be eager to hear what happens at the "meeting" Wednesday.

I read the article. I love how Weis does not think we know the Use of Force model or that we are trigger happy police officers. The comment about if the police can't chase down his 3 year old, then we are more likely to shoot an offender that we can't catch. NO, we are going to shoot an offender if he pushes the encounter to the force level requiring deadly force. I think Weis believes we are a bunch of morons.

I won't acknowledge J-Fraud because of this blatant diregard for Officer Cozi's rights. This guy can't preach anything to me. He decided that Cozi would be made an example of. Cozi is a decorated and respected officer. J-Fraud is political hack plain and simple. Da Mayor hired him because they are one and the same. Fools who jump anytime the media wants them to. i am not defending the barmaid incident, but i am defending the hospital one. people call the cops to put their hands on people that they are afraid of. there are people out there that do not respond to anything but force, people you avoid. did the hospital staff think the officer was going to read the a!#hole a book? they know why they called the police but like alot of people with their heads in the clouds they cannot admit it. and "heel" is the correct word given the context. put down the social studies book and pick up a dictionary, or get a dog and learn from life experience and not a book for once

No one equated Abatte with Cozzi. No one here thinks we need Abatte.
Why are you trying to link them when that wasn't the intention of the post?

The jerk was in a wheelchair 'cause they were trying to control a problem maker. He got slapped to get his attention and to get him under control. TODAY, that is a no-no, especially under the video eye. Cozzi made a mistake and paid for it. Is that any reason to dispose of an otherwise productive human being?

I can assume by your writing that your not a police officer.

If the police board ruled that the offier should be fired then fine, he's fired. The police board however, looked at the case reviewed the facts and heard from the officer himself.

The police board after its investigation, felt the officer was worth saving. Superintendent Cline disagreed and the case went before arbitration which ruled in the officer's favor.

J-Fed in attempts to look tuff before the media, decided he would circumvent our disciplinary process and had a single federal charge filed against the officer.

We have a system in place that protects us from being fired. The officer was wrong and served his sentenced. The police board made their ruling and felt the officer could have his job back, PERIOD.

You as a citizen probably hold your civil rights dear. If you were prosecuted for a crime and did your time. I find it hard to believe you wouldn't be outraged if the feds filed charges a year later for the same crime. As for Abatte he needs to have his day in court, its his RIGHT.

J-Fed is a short timer. He has said so himself. He will light this place on fire and in three years he will be gone. In three years, this department will have less than 7,000 officers, tests will be offered every three months for 10 or 15 potential candidates. In a couple of years, the department will do away with test completely and hire people on interviews.

He does not care about your morale, or your schedule, or you.

You have nothing to gain by asking questions. He is not listening to you.

J-Fed is not leading this department. Leaders do not hold meetings to ask subordinates for ideas. He is appeasing you, just like he appeases the reverends, the mayor, and the citizens.

J-Fed knows that "merit" means clout, but he won't tell you this. He doesn't care who gets promoted because he won't be here long enough to deal with them.

He will punish patrol officers, push for criminal charges, and move on to another "troubled" department in three years to punish their officers.

Don't go to this meeting. You can accomplish as much by asking yourself questions in the mirror.

The man who is called J-Fed is calling this meeting to try and get a handle on the morale problem. It is obviously affecting the policing of the city, he knows it but does not know how to remedy the situation. He may , in fact , regret the Cozzi decision he made but he has to live with that.
What he cannot handle is the average police officer not being aggressive. If the average patrol officer feels that the " stop " is not worth the hassle ( CR#s,etc.) , he will not make it. The average street stop is the life blood of a preventive policing concept, without that, shootings go up.
He has a HUGE problem. For that matter, so does the Mayor if he still wants the Olympics.

The FBI is offering $10,000 for information leading to the arrest of Jamie Rios, a suspected Chicago street gang member who authorities believe caused a South Side crash that killed two teenage girls while he was out on bail after a 2006 arrest on drug charges.
Officials said Rios, 25, uses a wheelchair because he is paralyzed from the waist down. He is unable to walk because he was wounded during a rival gang shooting, authorities said.

Question for Wednesday: Why does the command staff or anyone else need to review promotional exams before those exams are handout to the test takers? Even if there is no improper conduct, there is the appearance of it. This will eliminate the the rumours of special people getting the answers before the test.

