Short 250? 400?

  • The Chicago Police Department is down hundreds of officers despite pledges by City Hall to boost the force to combat growing violent crime, police union and department officials confirmed Wednesday.

    Police Supt. Jody Weis, facing criticism over rising homicide rates, promised aldermen to expand the department by 75 officers as part of an effort to put more officers on the street. But City Hall has not approved department requests to hire enough officers to keep up with retirements and other attrition.

    Mayor Richard Daley has said the city must reduce personnel costs in the face of a dismal economy and a gaping budget hole but has not specified where the cuts could be made at this point.
Daley makes J-Fed walk away and keep quiet:
  • As Daley hailed the opening of an extended runway at O'Hare International Airport, Weis waited at the edge of the crowd for more than two hours. After the event, as reporters asked Daley about police hiring, Weis stepped up to the microphone stand.

    That's when the mayor abruptly ended the news conference. Daley said he would talk today about O'Hare expansion and nothing else.

The shortage numbers are way more than 250 or 400. That could be total hires, but if you want street strength, we're down 1,000. Easily. You want proof? How many down Beat cars on midnights where you work? How many 99 units? The Department hasn't reduced the number of beats, that's for sure.

There should be a contractual agreement that the CPD must be manned at 97% manpower at all times. If you need to hire then do it, LAPD has a test every few months.

The mainstream media is finally picking up what we having been saying for years. They are still blatantly lying about the extent of the manpower shortage but at least they are now being forced to acknowledge it.

I encourage every officer to read the article and comment on it,e-mail it to your friends and family and take action. Call your elected officials and demand that they ensure you are safe by hiring the correct amount of PO's. Why do districts like 016,008,022,020,019,017 have to suffer while the tactical and gang teams are routinely stripped from them? What will happen if there are Cubs/Sox Riots,Obama Riots or a 9/11 type catastrophe???

I have written to both Presidential candidates asking them about the lack of law enforcement in urban cities and what there initiatives are to confront these issues. I propose another Federal hiring initiative similar to President Clintons in the early 1990's(Crime Bill Initiative). The CPD hired literally thousands of officers over the course of 1990-1998. The NYPD recently had ONE graduating class of 1,103 recruits.

The City of Chicago is lying to say the least, the Chicago Police Department is down several thousand officers and it is not only impacting officer/citizen safety but taking a huge psychological toll on CPD officers.

The officers have been screaming for more manpower for two years to deaf ears. We need the citizens of Chicago to take action and call their elected officials and demand that the City of Chicago hire more officers before something like 9/11occurs and you are left to fend for oursleves.

This is a very serious public safety hazzard that impacts not only Chicago residents and officers but tourists and visitors to Chicago.

This officer shortage is no joke and may have inadvertently already led to the death of an officer, it needs to be addressed and rectified ASAP.

The Philadelphia PD lost four officers this year and made Chief Ramsey man all 10-4 units.

FOP Lodge 4 (Philadelphia PD) seems to be much better at getting things accomplished than FOP Lodge 7 (Chicago PD).

I believe that FOP Lodge 4 implemented their own health insurance and saved a bundle on the deal too.

After what they have done to this job I wouldn't be surprised if only 3,000 signup to take the entrance exam, even in these dire economic times.

On average only 10% of those who test are qualified to get on the job. The entrance exam,psychological assesment,medical exam,criminal record check,physical fitness test,background check,college requirements,credit check,residency requirement,etcetra knock 90% out or those who are qualified decline.

I work midnights and I was working 99 a few days before P.O. Francis was killed in the line of duty. I stopped a drunk truck driver. He got out of his rig and was able to grab my gun, luckily somehow or someway, he couldn't hold on to it and it dropped. Two guys from the Sun Times truck subdued him and I was able to cuff him. Because of you Daley I almost lost my life. But hey, how about those Olympics right? You don't have enough money for officers but you have enough money for the Olympics?

