Crime of Opportunity?

It's probably the worst kept secret on the Department. We're shorthanded. Badly. If you look back at the personnel numbers from the 1990's, we're down not just a few hundred bodies, but a couple of thousand.

For some reason though, it's Chicago's best kept secret. Shortshanks gives the media bullshit numbers and they run with them. Today's numbers that are tossed around are between 9 and 10,000 officers and 13,000 total personnel. We seem to remember the numbers being 12,000 men and women in blue and total Department strength of 16,500. We might be off, but not by much.

In any case, the shooting in 004 took place at a most opportune time (opportune for the shooters that is):
  • Paramedics were called to an alley near East 87th Street and South Escanaba Avenue about 3:15 p.m. for reports of a shooting...
School dismissal coinciding with shift change. You think these jagoffs don't know our schedules as well as we do? This wasn't just any random shooting. According to witnesses, it was building up with idiots throwing up signs for a bit before escalating. And once it all stepped off, the three "victims" were hunted down with ruthless efficiency in alleys and gangways.

All the family denials aside about junior just "turning his life around" after getting out of jail two days prior, this was gang banging, pure and simple. And as it's already March, there are no classes in the Academy, retirements are proceeding ahead of estimates and will increase markedly if a contract is approved, don't look for any reinforcements anytime soon.

It's looking like a long summer.

It's already March? Wow, those ten-hour day schedules actually affected the Gregorian calendar? Powerful stuff.

There's another week til March and there's thirty-one days in the month. They usually give an academy class four days' notice to report. Plenty of time, yet, SCC. Plenty of time. And that new class will bring us right back to full strength. (wink)

Off Topic:
I have just finished watching the HBO Movie special "Taking Chance."
I recommend everybody watch this program. It is one of the most powerful shows I have ever seen. If you do not have HBO, find a friend and have them record it for you. When you see something like this, you realize how much we take for granted. God Bless our men and women serving in the military and our police and firemen here in these United States.

No one seems to care. Daley spends $6 million on cameras and not one of "Chicago's major news sources" bothers to question how this is better than hiring more cops.

Even U of C professors know that having more officers on the street is more effective than technology or "innovative new strategies"

We have less officers on the job and the quality of our Detectives is showing... It used to be you would call, if it sounded like you had something, they would come out and help you figure it out and charge accordingly. Now they don't even want to listen, just try to blow it off ASAP, I swear some of them are becoming worse than Felony review. They give you the spiel, "well felony review won't like it, so just go with the misd." What the fuck!!! I know Felony review is beating you down but whose side are you on?
To the two lazy fucks and Sgt out of area one who said we had a battery and a retail theft, GFU!!! Thanks to another detective doing his job Robbery was approved.
So stop spending more time trying to get out of your job than just doing your job.
This does not apply to all Detectives, those of you who actually want to be a detective, thanks, those of you who want to be snake charmers and scam, Fucking quit!!!

10 hour days would not have saved them. Third watch works 4-2am or 5-3am.

These hours need to change. The overlap should be at the end of the DAY shift when the school kids are dying NOT the bar fights are happening.

WAKE UP FOP and 5th FLOOR!!

The day crew are old timer that are done and want to go home. THEY need the help. NOT the midnite crew that is fresh and ready to rock.

We are short handed and there is not a watch in a busy district that has the time to actually perform these bullshit missions as they are designed. Then you take p.o.'s from the districts and put them in newly formed units depleting manpower even lower. How about taking TRU $ MSF and have them perform all your missions so we can answer the backlogs or just answer the jobs. They have the manpower and the time. WE DON'T!

WC on afternoons is waiting at the door at the time of the shooting to grab PO's pulling into the parking lot for 3:00 rollcall. He is telling them they have to get out there right away. There was one rapid the day of the shooting and two people time due. The tact team (not full) was ordered by the new DC that for the next two periods, they will only to patrol one part of the district which is half of 413. In 004 the tact team is also the school dismissal car. Way to utilize your manpower. The district is way to big and much to busy for the manpower it currently has. By the way Dana, very poor choice in Carter. The man is useless and really doesn't know how it is done.

