Complete Computer Failure

We've seen glitches come and go in the almost completely incompatible computer programs that the Department uses to run it's day-to-day operations. Data Warehouse, CHRIS, CLEAR, AFIS, AIRA, Data Warehouse. All have been full of their own special bugs. We worked around them.

This is the first time we can remember the systems being down for 24 hours, the entire Department reverting to paper arrest reports, paper inventories, no fingerprints, no photographs, no anything.
  • Lockups are starting to overfill;
  • petty offenses aren't being let to bail;
  • no court transports Saturday morning;
  • emergency court hearings are being scheduled for Sunday on prisoners held 48 hours
Wait until County has to process five times the normal number of heads tomorrow.

First thing Monday morning, we're buying futures in turkey baloney, because the lock-ups keeping so many prisoners must have depleted the supply to near critical levels.

But we're ready for the Olympics.

Jeez, what kind of %^$# am I going to walk into tomorrow morning? The inbox was already full at eight this morning, couldn't do supps or approve any reports all day today (at least a hundred were stacked up at 1600hrs today). STILL no CHRIS system or I-CLEAR???

Bring on the Olympics! At this rate we'll still be processing Opening Ceremonies arrestees long after the games are over. (Well, you will; I'll be retired and spending those two weeks anywhere but Chicago.)

seems like the entire system is a failure (or a joke, if you prefer); heard that some folks are being released "without charging", because accepting lockups/w/c's won't accept the responsibilty of taking prisoners without "paperwork" (that can't be generated via computer); also heard that the system was down from late Friday/early Saturday until 8 pm, then returned for about 30 minutes, then crashed again...how about the automated case reporting system, which has reports stuck in cyberspace (can't be finished, or approved by a supervisor, or retrived and printed, wrong report numbers attached to different reports.....)

The biggest problem with this was the reduction of PO's on the street. Officers had to wait over FOUR hours before they could even start processing people with the "paper" arrest reports (Department rule). Then they could not begin in at least one District due to no one knowing where the "paper" arrest reports were. Friday night in Chicago! Streets going up, no arrests due to inability to process them and not wanting to be stuck in the station. NO BACK UP for PO's on the street!!! Arent computers great? To err is human, to really f*ck things up takes a computer! We must have gotten systems at a reduced rate. Lowest bidder? Stay safe!!!

In the 5th District and Area 2 they had ONE freaking inventory book for the entire building. ONE. (As of 1600).

Well the Narcotics Units had that pretty mnuch wiped out with their pimpy one bag buys and the elite Search Warrant team, filled with two year wonders, they finished off the book.

It was priceless looking at all of these elite two year wonders trying to do inventories and arrests on paper, they looked like "What the fuck is that"

It was funny watching young officers who NEVER filled out a paper arrest report and NEVER saw an inventory book. Let's see, where does the buff copy go? And the goldenrod?

What's that alphabetized looking address book-like thing in the front of the inventory book? This is an example of the weeks after a terrorist attack in Chicago. The Chicago Police Department will be totally paralyzed.

Too much reliance on technology and no one knows how to do it any other way. Unless he systems came up overnight this morning will be a real mess.

No prisoners have been cleared in over 24 hours. This qualifies as a major disaster for the Chicago Police Department and the news media better start sniffing around and take this as a harbinger of things to come in case of attack.

The thing is, this is no drill, the system really did take a giant shit.

The OEMC had problems since day one. Fist incompetent to botch things up was Corbitt. Corbitt was a very capable designer of buildings, but was out of his league in purchasing the computer equipment. If that wasn't bad enough, next was Ron Huberman. We all know how that panned out!

The entire system crashing one day was inevitable. It was bound to happen sooner or later. However, the back-up plan to switch to paper reports, inventories, etc was no where to be found. How about a stock pile of paper reports left in each district, unit, etc in case something like this happens. Immediately switch to paper, fingerprint procedure, and so on. Once again, a system put into place with no planning in case it were to fail. Definetely the work of the CPD!!!! My LORD can u even imagine if we had a terrorist attack on the city?! Run for the hills people!!!!

