Disaster in 017

What hath "merit" wrought? We don't know how much of this is true, but it's getting so much attention in the comments that it has to be addressed:
  • Well you reap what you sow Mr Mealer.

    [Cmdr] Mealer made a traffic stop in 017. He asked for a car. The radio was dead silent. Now you see what treating your troops like crap gets you.

    No one would respond or come up to volunteer. Yea its wrong but Mealer is writing up/harassing coppers for every little nonsense thing he can. I mean petty crap that makes big bird a saint.

    He brings a new height to micro managing and an all time low to 017. He is our black cloud.

    Mealer then calls for a Sgt and begins to mother fuck the Sgt on scene wanting to know why nobody backed him up. Valid question but just handled all wrong.

    Kind of how Mealer handled the 017 Christmas party making racial jokes about asian people eating dogs and jewish people eating pork. But when your jewish and IAD to boot I guess its ok right Commander? I wont even go into the other humor he displayed on an open microphone.

    So now Mealer states that he will really play hard ball. No breaks. Like he has been supporting his troops all along. NOT!

    I like how he comes to our roll calls threatening us that if we dont start producing numbers he is going to spar us. Let me say this Mr Mealer Commander guy. Please do so, you make us all rich.

    Here is what I suggest to the troops. Let him spar us for our activity. Last I knew there was no G/O stating we had to write tickets and parkers. Second of all sign off on the spar and take the time he gives us. Grieve it and get a class action law suit on Mr Mealer the Laywer/Commander and the department. Lets get it on Mealer.

    Lastly....he is going to demand a to/from from all of us on duty that night when he called for backup. Simply state on your to/from...

    R/O DOES NOT RECALL! If you put down something he can trace w/ GPS and catches you in a lie he will jam you. And waste lots of time writing it up while your down in the station.

    Anybody can be a boss Mealer. But a true leader knows how to lead and doesn't have an over blown ego like yours. You catch more flies with honey. We all know your the commander...you just don't know how to be one. Let the games begin.
Has anyone here ever heard of a movie called "The Caine Mutiny"? Humphrey Bogart plays Captain Queeg, a mentally unstable CO who nitpicks his crew over dozens of little slights, culminating in an all out search for whomever stole a pint of strawberries and an act of cowardice during a combat beach landing that results in the XO relieving Queeg.

So do we have a Queeg in 017? An entire watch dropping paper? SPARs for numbers? Racially inappropriate jokes? Cursing out subordinates? From this comment and others, it would seem that the troops in 017 are sending a very clear message as to what they are and aren't willing to put up with. But will downtown hear the message?

When new to the job I realized I was a Chicago Cop when I called for help from an OV on the street (my radio call was just an address and the words "now"), and the whole place lit blue in 30 seconds. Thanks again.

And I plan to keep it that way.

Commanders should not speak at Christmas parties if they are trying to be funny. Another northside district Christmas party went the same way. Would have been OK 30 years ago at a watch party in The Big Easy.

Off topic, but we just wanted to take a moment to thank Rhonda A, for all her hard work. Over the last year we saw you put in 75 or 80 hardworking days here at A/4 Rhonda. You may not have been appreciated in SOS or Narcotics, but we saw the depth of your dedication. You didn't think we forgot about the time you helped process that in-custody robbery offender, did you? We sometimes heard you comment how much you disliked Superintendent Weis. So we really admire your sense of duty going to work in the Office of the Superintendent. We know you don't want to be there, we know you don't want weekends off or the take home car, but you're making this sacrifice for the department and the Memorial Foundation. We all admire and respect that. In honor of your sacrifice, we'll gladly pick up your share of the handouts and other B.S. around here. We're only short about 20 detectives; what's another one? So good luck in Jody's office kid; you busted your ass here in the "D" for a whole year, showed us you are a top notch detective, and deserve good things. Best of luck organizing "the run" and all the other social events you'll be getting D2A pay to plan for the other folks with weekend day-off groups and take-home cars.

The only thing we ask is that when you get your next meritorious promotion please do not come back to the detective division. Do a few months in 018 or 001 and then head back to 35th Street. It's nothing personal, you've shown us you're a top shelf detective. We just need people to come to work more than three days a week and do some work when they're here.

i work in 16th dist, i heard the radio and was wondering why no one responded to the commanders request for a back up. if it is true about his micro management skills, and the way he treats his people, then i say good job..i know for a fact that is commander Riccio had asked for a back up, he would of gotten the whole watch and the D unit to respond. the man is a true leader and respected boss. i/f

In another life, I had a boss like that. Had one-way glass in the front windows so nobody would peer in and steal his "trade secrets" -- not that there was anything to see in front other than office furniture, a fake plant, and knotty-pine paneling.

