Pack the Hall

Despite a march that brought together almost 4,000 individuals with a common purpose, we haven't heard any news on the contract. There was supposed to be a meeting scheduled the next day, but no one has said if the City even showed up. This lack of information is a bit disturbing given that the mayor has had his minions negotiating in the media via leaks and innuendo since right after the march. The violation of the "gentleman's agreement" needs to be addressed when the other party acts nothing like gentlemen, but more like whiny children.

In an effort to bring the issue to the forefront again and maybe generate some publicity against Shortshanks and J-Fed, we encourage all members to attend the next FOP meeting on 21 April at noon. If we can get almost 4,000 marchers on a weekday, we don't see how we can't get nearly that many to an FOP meeting on a weekday at noon. We'd also suggest someone propose and someone else second the following motions:
  • Reaffirm the unanimous voice vote by 160 members that a resolution of "no confidence" be entered against Superintendent Jody P. Weis;
  • An additional resolution of "no confidence" against Mayor Richard M. Daley for lying in the media about the circumstances of the withdrawn offer;
  • Propose an additional resolution calling on Jody P. Weis to resign as he publicly offered in the news media on 02 April.
For those who missed it, here's what J-Fed said:
  • "If I ...saw that I was the cause of [bad] morale in this department, no one would have to ask me to leave. I would leave on my own.
Obviously, a vote of 160 Unit reps speaking for thousands of cops wasn't enough. And a march of nearly 4,000 speaking with their feet couldn't make it clear.

This is an opportunity to see if J-Fed is a man of his word. Or is he just another fed talking out of his ass. Personally, we're betting on the "ass."

boston is laying off 500 city employees including police and fire personnel-- i will be bashed for saying this but it is not just about the money-- their are many other things to be considered-- we banded together on 02 apr in a show of fraternal unity-- why rush to get a deal that we don't want just to get it done-- we waited two years, we can wait another one-- now that we have the "mayor's ear", its time to establish a meaningful dialogue to get a contract that is amicable to both sides-- if we have to we can fill the buses again and march again-- we had 4000 show up on a week's notice-- next time it will be 5000.

i admit that my little cousin that lost his life in the accident had a history of being a tagger. I never accepted his past, but i promise you that he did leave that way of life after he served his time in county. He had that jail time coming to him and he served it. NO FAMILY SHOULD GO THROUGH NOT BEING ABLE TO IDENTIFY HIS COUSINS BODY BECAUSE IT IS TO BADLY BURNED. it was the media that made it a hugh issue that the driver was a drunk chicago police officer. I KNOW BECAUSE I ASKED THEM WHY THEY ARE MAKING SUCH A BIG DEAL, WE JUST WANT TO LAY MY COUSIN TO REST. THE MEDIA SAID " IT IS BECAUSE THE DRIVER IS A CHICAGO POLICE OFFICER". I DEFENDED US BY SAYING WE ARE HUMAN BEING LIKE EVERYONE ELSE AND WE ALSO MAKE THE SAME MISTAKES IN LIFE. I DIDNT KNOW WHAT ELSE TO SAY AFTER THAT.

Ask him to take a lie-detector test too as if his command selections were not politically motivated, suggested or recommended by the mayor(or his hacks), alderman, reverends, business or civil leaders who have unprecedented access to enter or call their offices without an appointment.

Unsafe conditions/lack of equipment and manpower will make it more dangerous to do our jobs. Please watch each others backs, on and off duty, we are King Sized Targets of EVERYONE , at this time. Is there some reason why FOP can't demand arbitration, like NOW? Perhaps I don't understand, but isn't almost 2 yrs. now at a stalemate with the City cause for getting the Arbitrator to settle our Contract? Also, shouldn't the "G" be looking at the Daley Administration for some type of employment discrimination against us at CPD, as we are always, as employees, used by the Mayor as a tool, as opposed to other City factions, who never have to go thru this time after time, like we do? Is this not a discriminatory employment practice, as it is a pattern by the Daley Administration that the Mayor has not done to any other City employees. Perhaps Patrick Fitzgerald/U.S Attorney, can give an opinion on this. I'm not saying I'm right by any means, but the City is not supposed to discriminate against its employees, and if this treatment of stonewalling is always against CPD employees, it appears to be a form of prohibited discriminatory practice by Daley and Co.