This is what you get when the decision makers decide to rely solely on computers. Everyone knows that computers crash every now and then. Years ago ISP had analog low band radios throughout the state that would work as long as the base stations had power. Even if the base station was destroyed, the cars in the field would still be able to communicate with each other. A bit over 10 years ago they switched to the 800mhz digital communication system which relies on computers. If the computers go down all communication is lost as the individual radios in the cars cannot work without the base system functioning. Fortunately the high band radios would still be available but emergency responders should not have to rely on a system that can be hacked into by any computer geek with an attitude.

The problem is the Mayo played Hide The Money. Its a fun game you depleat money from one area to support another and when its discovered you blame someone other than your self and throw them under the bus. The department has a horrible computer system that had out of date programs, horrible contracts with software companies, ect. This will be an on going problem because it will cost to much to fix it and those that knew what they were doing are almost all gone with no replacements in sight. I pray everyday that Fitz is working on the game Serve The Indictment! Fitz get it over with its time for Da Mayo TO GO!!!!!!

This Plan has nothing to do with our current ongoing contract negotiations, but rather is an attempt by the City to fulfill a contractual obligation that they have pending from our last contract to implement a Post Retirement Medical Savings Plan. Unfortunately, the C.P.S.A. did not have input in designing this Plan and was not allowed to be involved in the selection of the vendor.

The C.P.S.A. Board voted 12 to 2, with one member not present to reject this Plan as presented by the City.

We urged you to vote NO!

My home system crashed Thursday night, too. Windows program completely corrupt. I had to switch to my 8 year old refurbished PC. It took 2 whole days to get this up and running. It may be caused by the Conficker Virus.

It could be. A couple of weeks ago there were like 10 representatives from China at Headquarters. I saw them on the second floor by the pop machines without an escort. How hard would it be for them to drop some virus loaded CD or jumpdrive on a lunch table and leave? How about some OPSEC and COMSEC programs? Maybe those softballs in the "policy group" could set something up...

Was reading website "Criminal Justice Project." Very interesting--they sure are after police documents. But even more interesting is the budget for Ceasfire--almost $300,000 of undocumented expenses. To wit: There are 6,800 officers assigned to Patrol, and 1,600 DETAILED OUT OF THE DISTRICTS. Department wide about 800-1,000 on Disablity and Medical. Yes- this sucked. Personally I think the person currently in charge of ISD really doesn't know what he is doing - and I'm a geek. That being said- shit does happen occasionally. In terms of our overall computer system I have three comments. (Please read all three before whining about me being a spineless bootlick).

1. CLEAR in general (and esp our overall database, mugshot system, and GIS) is- believe it or not- truly among the best computer systems being utilized by law enforcement anywhere. Before you start accusing me of blowing sunshine up your ass read the next two items.

2. CHRIS is outdated at best, and was pretty bad from the conception.

3. The fact that we still do paper case reports (and paper info reports- which is in certain ways even more important- won't elaborate due to public scrutiny but those of you who stop to think about what is entered on an info report that won't make it to a GOCR will get the idea) is embarrassing. Don't blame this on the guys who designed AIRA- the reason AIRA looks a lot like DOS or an Amiga 64 is that it was designed when wireless bandwidth to the PDTs was nil and it had to have a small packet size. Now we could probably redesign it in HDTMLdb (formerly known as "flows") which is the Oracle based language that all our other stuff uses (after all we can now get "CLEAR in the car" on some PDTs). Apparently the person who is in charge has decided its not a priority- or worse still, hasn't given the matter much thought...