I don't know if this issue was brought up on the blog yet, it happened to my relative couple days ago. For all those people who live in Clearing (west end of city, 55th st, from Cicero to Harlem) Bedford Park installed their red light camera at 65th st and Lavergne. A lot of people take 65th street due to its two full lanes both ways. If u make a right turn s/b at that intersection on red without complete stop u are fined 100$. Its a tee intersection, there is never any traffic s/b. Take it for what its worth. The camera monitors your full speed too. U can look up your car pictures and short movie on-line. Pictures and movie show speed of moving vehicle. In order to accommodate this new camera system Bedford Park changed their municipal law for it.

The shortage of allotted manpower is just the tip of the iceberg. Look into the number of limited duty officers, convalescent duty officers, and officers detailed to unit 376. None can work the street. Add in the chronic medical abusers and you can figure out why there are downed beat cars. This is the real problem that needs to be addressed.

Does anyone know how many patrolmen (9161) we had ten years ago? According to the alpha/star query, in I-CLEAR, we have 9921 patrolmen (9161) as of today. Although, I don't know if this number is correct because that number includes Mike Mette. I believe the 13,500 number is correct, if you count all police officers employeed by the city. This includes JFed down to the last P.P.O. But the way the city uses police officer implies that we have 13,500 patrolmen.

Once again do you think the men and women blogging here are making this shit up. Beat cars are short period. 1 man cars on 1st and 3rd watch are so common its almost become the unwritten rule. Not to worry about two man cars. The medical, and POW police numbers in unit 376 are soaring , a combination of I dont give a shit working police who cannot get time off so they go on the medical, or the lazy ones hired through a bull shit hiring process who came from welfare to workfare and forgot the work part. Then when they are fired for failing to take police action ( a robbery in progress at a grocery store) the police board says no dont fire her just a long suspension and let her back on. That is Daleys hand picked bunch. The relef factor ( that is the manpower needed to replace a person on a beat car due to days off, medicals, furloughs comp time etc. has almost doubled in the last 15 years, from a level of .5 to ai .m sure now its over the .9 it was 7 of so years ago. That means in simple terms from needing just three officers to staff a 2 man car on one watch you now need 4 officers to do the same thing.

Break that down to the patrol division only .

If you had 9000 police officers in patrol you had 6,000 available to work daily, Now that same number would need to be almost 12,000 just in patrol to continue the same staffing levels at the 6000 available number. Math problem pure and simple.

To get to that 12,000 number what do you do. Add 3,000 and where does that 3,000 come from?

New hires? I dont think so.Have we increased our patrol division numbers or averall Dept. Strength?

No we create more bull shit units and take the manpower from patrol!!!!!!

Exactly the oppisite of what needs to happen. The same thing applies to supervisors

In short the ostrich has had its head in the sand ignoring the growing crisis for years, maybe no one wanted to tell the emperor he wasn't wearing clothes.

Well to quote the reverend Wright ( who is a piece of shit but I love the way he uses this phrase) " The chickens are coming home to roost" The basic unit of law enforcement the uniformed responding patrol officer who has been getting fucked over for years has had it. The J-Fuck edicts affect them the most ,the media bombardment affects them the most. They get injured and killed while working more then any other units in the Department. They get the CR numbers because of the daily contact with the shitheads of society that we pay them to keep under control. Well guess what they have had it. The chronic shortage of manpower due to the shortsightedness of the administration has caught up with the Little Jag Off.

Check these facts out look at the increased number of calls for service,
Look at themedical roll numbers, ( cant gett comp time I dont feel goos tonight) the increased time off benefits, baby furlough days, vacation, comp time, personal days holidays off compared to some years ago so you can gain an understanding of the needed increase in the relief factor manpower. These are all union earned officer rights bargained for under a labor contract. The city failed to increase manpower in the Department to adjust for the growing relief factor. Its a math proble folks. Do the math.

