Patrol Numbers

Are you feeling lonely? Have you noticed you seem to have a better choice of seats at Roll Call? Does your back up seem miles away?

You aren't imagining it.

Word has come in from some of our suburban contacts that J-Fed addressed the West Suburban Chiefs of Police meeting this past January. During his speech, he related to the assembled that Chicago had 7,700 officers currently in the Patrol Division.

7,700.

Divided by 25 Districts, that's 308 per. Over 3 Watches. Now factor in the Furloughs, RDO's, IOD's, inside staff, detailed out, etc. You begin to see the problem? Look at your watch sheets. We see three to four cars down every night and those are primary beat cars. Backup is non existent and it's amazing more people haven't been hurt.

rough numbers average salary after OT uniform etc $75,000 per
sooooo,............1/2 the labor force doing same work
GIMME MY $150,000 per year thats what FOP should put on table

This, above all else, is THE issue. Not to long ago, you would never have seen a Rapid car down. Now, they down most of them. One man cars on midnights are common.

They have plenty of cars for the special units that go to the hot (political) spots, but, they have done it by stripping the regular beat cars.

Joe Citizen - this means you have no Police service for anything. Joe Patrolman - this means you get no backup. Your safety means nothing to this mayor. "Remember Rick Francis" should be a mantra. Policeman's lives mean nothing to Richard Daley.

Someone needs to get their hands on an official transcript/minutes summary of that meeting before it magically "disappears".

Having J-Pud's verbatim Freudian-slip-acknowledgement that we are severely under-manned could be a useful leverage tool when the time comes for contract negotiations.

Not to mention it might provide another source of stress and irritation for Shortshanks when/if the Feds decide to pull their thumbs out of their collective ass and inquire as to the whereabouts of the rest of the money budgeted for "13,500" patrol officers.

Is there anybody reading this that has the means of obtaining such documentation from that meeting? Friends, family, associates, etcetera with an "in" with any of the suburban attendees of that meeting?

010 3rd watch hasn't had all the cars up in over a year... 2nd watch has more than half the watch as 2 man cars and they are all up. Go figure?

Why doesn't the fop, media, public demand to know the actual count of patrolmen. The fact that the city is trying to get the same amount of work done with 1/3 to 1/2 less officers is scary. I can think of one recent in the line of duty death that 99.9% wouldn't have happened if the guy was working with a partner like we're supposed to.
Our district is 8 straight hours of backlog just about everyday. We just don't have enough manpower to answer all the calls coming in. It's really ridiculous that someone getting "choked out" at a domestic has no help coming for a good half hour. If i were a citizen calling for help and had to deal with our response time i would be livid!!

In addition to the manpower shortage, a area garage person was saying we have lost (Junked) over 1500 cars this year. No new vehicles purchased in 2 years. a couple hundred new vehicles sitting in the new car dealer, just waiting for the city to pay the bill. Ask for youself, I speak with truth!!

You left out all those assigned to districts& detailed out. Same w/ the D Unit each Area has on average 25 Det.s assigned to Areas but are detailed out. Mind you the huge influx of detailing people out & inundating units really gained steam under the Phil Cline era. Before the Clout Clowns start crying about being in Units,THEY NEED TO STOP PLAYING GAMES & ASSIGN THESE PEOPLE TO THE UNITS IN QUESTION SO THE NUMBERS REALLY REFLECT HOW SHORTHANDED PATROL IS.

Its not just that we don't have as many officers out there, its also the lack of unity at work. When I first came on this job, I never needed to call for backup. Our sector and beat officers drove around like a wolf pack. It was awesome. Now I see that officers are just doing thier own thing and pretty much thinking, oh its nothing, they are fine. What is with the complacency! I understand no one wants to get into a situation where they might get a complaint that may lead to them losing their jobs, but if we present a united front thats usually enough. I am not in a busy district so I try to back up everyone I can. I did not come on this job to be oppressed by non-supportive superiors and faulter in my duties. I love my job and yes I want to keep it, but that does not mean I am not going to do, not only what I am paid for but what I know is right and just. The department gave us tools, God gave us a brain, therefore I will use both to my uttmost advantage.
I guess all I want to say is please back each other up, even if you just drive by.

I don't see how there could be 7,000 in patrol. Several dists barely have over 200 assigned to them. Is hqtrs part of patrol? How about TRU? Remember this speech was in Jan. When were the gang teams moved? Gang teams are now part of OCD. OCD is part of the investigative side of the dept.

