Thank Goodness for Seniority

  • Mayor Richard Daley Saturday predicted tough times ahead financially for the City of Chicago and pointedly declined to rule out layoffs of police and other municipal employees.

    Asked about a published report that the city is likely facing layoffs because of a $400 million-plus shortage in the upcoming 2009 city budget, Daley noted that the city -- unlike the federal government -- doesn't have the option of running up the deficit to fund its programs. Daley sidestepped a direct answer but left the possibility of layoffs on the table.
He's always specifically ruled out "public safety" layoffs. Now in the face of a rising crime wave, no hiring and a budget shortfall predicted to reach $400 million, he's going too lay off police? What could possibly have brought on this change of heart.

We'll probably never see layoffs, but we sure as hell aren't going to see the recruit classes pick up any time soon. Cuts via attrition are working just as well.

Wait a minute. What happened to all the money from the Skyway? What about the revenue generated from the astronomical property tax increases? What about the interest earned over the last year on the money sitting in City accounts that wasn't dispersed to the CPD because we didn't get a timely contract renewal (again). Oh, that's right, it slipped my mind that all that cash went for much more important things like:

- Paying useless ghetto IR numbers to "work" summer jobs

- Bribing International Olympic Committee affiliates

- Buying land along the lakefront for Olympic venues

- Making sure the Alderfucks get above-and-beyond a "cost of living" raise for their part-time jobs

- 1st and 16th payments to a "Mr. Jody P. Weis" for the 3-year remittance of "one soul"

- POD cameras, red light cameras, cameras on CTA buses, cameras on street sweepers

- New streets, sewers, curbs, gutters, landscaping and decorative street lighting in Westside and Southside neighborhoods regardless of the fact that two-thirds of any given block that gets improvements is vacant

- Plasma TV's & the latest cutting-edge technology in bus and "el" stations to keep passengers apprised of bus and train ETA's

- New public schools (some complete with daycare centers so students with babies can get their education AND free child care at the same time (take a wild guess which parts of this great City were recipients of such facilities)

Accept my apologies for the hundreds of other examples that I don't have the stomach to recall; I know you get the idea.

How much did Millennium Park cost again? Hired trucks anyone? I never saw an investigative report on all the wrought iron fencing that popped up around the ghetto areas/projects in the late 90's.

It is disgusting how neck deep in money this City would be if not for the Democratic Criminal Enterprise running it and the County. Obama will bring change though...Damn, I just threw up!

Research management side of negotiatons and you'll see that it's a common technique. Make them afraid of layoffs. There's no way they can justify it in a city this size. More negotiating in the media for the city and we just take it.

All the more reason to keep up the pressure. You ain't seen de-policing yet, mumbles.

If they get rid of 40 coppers they can save about 4 million figure about 100,000 per man (health insurance, taxes whatever). So if they need to save 400 million they will have to get rid of 4,000 coppers. That would be something to see. They should get rid of all the sergeants and detectives, there are about 1,200 sergeants and 1,100 detectives, then they only need to can 1,700 POs.

Why do you think they are firing as many officers as possible right now? They are not replacing any of the attrition and have not for years.

Every year the midget raised the annual budget for the City. Over twenty and more of those years he and his follows spent it on what? Flower planters? Children's museum? O'Hare Airport? Olympic Village? None of which we need now.

Flower planters that you can't see over or around for pedestrians or vehicles. How much does it costs the city to maintain these planters? How many accidents have they caused?

Another museum as if we don't have enough places for children to visit and get educated, one less museum in Chicago ain't going make any difference.

O'Hare Airport expansion. Hell with the rising price of fuel that defies the laws of supply and demand those hub carriers might be out of business soon. The economy just eliminated the need to expand any airport.

How many sweetheart deals have the career politicians given away- millions to their friends and family? How many vendors have been over paid?

Motorola owes the city two million dollars? Are we getting the money back or maybe get the money back and someone goes to jail this time.

How about some tort reform? How much money has the city handed out to lawyers annually for bullshit lawsuits? Let's put a limit on the ambulance chasers.

I bet we don't need a 5 Billion dollar budget. 10 years ago in 1998 the budget was under 3 billion and we really almost 13,500 police officers on the job.

Something if fuck up here. Da mayor is hiding something and it is OUR job to find out what.

This city is a huge economic engine. If da mayor is crying poor again its just a bullshit tactic to hide the Olympic deals and plans being made behind the scenes. And to fuck the city workers out of a pay raise to just keep up with inflation.