Citizens of Chicago, you are paying the highest taxes in the nation. You are paying for a full strength manpower wise police department and you deserve it. I feel sorry for those citizens needing us right away. Don't worry, we'll be there. It will take some time, but we'll be there.

Oh, Comm Eddie Welch, whoever you are. If the cameras would have been in a good position and did what you are telling the citizens they are supposed to do (deter crime), then give them an honorable mention. Since they didn't and you obvioulsly have nothing from them or else we would already know about it, take them down and sell them to Calumet City or Harvey or something and hire me a partner. I gaurantee I'll deter more crime than these things ever will.

If anyone is bored, look at arrests near pod cameras. They haven't gone down just because of the camera, they are about the same with NO help from these things at all.

WE NEED MORE POLICE. And a new mayor. IMPEACH DALEY!

If this is true, it's SCARY!

For years I remember hearing that LA could NEVER catch up to the size of the "sworn CPD".

The reasoning was that in Chicago, EVERY law enforcement job was handled by the Chicago Police. In LA, there was a blending of law enforcement responsibility between the LA Metro Police and the LA County Sheriff.

As the most expensive line item in the City of Chicago budget, however, the DALEY CRIME FAMILY is constantly chipping away at this Police Department:

*** City Expressways previously patrolled by Chicago Police, are now State patrolled;

*** O'Hare Airport is now patrolled by Dept of Aviation Police instead of Chicago Police;

*** Other Airport police responsibilities went to the Feds after 9-11 (TSA, ICE, etc);

*** Traffic citations for red light violations are now camera generated as are street cleaning parking violations;

*** Dozens of crime categories that previously were investigated on-scene, are now reported by phone, not even feigning that any follow-up investigation will be conducted.

*** Many other functions in this City previously provided by Chicago Police Officers, are now performed by civilians, ie. police communications and dispatching, investigations of police misconduct, traffic control, parking enforcement, report writing, prisoner control in lock-ups, etc. etc.

It's fairly clear how LA caught up in manpower, but if these changes to law enforcement were a good idea, wouldn't ALL law enforcement jurisdictions be implementing them ? ? ?

The LAPD has been hiring like crazy. Eventhough times are tough, they realize that with the bad economy crime is going to increase dramatically. I would argue that the LAPD is one of the top trained big city departments in the US. The place a big emphasis on weapons and tactics training.
LAPD is far from perfect but probably one of the best things about that department is the LEGIT opprotunity for promotion or advancement into a unit.

They also went thru some extremely rough times in late 90's and early 2000's...very similar to what CPD is facing right now---HORRIBLE MORALE(guys bailing left and right which is easier to do out there, with so many various departments in the area), crappy work schedule (now changed to the 3/12's or 4/10's), lowering hiring standards to diversify the ranks and of course the consent degree which they just cant get rid of. It all comes back to leadership at the top and until CPD gets some, things will continue to get worse before they get better.

SCC-I have been retired for over 9 years, but I believe that you are incorrect about peak numbers. It seems to me that the Department peaked at around 14,500 total sworn personnel, plus another 4 or 5 thousand civilians in the 70's and 80's I have heard a figure of around 12,800 sworn right now. It seems that the problem is not so much insufficient personnel, but rather how they are deployed. Stealing from Patrol has always been a problem, but with 14,500 rather than just under 13,000 it was less apparent.

Accurate, current numbers should be easily obtainable by anyone with access to a department computer.

two things, gang enforcement is a joke they should of left it as it was considering the Lts. and gang teams stayed in their areas anyway now they have to report to an UNNECESSARY COMMANDER AND HIS STAFF, totally waste of NEW UNIT, let the Lts. run it like they always have, second with the I believe 1.6 billion that Illinois will be receiving how much is allocated for "law enforcement"? I believe it has to be utilized within "120 DAYS" so why not HIRE AND PROMOTE MORE OFFICERS!!! Sounds logical...oh yeah it does so we won't implement it!!

