Shortage Hits 022

Actually, it's hitting everywhere, but this is making it kind of obvious that Shortshanks, J-Fed and anyone attached to the City is lying through their teeth to us, the media and the public:
  • Residents in the 22nd Police District are being asked by Chicago police to volunteer to monitor cop surveillance cameras.

    The cameras, formally called Police Observation Devices, or PODs, are mounted on streetlights in neighborhoods and used by police to spot illegal activity, including loitering, drug dealing and other crimes.

    City police Officer Joe Hurley announced that police are looking for POD monitors during a recent Beat 2222 CAPS meeting.

Is this really a good idea? Really? We thought that cameras were supposed to be the be all and end all of 21st century policing. Now we have to ask for unpaid volunteers to monitor police devices, look for criminal behavior and call 911 to report it? What happened to the idea of retirees monitoring the cameras? Oh wait, that would cost money.

And when some civilian or teen (yes, they are accepting teens so they can cover community service hours) is found to be violating the law by peeking in windows (yes, it's going to happen) who's on the hook for the Civil Rights judgments?

Is it true that the new citywide gang unit has the following daily operation planned?

Pick up your squad car at the district you are assigned and then drive to Homan Square for a personal roll call with your leader Leo Schmitz?

For district not centrally located, such as 003, 004, 005, 022, and also the far north side districts, this daily trip and whatever roll call being conducted will basically take at least ONE THIRD OF THE TOUR OF DUTY.

The department is depleting the district of their gang teams, thus less coverage in a district and then wasting 1/3 of their shift!

And the department has the balls to call this an improvement?

This is a disaster in the making. And once it fails, I am sure the dream child of this idea will even be promoted higher up.

That's the way the city works and that's the way the Chicago police department works.

Why dont we pay o.t. to actual Police Officers to monitor these cameras. The most riduculous part of this job is the failure to properly man the streets with "tour extension" patrols and the opportunity to pay Officers o.t. to work their days off in the Districts to supplement the lack of man power. The liabilities of working non police side jobs are not worth it, but with the rising cost of living, taxes and cost of private schools for are kids leaves us with no choice. There should be that option for extra pay. An opportunity that Po's with less seniority would have a chance to benefit from. Speaking of those cameras, they are rarely properly monitored in the Districts. Tell me if I'm wrong, pull an event # for a POD mission, then set the computer camera up and then Pos walk away from the computer, never even able to spend anytime at the camera to observe anything. The Officers at the desk are too busy with the workload of case and accident report writing. I am glad that the Camera people downtown can spot the alcohol drinkers on the camera. The current way this multi million dollar camera system is run seems like a total waste of tax payers dollars. If Officers immediately code those job assignments, do you think they will do anything else for these "volunteers"? Are the "volunteers" going to be taught State law, City Ordinances and Department General Orders? Are they going to court as a witness? Are they going to leave Officers hanging with false arrest allegations when (if) they testify? Hire the "team" members (PO's) so the program can work. Officers that can coordinate with other Officers and document criminal activity on reports to actually make arrests and successfully prosecute in the criminal courts. (Internet surfers need not apply for the o.t.)

Here is one better. The Alderman of the 19th Ward is going around telling the citizens of Bt 2211 that because of their concerns and the increase in crime on their bt that she is adding a 2211A car to their bt. That this car is not to leave their bt. Well guess what? A recent check of the 22nd District shows that not only is 2211 of it's bt but 2211A is off the bt as well!

A check of the bt history for 2211 & 2211A on a recent tour showed both cars off the bt except for two calls and a lunch taken on the bt!----------------What the Fuck!

This city is bullshit and I can not wait for it to go down in flames

Additional reasons this is a bad idea

1. If they observe a crime, they will now be a witness that must make a positive identification, appear in court, and be subjected to questions by the defense.

2. The gangs will be happy to monitor their turfs, and the turfs of their rivals.

3. The monitors will be able to relate to those on the street exactly which area is safe to hit....view residents leaving houses.....notifying friends to burglarize, home invade, etc....While of course, their monitoring skills will be directed elsewhere. Don't forget the ability to now relate to fellow gangs which rival gang members are on which corner.....