I want to thank you for keeping the pressure on this issue. Over the last few months it's been interesting to read the comments...a lot of which are posted by non-CPD trolls...that the CPD is not short-handed and everything is just fine.

This blog has kept the issue alive and has fanned the flames so much that the heat is finally reaching Daley and even running over on to the Obama campaign. Now that the national news is turning its blowtorch Richie's way, he's running scared.

Let’s send all of the news media a copy of the work sheets every day for two months. One or two people from all 25 districts make a copy every day for two months of the watch sheets and mail it to all of the news media outlets.

Let SCC find out who the sheets should be mailed to directly and the correct mailing address.

Then the media can do a story about how here is no police on the streets anymore. May be they will even do a story about how many police officers have to work 99 and put their live in jeopardy everyday for this city.

we are defintely short at least 1,000 police on the streets....with that in mind the dept brass/media/public all bitch about we are short thousands and thousands of arrests/crime is up blah blah blah....... well here is my thought on this, i could be wrong but fuck it..(this is of course with a good contract)...... in the faster districts officers average about 200 heads a year with about 50 of those being felonies and maybe 15 guns, in the slower districts the average is about 50-75 a year with about 10-15 felonies and maybe 3-5 guns recovered.. lets just say the average of all the districts together, the average police officer should do around 100 heads a year,20 felonies, 8 guns revovered from the shitheads...... (again im talking about these numbers when and if we get a great contract and the fuck up city starts backing us up for once which we all know it will never happen...).1000 missing p/o's in action X's 100 arrest=100,000 more arrests.... 20 felonie arrest X's 1000= 20,000 more felonie arrest for this crappy ass dept...... and last but not least average gun was 8 X's 1000 missing p/o's= 8,000 ....i say hire the missing 1,000p/o's and get us a fucking good contract then you jody/daley/bitch ass public/media would get your motherfucking numbers up.........fuck this dept.........................also with a good contract the avg officer brings in about 5 parkers (avg$50.usc each citation) a day..... 5 X's 50=$250 a day X's 20 working days days a month = $5,000 x's 12months - 1month for furlough 11= 55,000 x's 1000 police officers short = $$$$$$ millions of more money for the city......at the end of the day give us a fucking contract and hire more police officers and its a win win cituation...............west side 5 year vet....sorry if my math was wrong..

The LAPD expects to hire 780 officers by June 30, 2009, which is the end of the fiscal year, said Assistant Chief Jim McDonnell.

The department hired 730 officers in fiscal year 2006-07 and 739 in 2007- 08 -- the most since 1995-96, when 965 officers joined the force.

About 19 percent of the sworn officers are women. The racial breakdown of the LAPD is currently 40 percent Latino; 38 percent white; 12 percent African-American; 6.7 percent Asian; 2 percent Filipino; and less than 1 percent Native American.

"Looking at that breakdown, we've come a long way over the years," McDonnell said.

008 is the same size and population as Newark NJ. ( 26 sq miles and 270,000).
Newark has 1400 cops...008 has 330 (with 30 of them on the medical).
008 leads the city in reported index crime, calls for service and amount of schools. Add a airport a shopping mall and hell maybe we have too many police.
002 (5 sq miles) has the same amount of cops and its one big vacant lot.

Hell, even in the Districts themselves what about the Caps office and those that have overstuffed desk crews.

I work midnights and I was working 99 a few days before P.O. Francis was killed in the line of duty. I stopped a drunk truck driver. He got out of his rig and was able to grab my gun, luckily somehow or someway, he couldn't hold on to it and it dropped. Two guys from the Sun Times truck subdued him and I was able to cuff him. Because of you Daley I almost lost my life.

There are recruits out there, who have passed all their tests and background checks, waiting to be hired on but aren't because that money has been used somewhere else. Until Daley gets what he wants the new budget isn't going anywhere and no new cops will be hired. The whole "hiring freeze" imposed by Daley is a scam; all it's doing is allowing him to take that money and use it for personal interests and favors instead of public safety. I wonder how a dangerously understaffed police force looks to the IOC.

