Small World

  • Flyers denouncing Joseph Frugoli were plastered in CTA 'L' cars Tuesday night, accusing the Chicago police detective being "piss drunk" when he crashed into a car stopped on the Dan Ryan, killing two men.

    The rage that prompted the flyer may have begun a year and a half ago, when two acquaintances of the victims of Friday's crash were killed -- also by an allegedly drunk off-duty Chicago cop.

That's a hell of a coincidence, isn't it?

And what's with all this graffiti popping up all over the south side and up and down the Dan Ryan the past few nights? With pitchforks alongside?

While tagging isn't deserving of a death sentence, there are enough questions being raised that an investigation into how much these victims may have contributed to their own demise shouldn't be out of bounds.

Use this unfortunate incident to ask your non-police drinking buddies "Don't tell people at the bar I'm a cop." We've all walked into a room or bar room and a drunk friend yells "Uh'oh, the police are here! or "Here comes the cops!" They don't mean harm and are proud of what you do, but with all that's happened, when y'all are drinking, it's better off for you they keep the fact you're a cop to themselves.

There's lots of tagging lately; the whole L bridge over Wells street and the river was tagged (both sides). Everywhere there's graffiti and tagging.

Stopped in a lane of traffic?? Anyone knows if you get a flat tire you should proceed to the shoulder, if no shoulder exists drive on the flat tire until come upon a certain area where you can pull over. The two people who were killed went clubbing that night, this doesn’t give them a reason to die but I would assume they were also drunk (After 3AM).
Neither party used common sense that night.

Working in the public sector in a highly scrutinized position such as that of a police officer is absolutely no different than being a politician voted into holding public office. You are demanded to work and live to a higher standard. If you cannot accomplish this standard and sometimes even if you do you may get bad press, treatment, etc. You have only one good name and there are people out there going to great lengths to give you a bad one any chance they can. Know this. Embrace it. Be smart. Act accordingly. These incidents make everyone else on the job's life more difficult. Don't waste time speculating about the ones that got lost in the numbers and slipped through the cracks. Will this matter as it relates to your job 5 years from now. Quickly put the spotlight on something that restores public confidence and in turn restores the confidence the good people of the team left to carry the burden have for each other. That is going to get you respect you want and deserve which will matter 5 years from now and for the rest of your career and life.

In the tagging world, each asshole wants to top the other's location with their tag. So spots that are very dangerous get higher cred than a blank underpass that no one would see.

I'm not sure if anyone saw it, but a couple of weeks before this happened, the sign to enter 290 from the ryan was spray painted with a huge tag. Many people didn't see it because IDOT quickly cleaned it. The location of where these two were parked was just a little south of that sign so I believe they were trying to top that by stopping in a lane of traffic to spray the concrete divider.

All for tagger street cred. Dumbasses.

They might have been idiots or even doing something illegal. But the SOLE reason they are dead is because one of our own, wasted drunk, plowed into the car causing their death. Attitudes about drinking and driving on this job are going to change, and we will probably not like the medicine that will be forced upon us. Why don't you start a thread about what steps we need to take to initiate the necessary change? Look for something in the new contract regarding drug/alcohol testing for all shootings or may even all off duty incidents. The people who are complaining the loudest are the functional alcoholics.

off topic here. heard on zone 11 that someone in 20 district, the strangest place in the United States outside of Berkeley CA, called a 10-1 lastnight that was coded out about ten minutes later. How do you code a 10-1 without an arrest? If the situation is physical enough to be a 10-1 why is no one under arrest? Area 3 is so weird.

Yes the rumor mill is churning, it is believed that the guys killed in the car crash were stopped because they were placing graffiti on the bridge and walls along the highway. there is evidence to support this, along with statements from the victims friends that knew they were going out to tag.

I know this is a tragedy but it has been taken to a different level by the victim's family and friends. Now everything must come out. Tagging is a dangerous thing, I have handled several cases where "taggers" have been injured or killed. I also know, that most "taggers" do not like the police because they think they are "artist" or they are in fact gang bangers. Weather anyone likes it or not there is more to this story and it should be brought out.
If everyone wants to lay their cards on the table, police clout, Bridgport,etc. tagging, demostrating in front of private residence then lets do it.

