The EB Rule?

Administrative Special Order 09-01, issued 16 January:
  • Section II - To be promoted to captain (SES), candidates must
  • (J) - complete the Consent to Obtain Consumer Reports form at the time of application
This is new. Not in the private sector where credit checks are almost universal, and not if you were applying to Vice, but a first for a promotion.

Is this because too many checks people were writing to aldercreatures for promotional spots were bouncing? Or because they're worried Captains in dire financial straits might start selling spots on the watches? Or the EB fiasco.

If you want to be a captain, you better "open your books" as it were. You could take a stand and tell them it's none of their damn business. But then the next 20 "merit" selections would be leaving their footprints all over your back to get that spot.

I always thought (or heard), that assignment to OCD required that the person to be considered would submit to a "credit check" (or whatever they call it), which included named as a defendant in a lawsuit, bankruptcies, etc.....anyone know if "Downtown Ernie B." ever passed that check?

Sorry, but my credit report isn't my employer's business. What, does a 651 score get me a promotion, but a 649 won't? Does having too many credit cards mean I'm not Jody's kind of cop? Does a late payment on my mortgage or Home Depot card mean I can be fired? Until they delineate exactly what it is they're using it for, what the criteria for 'passing or failing' the credit check test might be, what they will do with the information contained in my report... well, they can shove it.

I do not trust Jody. I do not trust this department. And I sure as hell am not opening up my private financial records to this city.

VantageScore max - 990

If these are your VS scores you're sitting very good in the second level Prime Plus category. If these are your FICO scores you're a credit god to lenders.

Are they afraid that a Captain with poor credit might do something illegal? Like maybe get hooked up with an outfit jewel theft ring like a former Chief of Detectives? He was way past Captain and probably had good credit. Right up until the moment he was arrested.

Or maybe that former South Side Captain caught in an FBI car theft sting, on duty who did some time. He probably had good credit also.

This is more FBI smoke and mirrors, meant to give the illusion of diligence. Truth is, a good copper with a desire to do nefarious things is usually much smarter than your average former SCA.

Now if they wanted to keep track of who is spending above their earning potential, credit checks do little, a covert check of credit accounts, spending habits and cash flow into and out of their bank accounts is better than a consumer credit check.

Of course, if someone is dumb enough to have credit accounts documenting spending habits way beyond their salary well, screw them.

If they make me Captain they can check my credit. Credit cards near the max, spending equals or exceeds income. What else is new for the average PO?

A Lt. was crying poor mouth in roll call the other day wondering when the contract would be settled so he can get a raise. This Lt. got a nice fat Shakman check last year at that and has been the beneficiary of clout his whole miserable career.

Not much longer, blessed retirement is on the horizon.

In relation to credit scores, you want your FICO score. That is what means everything.

You can now request a free annual credit report from each credit bureau and check it for accuracy.
This is a very good practice, as mistakes occur quite frequently.

Credit scores aren't issued in percentile. They range from 300-850. Usually anything above 740 is considered great. The scores you list are excellent.

Anything over 700 is considered A+ credit, no one would turn you down for a loan. Congrats! Your score is roughly 600 points higher than the Chief's of OCD.

The answer to your first question - YES. You have to submit a credit report in your pplication.

Answer to the second question - Unknown. But, you can bet your ass that if you have clout, and a phone call, it will not matter.

If true, those scores mean you're a credit god and anyone will gie you credit for anything you ask for. Your percentile rating is probably in the top two percent.

(OT) I'm a hard working tact guy in a fast district. I was thinking about applying for MSF, but I've been told about 10 po's have recently bailed out of the unit? Why is the unit having ANYONE leaving? At first we were told how awesome the new unit was...now we're seeing an opposite effect.
I also hear we cannot wear nylon duty belts and MUST purchase leather duty belts. Is this true? I've been wearing a nylon duty belt for a very long time in tact. I don't think that is fair?
Serious replies only please. I want to make the best decision for my wife and kids. I tend to find that disgruntled or former po's in units rarely have anything worthy to tell a guy like me. I've done it all so to speak. You cannot pull the wool over my eyes. Plus, I have many 10th dist tact friends of mine over in MSF, so you cannot bullshit me! Thanks!

I dont know about you guys but my duty availability has been burning a hole in my pocket, and with uniform checks coming soon I decided to treat myself. I went to check out a fashion show on Mannheim rd (per my sgts recommendation). Just when I thought it was safe to go to Melrose Park shit went bad real fast. I walked into Bobbys Bar and the first person I locked eyes with was none other than bigbird himself. I figured he would remember me from the licorice thong incident at Carls. But Mr. Bird paid me no attention. He was concentrating on getting the ole dutch rub from what I will assume was his wife. I just cut my losses and head up to the playpen instead. Good thing I did because I later read that chalkie paid a visit.

It bothers me for the same reason it bothered me when they 'only' wanted a two dollar a paycheck contribution toward my healthcare.

The door was opened and can never be shut again. Wait til you take the dick's test and they proffer a release for credit check form to you. Wait til they call you down for a drug screen and they proffer a credit check release to you. Maybe it'll become a 'random' issue, kind of like an integrity check.