Sounds like king daley should hold onto that skyway nestegg and use it to pay off the future lawsuits that this will bring.

I'm sure that it won't be hard to find expert testimony on how the city should have known that it was placing it's citizens at risk by partaking in this activity....

Wow.. I am forced by this shity to live here. I pay taxes and now I have LESS police service.. nerd star chasers are performing police functions....

Will I get a Tax REFUND since I am performing duties the POLICE should be doing.. oh.. they can't do them since :
1. We don't have enough
2. The ones we have are in 'units' who requirements are to be off PPO status for 1 1/2 years (wow what salty dogs.. thought tru was bad)

1)You will also let the bad guy use the POD also quickly all on the street will know about them.

2) Will the citizen go to court as a witness? Seems they will have to since they saw the crime and was the person in control of the POD.

3) Will the citizen be trained like we had to be with laws.

4) What happens when the citizen makes a mistake and the Officer makes a unlawful arrest due to the POD watchers error? Will the citizen be sued just like the Officer?

5) As Gomer Pyle said "Citizens Arrest, Citizens Arrest".

If true what a mess it will be we will now take orders from POD watchers.

I think it is time to stop all the whinning. people are getting layed off in huge amounts across this state. We are lucky we have a job and can still somewhat pay are bills.
We are not going to get more police any time soon and crime is only going to go up as people get more frustated with the economy.
The police dept is only trying to keep a level of policing operational with no funds. Grow up and thank God your job security is not based on the stock market or retail sales.

Hi Coworkers! (Hey, you better acknowledge me! I got my eye on you!) Can any other supervisors help me out? My goal is to have my officers hate me as much as humanly possible. I mean I already enforce assigned lunches, no lunch anywhere past 1.0 miles outside the district, no travel time (ha!), ride on all my officers jobs so I can micromanage as much as possible (wtf is 'discretion'?) and I like to obtain CRs whenever I can... (That's the wrong address you used on a T-stop officer, sign here!) My goal would be to have everyone leave the watch, so I can collect a paycheck for supervising no one! Pretty slick huh? Any imput from fellow jagbag bosses like myself would be greatly appreciated.

the only POD west of longwood dr is by beverly park. but as usual, white people dont complain, therefore nothing will ever get done about the lack of police presence and manpower on the west end of 022. more citizens (police, police families, and non-police) of beats 2211 and part of 2212 and 2213 need to call rugai's office and bitch on a regular basis. also call the 022nd district commander's office too

I am normally in your corner, but you are absolutely in the wrong to publicize Joe Hurley's name like he is the author of this ridiculous policy. Joe is a great guy and he is only doing as instructed. It is the D/C's stupid idea, not Joe's idea, he was just the messenger. You could have simply written, 022 CAPS Office personnel, instead using Joe's name.

As we all know, this job has many diverse personalities with many different attitudes and capabilities, but Joe Hurley is a very decent man and Police Officer and to make him out like he is some renegade going it alone outside the bounds is absolutely wrong. This is the very first time I have ever written these words, but fuck you SCC.

Alas, I live on Bt. 2211/2211A. Only recently our street was designated as "Permit Parking Only." The permit cost $50.00. I bought one to be legal. Only problem is, with all the radio jobs,no one ever has time to come around and write the illegal parkers every now and then. I respect each of you and know that, for good reason, you do not wish to add any income to Mayor Daley's coffers.

When you do get a fair contract will you ask the Mayor if I can have my fifty bucks back?

as a old retireee from the laughable 022 dist, 8 years, i would strongly suggest that the comm. staffs this unit with the fat unqualified chicks that would tell you right out that their hubbies told THE GINGER that they where not to work east of Western, ans also these same jokes were the 1st to office run and be the watchs stool pigeons, they were useless then and im quite sure since i left there is a whole new crew of these types filling the rolls.