Maybe you are biting off too much.

The no confidence vote has spoken , as has the 1st march. He is just going to create a diversion for the real issue.

The contract is the issue and the disregard by the mayor and city council in that regard.

Too many issues cloud the public perceptions and only show a disgruntled and whiny department.

Contract 1st. then focus on the inept leadership. That way too eliminates the contract as a tool for punishment by the mayor during the negotiations. (what negotiations?).

Just a suggestion. Focus.Prioritize. And hope the GPD doesn't keep shooting itself in the foot .

Toddler has done it again. I got a note from my bank saying they paid out $5.00 to Cook County for a new charge. When banks pay your taxes, they are now charged a service fee, from Cook County, of $5.00. Which the bank in turn take out of your escrow account. Since taxes are in two payments, the Toddler figured a way to get $10 a year more from us.

I will be at the meeting. The morale of this department is non-existent. In organizations such as ours, lousy morale results in poor job performance.

Coppers used to care about this job. Not anymore. The morale was bad before J-Fed arrived, but he's made it a lot worse. I can only say he's another incompetent hired by Daley; it's a list of incompetentence or corruption that gets longer every day. For an example, look no futher than the Chicago Public School system: Ron Huberman's in charge. Total incompetent but he's Daley's guy.

One last thing: Are they going to sell "Chalkie" T-shirts at the FOP meeting? I'm a 2XXL.

Interesting article about the PEA's.

1. Evidently they don't even know what the law's are that they are supposed to be enforcing.

2.They are apparently fucking psycho's.

3. Who gives a shit if good samaritans are making THEIR job more difficult. The company that took the meters over from the city took all of a millisecond to raise the meter rates after the contract was signed despite the fact that they were not prepared for a logical or smooth transition and Daley made everyone's life more difficult when he sold the meters in the first place. So....fuck all of them.

4. The story PROVES that the city is hoping to fuck the citizens not by having the meters fed, which is their purpose. But to increase revenue via TICKETS! Just like the red light cameras.

The irony of this latest money grab is that it has brought on a revolution of civil disobedience and turned the sheep into good samaritans who feed the meters to spare strangers a $50 ticket.

If only people could be as proactive when it comes to voting or showing up at meetings to intimidate the bastards that have run everything into the ground and care only about themselves.

The FOP needs to focus on a big non economic issue NO RESIDENCY this would allow you to move to a suburb where your kids could go to the public schools no dope dealers grabbing their balls on the corners and safe housing. NOw is the time to go for this the city has no money and does not want to give us jack. Setle for a small raise and a non residency.. No school tuition means saving 5-7 thousand per year per child on tuition for grammar school and up to 10 thousand per year for high school. Lower car insurance, no or lower city vehicle tax, No city bull shit fees. FUCK Short shanks No residency in New York or LA I thinkwe could win that fight at this time.

I second that. Whatever those two young people may have "been about" that fateful night, they never took anyone's life. I don't think our brother detective can make that claim now. My prayers go out to you and your families. This is a tragedy for all, not just for those who lost their lives, but even for friends and any family of the accused. There are no winners here.

He said he would consider the Judge to be “very aggressive.” I hope this Judge can be fair and not fall into the high profile case trap. I am just sick about this whole thing!

The purpose of a UNION is to PROTECT or IMPROVE the benefits of its members.

So far, they haven't done so well. We pay more for insurance that covers less, have shit vision & dental coverage.

I'd love to see two things.

1) Max out salary @ 20 years to bring on "25 & OUT"

2) As a start, lift residency for those with 20 years. This would allow future retirees to begin preparing their retirement.

Hell, make it 25 years right now to coincide with our current pay scale.

Residency is a STATE ISSUE! HELLO!

The City had that put into STATE LAW decades ago. You cannot negotiate that in our contract because it would be unenforceable without state law being changed.

Your better off asking for 2 free city stickers every year and a 8,000 per child education stipend.

And as far as demanding for arbitration; The city would love for you to ask for it. Because once an arbitrator is picked, you are locked into his decisions, good or bad, AND you do not get to VOTE on the outcome, you are stuck with whatever he/she decides on.