The guys in 025 know how valuable Cozzi was. He would take every accident out there and knock it out fast, then move on to the next one. That guy did the work of three 2 man units. Any CEO of any major corportation will tell you...check that, any CEO or president of any minor corporations as well, will tell you that, in your first 100 days, you do nothing but observe operations and get to know your people. You listen and you learn. Then, if necessary, you make your changes. This goof comes in and immediately promotes inexperienced, politically heavy exempts to spots way over their heads. Then, he lets them (and city hall, of course) tell him what the other changes should be. He's a complete goof, and would be laughable, but he's dangerous (ex. Cozzi). Another poster was right, he wouldn't need to meet with the rank and file if he had been any kind of leader to begin with. It's a sad time for the CPD.

This new medical/power test can be very bad. Its the camels nose in the tent to force out anyone with a pre existing condition, heart, high blood pressure ,diabates etc.Fire dept. cancer ,heart attacks are iod. Bullshit. I've started every stop in the last ten years with "Evening. I'm Corporal Puddhuffer with the Fuzzballs County Sheriff's office. I need your license, registration, and insurance."

Somewhere along the way I've managed to turn about 400 arrests off of those traffic stops, and none of them one-bag horsecrap either.

But I must not be the real police.

About twenty years ago in the north side district where I worked a PO came into the station for check off with his book of parkers under his arm with all his stuff. All twenty parkers were written but undelivered and in a bundle headed for the garbage.

The DC was standing at the back door and caught this and asked the officer why he wrote all twenty parkers but did not put even one of them on a car. This was the practice then among many officers too lazy to reach over to put the ticket on the car window. (still goes on today of course) That officer took ten days off for that. And that was in 1988.

For an officer to get fired for doing the same thing now is not surprising.

Cozzi handled a traffic accident for my wife several years ago. drunk driver rearended her, then fled the scene. My wife wrote license plate down. Cozzi came on the scene handled the accident and was very nice to my wife. Also made sure she got home safety. Two hours later Cozzi located the idiot arrested him and dui him. End of story the jagoff had a license and insurance. Cozzi hang in there and fight this one out.

Pardon the somewhat off topic post but this certainly has to do with the first 100 days of our new Superintendent's regime:

As I entered Police Headquarters during the last week I was somewhat amazed to see a black Impala parked in spot number 5 for each of the last 7 mornings. The row the car was parked in is reserved for the highest ranking members of the Department. I immediately assumed it was one of the many hard working exempt members the Department is blessed with. I later learned the vehicle is assigned to Deputy Superintendent Peter Brust of the Bureau of Professional Standards. I was somewhat shocked to learn that Deputy Brust wasn’t working at all, it seems as though Deputy Brust was on vacation. VACATION!!!!! How exactly does a member who has less than 3 months of service (appointed in February of 2008) qualify for a VACATION?

The City of Chicago has a policy that demands that City employees not covered by a collective bargaining agreement accrue vacation by the completion of months of service in their original hire year which is then eligible for utilization in the following year. Unless there has been an earth shattering change in policy, I don’t believe exempt members are covered by a Collective Bargaining Agreement. What this tells me is that any ex-FBI member is entitled to rights and privileges well beyond those of mortal men, kind of like Superman had. Let’s see if I have this right:

• A Probationary Police Officer qualifies for 20 straight days of vacation upon completion of their 12 month probationary period.
• A civilian hired in July of the year qualifies for 6 days of vacation in the year following their original hire date.
• An ex FBI friend of the Superintendent qualifies for 25 vacation days 10 minutes after he is hired.

Thanks Superintendent Weis – you sure have made things better since your arrival – yeah right, better for your buddies. Just because some politically tainted board [Illinois Law Enforcement Training Board - we all know how Boards are appointed in this state] – says these ex-FBI agents are qualified to be considered sworn Police Officers doesn’t give them the right to play loose with the established personnel rules of the City of Chicago.

PS: I’ve sent copies of this post to Columnists Mark Brown and John Kass, Mayoral Chief of Staff Lori Healey, Chairman Ike Carothers of the Committee on Police and Fire, Mr. Hoffman of the Inspector General’s Office, the FOP, Commander Donald O’Neil of the Management and Labor Affairs Section, and last but certainly least Jody Weis of the Office of the Superintendent of Police.

I certainly hope one of these folks sees whats going on here and puts a stop to the blatant abuse being perpetrated by these FeeBees.
