Just returned from Law Enforcemnt Memorial week in D.C. Just a few notes, observations and suggestions..
At the Memeorial 1st Dep Sup J. Jackson, Tina Skahill, Mike Chasen,Dan Dugan..and Com. Alverez from Personell...
J.J. very friendly and talking with all p.os. Skahill friendly but did not mix with anyone...Chasen and Dugan just regular guys...Alvrez only talked to his female "STAFF"....not to impressed typical....couple of LT.,s and a handful of Sgts. small showing of P.O's...but most stayed untill the end to honor the family of our fallen brother and sisters......went to the large party 2 days "TENT CITY" and a couple of bars...everyone had a good time and no problems
that I saw.
Candle light vigil well attended buy CPD once again..
FOP... Dimariara, Sid Davis, Bill Burns there....
President /Vice Presidnet
NO shows Why, I have no ideda...
Suggestions.....If you have not attended please do. Bring your family ....."We" honor our falen with grace and style. Be safe

I admit I have major reservations with the current Merit process but if Eric Jackson (006) is reflective of those to be selected in the future then I need not have an issue any longer. Eric personifies someone who fits anyone's definition of Merit, qualified, deserving..An outstanding officer and an outstanding person. Congrats Eric and I truly hope we work together again!!!!!!!

You think by listing the meritorious this is transparency? How about this? Next to the meritorious selectee you also list WHO nominated them. Not always as obvious as one would think. Then as a sort of post-meritorious process debriefing - provide a report listing everyone who was nominated, by whom, and then a list of which candidates made it past the panel to YOUR desk? It would be interesting to see who you had to choose from. And it also would be interesting to see who the panel selected. What do you think?

Hope they out all the past "merit" ever made at every rank.I notcie a certain detectives name missing who was telling people she made it on her score. Guess she was telling a tall tale and could not take the merit "outing" so she will probably tell everyone she turned it down to save face.

Jesus you are a fuckin' softball. You wanted to know the merit selections and now you do. Stop complaining.

If you look at the rank order numbers you will see that only 22 of them were from patrol; oh gee that's 30% of the entire class - the same as the number of merit selections in total. This must be a conspiracy....I wonder how many were dropped on there heads as children like you were?? Or maybe give us the percentage that were abducted by aliens?? Of the ones who were abducted I bet only the merit ones were probed!

Make a friend and get out of patrol if you don't like it. If you can't make a friend who can get you out of patrol AND you can't score well on the test then maybe just maybe you are the fuckin' problem!!! Maybe you should apply for canine....as the DOG!!!

Now what makes the merits better than 99% of the other patrol officers?

If you really want to make the process legit just tell us why these officers deserved their promotions.

But what about those that got promoted for the wrong reason?

Post their applications for merit promotion online if you really believe they deserve it. Otherwise, back to business as usual where honor takes a back seat.

This makes it twice I have not made meritorious Sergeant. Both times I never asked to be put in. Each time I was approached by my commander and was told that I was submitted as a candidate because of job performance. I am honored to be thought of in such a high regard by a commander of police. But unfortunately I don’t have a “phone call.” If it is ever suggested that I should be put in again my response would be a definite yes. You never know… it might become legit! Luckily with this class I am now in the very low 200’s on the list. I know… why take a merit spot when it looks like I’ll make it anyway. For one, who knows what J-Fed plans to do with the list, and secondly, the extra $$$ would really help…

Good luck to all the new sgts… It’s going to be a long, hot summer and guess who is going to get all the shit jobs!

Hello, over 20 years on and I'm also in the low 200's and so far 37merits jumped ahead of me. By the time they get to my number, approximately 60 merits will go ahead of me. I would like to get promoted, put my time in and retire but it is a continuous waiting game to appease those who don't test well (i.e. clouted).

Yes... I make arrests, have no clout, and made dic years ago on my score.

Come on Supt. do some of these merit picks even know how to fill out a case report? Have they ever caught a guy with a gun? Been on a shooting scene? Fought with a real bad guy, get the guy in custody and then end up in the hospital because you did your job and got hurt doing it.
We don't need a merit list!
WE NEED MERIT QUALIFICATIONS!!!
The police and citizens should know the qualifications of Police supervisors.
Example: 10 years on job, 500 arrests (not 500 drinkers), search warrants, tact experience, med roll history (legit or not), discipline history. Education/military experience. Real tangible things that a person can look at!!!
AN INDEPENDENT MERIT REVIEW PANEL TO FORWARD NAMES OF QUALIFIED OFFICERS FOR PROMOTION!!!
NO CLOUT, NO PHONE CALL, NO PATRONAGE!!!

abc 20/20 had a piece on coppers drinking at Dugan's bar, on hidden cameras. The drinks were counted and the guys were vieotaped leaving and getting into thier vehicles, and then followed. Low 200's as well...but I see some quality merit selections. I would really like to know the first Sergeant class list of merit selections. If I saw the same qualitiies in those picks, I would have no further concerns with the process...even it if it costs me at least a class (or two) via the list.

On a side note, does anybody know how many sergeants the Department is down? I heard the number was 340 prior to the current promotions, but am sure someone here probably has a way to verify this information.

You'll notice that prior to the list coming out, many on BOTH lists just happened to transfer or be tranfered from one cush spot to a 1/2 decent working unit.

It's not the Merit process that's a joke, it's the whole fucking Detective, Sgt, and Lt's exams.

Why not hold one like the Major Accident Investigator Exam and process. NOW THAT'S A NO BULLSHIT, EXAM THAT'S PRETTY MUCH ON THE "UP & UP" AND DIDNT TAKE MILLIONS OF DOLLARS TO CREATE.

But No, lets keep waisting Millions, upon Millions on some fucking "outside test giver" to generate some bullshit "Fixed" fucking exams that leave even the smartest Joe to have a hard time believing that it's actually fair.

I know two people on the merit list. One definately deserved it (shooting). I do not think all of the merit promotions are bad....something just needs to be done to define what their "Merit" was.
Merit as difined by Princeton:

Any admirable quality or attribute; "work of great merit"
deservingness: the quality of being deserving (e.g., deserving assistance); "there were many children whose deservingness he recognized and rewarded"
deserve: be worthy or deserving; "You deserve a promotion after all the hard work you have done"

Now if they were truly "MERIT" promotions there should be NO SHAME in showing all coppers exactly what their "MERIT" was. In fact I say they should be proud of their "MERIT" promotion if it was earned. So why not put-up and we will shut-up if it's legit.

I personally don't think any of the "merit" picks deserve it. Those who are for "merit" forget one big problem: THEY TOOK A SPOT FROM SOMEONE WHO EARNED IT!! 30% is an outrageous percentage to meritoriously promote. I'm fortunate I made it off the 1993 test which had NO merit. Had there been merit, I most likely would not have made it. About 410 Sgt's were made from this test. If there had been 30% merit, that would be 120+ made meritoriously!! That is asinine!

1st: J-Fed didn't pick the merit spots. The exempts did. 2nd: Patrol is the backbone of the department, but most people at some time in their career get out of the district and into a unit. I know narcotics.gang intel, etc. are all spots that you need a phone call o be in, (that I never was, but the D unit is testable unless you are a p.o. assigned. Lots from the D-Unit. If you do well on one test, you are likely to do OK on the others. Worked for me...

I made detective merit and I felt I earned it, you know, more than 17 years on the job blue star award of valor alot of arrests oh and zero days on the medical. I am glad my name was not released but if you ask me I will tell you.

Simple solution to the so called merit problem:

No one could have more than one merit promotion.

The officer would have had to be in his/her rank and asignment for a minimum of five years before being considered for a merit promotion.

A precise explanation should be published explaining the reasons for the merit promotion.

No office, desk, or any inside personnel could be considered for a merit promotion.

Problem fixed! See how easy it is if your honest? But I forgot, this is little dick Daley's Chicago so none of the abve will never happen.

Regarding the sgt list,
I'd like to say that it's been almost 2 years now since the 2nd part of the test (june 24, 2006) and only 125 sgt's have been made. That's it. And out of that only 88 off the list.
One of the major incentives that drives people to work (public and private sector) is the hope of one day being promoted and advancement in thier career. That's what makes a lot of people work harder and study more and try to do the right thing. But, by only making 125 sgts in 2 years, what kind of message is that sending to everyone. You almost have no chance of making rank and moving forward in your career.
If, as j-fed states, we have 13,500 p.o.'s, then your chance of actually making sgt right now is around .0092% and making it LEGIT off the list is around .0065%. That just really makes you want to study for the next one doesn't it. I think that you've got to go deeper into these lists, like up to 500-700 OFF THE LIST, so people can really feel like they have a chance to make it and really give these tests thier all. Right now after 2 years only 88 p.o.'s have been made sgt off the list. It just makes you feel like studying for these tests is a complete waste of time.

All of your up to date photos and videos of crime scenes,you can thank Ptlmn Dave Grant for developing the process that got you the quality photos,you required.When you wanted them.

He may have not made 1,000 felony arrests a period,but he worked out a system,and perfected it,on his own,so that the Dicks and Asa's had instant access to crime scene photos.

I through for sure that Steve Peterson would make sure Homan Square (narcotics-unit 189) was not "over represented" in the merit showing. Considering 4 out of the 22 merit were from narcotics alone suggests some things will never change.

I for one feel it should be public knowledge for all to see who every nomination was and who the exempt that sponsored was. It doesn't matter if they got the nod or not, I wanna see who my boss puts in. So give them some credit.The other thing, everyone talking about those that made it "legit," give me a break,I was never accepted into one of the few select chosen "study" groups where practically all make it in the first couple of classes "legit." So take your "legit" list and blow it out of your ass. In hindsight, some of the meritorious folks may have been someone that could not get invited to a "study" group and knocked some "legit" person out of the box. I have to say this. I know 4 of the officers who made it by score. I wouldn't take an order from any of them. The 4 of them have the street smarts of a beheaded monk combined.

The only merit I know was dumped from teams for lack of activity and having the personality of a prune. Thats pretty sad. I can say I have more education,awards,and activity than this merit hack. That shows me the juice was loose.

Shame on J-Fraud!!!! This can only put morale a little lower.

I have it from a good source that merit picks might possible be based on politics. This system has been in place for 100 years and PO's continue to complain. Ever notice the pattern? One month before the list is out, merit picks move back into patrol then are promoted. Patrol is on the bottom and not one will protect officers working in a beat car. Incompetent watch commanders, useless LTS, and hard to find sgts. Inspectors writing every possible violation, car cameras and not time off. To acheive success, leave patrol.

would be nice but there are still 12 or 13 guys that went through SWAT school off the last test that are on a waiting list. If it the spots wouldnt have come up so soon after the selection process, there probably wouldve been a retest. Probably gonna be a retest before the list gets to the bottom though.

wow. the list is posted with the merit picks and there are still people bitching and moaning. we all know that there is a 30% merit rate on promotional tests. its been that way for ages, and often times, its used properly. I only know two of the merit picks personally and one of them truly deserves it and will make a great supervisor to work for. too many people want to bitch about what theyre not getting, not realizing its that attitude thats keeping them right where they are!

What is the difference between narcotics and every other unit in the CPD??

If narcotics fails to make an arrest no one notices .... evry arrest they make is simply icing on the cake ....while every other unit is under at least a little pressure.

This is not a drive-by swipe at narcotics guys. There are some PHENOMINAL officers in that unit ... but it truly is a completely different job. You get a legitmate guy in patrol and you can't brow-beat and guilt him for info like the dolt druggie. That's fine if the th dept. wants to give what 3 or 4 of you merit spots. But because you make drug arrests does NOT translate into district arrests.

OK ..that was a shot at narcotics guys ....

You think by listing the meritorious this is transparency? How about this? Next to the meritorious selectee you also list WHO nominated them. Not always as obvious as one would think. Then as a sort of post-meritorious process debriefing - provide a report listing everyone who was nominated, by whom, and then a list of which candidates made it past the panel to YOUR desk? It would be interesting to see who you had to choose from. And it also would be interesting to see who the panel selected. What do you think?

Please somebody tell me what those 22 people did that i don't do everyday!! You merit pukes. Especially all those coming from units. You f*cks just sit around all day while we handle the real police work. It's disgusting and disheartning.
Along with publishing the names of the merit, they've got to let us know what they did to DESERVE the merit slot. You get shot, etc., then ok, you definitely deserve it. But what the f*ck qualifies these people to jump over people off the list that studied thier asses off for the test.
Maybe we can get our own "qualifications" going on here. Whoever knows these merit guys, lets take each one and analyze why they made sgt on merit or why they shouldn't have. This merit system is broke, lets expose these people for who they are (or who they know)!!

This makes it twice I have not made meritorious Sergeant. Both times I never asked to be put in. Each time I was approached by my commander and was told that I was submitted as a candidate because of job performance. I am honored to be thought of in such a high regard by a commander of police. But unfortunately I don’t have a “phone call.” If it is ever suggested that I should be put in again my response would be a definite yes. You never know… it might become legit! Luckily with this class I am now in the very low 200’s on the list. I know… why take a merit spot when it looks like I’ll make it anyway. For one, who knows what J-Fed plans to do with the list, and secondly, the extra $$$ would really help…

Good luck to all the new sgts… It’s going to be a long, hot summer and guess who is going to get all the shit jobs!

Here is my problem. I know many of the names on the list, some very deserving, others eh not bad and others just a joke. Now that being said i do notice that 90% of the meritorious are from units and such, which truly is a joke although they will probably end up going back to cushy spots again as they obviously have phone calls. The ones that made it by score AND dont have a phone call will end up on midnights in 3,4, 5,6 7 8 11 15 etc. All shit spots. I wish all the sgts best of luck, just remember you wore blue before u got that white shirt. They will try to brainwash you with how you are now management and its your job to not agree with a blue shirt. And to the guy who said that if u want to make sgt, get out of patrol--- while that sounds great AND true we need a phone call to do THAT too. So dont think because you have a phone call that u are better than the rest of us. Someday your call may disappear and then what? You will be one lonely jagoff. As for the guys that have a phone call, I dont hate you, if I had one i would use it too!! So more power to you. I only ask that you dont be a stone cold jagoff or arrogant prick, we have enough of those!

I through for sure that Steve Peterson would make sure Homan Square (narcotics-unit 189) was not "over represented" in the merit showing. Considering 4 out of the 22 merit were from narcotics alone suggests some things will never change.

Tell you what. Put on some nasty clothes without a gun, star, vest, or a partner and go walk through the ghetto in an area that is infested with violence and walk up to some gang bangers in the street and convince them you are not the police. Have you ever done that? Try and get them to sell you drugs after they take you into a unlit building. Once you are in that building maybe you will be confronted with an armed drug dealer security who is threatening to shoot you and take your money. Maybe they will sell you drugs but make you stick the drugs in your mouth before you can leave. I wont tell you where the drug dealers keep the drugs that they are forcing you to put in your mouth. Maybe you will be sitting in a car with two dope dealers to make a deal and end up in a choke hold with two guns pointed at you. Before you develop your clever response stop and think about what these officers do. These are real situations that these officers have encountered. I will never discount patrol as deserving officers, but these units earn their keep as well. Good luck to all of you.

For the new Sgts you are on probation for six months after your are sworn. The heat will be on you guys and gals that made it off the list to shape up the troops and try to motivate. Merit picks will all be placed in cushy spots and will have no presure on them. So be careful the department can will will get rid of you if you make any majors msitakes. Stay loyal to your POs they are the back bone of this department. Good luck to all of you Sgts. Remember watch out for your POs especially the newer ones and treat them the way you would have wanted to be treated when you first started.

I've been told that the C.F.D. has a clause in their contract that states for as many merit selections there an equal number must be taken from the list.
Ex.) 100 promotions....30 of which are merit, then the C.F.D. must take an additional 30 off the list so that those who would have passed based on their score don't get cheated. Anyone know if this is true? If so why don't we demand that too. Hell, even if it's not in the C.F.D. contract it sounded like a great idea to me!

As a Sgt who made it before meritorious and then got passed over as Lieutenant because of meritorious there is no justification for the meritorious promotion.You see what all you assholes who justify meritorious forget is that for every meritorious asshole a deserving person on the list who scored better got passed over. There can never be no justification to pass over a person who scored higher otherwise why even bother with a test? I remember working S.N.I.P. many years ago probably before you were on the job and let me tell you nothing I did or anybody else did in Narcotics made me or them any more deserving of a merit promotion than any other working police officer. As a matter of fact the standing joke in Narcotics at the time was getting overtime and never working an 8 hour day let alone a weekend. When there were promotions before meritorious especially when there were the big classes of like 250 Sgts many came from Patrol. So jagoff take your justification for the meritorious promotion and stick it up your ass because coming from Narcotics does not make you anymore deserving than any other hard working PO. Before we had all this bullshit and all these bullshit units with all you cry baby new guys when Sgts got promoted they did so by scoring well on a test. Now maybe some were taken care of by their clout but the majority scored well which is the real actual fair way to promote. Back then Sgts were listened to and the rank was respected not like now. All I can tell you is that nobody "deserves" a merit promotion over anybody else. Wish a little jagoff like you would come work for me but I'm sure a straight days weekends off unit 189 "I deserve meritorious" pussy like you couldn't handle midnights in the ghetto.
Now somebody explain the obvious bullshit about only one meritorious pick per unit or district.

Yes, CFD has a clause - it's called the "wrap around" which means if you were passed over for promotion because of a merit selection, you will be guaranteed a promotion. Even if the list is taken down, your name and the names of anyone else passed over, go to the top of the next list. The last lieutenants list had the names of 32 - passed over on the previous list. They were the first promotions made. Seems fair to me.

Those in specialized units have acess to those "special study groups". They are not tied up answering radio calls and have time to study. Bosses that help. In patrol, no one cares about promotion or advancement.

There are well over 1200 in the D div alone.

At least half of patrol has less than 5 years on, which makes them ineligible for promotion.

Some were born to be the police, others just collect a check. You will find both types in units and patrol.

The new boss doesn't know anyone. He had to pick by resume' and the recommendation of exempts who worked with these merits.

The merit system needs more tweaking, but was at least a little better than past procedures.

I don't know about you, but if I was going to vouch for a guy, put my name behind him, you can bet he would be deserving.

You can always find somehing bad to say about someone, but I have heard nothing but good things about most of these merits.

Tell you what. Put on some nasty clothes without a gun, star, vest, or a partner and go walk through the ghetto in an area that is infested with violence and walk up to some gang bangers in the street and convince them you are not the police. Have you ever done that? Try and get them to sell you drugs after they take you into a unlit building. Once you are in that building maybe you will be confronted with an armed drug dealer security who is threatening to shoot you and take your money. Maybe they will sell you drugs but make you stick the drugs in your mouth before you can leave. I wont tell you where the drug dealers keep the drugs that they are forcing you to put in your mouth. Maybe you will be sitting in a car with two dope dealers to make a deal and end up in a choke hold with two guns pointed at you. Before you develop your clever response stop and think about what these officers do. These are real situations that these officers have encountered. I will never discount patrol as deserving officers, but these units earn their keep as well. Good luck to all of you.

I wont say that has never happened. How many people has that happened to in narcotics? Come on. Those nickel & dime bag purchases from hypes does not equate to the number of merit promotions out of narcotics. I will admit that I know one copper from narcotics that should be the C O of the unit after his accomplishments.However, he was screwed big time, and now these one bag wonders get promoted so easily.