OCD started the credit checks around 2003. A PO was assigned to DEA and was involved in a theft of 10,000 dollars. He was set up by his own CI. The department later found out that this former PO was up to his ass in debt. The credit check was initiated.

Ok tact guy...here is the skinny you are looking for. If you are tact, then STAY tact dude. Once you get to MSF you will realize like I and so many other tact guys, how much better we had it. No early ducks, you WILL work until 2am no exceptions to include court, you are treated like a child, you have to do standup inspections three times a week, no nylon duty belts, no working out on company time and other than shooting-the training isn't all that.
I am one of the disgruntled MSF people who left to return to tact. BEST decision I made yet!!! Don't judge me dude. I'm just trying to help you and your family. I'm so much happier now. Tact is a great way to further your career. MSF and it's petty bullshit rules...is not.

OT SCC March 6th is this years st baldricks event to raise money for kids cancer research. I am hoping we can have a better showing as a police department this year than we did last year. It would be nice to raise more and have more shavees than the fire department and maybe get us a bit of good publicity even if only for a day. The main concern however is to raise money for childhood cancer research. Anyone with a child would never want to have to experience this. Many already have! Now is not a time to worry about being a pretty boy, raise some cash, shave your head and help these kids! SCC you have posted a couple of times in the past, however last yr it was too late. Lets see if we can post a couple of times before March 6th, this is the BEST way to reach large numbers of coppers! And no excuses about location this year. last year we could only go to the academy, this yr we can do the academy, Area 2 and Area 5 so there is no reason we shouldnt have a good showing!!!

To which I said to my partner, "You would think as an inspector he would know that, and why would anyone call an inspector boss?" I seem to recall a sergeant years ago who requested a promotion from his then immediate superior a DS or a Bureau that no longer exists. The ever helpful DS did put the sgt in however a donation was required. The funny thing was that the sgt's credit was poor and a cosigner was required. I understand the DS agreeded to cosign the loan that was the pay off for the lieutenants bars. The best part was this guy didnt stop at lieutenant and went on to get his gold star. Can you name the bureau? If anyone can guess it I will provide additional hints.

I am so disgusted by another rule that applies to most in the department, but does not apply to exempt. Its the same under the mayor, rules and taxes and salary cuts apply to most city workers, but does not apply to alderman.

I cannot follow "you must back everyone up we're still all blue". I cannot follow "you can hate the person but you must respect the rank".

How can I respect the rank of a "boss" who didn't earn that rank and is humiliating that rank every day he is there? How can I back a "boss" who not only never backed any of his subordinates, but went out of his way to destroy his subordinates?

When does it stop? Why do we have to have pep talks with ourselves upon waking up just to get through another day of nonsense on this department and in this city?

This city and this department has broken us to such a degree of humiliation, anger and regret - they have taken away the only thing we had left - the love for the job.

Can't get better training anywhere in the city? I guess that is unlike the many thousands in patrol where you can't get worse training anywhere else in the country. They show a 5 minute video of assholes talking for a few quick minutes at roll call and that goes in our training record and holds us accountable as being "trained."

What total bullshit. Training on this department is a total shambles and is a joke. If a few elite units somehow manage to get some real training I maintain that it only looks and feels good because the training they have received so far in their career has been so poor.

Any training by comparison seems like good training. Training on this department is something I got in 1985 by law and is never to be repeated or improved again.

I asked Jody Weis directly how come the only firearms training I received in 2007 was that which I paid for myself? I bought the ammo, I took time off and I attended training classes. On my dime and I am the the lowest common denominator, a beat cop working a one man beat car on days. Jody said that would change. It hasn't. What a shocker.

If I want training, I must seek it out and pay for it myself. And I do but only to keep sharp with my pistol. This department is pathetic when it comes to training and if I ever get in a serious beef that will be part of my defense: poor or non-existent training. And I can prove how lousy it is.

Jody has learned how bad training is here and how low the commitment is to constant in-service straining. He is learning the hard way how hard it is to get training funds out of his boss.

When we do get training what is the first thing that usually happens at the training class? We all see it: the instructor promises to get us out early. As if training is something to be merely endured, an easy day, an opportunity for an early exit out the door and a quick arrival back at home.

We had two KIA last year. Frankly I am surprised that each year more aren't killed. Shitty 20 year old holsters and poor training will take their toll, A complacent department that only pretends the police department is highly trained is to blame.

Training a few hundred out of 13,000 is merely window dressing. Stay safe out there.

Training begins with FTO's, a complete joke. After one year hiding to save your job, you are now a two year wonder training new recruits. Generations of PO's with poor or no job training except for the academy. How many large departments ignore FTO's? Then inservice training is a joke. But hope is on the way. The credit check applies to Captains-who are considered exempt (i.e. appointed) since the 90's....you don't test for captain like in the old days-you are appointed. When the captains unionized many years ago, they sold out the testing process for a one time payment of - something like $17,000 or $18,000.