Wouldn't turn the lights on in the machine shop. He'd stand there in the dark, glowering out from under an Opti-Visor magnifier (you wear it on your head) and pronouncing, "You chase around a lot but you don't accomplish very much."

It really sent me to the Merck Manual, section on psychiatric disorders.

Sounds like Malloy before he left 008. He was talkikng to each officer who wasn't writing tickets (this was 2 contracts ago) writing them up, and he went downtown after that!! Personally i think malloy ruined the dept.

When he worked n iad he made inappropriate comments about gays. The person he said it to told a supervisor who told mealer it offended this person. He apologized and said he didn't mean anything by it. Someone in 017 should have the guts to complain formally about the discriminatory things he says. He is a royal jagoff and a lawsuit the city is waiting to pay! I wouldn't have backed him up either. As far as the to from he can't jam you by you stating I don't recall. Signed IAD rat.

You CAN be ordered to 'leave paper' regarding any dictated subject by a supervisor but they cannot dictate your statement if it may be used in a contentious manner. I'm thinking if EVERYONE adds one sentence to the To-From that is a NO CONFIDENCE comment in D/C Mealer, HE PROBABLY WON'T WANT TOO MANY OF THEM HEADING DOWNTOWN with every SPAR, CR, Statement, etc. etc. You get my drift? He started the high risk warrant team in narcotics, went over to SOS and spear headed the new "legit" SWAT. Ray always found the best equipment and training for his people. Rays resume reads like an action novel. Lawyer trained with Isreals special forces and the list goes on. The Sgt also has a big part in the new MSF unit. I think this is the leadership we have been lacking.

This has nothing to do with if this commander is an asshole or if you have a personal disagreement with him,he is still another cop and when another cop calls for help you go.bottom line. We all have people who we work with who we do not care for and may not care for us but think of this. If you were getting your ass kicked and fighting for your life,would you care if the person who came was a person you hated? No you would want a copper to come.

The commanders all over are probably taking heat from J. Edgar Jody. This is the only way he knows to get people to do anything, discipline them and order them and make them write reports.

There is no better way to lose a work force than how Jody Weis is doing it. His tenure here at the Chicago Police Department will become a textbook study in how NOT to run a big city police department for years to come.

This goes hand in hand with the Richard M. Daley way of fucking up a big city government and it's work force.

Congratulations Mayor and Superintendent. Soon the only way you will have of getting anyone to do anything will be to write everyone up and suspend them. Two peas in a pod, two big fucking liars.

If Jody ever expects to lead me into battle he is sorely mistaken. Jody reminds me of Russian Generals who had troops behind the troops on the front lines. The troops behind were under orders to shoot the front line troops if they did not advance or tried to retreat. The situation here is getting to be similar.

I never before heard of a Commander calling for backup and no one responds. If this is entirely true it is a sad condemnation of the leaders of this Department.

It is also a metaphor for the entire Chicago Police Department. They can give orders but they can't make us follow unless they shoot us.

Where have all the leaders gone?

Fact is this sgt. stole the hidden compartment program from another and claimed it to be his and his alone idea then put together a manual with pictures of hidden compartments. Did this on the backs of other officers. Yea right, he'll be just fine downtown.

After Dulay left, they had a acting D.C. A true leader who motivated his troops and has a loyal following. But, JFED ignored his qualifications and promoted Mealer. Capt TL we miss you. You are a leader but lack clout.

I have always gone to assist at all 10-1's and calls for assist from any and all!

However, I will speculate that in this case, this guy probably wasn't struggling with anyone. He just wanted a car to write tickets to a suburban mother.

Commander Ass-wipe was not calling for HELP. His life wasn't in danger or even being threatened. He does what all assholes with white shirts do- he stops someone and expects a PO to ANOV or ticket someone for him because they are to good to do it themselves! HEY JODY GIANT FOREHEAD!! What he did was come over the air, said he had a 501, and asked dispatch to assign a car. The fill-in dispatcher asked if anyone was close and when no one responded moved on. Of coarse no one is going to want take over the ball of crap this a$$%&^* stumbles upon. You'd have to testify to all this in court. It's not like he had an emergency and no one came to his assistence. There's GPS in the cars. Find one that's close and assign it. Problem solved.

