Seems someone (the Commander) got dumped out of Special Functions Group on Friday and became an Inspector rather than return to his career service rank of Lieutenant. And that might not be the only one.
Nice to see that the administration still lacks the wherewithal to admit it made an actual mistake promoting someone beyond their means and still provide them a gold star opportunity. So much for J-Fed actually being in control of anything - seems the rank and file have a better feel for the pulse of anything this Department does than the press, mayor or brass.

I work in SFS and John was a good boss. He stood up for his guys and knew what he was doing. It seems he got dumped for not forcing his guys to sign off on a waiver that would allow them to be detail to detached services and NOT get the Sgts pay that went along with it. Say what you will about the dept, and even John, but the brief time I worked for him, he was a very good boss. I'm glad they didnt knock him down to Lt and are letting him pension out at inspectors pay.

An Inspector is a Lieutenant by civil service rank. It's a cushier job than being a Field Lieutenant or a fill in watch commander, but the rank is Lieutenant.
No extra pay, but a company car.
Most of us have realized for some time now that we really have two departments.
We have the corporate department made up of most of the officers and supervisors at HQ's (and I'm not talking about those officers who are close to retirement or have been injured IOD,you deserve a spot). The others I have no use for. Or the clout babies in CAPS and the front offices in the districts and the medical abusers that shamelessly abuse the system and the department lets them get away with it. They should fire em and let em fight to get their jobs back. Even if the department loses, you don't make it easy for them. God how the department wastes manpower
Then you have the street officers who go to their jobs,write paper and are proactive. Thank God we still have some on this job that still take their vocation seriously and are committed to helping people.

Bob Evans of the traffic unit was asked to step down also. He requested that he be given until 16November for pension purposes and it was allegedly granted. 16 Nov. he will retire and there will no longer be a Commander of Traffic.

Normally, you are right on with your posts. However, in this case, you couldn't be more off base.
John Franklin was called downtown last week and was personally informed by the Superintendent that his and several other commander positions were being removed from the 2009 budget. As a result, he was further informed that, effective 01 JAN 09, he was being reverted back to the rank of Lieutenant. He was demoted simply because of budget considerations. Rather than wait, he chose to accelerate the process and go back to the rank of Lieutenant immediately.
FYI, an Inspector is a Lieutenant. There is no extra pay involved. He goes right back to the D4 pay grade. Moveover, because he was Exempt for only two years, he will not receive his commander's pension. He needed to hit three years in order to lock it in.
I have personally worked for John Franklin, and can say without a doubt that he is a coppers boss through-and-through. John has shown himself to be a knowledgable boss who would go out of his way to help an officer in need if it was within his power to do so.
There are many commanders who do not deserve their positions, but John was not one of them. He is a good man who was thrown under the bus to save the city some money. Thats the fact of the matter, plain and simple.

Franklin, Evans (15Nov), and a civilian commander all got the boot. Reportedly Captians union is about to sign contract, one thing they received was 4 additional budget spots for Captains from 75 to 80 and those spots will be in inspectors division? Current Street Insp. to be returned to fild duties as lts. to be replaced by Captains when new list comes out in 09.
JF is a boss that cares about his troops. It will be good to have an inspector with some compassion.

I heard he got dumped sticking up for his people after they came to him complaining that they were being pressured to work 12 hours and only be paid for 8 hours while serving on the Obama detail in Hyde Park.
Allegedly, 35th St called him down to "reign in his people" and get them to play ball. When he refused (to violate labor law or the FOP contract), he was dumped.

The "gold star" of an inspector isn't a promotional "gold star". They are still Lieutenant's and they are paid Lt.'s pay, not commander's pay.
The purpose of the "gold star" is to make them "exempt" from being overidden by any exempt member when it comes to their inspectional job. It means when they walk into your district and demand to inspect something, the commander doesn't have the authority to prevent them doing so by pulling rank.
That's all it ever meant, it's not a pay grade difference and they don't have command authority over a Lt. in the field, other than for the purpose of inspecting something.

Most public museums, like the Field, Museum of Science and Industry and so on will ask you if you are a member. If you smile and reply, "City employee." They are likely to give you a discount. I have done this for many years, but then I get the senior discount these days without even asking.

The Field Museum is free for the person with the star, but only the admission. Special exhibits, etc., are not free.
Also free: Science and Industry, Planetarium, Shedd, The Art Institute (star holder plus one), Chicago History Museum, and any other museum that is part of the Chicago Park District.
Other poster is correct, If you go to the library you can get up to four passes for various museums, but passes are limited. First come basis.

Normally, you are right on with your posts. However, in this case, you couldn't be more off base.
John Franklin was called downtown last week and was personally informed by the Superintendent that his and several other commander positions were being removed from the 2009 budget. As a result, he was further informed that, effective 01 JAN 09, he was being reverted back to the rank of Lieutenant. He was demoted simply because of budget considerations. Rather than wait, he chose to accelerate the process and go back to the rank of Lieutenant immediately.
FYI, an Inspector is a Lieutenant. There is no extra pay involved. He goes right back to the D4 pay grade. Moveover, because he was Exempt for only two years, he will not receive his commander's pension. He needed to hit three years in order to lock it in.
I have personally worked for John Franklin, and can say without a doubt that he is a coppers boss through-and-through. John has shown himself to be a knowledgable boss who would go out of his way to help an officer in need if it was within his power to do so.
There are many commanders who do not deserve their positions, but John was not one of them. He is a good man who was thrown under the bus to save the city some money. Thats the fact of the matter, plain and simple.