Chicago is beyond fucked up. I would move if I didn't have a good number on the Sgts test. I know I won't get promoted anyway but its nice to dream. The day the Sgt list goes down and I didn't make it with a number in the 250's is the day I lie die for good.

Look at the sheets in 004. Way more than 4 cars down. I suspect many more will be bailing from midnights where the 1st watch former captain turned back into Lt. by J-fed is an absolute moron. Maybe an Inspector can write him for his expired plate and tinted windows parked inside of a police dept garage.

It's no secret,it has been like this for a while and getting worse.The F.O.P. should be ashamed of themselves for allowing it and to add insult to injury,still no contract for 1/2 the workforce doing twice the work.When I go to work each day I make sure to say goodbye to my family so maybe they will have a memory of me.It's dangerous as ever but DOESN'T HAVE TO BE.

Careful on that one.....He is still a major player on the Democrats team. Just look at how he backpedaled on having an election to replace Obama. He back pedaled on the Burris appointment. And while Blagoievich is no angel, do you think it was correct to remove him from office without presenting evidence or witnesses? What happened to public elections here?
And dont forget the 50% tax increase that looms right now. No...He's just another politician...

TRU and MSF about 300 people
New GEU has about 300 people
That's 600 poice officers (we're not counting supervisors) divided by the 10 busiest Districts - or, 60 extra people in those Districts. My God! That's a whole watch! Dep. Dugan, I watched your video at Monday's roll call. You're right about getting back to basics. But you needs cops in the Districts to do that. Please bring these back to where they belong. We have enough "elite" people already.

I am in the middle of a multi-million dollar study of privatizing the Police!

Several Alderman have expressed interest in owning such security companies but my family comes first! they told me they could employ friends and families this way the federal shackman laws do not apply on these or anyother private security companies, We can hire who we want and promote who we want! NO UNIONS!!

I intend to lease most if not all of the city assests to private companies for such long term contracts that my family and their grandchildren will be taken care of for the rest of their lifes! And the good thing about this is you fools keep voting for me! And for thoses fifty Alderman if they can't stay in line I'll crush them to! No Jobs, No Contracts, No Alderman perks! No fat committee budgets!

Too often true, but not always the case. Have you ever heard:

Zone: ##32. See the complainant (or Damage to Property in progress, or burglar alarm sounding, or assault in progress, etc.)

##32: Put it on the box squad. I'm riding on 34's job.

Thanks ##32 for the backup. But while he is doing that, the complainant, DTP, burglar alarm, ar assault victim has to wait. It SHOULD be both ways--backups and prompt police service.

How about it mayor?

to everyone who doesn't back up other PO's on jobs, just think about how your going to feel when some 99 unit is on a domestic/disturbance/ANYTHING and the shit hits the fan (and god forbid a fellow officer gets injured because they had no backup). It makes me absolutely sick when a job comes out and whoever is driving heads the other way. Lets back eachother up whenever we can!

Here's something that the Ivory Tower might want to think about.
It's only a matter of time before a copper is going to be involved in a situation where due to lack of manpower one of several possibilities may occur.
A lack of show of force all too many times, may allow an individual to take another step, that step usually has consequences where an officer may be killed, or one we forget about too many times, an officer is severely injured, sometimes where they have to leave active duty permanently or an officer who believe that his or her life is in danger ends the life of the offender... sad to say it’s going to happen.
So as the idiots in power play their games with manpower and contracts, these are definite possibilities. Maybe those who don't seem to care may look at it in a different light and see the liabilities that are adherent with these policies. Maybe the media will get a sudden burst of old fashion proactive reporting and let the folks hear about it before the lawsuits fly, rather then after disclosure does.

With 20 years almost under my belt I still, to this day, travel toward a possibly "bad" call that another officer gets. "Just in case". I see so many younger officers going the other way. I see the wagon just sitting. Not bothering to go toward that job. Unbeleivable how much things ave changed. The "me" generation, the dogs...JHC come on people. Back each other up.

Check your source at the area garage because he has no clue. The entire marked fleet consists of roughly 2000 vehicles. Cars are only "junked" or removed from service when they are totalled, replaced or deemed unrepairable mechanically. Then they are stripped of all useable parts (doors, fenders, lights, etc.) to repair other squad cars with minor damage.