You wouldn't want this. Many of those civilians would be young men and women, some of them former military and current reservists, people who want to make a difference, well trained and eager to do the job.

They wouldn't 19P calls without even showing up; they would listen to the radio; they would answer up when a PO needs another car; they wouldn't dog a paper call for hours; they would back each other up - just a few of the things that are rapidly becoming common behaviors among the growing numbers of well-paid dogs on this job.

In other words - a good corps of civilian volunteers would put a large percentage of the CPD to shame.

Go ahead and flame me all you want, but I'm getting sick and tired of all the crybabies on this job whining all the time. What's worse, you have so many excuses not to do the job you're starting to believe your own bullshit.

Those of you who refuse to work - I hope you will also refuse the retro check when it come through.

I live in 022 and unfortunately the only time I really see a beat car riding around the district is if they're hitting a lunch spot or a 7-11. Maybe it's not the beat car's fault, because these fuckin dispatchers will send you to the ends of the earth to clear their board, but if they created a 2211a to STAY on the beat, the dispatchers should be ordered to keep the car ON the beat. Working folks need police to patrol the area too....

So far the only time I even hear of the POD camera's is when I get a drinking on the public way assignment. The narrative is generally something like "POD watchers observed a male drinking from a paper cup sitting on the park bench." or "female drinking from a bottle in a paper bag on the corner." Sorry, it's not illegal to drink from a cup in public and if the bottle isn't in plain view I can't be sure that it is alcohol can I? 19P.

NO, the gang guys are being assigned to the area, they will report there daily, not their former districts, their cars are going to the area, they will no longer be assigned to their district, they are becoming part of OCD, no longer in patrol. They will not report to Homan Square...

Hey, now!


We may be on to something here! J-Fed sez we need to find new ways to fight crime. Why don't we auction off the rights AND use of the PODs to the gangs? We could then force them all to purchase PPLs (Personal Pod Licenses) like the Bears did at Soldier Field. Any new interest in buying a PPL by new gangs or gang members, would require a service fee to be put on the waiting list to purchase POD licenses, or the WLTPPL!

Of course, for recruiting purposes they will want to "advertise" in their competitors territory in order to attract more competant executives and so they could spray paint their gang logos and "want ads" on the light poles. We can get them bidding against each other and raising the bid amounts into the stratosphere. We'll soak up enough illegal drug money to balance the city budget, AND help keep the gangs in check.

They will also be stellar observers
of these cameras in order to keep their drug trade operating efficiently. They can protect their turf, identify their enemy gang members, strategize about marketing concepts, and testify in court, since they are probably more familiar with that, than half our sworn department!

They'll obviously be able to operate with impunity, since J-Fed is de-emphasizing drug enforcement. That, in turn, will free up more manpower for the new, yet to be formed, citywide ECF Unit, (Extra Cop Force), that can be deployed to any district in the city with a manpower shortage (say less than 3 cars working per watch). All this can be done without raising taxes!!!

Since we need to save funds for the city, I propose that we not only roll back the alderscum's 6% raise, but also make their part-time jobs voluntary, as well! I'll voluteer, knowing there is a $1.3 million fund for each ward that does not have to be accounted for.

And, do I see any hands to volunteer for the office of the Mayor of Chicago? Just cutting out half the BS kickbacks and payoffs that this mayor is involved in and the US Attorney will be ecstatic and you'll still be a millionare.

I know I'm not the only one with great ideas for keeping this town solvent. Maybe more examples from the Blogosphere would be in order and a humorous thread to run for the holiday? HAVE A GOOD ONE!!!

Do you really think that there are 'no funds' available for one of the three, most vital to society, governmental functions, ie., law enforcement, fire protection and emergency medical responses?

When there are plenty of funds available for non-essential governmental functions, ie., 'Jumping Jacks', 'consulting contracts', 'public relations propagandizing', 'mismanagement patronage armies', 'the overpaid friends and family hiring plans', 'equipment leasing contracts', 'think tanks designed to think solely about new ways and means to tax the working citizens into poverty', 'predominantly useless TMA's', 'revenue enhancement trolls', etc., etc., etc., ad infinauseum?