The public and media need to know the full extent of this failure. I'm sure J-Fed and King Ritchie will downplay it but it was nothing short of a catastrophic failure that exposed numerous weaknesses in the City's ability to handle problems. Rithchie can't seriously believe that the City would be able to actually handle the Olympics after a debacle like this past weekend.
The system was completely shut down for damn near 24 hours and it caused backups and overloads in virtually every lockup throughout the city. They had to have a special judge on standby at Central Detention for the hundreds of arrestees that were pushing the 48 hour window. What a fucking joke this department is. Petty offenses such as minor drinking and disorderlys were resulting in 30 plus hours in lockup!
The guy in charge of our computers needs to be demoted immediately and a thorough, critical review of our current system and all its weaknesses needs to be conducted. This review should be conducted by some independent, competent computer expert not some connected yes man.
The media that read this need to start digging at this story because it's far worse than J-Fed or Ritchie will ever admit.

back in the day when I designed high availability networks, redundancy was the the key. The closer a device is to the infrastructure, the more redundancy needs to be part of the design. Alot of companies will buid their server farms to be redundant, but leave the communication links as a single point of failure. The only way to avoid that is to use competing companies. If ATT is a primary, then you need to use someone else as the secondary because one comapny pushes all their comm traffic through their infrastucture. If they have a catastophic failure then your secondary needs to be completely seperate from the primary to continue to function. I doubt the city consider this when they awarded the contracts because it basically doubles the price.

Bullshit. I have met what this department calls IT professionals. OK as users and techies to use to help others and do light maintenance but definitely NOT educated enough in IT to design and administer an Enterprise wide system like we have here.

All the different systems we use need to be designed from the ground up to talk to one another. They are not here. We have some computer savvy police who cobble together some crap and because of bosses who don't know any better millions are committed to faulty computer systems.

Companies have been doing what we need to do with computers for many years. This has been done before. Other cities did it right. Chicago did not. Now we are too far into it to make all the disparate databases work smoothly together.

What is needed, and this would choke shortshanks, is to start over and design a system with everything done by ONE designer, a true IT professional company, and do everything in one system, one computer language, all tied together.

Then we switch over and junk everything we now have. By keeping the crap system we now use this city is creating the makings of a total disaster. This is true.

We need all systems we use to be totally compatible with each other and everything done by the same company. Arrests, case reporting, criminal history, inventory, internal department data, communications, EVERYTHING MUST WORK WITH EVERYTHING ELSE.

Right now it does not and is a cobbled together patchwork monstrosity of a cluster fuck computer system.

It would have been much cheaper and much better if it were done right from the start, which it wasn't. Now it is the king's new clothes. they will continue to patch a fucked up system and keep making excuses to cover their asses.

It needs to be completely, totally rebuilt from scratch and them switched over when ready. Then the crap we have now can be held up as a perfect example of how NOT to computerize a large police department.

Was that a pisser or a drinker or a dime-bagger? We used to take 30 minutes, in and out for misdemeanors, 2 hours (maybe a little more) only for felonies. Everything clearly hand printed with all six carbon copies legible. Nothing disappeared into cyberspace, no Spellchecker but it really pissed us off if some asshole took a piece of carbon paper out of a blank arrest report to use on court complaints.

The fact that AIRA, Auto-Arrest, Auto-Inventory, CLEAR, CHRISC, Data Wharehouse all went down together seems to indicate that the problem has a common base.

That would be the database itself. Where all the criminal information since 1999 is stored.

Has that been damaged?

Cook County States Attorneys access CHRISC. And some of the suburbs feed their arrest info into the system.

But you can all relax. There is NOTHING to worry about.

Payroll is on another system.

Had arrest on paper, and I'll admit it, it was my first one I ever had to do. It went quite fast. Under 2 hours. Including an inventory.

redundancy was the the key. Very True Statement....

The closer a device is to the infrastructure, the more redundancy needs to be part of the design. Every device is part of the infrastructure, perhaps you mean, critical infrastructure, or critical non-redundant single point of failure network devices, which shouldn't exist on CPD network, but do.

Alot of companies will buid their server farms to be redundant, All server farms are redundant, that's the definition of a server farm, now they are usually SANS, etc.

but leave the communication links as a single point of failure.

True, mostly, but without getting into it, should not with the CPD.