WTF! I was just told the Superintendent left for a trip to the islands with his wife. Maybe I am living in the Twilight Zone, but didn't we just have 5 kids shot and killed in 2 days? Didn't we just have 2 HBT incidents during that same time frame. Don't we have Police unrest because of a P.O. being taped trying to do his fucking job. I would not have done it that way, but none the less, he was.

Mayor Daley, this is the man you have running this police department that HAS fallen apart and continues to fall apart each day. Does this mean that Asst. Supt. Cuello, who should be in call back, is running the department while your great Federal Wonder is gone? Isn't Asst. Supt. James Jackson on vacation, or did they have him change his vacation time to offset the back lash of that idiot being in charge?

Once the contract is passed, no matter how bad it is, the seasoned and experienced police will be gone; that means the few bosses that we have left that at least know this department, and was around during true transition times will be gone.

Chicago, just watch, this city is going to shit! I think I will finally get that much needed surgery. Their is absolutely nothing we will be able to do with thing spiraling down each day the way that they are!

Hey SCC, lets put it this way. With the direction the media has gone with their political objectives, I have totally written them off as far as checking to see what’s going on. The years of investigative reporting are now like selective reporting, not by journalism, but by sensationalism. So when I guess your agenda gets around to it, maybe then you can take an honest look at the city and call it like it is and then inform the people, instead of reporting what they believe the people should hear.

Their selective bullshit coverage and their pandering to the corrupt, has just put them at the bottom of my list for information, somewhere around fiction and fairy tales.

They originally reported the 13 soon to be 14 year-old was a sixth grader. 14 years-old and in sixth grade! The best he could hope for is to graduate high school at age 20.

He could have closed out his grammar school years by driving to school in the spring.

Who do these idiots think is impregnating 11 and 12 year-old girls? Not 11 and 12 year-old boys. Try 15 and 16 year-old boys who are still hanging around seventh graders.

But now the papers say he's in seventh grade, so the point must be that he really isn't in any grade. He's just in the school until he isn't. The grade he's assigned to is irrelevant.

What do these dumb ass citizens in this city think all these 19, 20, and 21 year-olds go to high school for?

Learning? College?

Are there any investigative reporters out there with any balls that will look into this? Compare the real numbers from years ago, we're down thousands not hundreds. What is it going to take for the mayor to wake up? Screw the olympics get us some help. No wonder why guys are frustrated we have been overwhelmed for years and its only gettin worse.

Sorry for the Rant SCC, but it looks like the people in charge of this sinking ship could use some help...

CPD needs to eliminate 1/3 to 2/3 of its command staff: Commanders, Deputy Chiefs, ADS, get rid of them...Have each watch ran by a LT, replace district Commanders with Captains. They can have one commander for each area, who will each report directly to a Chief of Patrol. Consolidate units, but most importantly share imformation, ideas, and increase decentralization through out the entire organization. The focus needs to be on the Patrol division and making sure they have to tools to do their job!

They need to immediately start hiring 1,000+ Police officers. Create an expedited testing process so quality candidates from all over the US can come here and test. Develop a legit ranking system that ranks these candidates based on the following: written test score, physical fitness, military service, educational background, department interview, and if you want add in 2 points to residents who have lived in Chicago for more than 4 years. A department interview board should consist of at least 1 sgt or higher, two police officers, and I'm sure the city would want a person from HR there as well. Who better than to read possible new recruits, then police officers who have been reading people every day on the job. A background investigators unit should be made of up retired detective or police officers who have experience in investigations. Why not capitalize on the numerous years of investigative experience that these individuals have accumulated over the years. The hiring process currently is a complete joke, there is no reason why it should take a qualified candidate two years to get hired. The hiring process from written test to getting hired or DQd should be able to be completed in under 12 months for 90% of the candidates.


The promotional system is in dire need of improvement and perhaps the biggest step in the right direction would be allowing test takers to receive their score immediately after the exam. Remember a simple scantron exam should not take 8 months to grade!!! You want to have merit promotions fine, but define merit and create a merit board made up of PO's, detectives, sgt, and Lt's that can review the accomplishments of anonymous individuals and allow them to have input into whether or not some one meets the criteria. There is no greater reward then being nominated by your peers for promotion! Individuals should be proud to recieve a LEGIT MERIT promotion. There should also be a limit to the number of merit promotions you receive, how does 1 sound?

Next they need to change to a new work schedule. Most likely adopt at 4-10 schedule. Rather than install outdated PDT's, lets really move into the future and issue all PO's in patrol blackberry's. They will function similar to PDT's and allow PO's access to real time information immediately, as well as complete reports, which can be immediately sent to the desk for our fine citizens to pick up or allow us access to email the report directly to the citizen. In order to get signed in on the blackberry you would have to be working and signed in via OEMC. Remember if the city can spend millions on cameras that don't work, they can easily spend a measly million or so to buy blackberry's for members of Patrol. Lets also buy some new radios that actually work!! The department needs to give the guys in PATROL the tools they need to successfully do there job, after all they are the backbone of this department (NOT THE REDHEADED STEPCHILD).

Another thing instead of installing cameras everywhere the CPD should invest in a couple unmanned aerial vehicles (i.e. RQ-1 Predator). You can have a couple of these that orbit various parts of the city (cheaper than operating a helicopter unit). These predators allow "Surveillance imagery from synthetic aperture radar, video cameras and a forward-looking infrared (FLIR) can be distributed in real-time both to the front line soldier and to the operational commander, or worldwide in real-time via satellite communication links." Best thing about these is the element of surprise!

According to the numbers submitted by the LAPD, they have 9600 sworn personnel (that is the equivalent to our 13,500) which includes all sworn, patrolmen, sergenants, lieutentants, etc. They list themselves at the 5th largest police department in the country. As short as we are, we still have more personnel. Do you research before youy type.

I was channel surfing the other day and a talking head politician was saying that he couldn't wait for the stimulus bill money to be sent out. He said that there are municipalities that need the funds, that are to be used for law enforcement, to stop the layoffs of law enforcement people.

It would be interesting to see if in fact the city gets the funds for law enforcement. If they did would they actually use them for the police? Would they use them, (our future tax dollars), to negotiate with the F O P and see what the F O P gives up, for the funds that are free to the city...

Just like everything else in this Department JPUD has completely ruined St Patrick's Day Parade. I have marched in the St. Pat's day parade every year since I got on the job, but last year was the first time it wasnt a good time. Jody's PAX 501 warning everyone to behave completely sucked the life out of any celebration. Most people just stayed home and I think this year I am too. No more Department functions for me, no more work for me, now I just sit there and read the paper. I never thought I'd become a dog but oh well.

Sinai On two priseners(which tech. should have two men per prisoner but only had one each),#2The wagon down at MT. Back in the day, the Vice Lords and the GD's would order a "hit" on the most aggressive coppers in the district on a semi-regular basis.

I found the comments made about the Detective Division to be similar to my personnel experience.
Time was when the Detective Division would welcome any information you had.
I famous "Okay Kid What Have You Got" no longer applies. Now when you call or go into the unit they look the other way, or try to look busy.
There is a Sgt. on the 3rd watch in area five, that does not even what to accept notifications.
It is probably a not all their fault. They probably have a heavy work load, and don't what to know too much. Better to suspend a case, then risk doing something wrong. One thing for sure the old time Detective Division That Roamed the streets, made stops, and wanted to hear any tips and clues you might have is gone.

We have less officers on the job and the quality of our Detectives is showing... It used to be you would call, if it sounded like you had something, they would come out and help you figure it out and

SAME problem in area 2 first watch.

One sgt was never a dick the other brilliant patronage hack was a 3 x 11 do nothing dick whose claim to fame was he was the police in Englewood for four years. Never would work over because he had to go off looking for trollops blew off jobs left and right now he is in charge. I remember in the early 90's that my district had 2 wagons up, all beat car up and 10-4 units, all rapid response sector cars up and 10-4 units, a mall car, a park car, 3-5 10-4 incidents cars up, a burglar alarm car and 2-3 traffic cars up not to mention all the foot posts and hospital car. you could get pretty much any time off you wanted, back up was awesome, morale was high, arrests were high and officer safety was a lot better because of all the police presence. shit now, do the math. the city and the department are liars. short just a few hundred my ass. try 2,500 and climbing and by years end it will be over the 3,000 short everybody knows it.