The CPD hired literally thousands of officers over the course of 1990-1998. The NYPD recently had ONE graduating class of 1,103 recruits.

The FOP knows we are down way more than 250 guys. Hell, the city admitted to only hiring 125 people in 2008. We lose 325-400 people a year to retirement, death, resignations, and terminations. In the FOP newsletter every month they list the names 20-25 people who retired. Over twelve months that's 240-300 people right there. You either know personally, or hear of about probably 2 guys on the job dying every month. That's 24 guys a year. A few guys/gals quit every month when you look at a Personnel Order, so that's somewhere around 24-35 people. And then you have people who get fired. Unless the city hires at least 400 a year, it's imposssible for us to be anywhere near 13,500 every year. Impossible! Heard many rumors that the city issued just under 10,000 duty availability checks back in July. If anyone in the finance division, or payroll department can verify this, then that is your true sworn officer total.

Why do we have a National FOP? I have been saying this for a long time. If you have a certain lodge that was able to get a beneficial provision into their contract and it could work for members of lodge 7, why doesn't our fop seek their assistance. Philly and Miami PD fop's have more balls than ours and should show lodge 7 on how to grow a pair. Let's not forget that according to the DEPARTMENTS OWN numbers the relief factor for beat cars is .9

SO that means that if you want to put 75 officers on the street, you would have to hire 143 officers. Or, to put it another way, if you hire 75, you are really putting about 40 on the street.

Hiring 143 would give you about 1 officer per watch per district.

Hiring 75 would get you about half an officer per watch per district

Either way, BIG DEAL.

I just wanted to commend Commander Steve Georgas 018 on his sparring of several Officers in 018. Commander Georgas had the police office at 364 W. Oak closed for whatever reason. Officers were on foot posts when our lovely 37 year old clout baby drove by and saw several lawn chairs being used by Officers. He immediately called the Sgt. and had them all sparred even though no one was sitting in the chairs. What a guy! Also, you will see Steve comment as he always defends his actions on this wonderful blog. It's bad enough being punished to a non bid post at 364 or 365 W. Oak. Looking forward to BOY WONDERS response. GO TEAM CLOUT!!!!!!!!

Never happen. Due to a law that only effects cities in Illinois over 1 million, city never has to negotiate over minimum staffing issues on the police department. They got burned by the fire department over this.

The issue isn't how many people because the CPD is short because the department is not that low but in how the manpower is deployed.

Everyone seems to think that the FOP can simply get language inserted in the contract that benefits us. Remember you are dealing with the Stuttering Prick. It is near impossible to get things beneficial to us, it takes much wrangling and months or years of work.

The present FOP team has done a fantastic job on this new work schedule but the majority of officers will still think they are getting fucked. The average officer knows very little about how hard it is to get shit done when dealing with the city.

For once the media is actually trying to do their job and report unbiasedly on an important issue facing the police department and City of Chitcago.

Keep pressuring Daley and Weis about the manpower shortage. They can't hide forever. Keep pressuring them about the lack of productivity and resentment among officers. Keep asking about low morale, the lack of a contract and increase in micromanagement through cameras, GPS and other new bogus policies.

These are issues that they can't run away from, everyday the Mayor cries poor but then he unveils another multimillion dollar expansion project or new rose garden in Grant park. Instead of paying for these luxury items start providing the citizens with the minimum city services that we all deserve and lack.

97% of what number? all the city has to do is change the number to be 103% of how many cops there actually are.

i am not a big fan of trying to run any enterprise where the labor union gets to decide how many employees there are going to be. thats not a workable solution, and there are times when you have to get by with less due to economic realities.

emergency services should be a higher priority though then less important ones like libraries, parks, and graft.