The only way to avoid that is to use competing companies.
If ATT is a primary, then you need to use someone else as the secondary because one comapny pushes all their comm traffic through their infrastucture.
ATT has a great network of backups, I've worked on their Business Continuity planning, most of the secondary companies in this field are actually just re-selling ATT.

If they have a catastophic failure then your secondary needs to be completely seperate from the primary to continue to function.Yes, that is the definition of a back-up system...

I doubt the city consider this when they awarded the contracts because it basically doubles the price.

Ummm, let's see, think the city couldn't wait to give out more contracts ?

Quit trying to impress people and go back to installing cable TV, not that there is anything wrong with that.

The nurse from Sweedish is the rudest person I have met in a long time. When asked her age for a report her response was "what the fuck do you need that for" she then refused to give any more information. Because of this useless ---- a 62 year old women with mental and physical problems was arrested instead of receiving the help she really needed. I also talked to the Sgt. from 20 that day the victim from this was already gone from the scene when I got there. The Sgt. from 20 apologized to me for the misunderstanding. Get your facts straight. Beware of this idiot.

Typical, know it all, do-gooder, liberal nurse you sound like to me. So, you have family on the job and that gives you even more "knowledge" than all the other nurses who try to tell coppers how to do their jobs? My brother is a doctor, maybe that gives me special knowledge to tell you how to do your job, too? I'm not the copper in question, but I have knowledge of the incident; and you are way off base - as most meddling nurses usually are. Stick to what you know, which probably should be restricted to cleaning bedpans. Hopefully the next mental I bring to Swedish hauls off and knocks you on your ass when you insist that I take the cuffs off him/her - then see if you have the "knowledge" of how I should do my job!

By the way, I do have doctors and nurses in my family, and I have a great deal of respect for them; but they don't try to tell me how to do my job - and I don't tell them how to do theirs!

Oh THAT one! YEAH been there before....Enough said!!!! Seems that happens ALL too much in most ER'S across this fine fine city! I was trying to figure out why a friend of a friend who also works there mysteriously hates me now, NOW I KNOW!!!!! And yeah it seems all too often that they run back to the significant other to ask" is this how its supposed to go?" And hubby replies "oh no, he was all wrong!" because he knows he wont get any that night if he disagrees with her! When i got stuck bringing a coked up,methed up and clinically certified mentally unstable 18/F/2 into Swedish my partner said " hold up, were getting their security out here for this one" i couldnt figure out why? After they brought out the cart,5 security guys,2 doctors and a couple nurses and took her out of cuffs and she fought like she was public enemy number one i realized partner and i were only two trying to put her on the cart as security watched with Docs/nurses staring at us saying "Why did you even bring her here?" Ummmm? maybe because her family said shes a patient here? Maybe because her family standing behind me says her Doctors are here and this is where she should go?????!!!!!........I thought a hospital(who specialized in mental health) is where you would bring the mentally unstable who's trying to hurt herself....but apparently i am wrong?!

There are many good and bad Police,Docs and nurses out there but yeah i'm sure this loon is the one i dealt with that day!

So yes it works both ways......Air your dirty laundry on the blog and i will air mine!!!!Whew ! And just think i have been contemplating if i did the right thing all those years ago!....Yep i sure did! Too bad it took all these years to figure it out! I wouldnt take my pet to Swedish let alone another human being anymore!

And if you are a civilian, you should keep your nose out of it - go back to your couch and turn on your TV to get some more of your "police knowledge" from COPS or wherever you get it.

But your right, Its 8:30 am and I'm going to go back to the couch and take my Barney Miller DVD's out and around 10:00 am, I'll go down to the pool and scout out some of the widows who really are lonely like me, and then maybe I'll get drunk by dinnertime, watch the sun fade in the Sonoran desert and be glad I don't work or live in Chicago after watching WGN news on cable and I’ll miss the good old days. You know before there were the “real police”, when shoulder patches had numbers on them.

But, you are right, I should have been a quiet observer instead of giving my opinion, but here I go again after thinking this through a little more and getting more info from posters:
