Evaluating the Meeting

Well, it's been a day since the meeting. We've been reading the comments very closely to get a feel for what people thought, what people liked (and disliked), and what needed to be addressed. We're going to comment on some of the issues we saw come up.

States Attorneys: they seems to have decided not to play ball with the Police Department anymore. They're operating under a lame duck and no one is going to stick their necks out for anything and jeopardize support from the "reverends" and the Machine prior to a new regime. All they care about is their conviction rate so they can run for mayor on it in three years. This doesn't strike us as something J-Fed can control.

"Merit" promotions: Hooray if they're going to release the "merit" picks - it's a step in the right direction. We know the FOP has a list so they can make sure the City is following rank order, we just never believed in their bullshit excuse that they couldn't reveal the "merit" because the City wouldn't let them see the list ever again if they did. That's so much horse shit. A government agency giving a test with taxpayer money and they won't release the list? We're sure an FOIA request and a couple of Federal lawsuits would open up that list pretty quick. We understand New York publishes the list in every precinct by rank order so everyone can keep an eye on it. What would really make the difference is seeing what constitutes "merit" and who the person is who recommended the individual.

Callback POW's: Settle these cases and get the people involved either fired or back on the street, plain and simple. Criminal defendants get a trial in 180 days or less unless continued by agreement - coppers deserve the same thing. If the Department has a case, make it. Otherwise, get off the pot. If the City wants to have some provision to reinstate charges later, negotiate it into the process.

Rule 15 violations: J-Fed says he isn't looking for drinkers unless they break the law. We interpret this to mean if you get caught, your ass is grass and J-Fed is the lawnmower. Everyone is over 21 here so everyone knows what's what. We still wonder why J-Fed is taking input on Rule 15 enforcement from his staff when a certain member was pretty much in charge of making sure over half the Command Staff from years ago never had an empty glass.

Miscellaneous:
  • work schedule - subject of negotiation;
  • hiring to fix shortages - City Hall, not J-Fed;
  • testing locations - J-Fed had nothing to do with where the City schedules exams;
  • demanding J-Fed's phone number for a ride - silly to the point of inanity.
These questions were a waste of time.

And what was the bit about J-Fed having to get home to his family since he was up since 0530? You think there weren't guys and gals who gave up time with their families to be there? After midnight shifts, court, side jobs? And J-Fed has to go home to his cats? Does the FBI even have a night shift or are they pretty much a 9-to-5 operation?

So it was the dog and pony show everyone though it would be except for one thing. We address that in the post below.

Can't do it . . in this CORRUPT State of Illinois the law says agencies do NOT have to publish lists of candidates who have taken police or fire promotional exams.

IT'S TIME TO CHANGE THIS CORRUPT LAW!!!
Perhaps we can get a lawmaker on our side????

J-Fed's cat has a bad case of hairballs.

He should extricate himself from the CPD clusterfuck due to illness in family.

It would be the honorable thing to do.

SCC -

Do with this post as you see fit, but I do direct it to you. I know you will do what you want to see with it as you see fit, so I will digress.

I worked in 189 and I worked on a team that was an "FBI” team, meaning we helped the “G” whenever they called in and they needed help with theirt drug cases. I can attest to the fact that they indeed did work ’24-7” but it was not like a coppers 24-7. They did their time, and they did not get overtime, in fact, overtime was expected of them.

What I can tell you is, during my time with them, we did over seven search warrants, that ALL of them acted like goofs. The female and males agents, all alike, and all acting “da fool”, would spout off shit like “let’s play POLICE on this one” or say something like “let’s say we are DEA on this” and so on and so on.

My point is, the ALLEGED most professional law enforcement agency was anything but that (at least in Chicago, and at least during my time in 189) these guys were just a bunch of college geeks, over educated, with no common sense, who were all “PLAYING POLICE” all while armed with some incredible power. They could fuck you over in a heart beat with some trumped up charge of lying to the “G” which carried some jail time. It was just insane how much these people were fuckheads were on power trips – think back to high school and the nerds you were in class with – SAME THING!! A bunch of ball less M-F’ers who are not, could not, and never will be the police.