Moreso than ever before, with police manpower shortages and delayed response times, law-abiding citizens ("the sheep") must be prepared to take matters into their own hands to defend themselves against robbery, rape, kidnapping, carjacking and even murder.

Even in our most affluent suburbs, savage predators ("the wolves") search out for easy marks.

Since we are handicapped by a less than cerebral (alright, stupid), hoplophobic mayor and we "sheepdogs" are scarce, don't expect lawful concealed carry for our sane, decent, qualified and law-abiding citizens in the foreseeable future.

If they refuse to carry a concealed handgun, I stress to my "sheep" friends, particularly women, to carry OC pepper spray in their handbags. I pray that the lady will never need it.

While they may not discuss it at cocktail parties, these "sheep" are "politically incorrect" enough to realize that the overwhelming number of these thugs fit a particular profile.

WEIS and his ilk may call it "profiling". I call it common sense--based on perps in previously documented attacks.

I also emphasize to potential victims that barring a surprise "blitz", the stranger/would be attacker will often smile and attempt to engage her in casual conversation from 10-30 yards away. When he gets within arm's length, it may be too late as his hand goes over her mouth.

Further, I urge them to make direct eye contact with the suspect and shout in their loudest voice "Get back, motherfucker!" (or a similar command) while pointing the pepper spray directly at his eyes and nostrils.

Smile or not, if he continues to advance, stream a load in his face.

We used to have budgeted (and actually active on the payroll) about 13,500 SWORN. We are now budgeted for about 13,200 sworn and about 2,800 civilian. We have active about 12,700 total sworn. All ranks. We lose about 500 each year to attrition. So we are about 500 under budgeted strength, will hire 200 this year, meaning that in a year we should be about 800 - 1,000 under budget. Maybe more if there's a large number of retirees this year. These numbers of 8 or 9,000 sworn are offbase. That is a fact.

We have enough manpower. We have a tooth to tale problem. We have ten officers in community policing in our district. We have five person desk crews on days and midnights. We have special female officers who come and go as they pl3ease. we have special male officers who come and go as they please. You could find manpower if you look for it.

Blame management for allowing this to happen. When we are short, I work at the same pace as when we are flush. I can bring only one person to work. I work at a consistent pace, regardless of who management sends in the street with me.

What are you doing to Keep up with the on going reduction of our Police force? More importantly, and all political bullshit aside, what are you doing to keep OUR FAMILIES SAFE SINCE WE'RE FORCED TO LIVE IN THIS CITY if we want to keep our jobs.

You make a great point. We have more damn exempts and white shirts than we truly need. Just think, it was worse years ago. Jody did do us a favor when he stepped in and cleaned house. He's managed to do this twice on a big scale, a few more times Jody is what we need. Only this time, there's no need to promote anyone else to exempt. Like Patrol and other diminishing units, we have to do with what we have without new hires, or even replacements. Exempts should be treated the same way, and replace the removal of those with exempts existance exempts. In addition, get rid of all the worthless, useless units out there that are just a waste of money. Bottom line? In doing so, we'll be able to hire a hell of a lot more Policemen while the Mayor continues to drain us dry of funds and manpower.

Jody Weis was ordered by a judge to hand over the list of CPD officers who have had numerous complaints filed against them by 1600hrs on last Friday. Jody refused to do so citing in part that it would ruin the morale of the CPD. Jody then left the country with his wife. Does this mean that Jody may actually return to the United States with a warrant for his arrest for contempt of court and fleeing the jurisdiction?? Jody's statement on the matter and his response to the court is available online in the Clear system.