And no new cars in 2 years? Really? Check the build date on the tag on the inside of the front door of the cars or look at the outside number. Our cars use the same 4digit number series starting with 7000 and go up to 9800. Then the numbers are recycled as new cars are purchased. All of the new cars in the districts are Fords with two spotlights and an outside number from approx 7900 up to 8300. They are all 2007 & 08 cars- nearly 400 of them. They were delivered and put into service in late 2007 and spring/summer of last year. They are less than one year old. Cars numbered from 7500-7900 (Fords and Chevys) are 2006 cars. Some didn't enter service until 2007. For the most part, we have a relatively newer fleet of cars. Newer than we've had in a few years. 1994-95 was the last time we had a surge of new vehicles like that where we got almost 1000 new cars in two years.

Here's a novel idea: if the beat cops were to show a little bit of pride in their car and kept it clean during their shift as best as they were able and brought it in for repair when it started to make that funny noise instead of saying, "Screw it. I'm off the next two," then maybe the car would only be down a day or two for a simple brake job instead of 2 months for replacement of the brakes, rotors, calipers, ball joints, idler arms, connecting rods and everything else that has been ignored for the last year.

just who is going to sue whom, and over what?

the courts have ruled time and again that government has no obligation whatsoever to protect individual citizens.

cops are under no obligation legally to do much of anything, so in effect anything you do is because you choose to do so.

We have been short on our watch too. Just the beat cars are up..nothing else. Just make sure you wait for your backup on the calls the require you to do so. Put them in a backlog every fucking day until they start hiring some cops.

But either he lied by not giving the full story or he did not fully understand the data.

Yes, the districts AVERAGE ~308 assigned. But they also average about 15-20% of the bodies detailed out.

Then add in all the secretly created inside housecat spots. The "paperwork" they do is I'm sure mission critical, tho we did manage to function quite well without it for over 125 years.

Its not just that we don't have as many officers out there, its also the lack of unity at work. When I first came on this job, I never needed to call for backup. Our sector and beat officers drove around like a wolf pack. It was awesome. Now I see that officers are just doing thier own thing and pretty much thinking, oh its nothing, they are fine. What is with the complacency! I understand no one wants to get into a situation where they might get a complaint that may lead to them losing their jobs, but if we present a united front thats usually enough. I am not in a busy district so I try to back up everyone I can. I did not come on this job to be oppressed by non-supportive superiors and faulter in my duties. I love my job and yes I want to keep it, but that does not mean I am not going to do, not only what I am paid for but what I know is right and just. The department gave us tools, God gave us a brain, therefore I will use both to my uttmost advantage.
I guess all I want to say is please back each other up, even if you just drive by.

300 average is what I recall from the mid to late 90s also, so I'm not sure why this would come as a shock to anyone.

The problem is, as any timekeeper can attest, that dozens and dozens of these bodies are detailed out of every single district. This happens far more frequently than it did in the mid to late 90s.

Meantime, inside office ranks have not gotten smaller, medical rolls don't seem to have gotten smaller.

Oh, and everytime someone screws up anywhere in the department, the first people to feel the backlash are th blue shirts in patrol.

But I digress. My point is that 300ish is what I recall as an average from the mid to late 90s.

Donahue had a perfect opportunity yesterday to address the issues to the media, they actually called him out about daley and our contract and he said nothing. He wouldn't even return reporters calls, and we know why. It's because he has to check with Daley before he says anything publicly. This little stunt proves the fop are bought and paid for.
Donahue attended one of our rolls calls last year and said he never gets media coverage to state our issues and problems to the public, yet yesterday he had his big chance and blew it as usual.

Just go into the CLEAR system and run the numbers yourself. Search only for those with a P status. Delete all the Sgts. Lts Capts etc and you will see the real numbers. I did it a while back and found about 8000 P.O.s in patrol at that time. About 3000 in other units. Remember only about 1/3 are available to work each day so that leaves very few on the street to answer the calls to 911. Remember all dispatches go to patrol not to the outside units.

I have been an officer for many years and I have not met you yet. I hear many things and I see the results of actions you have taken which were not in our best interests. I can only guess as to why you made such decisions, I know some choices must be difficult in your position but those you made were 100% wrong.

I attended P.O. Karshna's wake and funeral and noticed you did not attend. Sending someone from your office who had previously worked in 23 does not make you a thoughtful man. You make a lot more money than any of us and for that what do you do? Your time must be of emmence value since you could not take 20 minutes out of your day and pay your respects to the officers family who just lost their son.