C'mon, city hall troll, you can come up with a more deceptive and convincing argument than "I think it is time to stop all the whinning."

This was an idea from downtown. 022 is the pilot District. If it works there, it will be expanded citywide.

Every volunteer is checked out. Any arrests, they are out.

And it should be retirees or special employment. More circumvention of the contracts.

Just so you know, this was not the idea of the 022nd Dist Commander, but rather from Ald Rugai. She initiated the idea of having citizens come in and monitor the PODS because they were not being used in the 19th Ward where she has people, only in the 22nd and 34th wards (Howard Brookins and Carrie Austin, respectively).
When problems were pointed out to her as several people here already stated, she insisted on having PO's monitor the cameras at all times. Light duty people were doing that already.
I can't confirm how, but downtown insisted on 022 beginning a pilot program for citizen POD watchers, and this is what came up. If successful, this will be a program in all districts.
Note that kids watching the cameras must have a parent with them, so that should knock out a fair number of kids who might otherwise volunteer.
No word on the testifying in court aspect or the problem with street stops turning into beefs from these camera directed assignments from the POD watchers.

CAPS office is assigning a new LT (former ADS) to the Fusion room with two POs, second and third watch, they will monitor identified problem areas. They'll be part of a new section of CAPS office (Intelligence led policing section). The way its set up each po can watch 8 cameras at one time at the work stations.

This comes out in a report, which filters down to the various cmdrs, and back to the WCs. If Keith is enforcing it, it's only because of the feedback for NOT enforcing it. Maybe some of you lazy strokes out in 005 should take your lunches closer to your assigned times, as they're posted on your roster, and quit whining. It's not like you day watch MFs over there are blazing a trail to the hot calls or anything.

I said in the past and I'll say it again, hire back part time retired coppers to work (suppliment full time officer) and now for viewing of the pod cam in the districts. It's a win-win situation for both the retired officer and the city because they don't have to pay insurance etc. Plus, the retired guys know what to look for.

This is a pilot program introduced by 19th Ward Ald Rugai allowing citizens to volunteer to monitor POD cameras in the 22nd District CAPS office only under the direct supervision of a community policing officer. Volunteers undergo a background check before being allowed to operate any equipment (this includes any teen volunteers and their parent/guardian). Teens must be accompanied by their parent/guardian. The supervising officer will get event #s for various POD missions and those cameras will ACTUALLY BE MONITORED during those times. If volunteers see any suspicious/criminal activity, they notify the supervising officer who then checks it out and THE OFFICER NOTIFIES THE ZONE OR CALLS THE CELL PHONE OF AN AVAILABLE TACT UNIT (volunteers don't call 911 themselves). Why don't the supervising sworn personell just monitor the cameras themselves? There are 3 different stations that can be montitored at once and the sworn member is usually busy doing other work (reports, etc.) at the same time.

There is a lot of misinformation here. POD Watcher volunteers go through a background check like any other CAPS volunteer. The cameras are positioned in a way that makes it difficult/impossible to look in windows. Volunteers can only sign up for time slots when sworn members are working alongside them--no-one is unsupervised; that way, officers can get other work done (reports, etc.) while running POD missions where THE CAMERAS ARE ACTUALLY BEING MONITORED. Teens monitoring cameras are also background-checked and must be accompanied by their parent/guardian (who is also checked).
The article in which the officer's name appeared was written by a free-lance writer attending Bt 2222's beat meeting and took all information from the context of the meeting.

I live in 022 and unfortunately the only time I really see a beat car riding around the district is if they're hitting a lunch spot or a 7-11. Maybe it's not the beat car's fault, because these fuckin dispatchers will send you to the ends of the earth to clear their board, but if they created a 2211a to STAY on the beat, the dispatchers should be ordered to keep the car ON the beat. Working folks need police to patrol the area too....