The commanders all over are probably taking heat from J. Edgar Jody. This is the only way he knows to get people to do anything, discipline them and order them and make them write reports.

Ask the bosses in 011 how well that is working out for them? Event numbers, dispersal's, contact cards, arrests, curfews, school absentees, guns, and tickets are all down. When were at roll call do not try to bully us or threaten the troops with lame BS. Speaking for myself, I am a grown man and dont need a pep talk everytime. What I would like is the city to show us some good will and tender us a contract that is fair for myself and family. I would like to receive proper equipment to do our job. Once the 9000 9161's get treated like were an asset instead of a liability than maybe, just maybe I will give a sh*t. Until that I will contine to answer my jobs, back up other PO's and go home to my family but I will never do anything extra for this city or some suck ass boss looking to boost his career while walking on the back of the PO's.

so the story is correct,the traffic car in 017 showed up quickly,along with a few other cars,but the fact that no one answered up to his request for an assist speaks volumes.that is why he was embarrassed.no one left him hanging.i believe the traffic car put him in box #2 and asked him his traffic court key.

I tend to agree but, it has been my experience, that when someone in command requests a patrol car it is because they either have an arrest and are too lazy to handle it themselves or they have an arrest and they have no clue what to do since many of them have little to no actual patrol experience.

That's bullshit. If command wants to play the police then play the police the whole way through. None of this, ".... I'll sign complaints....." garbage.

Speaking of IAD, did you notice when you search for a dept. member assigned to 121, they ae not there.

I handled a case where a P.O. was named as an offender. The complaintant stated the P.O. was assigned to IAD.

When I searched the dept. database, the P.O. did not exist. I searched his name, and unit number. Neg, results.

I had to get the Commander of the area to request the info from the Commander of IAD, to verify the P.O. was assigned there.

Why all the smoke and mirrors.

When you are ready to post a list of IAD members, let me know. I have about 10 who vanished from the dept. unit rosters.

If you fuck up, you get what you deserve.

As long as IAD is not out there pimping anyone, good.

You can do a lot worse than Mealer. Mealers midnight watch in 013 was the only watch that consistently produced any significant arrest activity at all. From the sergeants to the PO'S everyone, save a few, hustled and could be counted on. More than a few PO'S, and PPO'S, still have their job's because Mealer managed to finesse them out of some pretty shitty beefs. And he did so by putting his dick out there first. I routinely hear idiot's lament the passing of a "real Chicago Police Department". Well in a real Chicago Police Department you would have been sent home with four days growth on your face and turned in a slip to go home and shave it off. You wouldn't dare stand for roll call with dark brown construction boots and the patches falling off the sleeves of your coat. You would have been sent to 004 or 011 after your second medical absence strategically positioned adjacent to your RDO'S. So whats the problem in 017? I don't personally know the DC in 017th District. And every Officers I talked to had nothing good to say about him. Do I really care about how he handle his position? No, not really, as long as I get to go home and see my family after 8 hrs of my duty. How many times do we see these exempt member every week? Since I've been in 017, I haven't met him or seen him once and I try to keep it that way. I guess I'll do what I suppose to do whether it's minimal activity to answering my jobs, he won't be bothering me and I'll return the same favor to him.
What if anything bad happened to this 017th DC on his traffic stop, who would look bad and takes the blame? EVERYONE in 017 who were working that day. Whether we like or dislike the person, WE still have to come to their location to see if he/she is ok because that's our JOB.

I was working that night in 016. We all heard it on the radio it was great! We heard that the Commander in 017 is an ASS, but that was great. The Dispatcher is a useless P.O.S. the commander ran the plate and said “I have a DUI send me a car, he hit a bunch of cones.” I hope that is in the report. Send him to court!
NO RESPONSE…Priceless!!! The he must have asked for a car two or three more times. Finally he said to assign a car and 1712 said he was coming from a distance. Good for you guys in 017 don’t worry we’ll buy tickets for anyone in 017 that get jammed.

I don't know why dispatchers on radio fall over themselves when bosses get on radio when they want to "play the police" and make street and traffic stops calling them "sir" and "mam" requesting back up immediately. Coppers make street and traffic stops on a constant basis and dispatchers don't fall all over themselves trying to get back up to them and coppers don't expect it unless they request it. Always made me wonder? But then again, why do all these gold stars have "drivers"? Are they such royalties that they are not capable of driving alone but they require a $75,000 police chauffeur? Blue shirts work 99 ALL THE TIME, somehow the department is not concerned for them.

