Investigating the Pension

  • City Hall's inspector general has begun investigating how at least three city pension funds came to make investments with a firm co-owned by a nephew of Mayor Richard Daley, the Tribune has learned.

    The office of Inspector General David Hoffman has subpoenaed records from the pension funds dealing with their investments of tens of millions of dollars in DV Urban Realty Partners, a real estate investment firm formed by a top Daley ally, Allison Davis, and Daley nephew Robert Vanecko.

    The inspector general requested records on those investments from the funds for municipal employees, police and laborers, according to a source. The pension funds have paid the investment group hundreds of thousands of dollars in management or consulting fees.

And frightening:
  • Police pension fund executive director John Gallagher said that DV Urban Realty so far had drawn $5 million on the fund's original $15 million commitment; as of the end of last year, that $5 million investment was valued at $3.5 million. He declined further comment.
So the investment has already tanked 30%. Good job Gallagher. Was that your secretary who's tuition we were paying? What else are you spending money on? Because it certainly isn't professional investment managers.

This is so simple to investigate and they don't! The media investigates all kinds of silly shit, but they won't look into something so blatant? B careful with the contract about the 55 years of age issue. Inside sorce has Daley and Obama talking about a National Health Care System in place by the end of 2010. What gains would we get if this happens? Vote no unless there is a gaurantee that we get back anything we lose due to the 55 issue. Be careful also about the 2013 issue about no medical for retirees after this date. Dont trust the king Donkey! He's tricky! Has many IOUs in his pocket. When the vote comes out don't mail them back. Vote in person your vote has a better chance of being counted.

He obviously knew his nephew was involved. I bet the trail that leads to him was long ago covered up. He's going to let the IG's punch themselves out on this one....

Quinn is already attacking State employees pensions calling them "those with "Golden Retirement" packages" and vowing to do something about that to alleviate state budget problems. I have an idea. I figured this is the site to ask if this would work. When making an arrest for drug possesion or distribution, the offender has to pay a $10,000.00 fine. Maybe it could go into the pension fund? Just one idea. Doesn't the DARE program claim money and property seized? If you buy drugs and are caught $20,000.00 fine. Unable to pay, stay in jail ( probably some sort of civil liberty being violated here ) Not just any jail, a work camp. Take away cars and homes as payment of fines as well.All of these long term undercover stings where the offenders are videotaped can be used as evidence. Can it be done?

Let's face the sad facts. Daley is untouchable. Under his buddy Obama, the Justice Dept. will let Shortshanks get away with bloody murder, not to mention untold millions in graft. May as well pull the plug.

I am the person who has been writing about this for well over a year.
Ask the trustees how many business trips they have had to Vegas, etc that were "meetings" with "advisors"?
Go ahead and ask.
Some of the advisors poured our money into Collateralized Debt Obligations, Credit Default Swaps ( AIG has made them famous) and Collateralized Mortgage Back Securities. All of these will probably turn out worth 10 or 20 cents on the dollar.
This is without the political nonsense about the Mayor's favorite investments.
Can you imagine investing 300 million and end up with 30 or 40 million? I would not hazard a guess.

The IG has turned to the Feds in several of the cases coming out of the Department of Buildings. I know of a few cases where former plumbing inspectors are doing fed time when caught by the IG's office.

Vanecko and Allison Davis have ongoing Federal problems regarding their management of HUD property in the 18th District.

Hey, hasn't anyone noticed the City has taken their puny monetary contract offer off the table?

This is true.

The City sent a letter to FOP, as spoken by Mark Donahue at the last meeting, stating that the City could not honor the monetary offer made to the FOP in 2007.

The offer was for 16.1% over 5 years. Now rescinded and taken off the table.

That should be the second most important revelation taken out of the meeting of 17Mar09, after the vote of No Confidence.

That also should give all officers an idea of what the FOP is up against in their current battle with the City of Chicago for a fair contract.