The city states we are down 275 or so officers from budgeted strength. What the dumbass media doesnt ask is why has the budgeted strength gone down so much over the last 10 years. Lets see the city says we have 13,500 police. That includes Patrol Officers, Detectives, Sergeants, Liuteants, Captains, Commanders. But payroll only issues 9200 checks.
13500 - 9200= 4300

So does the city budget say we have 13500 or 9200?

If its budgeted for 13500. What City Dept. is getting the other alloted monies since payroll only issues 9200 payroll checks?

The base pay for Grade 1, Patrolmen effective 01 January 2007 was $43,104 salary.

Lets see take the 4300 difference from above multiplied by the salary ($43,104)for Grade 1.

4300 x $43104= $185,347,200.00

So how many positions? Does the 13500 include civilians too? Who is getting the $185,347,200.00?

Yes, Philadelphia has a much better health plan than the CPD does here. They also have a two tiered pension plan paying 80% or 100% of salary depending on hire date.

Do you want that here on the Chicago Police Department? You can have it. The max salary for a Philadelphia Police Officer is $54,513 a year.

I was not a math major but let's see here, I am a veteran officer with an expired contract. I still make a base salary of over $78,000 a year. If I leave now I would get 75% of that for life with 3% annual raises.

That's more than either 80% or 100% of Philadelphia's PD pension.

Everyone always points to other cities and says why can't we get that here.

We can.

We can get what other cities have if we want to cut our own salary because, and this might be hard to swallow, we have a better contract than does the Philadelphia Police.

We are paid more than Philadelphia or New York. And we have seniority rights that New York PD only dreams about.

Occasionally some other city leapfrogs over us in salary, but overall, we are near the top in the country. If CPD officers would realize that they might have to stop complaining so much. Never happen.

We have light duty spots for IOD officers IN OUR CONTRACT. Other cities do not, most specifically Baltimore. The Baltimore Police Union took the City of Baltimore to court over light duty spots. They lost them ALL, all light duty spots for on duty and off duty injuries and illness.

Our IOD spots are guaranteed and the city wants to define a certain number of spots for non-IOD injuries and illnesses. That is presently NOT in the contract.

It seems to me that some is better than none, but I might be mistaken, I know I never make sense when I speak truth during a locker room rant, the shouting gets overpowering, all that gets heard is "Fuck the FOP, the FOP screws us." Yeah right. You all are getting screwed. Occasionally perhaps. But most definitely not near as much as officers in other cities.

I know that most will not believe this, coppers never do. They refuse to believe that they have it good. So be it. Keep complaining. I just smile and keep walking.

There are issues that need improvement, no doubt. Officer deployment is one huge problem, 10-99 cars during hours of darkness is another. Officers can stop that tomorrow. Simply submit a To-From report refusing to work alone. Then the WC will threaten you with no time due. So guess what, most officers will work 10-99. Don't go to disturbance calls or the like without backup, that's all, wait a few blocks away until they get you a backup.

One other thing, this FOP administration is doing a much better job than any other before it. Not yet perfect but much much better than Nolan or Dineen.

If you don't believe it, ask a city labor attorney or Mayor Mumbles. They hate the FOP with a passion. FOP must be doing something right to be so disliked by the City. Keep it up I say.

I work midnights and I was working 99 a few days before P.O. Francis was killed in the line of duty. I stopped a drunk truck driver. He got out of his rig and was able to grab my gun, luckily somehow or someway, he couldn't hold on to it and it dropped. Two guys from the Sun Times truck subdued him and I was able to cuff him. Because of you Daley I almost lost my life. But hey, how about those Olympics right? You don't have enough money for officers but you have enough money for the Olympics?

I was at a birthday party in another state a couple weeks ago--randomly started talking to a guy who worked for a contractor for the park dist. Jokingly, I asked him about how much corruption there was.

Unbelievably, he told me EVERYONE gets paid--but he said that somehow everything gets done. He LAUGHED when I asked him how extensive it was. I asked him to tell me how it worked and to name names.

He told me he had recently retired and did not want to end up in a trunk.

Even though I've known it all along, it was still very disappointing to hear.

