No More Chases for ISP

Seems the Illinois State Police have joined the ranks of 21st Century policing. The Tribune covers the big change:
  • Illinois State Police say the high-speed crash of a trooper's cruiser that killed two Collinsville sisters last year has prompted dramatic policy changes.

    State Police Director Larry Trent announced Friday troopers must follow a four-tiered response system that limits how fast they can drive.

    Under the first level, called a "code one," troopers are limited to following traffic laws. Officers operating under codes two and three can drive faster than the speed limit, but must call a supervisor before exceeding 20 miles over the speed limit.

    And only supervisors can issue a "code red," directing troopers to drive as fast as necessary, with no limit, State Police Lt. Scott Compton said. Those cases will later be reviewed by a committee, he said.
Limit liability at all costs. Including not being able to enforce any sort of speeding laws since they won't be able to get permission to exceed 75 mph in enough time to catch up to someone doing 100-plus mph. For some reason, we see Illinois highways becoming closer and closer to DeathRace 2000 now.

Why would ISP need to chase a speeder? The way the state looks at it is this: One big lawsuit and you can probably kiss several months of revenue generation goodbye. Instead, hammer the good citizen that may speed but isn't reckless and pays his fines. Besides I've heard from a few different people now about the tickets generated in construction zones that are piling up fines as high as $300-$500 for speeding in work zones. The kicker...an ADDITIONAL $200 fee FOR COURT COSTS!!! Haven't seen the ticket first hand but have heard several stories from friends about their family/cowokers getting hammered like this.

Nothing will change until the pubic decides that the crime of driving at a reckless rate of speed that endangers the public is a CRIME, and that this CRIME, committed by an OFFENDER, usually after committing some other CRIME, should be punished.

The focus, for some reason, is pointed toward law enforcement response to this CRIME instead of where it belongs; with the CRIMINAL who is committing the CRIME.

Now that we're all in this tough financial fix, the citizens should realize that paying CRIMINALS huge amounts of TAX DOLLARS for committing these CRIMES is no longer acceptable.

OK, I've been drinking. That makes too much sense and will never happen in the County of Crook, State of Illinois, City of Chicago.

I'll just turn myself in for being somewhat inebriated while on my own time.

If a Sgt is going to be reviewed, no matter what after issuing a Code Red, will there ever be a Code Red authorized?

Tell that to the rural farmer downstate who is being victimized and his trooper was constrained in how fast he got to the scene.

Its over for the ISP. Supervisors will never take the kind of heat that will be flashed up their ass if somebody is killed. Its a shame ISP has gone this route. Their job is totally different from CPD's. In 26 years, I've never seen a CPD chase/crash that was worth it. ISP on the other hand, polices highways and rural areas. They need speed and are generally competent, rural guys.

To All CPD Officers,

While you might think this is a joke, or perhaps from a troll, it is not. I extend an invitation to you to leave CPD and come work for the PD here in Memphis, TN.

While we have a joke for a mayor like you do, we only have 13 idiots as city council members, instead of the 50 aldercreatures you have to contend with.

Our Director is just as big a baffoon as J-Fed and loved just as much by us as you love J-Fed.

However, we do have a few advantages.

First, Tennessee has no income tax. We also don't have silly taxes like your water tax. You won't have to live inside the city limits, just in the same county. While city schools are no better than what you have in CPS, the county schools are still excellent.

Secondly, we don't believe in being out-gunned. Every patrolman/woman qualifies with our standard issue shotgun, the Remington 870. Every squad car is issued an 870 for patrol, no matter whether it is a one-man or a two-man car. The ammo is 00 Buckshot. After probation, you can volunteer to go through the training, when they put on a new class, so that you can carry slugs, back-up guns and an AR-15. Our duty handguns are Sig-Sauer P-229R weapons, .40 S&W caliber. There is no pre-requisite to be able to volunteer to get slug or back-up gun qualified. The only pre-requisite to be trained on the AR-15 is that you have shot expert with your duty handgun and be recommended by your supervisor as someone who is level-headed. I guess the last part is for those few that all of us know that probably shouldn't be trusted with a squirt-gun.

Getting into a lateral class isn't that hard, as we are hurting for good officers like most everyone else is.

So, come on down. We'd love to have experienced officers.