And knowing how this city operates, we all know that calls are made and favors are called in (God forbid the arbitrator owes somebody a big favor).

Our best bet is to keep at it, protest to the aldermen, march, get on TV and Radio, keep showing the public how poorly they are protected, how bad the equipment is, start downing cars that dont work, refuse to work alone, demand working radios and good batteries, leave paper whenever a safety violation occurs.

If you don't have a car, tell the boss to put you on a foot beat, or a corner until they find a car.

We did these things and a lot of other things in the past. It is never easy, and we know the city won't give in without a fight.

So give them one.

If you don't feel well, use the medical as provided, go see you doctor, he may tell you to stay home an extra week or two.

Obey every rule in the book. Don't kill crime. Write a report on everything and take your time writing it, we don't want any mistakes now!

Make sure you take your 2 fifteen minute personals and lunch every day.

The RULES will help us WIN!

p.s. we tried the stop working special in the '80's; all it did was bring out more suckholes to work for straight pay. Coppers are coppers worst friends.

Listen up, Francis! SWAT isn't a "numbers driven" unit. THEY ARE THERE FOR WHEN THE SHIT HITS THE FAN. Why are they downtown? Where do you think a homeland security threat to Chicago is most likely to occur? Clout? Spot? Do you think you have what it takes to
a) make it to SWAT, and more importantly,
b) maintain the conditioning to
keep a spot on SWAT, if you get there? Tryouts will likely be announced sometime this year.
Look out for them, and when they're announced, complete the app. and try out, like everyone else there did. But I must caution you; most people wash out on the shooting test alone. They physical part is a bitch too. Few people can do both parts of the test well. If you don't make it, it's because you simply weren't good enough when you tested. No calls to your clout will help you.
No one is going to bend the qualifications for you because you've kissed Masters' ass, or because you carried Rambo Ray's water bucket. No one can test for you, and frankly, if you can't do what's required, your potential teammates won't want you around either. It's demanding work, and some of their assignments have kept them out on the streets for the better part of 24 hrs., sometimes in severe heat & humidity, other times in biting cold. None of the men complain, because that's what they train for.
As far as people being "afraid" to see the SWAT members, THAT's what they're supposed to be, Francis.
No one will ever know how or what potential crimes they have averted due to their presence alone. SWAT team members also patrol districts in Areas 1 and 2 on a regular basis, and they provide support at scenes of Officer involved shootings, when the neighborhoods go up for grabs. And then there are the High Risk Search Warrants.
If you can do what they do Francis, then by all means, give it your best shot. But don't assume that they don't make arrests. When they do, they will turn them over to either District or Detective Division personnel, because the main function of SWAT, Francis, is to remain AVAILABLE TO RESPOND to an emergency situation.
I hope you now have a better understanding of what SWAT does, and what it takes to be a SWAT officer, Francis. What they do isn't pretty, but it is necessary.
All of them have spent thousands of dollars on their own equipment, never recompensated by the Dept.
They will train as long as need be to be their best, and spend what they have to be their best prepared. How many people in your District have even purchased updated ballistic protection, Francis? One last thing: they don't carry MP5s. If you don't know what they carry, next time you see them, ask one of them.
You'll want to be familiar with the equipment before you try out.

since you asked, SWAT responds to any HBT incident they are requested to, at any hour. they train constantly for all scenarios. of course they know how to use their mp5. they train constantly to be proficient with their weapons. you must have missed it when they made the unit testing legit. their is still a small percentage allowed for merit if they've passed the testing requirements. how are they "scaring people downtown"? perhaps they are downtown prepared for a threat you know nothing about. you already proved you don't know much.

Great idea!!! Hire the most respectable auditing firm from out of state to conduct the count. It will cost some money but it will be well spent.

There are many of us retired guys who hate to see what has happened to our once proud department. Perhaps the ballot could be separated into active and non-active members to give a true account of how this administration is looked at. If we can produce a study that truly reflects the feeling towards this Weis guy it will at least embarrass the man. Don't be naive enough to think he would resign. But this type of no confidence gesture would bode well for making your true feeling known.