Every copper,their friends and families need to start writing the papers,calling in to the talk shows and calling their alderman; demand a contract and that the city hire 3,000 more officers before more of us get killed or seriously wounded.

The time is now,they are gearing up to sink our contract,fire more officers and let attrition continue without hiring.

This is just completely ludicrous,last year we suffered the largest property tax increase in Chicago's history,we now have the highest sales tax in the country and Mayor Richard M. Daley has Chicago in economic ruin.

The City of Chicago has surging crime,violence is rampant on our streets,homicides are again a daily occurrence and we are over 3,000 police officers short and he wants to lay Chicago Police Officers off?

What if Chicago suffers a 9/11 Attack? How many will die because there are not enough police officers? What about the high likelihood of rioting after the November Presidential Elections? Officers are hearing on the streets that there will be riots,they are calling them the Obama Riots.

Mayor Richard M. Daley seeks to enshrine his legacy in his insane quest for the 2016 Olympics which will only burden the taxpayers more,cause traffic chaos,increase prices and make us vulnerable to a potential terrorist attack.

How can Chicago afford the Olympics with budgetary shortfall of $400,000,000? The only surprise of this article is that it took this long for Daley to make the layoff threat considering there has not been a police contract for over a year now. This makes me think the negotiations must be moving against the city, but so much for the agreement not to bring the negotiations to the media which is exactly what this is all about.

To the union leadership and bargainers for the police and fire departments, let him say he’ll layoff whoever he wants, it will never happen with the shortage we already have. Then let him detail how the portion of the $25 Million rehab of Buckingham Fountain that was just rehabbed a couple of years ago coming out of public money, the money already floundered on the Olympic bid, red light camera revenue, and the former CTA lot on Clark that went to his pal for $1.00 that was worth millions amongst other debacles have led to this situation, not his recession or any other matter.

Stay tight officers and firefighters, they are on the verge of having no choice but to give what we truly deserve rather than the usual 1 - 2 percent raise we’ve gotten the last several years. That doesn’t even cover the cost of living increase.

The FOP is still silent while TMA's took away police officer's jobs,S&S,Department of Revenue took away police officer's jobs by writing parkers,red light cameras write movers,civilian lockup keepers,ERPS,dispatchers,civilian desk personel,etc.

These are all gone now thanks to FOP. These were all spots that went to injured officers or those who had done their time on the streets.

Read your contract, every civilian working for the CPD gets the ax first.

A new class of 25 recruits will start Monday, a total of 125 recruits this year! Far below the retirement rate, not counting deaths, firings, leaves. Daley is smart and he controls the press.

It’s just amazing that only every four years the city has a financial shortfall! It just happens to fall about the same time contract negotiations for us start in earnest. Four years ago it was 250 million that went poof as soon as our contract was settled. And you never heard about the 250 again. It will disappear again right after we settle and the city has the last step of the Olympic process starts.

Oh and that little thing that the union got into our contract years ago was laughed at when it was put in doesn’t seem so little if you are at the bottom of the seniority list. All civilians have to go first. By spring time the city will be begging for contract meetings in preparation for the last step in the US Olympic bid to the International Olympic selection committee. I still hope South America gets it after we stick it to the city.

Stop writing parkers and ANOV’s! No money to the city until they bargain in good faith. Write every mover you see and make sure it is a state violation no city codes. Wish everyone a good day from the mayor. TVB every mope you see. Don’t let every mope go without a license. Lock up every little drunk and battery offender. Refuse to work 99 from sunset to sunrise. Back each other up.

That will lead to the one thing the bosses can’t fix! NO CARS AVAILABLE! Repeat NO CARS AVAILABLE! During the negations for our second contract the city would not come to the table the bosses went nuts because of no parkers and public went nuts over the movers. But the only thing that made the city get off of it’s ass was NO CARS AVAILABLE CITYWIDE! And the city could do nothing because all that little shit we let go by on a busy Friday or Saturday night we handled in a very professional manner. In the station. I can remember every single car down on a pinch and all the Sgt’s and the Lt. answering calls. It was the only time in my career that I remember everyone sticking to together and we did it for weeks. Somehow it can’t see it happening more than one or two nights today. But 9 Aug 08 might be a good night to show solidarity.

I think you're right. He's been testing the waters for nearly twenty-years; gradually privatizing some maintenance positions, cleaning staffs and even revenue positions. They were going to have Bally's replace the Gym Staff at the academy a few years back.

Privitazation is a great tool to get unions to back off their demands. It's a win-win for him, too. If they back down, less skyway money he has to part with; if he goes through with it, clout companies, get in line just to hand out bribes, let alone get contracts. It's the new patronage, less insurance costs for the city.

Think RoboCop come true.

I'm not looking for an argument here -- as I remember something about this myself -- just information.

Where exactly is this stated in the current (expired) contract?

There is an explicit section within the contract (Article 13) involving layoffs; however, it does not mention civilians. This section refers to layoffs by reverse seniority, mandatory written notice, a freeze on new hires, and recalls.

I've looked through the letters of understanding but can't find it mentioned there either.

Does anyone know exactly where this is written?

First, put all the Chiefs (CAPS and IAD back to there traditional positions ADS). Put ADS of Academy back to Director. Get rid of positions created for people that do not exsist like Murhpy's spot. See todays Daily Southtown- An 87 year old county employee Virgil Poole..EIGHTY-SEVEN FUCKING YEARS OLD..still working for the COUNTY. He doesn't have a valid drivers license and is out there racking up violations and having accidents etc. He get's suspended for lying to his supervisors about having a license and at a hearing the AFSME union argues and a judge rules they have to hire him back with backpay!

Oh yeah, his clout is LeRoy Martin. Virgil Poole is retired CPD, retired Police Chief of HARVEY PD (great department-not!) and now will soon get a Cook County pension.MUST BE NICE TO WIN LIFE's LOTTERY- Three (3) municipal pensions.

Dog ass probably never earned one of them!

KEEP VOTING DEMOCRAT..SHeople!

Another example:Look at Bill Nolan and Bob Podgorny..Fucked us..but both landed with great post retirement gigs!

We have the highest sales tax of any major municipality in the country, our property taxes were raised last year, city sticker fees keep increasing for S.U.V's and pickups and this bastard is crying poor?
Obviously he'll use this as a ploy that he doesn't have any money to pay any kind of increase in wages for the police. How come all the doom and gloom isn't portrayed in the media when Richie and the aldercreatures are voting themselves 12% raises?

What about the interest earned over the last year on the money sitting in City accounts that wasn't dispersed to the CPD because we didn't get a timely contract renewal (again). - 1st and 16th payments to a "Mr. Jody P. Weis" for the 3-year remittance of "one soul"

- POD cameras, red light cameras, cameras on CTA buses, cameras on street sweepers

- New streets, sewers, curbs, gutters, landscaping and decorative street lighting in Westside and Southside neighborhoods regardless of the fact that two-thirds of any given block that gets improvements is vacant

- Plasma TV's & the latest cutting-edge technology in bus and "el" stations to keep passengers apprised of bus and train ETA's

- New public schools (some complete with daycare centers so students with babies can get their education AND free child care at the same time (take a wild guess which parts of this great City were recipients of such facilities)

who is getting the contracts and the big chunk of monies for all the hourly city workers who only get pennies without benefits?

OEMC has 2 sets of Traffic Aides. One group is paid hourly and are considered part-time. As part timers the are not entitled to any benefits.
The other are "Loop Traffic". They are salaried with full benefits. This group was under CPD control up until 2-3 years ago.
OEMC would be a great place to start either way. This is a Department that at one time had no "Shakman Exempt" positions (except for the Executive Director). Once the brought in a new "Personnel Director" that was connected to HDO, that quickly changed. This happened under Huberman's watch. Really funny that the Mayor later tapped him to "clean-up" the mess city-wide

You have to go to the rank one above that you are concerned about. In other words, according to the Sgt's contract, all PO's must be laid off before any Sgt. Likewise, the Lt's contract says all Sgts must be laid off before a Lt gets laid off.

Sorry to break this to ya. The fireworks at the pier are not paid for by the city. McPier is funded in part by a 1.5% tax in the central Business District. The tax rate downtown is effectively almost 12% I think. Business's that operate on the pier also pay about 15% percent of GROSS sales to the Pier just for the priveledge of having the spot. Also figure that the Pier is the #1 tourist attraction in Illinois with about 20-30million visitors each year. Parking alone brings in millions to the pier.

Wanna real good investigative news story? See who has sales spots on the pier, and how they are related to the Democrats in the City and State, Unions officials etc. Just try and get a spot selling Elotes on the Pier...You need at least the blessing from Blago, Ritchie. SCC will be made the Offical Voice of the CPD before a Cloutless citizen would get a kiosk.