The lasy whining about having to find Steinmetz HS for a test...if you're too goddamn dumb to read a street map, you probably shouldn't be a sergeant anyway.

As for the things that the Supe can actually control: if he would just un-fuck the disciplinary process and do something -ANYTHING- with the 6-on 2-off schedule he could probably convince 90% of the PO's to work with him. Hell, just give me some hope of not ending up at callback every time Pookie and Junebug bitch about me violating their constipational rights, and I'll go back to bringing in heads all night long.

My evaluation on this meeting is that our present Supt. cannot be trusted the fact that he pursued fedral charges on one of our fellow officers, after making a mistake tells it all, ladies and gentleman this can happen to either one of us i dont condone what this ofc did but i don t think our supt needed to take that route, fire the guy dont screw the guy, my biggest concern is how can this supt. cater to our needs if he was never the police, its alarming to know that our present rank and file do not have our backs when i hit the street everyday you can sense the momentum has shifted in favor of the gang bangers, the only individuals that suffer are the few good people that are left in those neighbor hoods. MR SUPT WITH ALL DO RESPECT YOU SIR HAVE NO CLUE AND IT SHOWS NO DEGREES OR CERTIFICATES CAN PREPARE YOU TO UNDERSTAND HOW THE STREETS OF CHICAGO WORK YOU SIR HAVE NEVER BEEN SHOT AT IT'S ALARMING TO SAY IM USE TO IT ALREADY. EVERYDAY I GO TO BED I ALWAYS REMEBER THE TIME I HELD A 3YR OLD IN MY ARMS AFTER HER LIFE WAS TAKEN AWAY BY A SENSE LESS SHOOTING AND ALL THE JUSTICE THAT CHILD GOT WAS A FUCKIN MARCH AND BEHIND IT WERE THE SHIT BIRDS RESPONSIBLE THAT IS A STREET COPS IMAGE ,MR SUPT YOU CANNOT BEGIN TO UNDERSTAND. WHAT IS THE SENSE OF MORE FIRE POWER IF YOU HAVE TAKEN THE GLOVES OFF P.O'S AND ALL THAT OTHER SHIT YOU ARE PROPOSING, ALL WE WANT AND I THINK ALL MIGHT AGREE IS TO LET US BE THE FUCKIN POLICE.

One can assume the Morgan Park meeting with J-Fed will be much more professional. Mt. Greenwood and Beverly seem to have a much better caliber of officers.
J-Fed will be amazed at the intelligent questions and respect shown while he is talking.
Morgan Park will erase the doubt placed in J-Fed's mind. Guaranteed.

It will never be good enough, you don't have clout and you are not the working police, so....give it a rest. Signed, Merit Supervisor.

It appears that the merit picks are out 'cause they are telling their friends. I think the meeting was to sugar-coat the new Sgt class coming in. Nice that they are finally going to set the record straight and announce who the merits are, however, just because you are giving us the names doesn't circumvent the questions on how they got to that list of names and how qualified they really are.

Besides the names, in order to be really transparent, J-Fed & co should post: how many years on job: last 5 districts, areas or units of assignment. How many arrests did they actually do, how many times do they go to court, how many det supp reports are written and submitted (this will tell you who was the lead det, who did the majority of the work and put the case together). What other special accomplishments or awards did they acquire? Do they have any immediate relative on the job (or retired) Lt or higher? (including in-laws, cousins, aunts, uncles, etc.). Do thay have any relative who works for the city, i.e. alderman, precinct captain, anyone connected to city, county or state politics,any civil servant, judge, etc. And last but not least, who put them into the merit spot and how well does this person know the nominee? (So when the merit turns out a loser, we know who to look for to ask questions.)

Perhaps if the above additional questions are posted and out in the open there will be less bitching within the ranks over the merit selection.