We can go to arbitration but the union was trying to negotiate items they felt we could not get in arbitration. Like the 55 year old medical benefit.The unexpected pulling of the raises and managements violation of the agreement to not publicly discuss negotiations may force us to arbitration.Unfourtunatley in Chicago you are negotiating with nothing more than commom criminals and that presents many unique challenges.

It's true that residency is a state law and not subject to union negotiations. But if a bill can be introduce downstate to lift the residency requirement, i CAN be another "bargaining tool".

I believe every department around Chicago that took residency to court recently, WON their cases and had residency lifted.

Problem is that residency is written into state law... the union cannot bargain over residency until the state changes the law. THE UNION SHOULD lobby springfield to change this, but they won't. What better way to ruffle feathers than to have a bill introduced lifting residency?

One last thing: they don't carry MP5s. If you don't know what they carry, next time you see them, ask one of them.

Why all the nonsense about lifting residency?

If you own a home in a "city worker area" now lifting residency is financially crippling.

The day after your house is worth 75- 100k less. The market will have dried up even more than the cyclical adjustment we are going through now.

Taxes are the same or higher in the burbs, home prices not that much different unless you plan to spend half your life in your car.

Dude is everywhere, unless you are going 75+ miles out.

You will save on HS unless you kid is smart enough for magnet.

The primary schools in our neighborhood are fantastic, they have to be if they want real parents to enroll there.

If you live in the usual neighborhoods MG, B, GR, EP, OP, NP, the burbs are a 5 minute drive. I haven't shopped in the city in years.

There is no paradise----each area has it's +s and -s.

Another point is forget about any political power you are now a Merc not a member of community.

So let's not throw baby out with bathwater.

The protest was kinda like out troops going overseas . . . did everyone really know what they were doing there. I don't think so. Nothing but a bunch of uptight cops whining about everything under the sun from contract negotiations (which I thought was the purpose which the message was lost) to Cozzi, to unhappiness with the boss, to unhappiness with federal agents, etc. etc. blah blah blah NO ONE CARES when you leave the peanut gallery to speak for themselves. By the way you aren't supposed to like your boss. The fact that you don't means he must be doing his job. Get some new FOP reps. Good negotiators settle. The fact they haven't accomplished that for you should tell you something. Whatever they are doing for you is not working. GOOD LUCK.

SOMEONE IN THE DEPARTMENT IS RELEASING INFORMATION TO THE MEDIA THAT IS "SENDING MESSAGES" TO US BY PLAYING THE MEDIA AGAINST US!

Just like a manager or coach does or general manager of a professional sports team!

In my opinion its the wave of the new regime to do this to TEACH the rest of those not involved HARSH lessons while raking family and the accused over the coals!

Sorry to those that paid double (OR TRIPLE) what they knew the property was worth in their "city worker neighborhoods". Nobody made you move there and buy a house you knew was way over market value anywhere else.

You're also wrong about taxes and expenses in the burbs. Some of the burbs actually REBATE your property taxes every year! Their public schools are as good (OR BETTER!) than our parochial rip-off schools. The gas is cheaper. The insurance is cheaper. PARKING IS FREE! etc, etc, etc...

So don't try and convince everyone else to stay a prisoner in this shithole we can't afford to live in now, just because you'll be upside down on your BAD investment!

If this P.O.S. mayor doesn't want to pay us what we need to live in his "kingdom", GET A "NO RESIDENCY" BILL INTRODUCED FOP!

Ok what suburb rebates taxes?

I am not bagging on the burbs I am just giving some of the negatives to lifting residency. But, you throw shit into the game by saying I am just saying this becaues I am upside down on my house. FWIW, I purchased my house in 1996 for 181k put 32k down after 3 refis I owe about 65k. If I put it on the market now even with problems I would get 290 in about a weekend, maybe not the 385 it was appraised at three years ago, but still a tidy profit.

I don't spend any money in the city if I can help it, I am almost on a first name basis with the Costco greeter on Touhy. The elementary school by me are fantastic one is one of the best in the country the other is new but I hear good things about it.

I am not tring to convince anyone one of anything I am just throwing things out there to think about.