And to all those who now decry the FOP not grabbing that offer, please remember some of the posts at that time. They were overwhelmingly things like "they can take that shit paltry offer and shove it up their ass."

This might get nasty and take a long time.

And to those officers who currently, shall we say, are not performing up to their former level of efficiency, prepare for the department to start disciplining officers who are performing substantially below the "norm" or "average" performance level of the watch.

I'd have to say that the combination of the printed testimony of the Sanchez/HDO corruption trial, the recent vote of "no confidence" against the Mayor's choice (and a horrible one) of Police Supt., and the ongoing Inspector General investigation of our Pension fund spell doom for Daley's future here.
We should band together and keep the heat on Shortshanks, who has shamelessly sold this City to the highest bidder and placed numerous civilian cronies in place within the CPD (Weis, Masters, O'Keefe, Shear, along with some real winners from the sworn ranks, Peterson, Jackson, Cuello, and who can forget "Rambo" Ray Hamilton) that have combined to generate absolute zero in positive morale. I can't even fathom Shortshanks running again for reelection; if he chooses to again, and wins, then the citizens of Shitcago are truly blind...

Off Topic: The 23rd District Tact Unit regrets to announce that PO Cameron KARSHNA was killed 20 Mar 09 in a fatal traffic crash. Cameron served in the unit over 4 years. He was presently IOD from injuries sustained from fighting with a prisoner in the tact office and was returning home from rehab when the tragedy occurred. The Tact Unit would like to express sincere thanks to the 16th District, the CFD, the Niles PD & FD and the staff of Lutheren General Hosp. who showed such great care and compassion in handling this incident. God Bless you all.

The bosses attach importance to it. Our Field Lt does it all the time so he looks like he is very busy and on top of things when he goes to his gin mill for brunch.

EV#s are an easier way of looking busy than actually doing something. Given the way we are treated by Shortshanks and Jody EV#'s are about all they will get out of me. Smoke and mirrors and little or no revenue producing activity.

Fuck Shortshanks, fuck Jody. I don't think we will be getting a contract any time soon.

He was elected to have the best interests of the plan beneficiaries at heart. Its entirely possible that the time is not right for such an approach.

Its also quite possible that he is taking some time to get to know what is going on before doing anything publicly.

getting your hands around a mess like your pension plan is not a trivial exercise. especially given he probably has no skills or education in accounting or pensions that would help him go through the thing.

keep in mind that very highly educated and skilled forensic accountants can take years to figure out what has happened in cases like this. your guy is an amateur. it may well take him a lot longer.

***********************************Hey, smart guy, I wasn't trying to shoot down a federal investigation, I was merely trying to point out that there must be a federal crime involved for them to investigate. I know that the G has a tendency to use a broad interpretation of federal law in many investigations, but the last time I looked Fraud and Theft were state offenses and NOT federal offenses. I, along with the rest of you, hope they can and will find a crime that fits. My question was not meant to be argumentative, but mainly to point out that many of you throw around the thought that the feds should investigate. That may not be quite as easy as you believe.

By the way, it is "right," not "wright," and I will leave the case report writing to you, since I have been retired for about 10 years now. I would very much like to see every one of you enjoy the benefits of the pension. I am approaching just about 3 times what I contributed over 38 years at various ranks. Interestingly enough though, if you add the city's contributions, which are approximately double that of the individual, I am just about at the break even point.

Shields is one of 8 members of the Board of Directors. The Board is loaded overwhelmingly with Daley yes men. Short of pointing a gun to the rest of them, how would you suggest he effect change when he is outvoted by Daley people on every vote?

The best he can do, and is doing, is to publicize all the outrages he finds and bringing to light the dirty shit he uncovers. He just took office in December.

I trust he is doing what he can but like every board controlled by Daley, change is at best difficult to impossible. We must be rid of Daley. Daley is the satan of this city. Daley is the problem. It all starts and ends with Daley. Daley is the anti-christ.