School Busing at Mt. Greenwood Elementary…
The MTG School operates at 100% capacity with students exclusively from Mt. Greenwood. With one minor exception… there are 10-15 kids bussed in for the Moderate Cognitive delay program-Oh, there from the Roseland and Gresham neighborhoods. These 10-15 kids take up two classrooms. Here’s the deal – the school is so packed CPS wants to get rid of the pre-school & Kindergarten program for the local kids instead of making the bussed kids go to the school closest to their home (which also offers the same program).
Tonight at 1800 hrs at the Mt. Greenwood park field house (3800 W. 111th St.) there will be a meeting between parents, CPS administrators, and Ald. Rugui regarding options as the overcrowding. Here’s a heads-up… The principal has openly told the parents to stop beefing the Mayor wants the kids bussed in.

all else put aside, the car that broke down was in the right lane of an almost blind curve (especialy sense the vehicle was a small car)- IDOT had been called to the breakdown B4 the accident. now, all that taken into concideration, that MVA could have happened to anyone, i just think in this case it was a drunk cop.
Im not saying its right, wrong or indifferent, but these are facts and just because they want to hang this guy because he was DUI and because he was a cop- that does not meen he shouldn't be able to bring these facts up in his defence.

The deceased were part of a tagging crew from Summit. That crew has been tagging all over the 008th district recently with 2 pals of the deceased caught tagging a mural on an apartment building at 58/Harlem last night. A family member of one of the offenders (a latin king) came in to the station and asked the officers to "have a heart" since they were honoring their friend who were killed by "CPD." She was most upset about the fact that they were going to miss their boys' funeral today since they were in 008 lockup. I wouldn't doubt in the least if the two who were killed were tagging on the Ryan before the incident. The detective was dead ass wrong and will get locked up. What these shithead taggers wouldn't understand is that they also broke the law, were getting locked up, and would get out on a lot less that 50K. Just like they did after getting arrested for multiple felonies in the past.

So dont satrt with the oh well they were taggers who cares. I know plenty of taggers who have cops as dads and if it was one of their kids who got killed theyd do anything in their POWER to make sure the person who killed the whether by gun or with a car in a drunken stupor to be prosecuted to the full extent of the law so dont pull up this bs.

If SCC, the department and everyone else is going to dig up and publicize the past of Fragoli then lets look into the history of two clowns that decided to park their car at 0330 hrs. on the Ryan in a 55 MPH lane (which the Ill. State Police never enforce). Let's not turn into a Sun Times or Tribune which couldn't tell the truth for the last 2 years. Fagoli is screwed for being alegedly being drunk but if the "young Artist" were at fault like they were that is the truth. If a supposed sober driver had rear ended the artist then where does the fault begin?

I'm not on some goofy gang team but I do know the crown in this sense doesn't signify anything to do with the Latin Kings or similar ilk though emphasizes their skills graffiti artists.

Absolutely. As I said in another post, "Getting killed while doing something stupid doesn't cancel out the fact that you were doing something stupid" -- and it certainly should not preclude an investigation.

I want to know whether or not there were a lot of spray paint cans in that car -- and did any cameras pick them up painting other areas along the Ryan before the accident?

There were reports that the two dead had been drinking before the accident as well -- what was their BAC? How impaired was THEIR judgment?

Same as with the CPS honor students who drowned while stealing boats at midnight in another state during their big outing. What were the blood alcohol and tox screen results? We're waiting...

The yellow ribbons and jars with flowers and burning candles and graduation pictures come out in half a minute -- is there a place that delivers? -- along with the revs with the bullhorns and the guys in hoodies throwing up RIPs all over town.

Not so fast there. Before we telegraph the Vatican to recommend sainthood, we'd like to know what happened.

So can someone confirm that they were stopped there to spray paint? If they were, they really are to blame for their own deaths. I am not forgiving the drunk, but that is so dangerous and so "f-everybody" that I can't spare an ounce of pity for them. That could have been a family that hit them or a truck and they could have killed more than one innocent person.