From this day forward you will be just an overpaid city employee and nothing more in my eyes. If ever I meet you I will not salute you, I will not shake your hand but I will stare you in the eye and let you know that I do not respect you sir. I have fought for my country and dedicated my life to protecting this city along with my fellow brothers and sisters of the Chicago Police Dept. We as officers need and deserve a new leader, one we can look up to and one we can aggressively patrol the streets for and know that he or she will have our back. Do not bother trying to find and fix the problem that plagues our city for we all now that the problem is YOU sir.

Check your source at the area garage because he has no clue. The entire marked fleet consists of roughly 2000 vehicles. Cars are only "junked" or removed from service when they are totalled, replaced or deemed unrepairable mechanically. Then they are stripped of all useable parts (doors, fenders, lights, etc.) to repair other squad cars with minor damage.


Here's a novel idea: if the beat cops were to show a little bit of pride in their car and kept it clean during their shift as best as they were able and brought it in for repair when it started to make that funny noise instead of saying, "Screw it. I'm off the next two," then maybe the car would only be down a day or two for a simple brake job instead of 2 months for replacement of the brakes, rotors, calipers, ball joints, idler arms, connecting rods and everything else that has been ignored for the last year.

The CPD does not use the parts from "totalled" squads to fix cars. Nor do part out wrecked cars. They are sold at auctions. WE DON"T KEEP THE JUNKERS WE SELL THEM.

The reason we don't down our car is beacuse the pool care we will get is 10times worse then the car with the strange noise. Not to mention that it will take months to get it back. Our pool car will have 200,000 pplus. Smell like dude, probably not have air and only have 1 control setting for heat. Obviously you ride in a car that drives in circles up north for hours on end sipping your mocha. STFU and speak when you actually have a clue. Our cars are shit beacuse we have none not because we destroy them. We have no maintainance options and no replacements. There are ZERO POOL CARS and if you are lucky enough to get a pool car it most likey in 10 times worst shape then the one your turning in.

Is this the reason?

Civilian chief of staff Masters may have been observed in possession of a firearm on New Years Eve. Guess who he was with...the Superintendant himself, J-Fed.

A CR# was obtained. Was Skahill removed after she refused bury the investigation?

Where did Masters get the gun? Did the superintendent personally or indirectly illegally transfer a firearm to a civilian and become an accomplice to a felony agg. UUW.

Did J-Fed commit official misconduct by failing to take action when told or when he himself observed that a civilian was in possession of a loaded firearm that was uncased and immediately accessible?

Did J-Fed commit obstruction of justice when he removed the head of IAD in order to bury an investigation that could lead to his own imprisonment?

All of this is traceable. There will be a record of the CR#, log #, or whatever regarding this complaint.

They will be taking the remainder of TRU in the next two months. They already took Area 1 from TRU leaving only Area 2 for TRU to patrol. Its a slow takeover but its happening. Thats why there were so many applications from TRU to MSF that the micromanager (ryan) had to run to mcnulty and have him block two good sgts from leaving and now he is trying to stop the po's from defecting too. Heres a tip...STOP MICROMANAGING EVERYONE, WE KNOW YOU "WERE IN S.O.S." AND WE HEAR YOU WERE A DOG PAPER-JUMPER EVEN BACK THEN. Stop trying to impress us with your stale SOS war stories. OK I am late for this party. The gist of all this is.... One job at a time...back each other up...keep safe... and go home at the end of the tour. Ther have been times in the not so distant pasdt that there were even less P.O.s on the street. I patroled midnites in 024 with three one man cars and a wagon. Yes one car per sector. We had nights with more supervisors then P.O.s. I ramble here but back to what I was saying. KEEP SAFE!! Crying here won't get the manpower back in the districts

But a teacher can make 90k + by getting a masters, or two or three. This isn't OT pay or anything special like that either, just straight pay for 9 months of work. Just a standard teacher, not a principal or administrator. The Sun Times Website has a link to find salaries for teachers at all CPS schools. Check it out, you'll be surprised what some of these people make.
Secondly, the stipend is way more pension friendly. You wanna make the big bucks and bitch about a mere 3,000? How about a high school graduation rate of better than 50% citywide in 5 years?

First, I would like to thank the Niles PD for the great job they did today at P.O. Karshna's funeral. You guys were great, thanks!