In most of the counties outside the 7 county Chicago area, the police are few and VERY far between. That's why people have guns - for self protection. But wait until the "The One" (the Antichrist) and Satan's jackals Pelosi, Reid and Frank get started on restricting guns, adding a buck a round tax on ammo, etc.

The autobahn in most of rural Germany, has no speed limit.
The autobahn also has a lower accident rate than the U.S. highways.
On the autobahn, the polizei (police), enforce the laws regarding right-of-way. No passing on the left, all highspeed traffic uses the left lane, and slower cars HAVE to move out of the way for the faster car.

Best time driving, I've ever had.

In all seriousness, my advice is to keep drinking. You are the first person I've ever seen on this blog who has had a coherent string of thoughts and posted something that actually made sense while being sh1tfaced at 4am. Most of the overnight posters here are drunken nitwits who can't spell their own names correctly on a case report or know the difference between there, their and they're when they are sober.

Police departments nationwide are slowly being castrated by politicians looking to appease their political base. They have lost all sight of what they are doing to public safety. In the ISP case, they should punish the officer who caused the fatal crash which killed the two sisters. Responding to the scene of a minor injury crash at 126mph is seriously stupid and shows an extreme lack of judgment on the troopers part. Perhaps he should lose his job, but to punish the entire department for the actions of one is totally unacceptable.

Even the news paper called the decision DRAMATIC, hey ISP Director ever heard of training instead of putting troopers in a trick bag while performing their duties. I sooooo sick of these desk jockeys making policies on the working police when they are in a safe place behind a desk and this policy will never effect them. FOP Nation Wide needs to start taking legal actions against these policies, it is open season on the police and no one has our back not even the FOP. FOP should demand that these Desk Jockeys put on a vest, strap on a duty belt, and work the streets on a regular basis and see what the pulse of the streets are and then set policies to reflect the times.

If you speed (10-15 mph over)on state roads/tollways you will get stopped and receive a ticket and pay a fine. Thats cash for the state.

When you get caught and the Trooper turns on his lights the thing to do is hit the gas. The faster you run the better chance you have of getting away, the faster you go the less chance of a "code red".

Gov. Blago gets money from little speeders, big speeders get away. I drive into work every night on the Kennedy thru work zones and as I do 45 mph I am passed by S/B drivers doing 60-80 MPH thru the work zones. The Troopers are sitting every 1/2 mile with lights on and not ever making a move to stop and ticket anyone. The idea is to squeeze the little guy out of money and don't touch the reckless driver.

By the way is the Little Boy Gov. still carrying his 10 years old daughter around with him at news conferences to use as his shield. Hey Gov. Shithead, she is getting a little too big to carry, be carefulf, the DCFS will be coming after you. You fucking wierdo.

As I recall, the ISP called off a chase a couple years ago involving two guys who later that day attempted to rob bank downstate, resulting in the death of the sherrif.

The troopers can't chase now. most ISP cars are well over 200,000
miles and no relief in sight. The cars are falling apart right under the troopers, and they can not get decent repairs due to budget problems.
Its funny though, right before the last govs election, he got his pets downstate to pass a special "fee" on certain violations to pay for about 500 new cars a year, and all that money has disapeared.
Where are the newhounds on this???

Housing: 44% less
Groceries:12% less
Utilities:25% less
Health care; 8% less

Per CNN COL calculator, $56K there is the same as $73.5K in Chicago.

Plus lower taxes, bigger house for money, quality of life, etc.

Thanks for the support. Our command is killing us. Each day we are required to report/log each thing we do every second of the day. We now have a computer program which requires us to log everything which is reviewed twice a month. Everything we do is on video and gets looked at all the time by our boss. He doesnt have a choice seeing he has to log reviews and send it up the chain too. Now we lay our head on the block each time we drive over the speed limit. Even worse for me seeing I at times will be the one who decides what responce code is approved. Wonder how long until that gets rammed up my ass. Sad days my friends. After 20 years I just want out and hope I make it. I use to be worried about getting run over by a bus or shot by some fuck...which I USE TO love to mess with each day. Now I am just watching my back trying to keep my own from putting one in me. When the public finally starts to cry and wants the crazy shit to end maybe I will fire back up. With the rules we have now Im just here to clean up the mess. Be safe! ISP Sgt

There have been a whole series of incidents (not just ISP) where police speeding when it was unnecessary has caused loss of life or injury to Innocent citizens.