WC on afternoons is waiting at the door at the time of the shooting to grab PO's pulling into the parking lot for 3:00 roll call. He is telling them they have to get out there right away. There was one rapid the day of the shooting and two people time due. The tact team (not full) was ordered by the new DC that for the next two periods, they will only to patrol one part of the district which is half of 413. In 004 the tact team is also the school dismissal car. Way to utilize your manpower. The district is way to big and much to busy for the manpower it currently has. By the way Dana, very poor choice in Carter. The man is useless and really doesn't know how it is done.

your information is far from the truth. You are just pissed that he will actually do a great job in 004 and be your fucking boss in a few months. Isn't that right Deputy Chief. No matter who the Commander is in 004, they don't have what they need to begin to impact the crime. The district is way too big, we don't have enough cars to man the available beat, rapid and tact units we have and crime is so prevalent, we are running from one end of the district to the next just to try and answer calls. If we do stop a crime, it is just luck!

Don't believe what Dana told us at the Christmas party. I heard he tried everything not to have him get his Command because he knew he would be his direct competition as the years progress. Our Commander has no clout (if he did, he would not be in 004) he has never worked inside, he has always worked a beat car, tact, narcotics or whatever, he has been trained outside of the department against people like Michael Shields, Terry Williams and Dana Alexander's will since they knew he would shine because we have someone that came from the street and knows how to address crime in the street.

Therefore they won't seek the exact number of SWORN, WORKING FULL DUTY police Officers out on PATROL or INVESTIGATIONS we have day to day, and how many of them are actually on furlough each month, on extended medical, disability, detailed out to who knows where, on their regular days off, baby furlos, suspensions, time due, personal days, military leave, maternity leave, etc. etc; etc.
They [the Media]just ignore the facts as usual, and go with Shortshanks lieing numbers, of which he probably counts meter maids, janitors who sweep floors in the districts and areas, Crossing Guards, CAPS pay-to-play freeloaders, Auto Pond workers, Dispatchers, etc; as working CPD Officers.. If any of em has an ethical bone in their body other than John Kass, they should find out how many SWORN Police Officers working full police functions are actually working each different day, on Patrol or Investigating crimes. In the meantime, the working Police get their brains beat out year after year, and still can't get a decent Contract like the rest of the City gets in a reasonable time after their contracts expire.

It is not a Unit Commanders fault if a Pod Camera does not work properly, as they cannot check each one to verify this, nor is it their job to. They must assume that it is working correctly, or it is broken. The District Supervisors should be responsible theough, for cameras in their Districts in which complaints are received by Detectives or other Investigators, like Major Accidents, that the Videos are not clear enough to be of any use, or not capturing what is going on by the Pod correctly. This problem then should documented be corrected ASAP. If ALL the POD Cameras are pretty much useless, then whoever allowed the purchase of so many of these cameras should be held totally accountable for their Negligence in using the Taxpayers money to purchase Junk. This person, or persons, should also be investigated by Federal Authorities to see if any connected people from the junk POD Camera Company possibly got kickbacks, or other favors, for the sale of the possibly so called "Lemon Pod" Cameras, from whoever in the City Administration gave the contract out. Hmmmmmm, any guesses???

Filmore isn't anywhere NEAR what it was back in the early 90's when crack first hit the streets and every building of the now defunct Rockwell Gardens was packed to the roof with thugs.

Spanish Cobras that ruled the east end from Harrison to Roosevelt are long gone and the yuppies have taken over. Rockwell Gardens has been leveled and the yups are pushing further and further west. The huge greystones and brownstones on Washington and Warren that were once shooting galleries for junkies and "working rooms" for the hookers are now loaded with yuppies who took them over and rebuilt the area.

Back in the day, the Vice Lords and the GD's would order a "hit" on the most aggressive coppers in the district on a semi-regular basis.

Get over yourself, kid... 011 is just a shadow of it's former self when it comes to real crime. Not that there aren't still a few spots left that rock n' roll, but you missed the glory days by 15 years.

As far as the morons debating about college or no college. I am a p.o. who came on before there was the college requirement. I have no college. In my time on the job I have locked up many, testified plenty, and never been sued. Why? Professionalism. I really could care less if my partner has a GED or a Masters as long as they 1. Understand the job. 2. Back me up. 3. Back up everyone else.
While I do agree that a college requirement is a little useless, as the quality of officers really seems to be in question (remember last couple of scandals the officers all had college so the requirement didn't help there), I would also say that there should be some type of test to weed out the stuttering F*cks that we still get on this job.