I'm in total agreement. BUT this guy is not the police. He couldn't do our job and is not part of our informal structure of the thin blue line,real police, street coppers or what ever you may want to call it. He is an outsider/administrator whose job is to enforce the formal rules on us. This guy is not of us and thus is not due the regard a copper would get. He is an emissary of Daley, Weis, Burst. I would move heaven and earth to help a copper I don't like. But not a political hack.
This is not true of all bosses. A few at least knew what it was like to be the police, and give us the support we need. But not this guy. SPARs,CRs, and screaming tirades won't make this a better dept.

Rhonda was appreciated...... She was appreciated as the barmaid at Dugan's. She was sooooooooo appreciated by her bosses that she was put in SOS. Where yet again, their gratitude for her HARDON work was so much loved by all that participated that she was rewarded for all that "backbending, kneehurting, sore jawed work" that she was then given a spot in Narcotics for being such a TEAM PLAYER.

I am sure her "bosses" in Narcotics appreciated her dedication to the men in blue and made her a detective for all that sweat she poured into it.

And now as a detective, I am reading she did such a fantastic job, doing back breaking and back bending work that she yet again is rewarded by the bosses that appreciated her "helping" them out.

I say we should all give Rhonda a big hand of applause, for all the hands she has "extended" to so many of our brother's in blue. One good reach around deserves another.

He started the high risk warrant team in narcotics, went over to SOS and spear headed the new "legit" SWAT. Ray always found the best equipment and training for his people. Rays resume reads like an action novel. Lawyer trained with Isreals special forces and the list goes on. The Sgt also has a big part in the new MSF unit. I think this is the leadership we have been lacking.

I disagree with you. If someone who calls for help over the radio or an assist and he is disliked, unpopular, a jerk, etc... Then you go, you go because he is a cop and a brother even if there are differences. Answer: Twice the
manpower on midnights than 3rd watch. If you take a district that is barely average speed and cut the manpower in half, the city saves money but the district goes up for grabs. Maybe, people were occupied when the Commander went on the radio. From what I hear it was not a ten-one. He got a response similar to a priority 2 job. Offcourse Commander Riccio would have had the hole District including 017 responding. When you cool your cool and when your not your not. I personally feel if you are wearing a badge on duty or off you should get a response when you request for any level of assistance.

Solution:

Increase the manpower on 3rd watch and eliminate 1 man units. Be a nice Commander and actually say hi to the troops every now and then. End the stop missions;they can be mistaken as racial profiling. Ask Captain Liebert for advice. He really knows what the hell is going on and should have been Commander.

Conclusion:

Commander be nice and blue shirts back up Commander. Do not fight evil with evil. It does not work in Gaza and will not work in 017.

And the first PO on the scene would get the paper. This wasn't a call for assist on a man with a gun.

The Fighting 17th use to be a great place to work. It was busy, but not too busy and the biggest collection of every kind of ethnic from all over the world and beyond. (Martians, Klengions etc.)

He started the high risk warrant team in narcotics, went over to SOS and spear headed the new "legit" SWAT. Ray always found the best equipment and training for his people. Rays resume reads like an action novel. Lawyer trained with Isreals special forces and the list goes on. The Sgt also has a big part in the new MSF unit. I think this is the leadership we have been lacking.

i work in 16th dist, i heard the radio and was wondering why no one responded to the commanders request for a back up. if it is true about his micro management skills, and the way he treats his people, then i say good job..i know for a fact that is commander Riccio had asked for a back up, he would of gotten the whole watch and the D unit to respond. the man is a true leader and respected boss. i/f

You know when a police officer calls for help,it does not matter if he or she is black,white or if that officer is the biggest asshole around,you go and help the other copper. This has nothing to do with if this commander is an asshole or if you have a personal disagreement with him,he is still another cop and when another cop calls for help you go.bottom line. We all have people who we work with who we do not care for and may not care for us but think of this. If you were getting your ass kicked and fighting for your life,would you care if the person who came was a person you hated? No you would want a copper to come.

You get the boss you deserve. Any copper not willing to back up another doesn't deserve any respect or breaks. If this is the way you act on the street, you deserve every spar and cr. stop whining and be the police and everything will fall into place. My dealings with the people assigned to 017 over the past 15 years has been that they would cut each other's throat in a minute.

I was in 013 with Mealer and He was great. He let me have weekends off, Sat & Sun. He would aprove all my DUI Arrests. But to all the haters out there I was brought into 013 to do nothing but DUI's.