Once in a blue moon the "get there at all costs" approach is appropriate, but it is very rare.

The few cops that constantly violated common sense and safe driving are the ones responsible for this policy.

One thing the ISP had over CPD was the ability to "follow" a car, who fled from CPD, ANYWHERE! I would hear your supervisor come on the air "Uh xx-10, tell xx-12 to terminate". Me, I'd keep going. Why? Because I could! You were trying to stop him for a reason. I'm not going to let him go. UNLESS it was a safety issue. I'd run out to Westmont, Oak Park, Skokie, Dolton, Harvey, or Mokena after a car that fled from CPD. We had a great working relationship. Now, I'm fucked.

I have to keep my camera on when I'm running to a call. I can drive fast to catch up to a seatbelt violator, but not for someone needing help. If I crash, I'm toast! Remember, 45 mph in the local lanes of the worlds deadliest e-way - The Dan Ryan. That means no faster than 75 -ever! 75 mph on the Ryan? HA!!

My MSGT just told me there will never be a code red granted. NEVER. Hmm. So, if you need immediate serious help (10-1), keep waiting. No one coming for a long while. For us, that could be a death sentence. Were short now and barely covering patrols. Who's gonna come save us? We work alone. And to all the desk crews, tell our desk reports waiting it will be about 2 hrs before we get in. Rush hour traffic in Chicago is a bitch.

ISP Road dawg here. 20 years on road. Watched us go to shit. Rules issued out the ass on me. ROC ( Rules of Conduct ) has almost doubled in size.

We don't pursure fleeing felons as you know. Video and audio are always on during a stop, motorist assist, and now on way to crash.
If you drive off when we try and stop you, we let you go. Command pats each other on the back and has a circle jerk they are so happy.

I've lately started to say that if an honest citizen is stupid enough to stop I write them a ticket. If the keep driving, nothing happens to them. I know of roadies that will not call in a traffic stop until the violator has actually stopped. Ops never knows if one drove away on road trooper. Gotta protect your butt with asshats and idiots.

Now I have to ask permission to exceed 20 mph over speed limit running lights and siren. If a feelow Troop is fighting for their life, or you guys at CPD need my ass when you're fighting for your life I have to obtain permission to run over 20 mph to you.
This is unbelievable. But then no it's not.

The committee who thought this up was filled with dipshits and dumbasses. Several were females who never drove fast to anything. One had 3 years on road. Admitted she never drove faster than 85 mph to any crash no matter what... lane blockage, trapped, fire, etc. Had a cow when riding with another trooper who hit median to chase a 90 mph and troop ran 120 to catch car before it go off road. Sha said she'd never been that fast in her career. Guess that's why her seat belt stats are huge and 11-601b are few and far between. One day she'll be movin on up to the east side with stripes.

I never thought I'd see the day when CPD would have it's nuts cut off. 20 years ago I never thought I'd see ISP have it done either.
THe retired cops I talk to say then cannot imagine working under today's rules.

I thought I could make it 26 yrs and retire. I have got to seriously look at contract and decide when to pull plug. The young Troops might be able to addapt and overcome. It is hard teaching an Old Dog new tricks...

My days of tracking down 95 + mph speed, the 110+ speed are done on interstates. I cannot afford to be hung out by ISP with so little time in my career left. New Years resolution is to slow way down.

State statute already requires us to drive with due care at ALL times. This is not the policy that they would use to turn the screws. Now if you kill or seriously injure someone while responding to a call you can be assured the black box will be analyzed to see exactly how you were driving the entire response. And if it is determined you were in violation of the policy...grab your ankles.

how does one safely stop a pursued vehicle using another vehicle?

My MSGT just told me there will never be a code red granted. NEVER. Hmm. So, if you need immediate serious help (10-1), keep waiting. No one coming for a long while. For us, that could be a death sentence. Were short now and barely covering patrols. Who's gonna come save us? We work alone. And to all the desk crews, tell our desk reports waiting it will be about 2 hrs before we get in. Rush hour traffic in Chicago is a bitch.

My brother at the ISP, if you ever feel the need to call a "code red/10-1" you don't ever have to worry about nobody coming for a long while because despite our lack of morale and slowing down there is still one or two things we will respond to balls out and not care what some retarded boss says over the radio. We still got your backs, always have and always will.