First and foremost there should be a new tougher entrance exam given. If you pass it fine you move on, college, high school, GED, school of hard knocks. If you have the brain power to pass the test you should still be a candidate to go through the rest of the tests.

Even with the college requirement the entrance exam is a total joke, and everyone reading this can think to themselves at least one or two working in your district who you are amazed can even dress themselves and find their way in everyday. I have actually known a P.O. who used to give Ordinance Complaints and if he/she didn't know the proper charge would just (and I'm serious here) write in anything including making up his/her own MCC charge. This got caught quickly in review and the person in question doesn't work the streets anymore but come on now...

Your logic astounds me. You are comparing a department that for all intents and purposes, patrol our expressway system.... (I am a big fan of the ISP). While most of them could knock out a 501 in 2 hours or less, (a winner of a case, that is) how much dope do they take off the street? How many guns do they get off of shitheads? The college requirement of getting of 60 hours can be done by taking a few course and a couple of CLEP tests in a few afternoons - and has no bearing on the decline of the Chicago Police Department. The much bigger factor is that starting in the late 80-through the 90's you could designa few web pages and make more money than cops did via part time work. Why would anyone smart- college hours or degree- be bothered? In 1981 over 30,000 people took the entrance exam. A bigger pool of applicants-you have a better and larger 'cream of the crop'. tests in the last few years have had anywhere from 2500 to 3500 applicants.

If you hire the top 10 % of each:

30000 = 3000

2500 = 250

But we still have to replace the same numbers leaving - hence the dumbing down of the department- it's not the college stupid- it's the economy.

If the economy is good- not a lot of people want to be the police- in a downturn- more people will consider the job.

Another thing instead of installing cameras everywhere the CPD should invest in a couple unmanned aerial vehicles (i.e. RQ-1 Predator). You can have a couple of these that orbit various parts of the city (cheaper than operating a helicopter unit). These predators allow "Surveillance imagery from synthetic aperture radar, video cameras and a forward-looking infrared (FLIR) can be distributed in real-time both to the front line soldier and to the operational commander, or worldwide in real-time via satellite communication links." Best thing about these is the element of surprise!

You were right the first time the sworn count is suppossed to be 13,500 including Sgt, Lts detectives etc. 13,500 is the sworn count for all sworn not just officers -

PO 9900
Sgt 1300
Det 1150
Lts 240
etc.

The real problem is all the specialized units that draw from the districts - more manpower needs to be assigned to the districts for certain - but no way are we short the 2-3,000 people keep railing about.

Hey talk about wasteful spending has anyone seen the nice truck lift at Area 1 garage in the tire shop. The moron that purchased it has no clue. The lift which was intended to be used for our command van for repairs is useless. After paying for it and having it partially installed realized that the height of the ceiling in the shop is to low. Now a smart person would of said why buy a lift send the command van to the garage where the fire trucks get fixed then you don't have to buy anything.

If you want to go into it at one point in the history of the world Rome was considered one of the most enlightened societies and it crashed and burned because of corruption. All of you who hold on to your college education remember this. Before you were here there were others, some just as educated, most less. They all found a way to make themselves effective in serving our communities. I have known a few officers who could barely write but could do police work more effectively than anyone else because of street smarts. They knew they weren't going to win Jeopardy, but they did their jobs. You college educated smart asses could take a cue from them.

He had been gone for a few years by the time those guys started working together. They all did not work on the same team either, they all worked in tact at some point but one went to the Area Two Gun team working for Sgt. Rhoma and Dep. Chief Michael Shields. By the time the scandal hit 007 he had been a Lieutenant for at least a year. If you knew him, you would know what kind of a person he is. He is the most straight and narrow guy that I know. We worked on a car together in 007 off and on for a while when he was P.O. Descent guy. Nice try, but you are way out in left field on this one.