Seriously, the guy was afraid he'd be found in another state!!!!

I'd be more than happy to show the FBI all the corruption I've come across--they just don't want to listen.

If that story about the Sun Times driver and helper is true they shoudl receive some form of commendation from the city and their employer. That situation could have easily been your EOW.

The city does give citizen commendations and I am sure that the Sun Times would do something for them too.


It is important to provide recognition to a citizen who puts his/her life in jeopardy assisting us. This acknowledges them as a hero and encourages others to help us and not walk by.

I believe a Boston copper was getting his ass handed to him in an arrest situation while 99 and a multitude of people just walked by and didn't break stride. Finally a few honorable citizens jumped into the fray and assisted and called a 10-1 via cell phone ending it.

Hell, even in the Districts themselves what about the Caps office and those that have overstuffed desk crews.

Majority of CPD recruits were off today. Part of the new project at academy. Bridge week. replaces psych workshop, a proven and very effective program for 30 years. Now recruits are pushed hard, causing numerous injuries and the result? The new breed of recruits. One week of bullshit screaming and running will not make a difference. New, cute uniforms worn by staff. Really hot! Oh my!

There are 161 recruits in the academy right now and 40 of them are the Metro class. 121 CPD recruits and none planned for the rest of the year.

If you work 99 you have to be safe and wait for back-up...as Officer Francis showed us, that simple disturbance call can get you killed by someone you don't even think is a threat.

McCAIN WINS first Debate. Way more knowledgable on foreign policy dealings than Obama. Obama looked pretty sharp though, but you could tell at times that he was winging it with rhetoric. No substitute for experience with Foreign Policey and Military matters. Tonight it showed through, clearly in McCain's favor.

OT: I was at EM's funeral today...his sister spoke to everyone and reminded us that we shouldn't sweat the small stuff. She actually gave a beautiful speach today and yesterday at the wake. I think we all forget sometimes that through all the BS that this job entails we have our family, friends and loved ones. We have to remember not to get caught up in all the meaningless crap. We never know when it will be our time to leave this life. Enjoy everyday and always tell those you love that you do love them. RIP EM and all of those who we have lost. You are in our thoughts and prayers.

The shortage of allotted manpower is just the tip of the iceberg. Look into the number of limited duty officers, convalescent duty officers, and officers detailed to unit 376. None can work the street. Add in the chronic medical abusers and you can figure out why there are downed beat cars. This is the real problem that needs to be addressed.

OT: Is it true Ron Huberman is going in front of the Pension Board, Monday, 29 Sep 08, to request CPD pension credits for the time he is working for the CTA? He says working for the CTA is part of Homeland Security. If this is true the pension board trustee’s should be flooded with calls on Monday before the meeting. This is absolutely outrageous.

Wow, what crawled up this guys ass? If you read the initial post the investigator has been telling this kid he was going to get hired like over a year ago. I would be pissed too. I remember when i was told I was only a month or so out i quit my full time job and took a nice trip across the country. I believed and trusted the background investigator and in my case he told me the truth. Had i been in this kids shoes where the investigator keeps lying to me for over a year i would be fuckin pissed.
So you old timer with only "2 years left and out" why don't you do us a favor and retire early. You know you're the old salty guy that thinks he knows everything, doesn't do anything and the guy nobody wants to work with.

Hey Butt Breath...we still love this job and what we do...we just want to know we're not going to go to jail for doing our jobs, and we want a contract that is fair.

And we are still doing our jobs, we're just not the coppers we used to be.

I worked in a yuppie district until I couldn't stand it anymore. Was taking a shoplifter out of a Jewel, and she started screaming, and trying to lay down, as soon as we got near the exit.

Customers were actually yelling at us, saying 'stop mistreating that girl!' They did not see behind the scenes when she BIT me, and kicked me in the shins.

That is a mild, mild example of the crap we have to put up with...especially from TROLLS like you....go find another blog. Sir.