The "gold star" of an inspector isn't a promotional "gold star". They are still Lieutenant's and they are paid Lt.'s pay, not commander's pay.
The purpose of the "gold star" is to make them "exempt" from being overidden by any exempt member when it comes to their inspectional job. It means when they walk into your district and demand to inspect something, the commander doesn't have the authority to prevent them doing so by pulling rank.
That's all it ever meant, it's not a pay grade difference and they don't have command authority over a Lt. in the field, other than for the purpose of inspecting something.

Inspector Michael Zefeldt was thrown out of the 025 District by Captain Lou "Fonzie" Arrado in the late 90's. Zefeldt was an ex-gang Sgt in 025 who made LT, then Inspector almost immediately. If this ever happened, we would ALL know when and who, because of the SHITSTORM it would cause for the person allegedly "throwing out" the Inspector.
Now, MAYBE someone's boss told them they kicked the Insp. out, but I guarantee it didn't happen that way.
Inspectors only make observations. The observations are noted on a log, certain of those observations are written on an infraction report, a few actually by the inspector, the rest, at AICD via the COMMANDER of the division's decision. It is then sent out to the district/ unit where the employee observed is assigned to. After that, it is up to the unit supervisor as to what will happen because of the observation.
There's nothing more to it..
What would prompt anyone to try to "kick out" an inspector? It would only give the inspector a triple mover for the day LOL.

I have posted many times, only to find that my comments were not reflected in the "allowed posts." I guess I am just too intelligent and honest for the simple minded and I actuallly know what I am talking about, and am not making up stories or calling Obama names because I have nothing intelligent to say.
The most important thing to all of us is the state of our economy. All of our Deferred Comp accounts are 38% less than they were last year. Inflation has rose 9% and we are actually making 6$ less than we were last year as compared to the cost of living in Chicago, etc.
I am Asian, so I have no interest in the black and white war on SCC, but I am interested in what is said that may sway votes either way. We do not need a multi-millionaire as President, we had one, and it left your almost poor as even poorer. Let me speak language you may understand. We really need someone who recognizes our issues and are actually working towards the rebound of the economy that is working for YOU post readers, the one check from being homeless group!

016 is a huge district and guess what, no manpower. Sometimes there is nobody for an assist. The people that pay the taxes get nothing for the cash thats wrung out of them.
Even when they do get on the street, no working cars, everything is broken down, nothing works!! Some of the guys spend hours trying to get cars to work, but Richies friend have all the contracts, so we pay an get nothing.
PS, why did the city turn down FREE vehicles from the feds???

If you were then, or are now, then those of us that live in 016 would get some damn service every now and then. All 24 other districts have the same problems, and yet most of them manage to, at the very least, RESPOND to calls. And yes I know there are some good cops in 016. They just seem to be few and far between. And before you start your pathetic "listen here ppo" argument...I don't work in 016, have enough time to get there if I choose, and never would because I still like to be in a place where a majority of the people I work with AREN'T dogs. Love to hear what these guys are calling "assault weapons." If the guy has an FOID card what did they charge him with? Must have been failure to register if he lives in the city. A/2 gun team probably doing a made up warrant on the guy's house while he is being treated at the hospital. And for this kind of law abiding citizen you Rambo types want an M4? Bullshit. When they have working cars, they still hide. Blow off jobs and sleep on midnights. Sgts do not moniotr their officers. Abot 30% work while the others lay down on the job.
Just want to make a comment on the people who are bad mouthing the 016th dist police officers...First of all..the 016th dist is some
30+ square miles, the biggest of the police districts in the city...and for all of you who think it's so easy to maneuver around here try getting from Belmont to Touhy in rush hour traffic...I'll bet my paycheck that you can't do it in under 10 mins with lights and siren. Belmont is 3200 N and Touhy is 7200 N...that's 40 blocks!! Next...we have our share of "dogs" as does EVERY police district in this city...the officers in 016 do a great job..let me tell you..I have been up here for almost 2 years now and if I had a dollar for every "city worker" I drove home, I could put a down payment on a car..We deal with everything from drunken coppers,firemen,retired coppers/firemen, judges,lawyers,doctors,senators,ward commiteemen,streets/san workers,aldermen,etc....NOT like in the "Ghetto" where Joe don't give a fuck and either do you because he doesn't know anyone and has been a habitual criminal all of his life. The citizens in 016 are real working people and some have very influential positions..that being said..it makes the officers job a little more challenging.Nothing is easy to handle in 016...a simple traffic accident is a bowl of shit...I will admit that I would like to see some of the kids on the tact and gang teams be more aggressive...they work in a good place and have the ability to protect their own neighborhoods..and who else would one rather serve than their own families / neighborhood?? All in all...the officers do a good job...could be more aggressive but stop bad mouthing them because you have no idea what they put up with and the sheer size of this place and the traffic makes it impossible to respond to crimes immediately like you can in "ghetto" districts ...We are also short on manpower...the midnight watch especially from what I have seen is running almost EVERY night with minimum 6 cars as 99 units...sometimes I have seen it with as many as 8 99 units..and NO WAGON...Ho can we effectively police the homeland with so few coppers?? Amazing story in 016. Suburbs have more officers are duty with a smaller area to cover. Bu then 01 has no political clout. Two useless aldercreatures and apathetic residents. Ghetto districts complaing about a lack of police coverage but not residents and leaders in 41st and 45th wards. And ghetto coppers are the worse. They forget how is life outside their district.