Second, I would like to vote no confidence in J-Fed who was a NO SHOW at the officer's funeral. In fact, no boss from 35th street was there. None of these very important A-holes from 35th street could even spare one hour of their day to stop by and say good by to one of their own. Several big bosses from Niles were there and one even commented that "it's a shame your superintendent could not make it." What an embarrassment our self-serving leadership has become. It's a very rare occassion that an officer dies so suddenly and not one boss could make it! Even though J-fed wears our uniform I guess he still feels like he is not one of us. Thanks for your support J-fed, Dugan, Peterson etc etc. Hey J-fed maybe your "policy group" should tell you that it's good policy to attend the funeral of a fallen officer.

Here's thumbnail of it...most 1st watch sheets have approx. 65 bodies on it. 2nd watch 85, 3rd watch 100. 65+85+100=250. I'll even spot you 10 extra bodies and that gets to 260 working watches in 25 districts. So that's a total of 6500 approximately. Now start subtracting, furlo's, medical, IOD's, RDO's. So let's have 1 person from each watch in a district send in how many are on their sheets and then you'll have the real number. SCC you could do it like a poll...easy enough you have all the contacts out there you need. You just need reporters to report back. 001 1st ( ) 2nd ( ) 3rd ( ) etc...

The last honest governor Illinois had was Richard Ogilvie. He made the unforgivable mistake of telling the people that Illinois needed an income tax, and then passing it, but he had help, of course, The Illinois Legislature voted for it.

Then he was booted out of office after his one term and others got to spend the new revenue. Same as will happen with Quinn except he won't even get a full term. He is toast next year. Governor Madigan will get to spend all that new revenue.

Regarding the loaded gun and ammo left on prisoner that was taken to 11th district it wasn't 1231h afternoons it was the new school car. VT and OS. Whether it was a box of ammo or 5 rounds that's inexcusablethe fact remains a loaded gun and extra ammo made it into lockup. Made it into a squad car twice made it in two police stations. Many people could of been killed including the two ding dongs who didn't search there prisoners vest pocket where above was found search ur prisoners this is policing 101. No excuse for those two goofs they r lucky they didn't end up with a bullet in the back of their heads due to gross negligence. inexcusable that's the bottom line

Don't forget that Blago and Quinn hated each other. They didn't talk for two years because Quinn wouldn't play ball with Blago and all his nonsense. I HATE most Illinois politicians but I think Quinn is the exception. After listening to SEVERAL non-political economists state that Illinois has one of the lowest tax rates in the nation, how Illinois hasn't raised it's tax rate in 40 years and how a higher state income tax is the ONLY way to get us out of this mess, I've decided that Quinn is the way to go. My only regret is that I did not vote for him in all the times he ran for some office in the past. Plus remember, the "Machine" is grooming Lisa Madigan to run against Quinn in the next election. They will use the tax raise as an issue even though they know it needs to be done and quietly support it.If they succeed in knocking Quinn out, Lisa gets in and now the "Machine" is back in control of the State again. Vote for Quinn.

I work in 011 and I seen these two clowns, 1 male and 1 female from 012 walk in with their prisoner. To 6:11 poster....the P.O. who arrested this guy and brought him into 011 lockup was a 012 tact guy for awhile before he went back to uniform. I know his old partner. He fucked up by letting shithead into the lockup with a loaded GUN which was located in shitheads vest pocket....not under his balls. So as far as you calling out another car being the dumbfuck who let this gun into lockup YOU ARE MISTAKEN.....and last time I checked supercop....those guys on 1231H (3rd) are the only ones bringing decent arrests into 012.......and that includes ALL YOUR TACT TEAMS. Sounds as if these guys like going to court or just hate the animals in the projects. Regarding you, it really sounds like you've either worked in or are still working in 012 and are jealous of someone elses arrests or work ethics. Why dont you stop blogging and go get you fucking DRINKER, PISSBUM, OR CRANE STUDENT to lockup for your NUMBERS...............

well put... anyone who labels themself proudly as an "inside do nothing" is a cancer on this department. There is certainly a need for inside personnel. Many I know work hard and help out. As a matter of fact, many have alot of knowledge about this job that is just as instrumental as the knowledge required to work the streets. I have seen this "inside do nothing" post here in the past. he is a menace. He thinks he has all the answers, yet time and time again just reinforces the thought that he is nothing more than a lazy slug that makes us all look bad! I have worked the streets of Fillmore for some time now, and can really only think of one clown that fits this description. And yes, he is TRULY an inside do nothing! But I will give him this... He is an all around do nothing! Does nothing to help other coppers, does nothing to help legit citizens, does nothing to help anyone but his own dumb ass self! Thanks for making it clear that you REALLY are an inside do nothing slug!