I've been on for a while. Never been in a unit that worked with FBI or DEA. HAd a few experiences though with FBI, DEA and Secret Service. In an office settig, FBI very professional and polite. Outside... well lets just say they couldn't believe the things that we do in terms of working the projects etc. Not cowards, but definately wanted no part of what we do. Like they didn't want to get their hands dirty. Maybe others out there have had similar experiences, mybe not. This I know is true: THEY WOULD RATHER LOOK LOCK YOU UP THEN A GANG BANIN, DRUG DEALIN GUN TOTIN BAD GUY. J-Fed would love to get some of us as notches on his belt.

Does anyone know if he has asked the States Attorney to charge gang bangers who commit crimes in public or licenced establishments to upgrade chares to felonies? Has he told IAD to charge complaints who sign affidavits on CR numbers and are found to be lying? LAst week the FOP had a nmemorial service for our fallen brothers and sisters. J-Fed had to go to a meeting on the Olympics which we probably won't even get. He is the Superintendent. The FOP has a nice memorial and does a nice job, he should have gone. His wearing the uniform insults all of u.

OFF TOPIC:

We had some visitors at roll call last night. A couple POs and a Feeb to talk about Terrorism. The usual mumbo jumbo about how somebody somewhere dropped the ball and let Osama's brother slip through the cracks because they didn't submit a simple information report. Blah, blah blah.....

Anyway, what really gets me about these "training sessions" is that they always give you tips and clues about what to do if you find a hydrogen chlorine bomb. You know, if you smell something funny or see lots of wires coming out of a gas can then run like hall and call a supervisor.

I love this departments fucked up idea about getting ready for a terrorist attack. Have a fifteen minute roll coll presentation and when the shit hits the fan the command staff can say: "WHAT? We trained all our officers how to deal with a terrorist attack!"

If I was a boss (and I'll never be one because I'm too smart and over-qualified) I'd be fucking embarrassed with myself on a daily basis.

I can not believe this meeting actually swayed a few of you back into j fraud's corner. he has done nothing. NOTHING. he's going to list the merit selections. who really gives a flying f***. what is that going to do for us. so a few more names will show up here, and pos will attack other pos. mostly out of jealousy. but the cars, radios, and everything else he talks about is not, will not EVER come to be. cline never spoke about this stuff because he knew we would never get it. jfed is new here and has no idea he gets what city hall gives him and not what he wishes for. finally why do some of you think or believe he can help in our contract negotiations even more ludicrous is some of you believe he will actually go to bat for us. the only he cares is because of his arrogance. he does not want to believe a superior well educated fed like himself can not do this job.
finally donahue open your freaking mouth its only a gentlemen's agreement if both sides are being gentlemen. the only thing the city is doing is kicking you in balls. stop taking the high road

Get some sleep.

Maybe then you'll have the balls to finish what others have had the sense and courage to begin, namely, no more accepting bones for beef.

Nothing short of victory should satisfy anyone.

Don't sell yourself, and your fellow officers, and the honest citizens of this city, cheaply.

Since Daley and his ilk are devoid of the capacity to appreciate, fuck them.

Whether you, personally, realize it or not, this could be the straw that breaks the corrupt camel's back.

Because it's not just about getting a contract, not just about slightly better working conditions, not just about being 'allowed' to 'be the police', it's much bigger than all of that.

It's nothing less than the future of this city and it's predominantly honest, hard-working citizenry.

Don't believe what you see on TV, what your read in the papers, what you hear on the radio, MOST citizens want what MOST coppers want, a safe place to live, an honest government and a chance at earning an honest living.

It's the oldest story, the conflict between the honest and the dishonest, and there's no better time than now to decide which you are.

"G" employees are paid overtime of their checks upfront. For example, they get overtime automatically included in their checks (i.e. uniform allowance or duty availability for us). They do not work to work overtime, because they are compensated without to have actual work. Thanks former 189.