Go ahead and lay off civilians. Most of those spots are filled with full duty officers. Layoofs go by senority within each rank. For each civilian lay off they will bring in a full duty officer. Exempts are experts at this coverup.

I have no friends or hobbies; What should i do?

I hope they include specialized units to put full duty officers on street and use LD officers inside. Let civilians fill civilian positions, not full duty officers. So many full duty officer hidden in units. Look at personnel and academy. Can I say copy room!

Mr. Mayor, Alderman of the 50 wards who will vote on the 2009 Budget this fall should look and do the following

1. Close the position of Tony Ruiz. He is the former OEMA acting director and the city quietly gave him a post as Managing Deputy Budget Director, (source) www.bga.gov Better Gov Assoc.

2. Street Lights and their crews. (Sts and San) Cut the midnight and afternoon shift. Many just drive around.

3. Don't cut the library hours. Stop the violence and keep it open longer on weekends and start some Sunday's. If you care of Children First and that's how you all use in your campaign literature. Take action.

4. Don't reduce the Sanitation aka Garbage man/women. Right now., their is a Serious Shortage of Laborers. Only one person behind the truck and city services are being affected. Why? Because Laborers in Street Operations/ Rodent Control and elsewhere (Electricity) are being sent every week to work in the alley's on Garbage Pickup because of the serious shortage of manpower due to retirements, Duty Disability (some need investigations). The City is using a private non for profit group called "Clean Slate" they are using minimum wage workers to clean vacant lots, sweep main streets. Clean Slate cleaned after the child was taken away at 84th and Gilbert.

5. Audit and visit the Streets and Sanitation Departments, starting at 235o S. Ashland and check all levels and see how many laborers who are not on Duty Disability having office jobs and are paid as a laborer. That explains somewhat why the city is short of garbage men. Get those in the office and put them back on the street and re-assigned to a different Bureau. Those in the office are politically connected. HINT

6. If Streets and Sanitation drops its lower paid workers, then their will be no more garbage men. The city will go private, and this is just the beginning.

7. Cut some of the bus routes. Some are not needed like 43rd St. route. Just stand at 95th and the Dan Ryan and examine.

8. Need new Emergency Vehicles for police only.

9. Get these party promoters who make money in Chicago to get a Business License who rent from the clubs downtown and elsewhere.

10. Cut the exempt positions of Program Director, Assistant General Superintendent, Coordinator of Special Projects in Streets and Sanitation, and Assistant Division Superintendents. These individuals work in highly paid positions in Sts and San and have easy jobs. They are hiding in Bureau of Sanitation, Division Offices, Rodent Control, Street Operations. They have too much FAT in this Dept and many Ward Superintendents whose Alderman lost were given many of these jobs and to stay on. No one said anything.

So stop approving these positions in the Budget, cut these positions

See todays Daily Southtown- An 87 year old county employee Virgil Poole..EIGHTY-SEVEN FUCKING YEARS OLD..still working for the COUNTY. He doesn't have a valid drivers license and is out there racking up violations and having accidents etc. He get's suspended for lying to his supervisors about having a license and at a hearing the AFSME union argues and a judge rules they have to hire him back with backpay!

Oh yeah, his clout is LeRoy Martin. Virgil Poole is retired CPD, retired Police Chief of HARVEY PD (great department-not!) and now will soon get a Cook County pension.MUST BE NICE TO WIN LIFE's LOTTERY- Three (3) municipal pensions.

Dog ass probably never earned one of them!

If people have to go, let it be the old timers- no one will get laid off, the old timers get out early (which they should anyway, just like state), and it will benefit the rest of us once we make it to 25 years or whatever.....

Is the next ax to fall is our pension? The city wants to get away from Defined Benefit plans (a pension) to a Defined Contribution plan (a 401K). I have two years on the job and I hope that I will be grandfathered in with a pension.

Cut the alderthieves budget. Shit can half of them(we only need 25 police districts to take care of a city this size but we need 50 aldermen? excellent news story media, try to come up with some story on that). Stop changing all the plants in those stupid planter boxes every month whether they need it or not. Why are there 4 guys on a garbage truck when all the cans are plastic, have wheels and the trucks have lifts to pick them up? My building has a big steel dumpster that ONE guy pushes to the truck, puts it back and drives the truck. Eliminate the "I'm the truck driver and that's it" position, make him use a shovel like the other 4 guys, after all nobody drives us to our calls and waits in the car while we handle the jobs. Looks to me like Streets and San is the biggest waste of money so start the layoffs there. And most of all, FUCK THE STUPID OLYMPICS!!!