When I was a kid, Cops were treated with respect. That's all out the door now. I was in the Home Depot lot today (off duty) and saw a woman getting assaulted by a...uh...parking lot begger type. I walked up to her and mentioned that I was a cop and that if she wanted, I would stay with her until he went away and she seemed appreciative. I wonder if people realize that they are easy prey for the right person. Its very sad how we are viewed by the general public now.

Just to clear up any confusion about the incident:

They may have been taggers but that night, that vehicle WAS disabled. Phone calls were placed and they were waiting to be picked up by one of the girlfriends and to arrange for a private tow. They were picked up by God instead.

God knows I hate taggers and wish to lockem all up so they stop destroying the city and other people's property, but no one should pay with their life just for being one.

There was actually a quote in the media by a family member of one of the deceased, who by the way came across as extremely gracious under the circumstances, saying it was a tragedy for all families involved, including the detective's. He also said he did not "approve" of his cousin's tagger lifestyle, but he was essentially a good kid, or something to that affect.

this all could have been avoided! if the driver of the vehicle had just a flat tire, and he was so close to the off ramp that he could have drove off. but why did he and his friend just stay in his vehicle. and why did the vehicle go up in flames the way it did. when it is your time to go, it is your time. it could have been another driver (sober) who could have hit them. but i believe alochol played a part in everyone involved. they were coming from a club 3-4am. the det was drunk (over the limit). dont drink and drive.

Because, asshat, you look at BOTH sides of the story. Yes, that cop was wrong, drinking and driving, and will pay for it for the rest of his life. But if it is true that the two "honor students" had been drinking and had open alcohol in the car when they stopped, isn't THAT against the law? If they had been drinking, would it not be too much of a stretch to link their actions (stopping in a lane of traffic) to the consumption of alcohol? If they were indeed out there to tag, would that not also be a contributing factor? All facts should be looked into. And if it's discovered that these two had indeed been consuming alcohol while driving and had been out tagging then its just too damn bad. The cop involved will take responsibility for his actions, so should these two idiots.

what do we do-ask them? I am all for Joe to get his day in court, and any mitigating circumstances will be heard there, or they should be. But as to them being to blame for their own deaths? Was Joe's car the only other one on the Ryan? Or were the non intoxicated other hundreds of cars able to see their car and drive around it. They may have been stopped for something illegal, but I don't think that we can say that they are to blame for their own deaths. Let's see what happens in court.

Many of the fine men and women who came on this job many years ago, did so for the same reasons that people still do today. They had a calling, they wanted to do a job that mattered, they wanted to support their families, or follow in the footsteps of their dad or uncle. They may have served in the military and in Vietnam.

They had to put up with the same bullshit clout babies, work before there was a union, and adapted to historic changes on this job of ours.

You know how corrosive police work can be to the soul. It changes everybody that comes on the job. It takes a great deal of effort to stay sane and normal after a busy weekend. You go home with the radio still talking in your ear. Years and years of this madness, of exposure to extreme conditions, of having to harden yourself to the inhumanity and tragedy you experience...let's see how you hold up after 20 years. That is, if you are a real working copper and not the "inside special unit bitch" that you sound like.

It's well known that the police suffer higher rates of alcoholism, depression, divorce, and suicide than the general population. Many of us die soon after we retire and never live to collect much of a pension. Many of us end up with heart disease.

I'm not defending this detective. He is responsible for his actions. Too bad he didn't get the rehab he needed long before.

But before you shoot your ignorant mouth off anymore, just remember these words of wisdom, "There but for the grace of God go I."

we don't know the details of either incident; however, degrading the victim is not going to help the situation. What if it had been your child or the squad car that was allegedly hit had ended in fatalities?

I dont believe they are degrading the victims or trying to justify the officer's act. What they are saying is that the victim's may have contributed to their own fate. 1. Also, possibly drinking 2. Pulled over on the highway without any lights on 3. Possibly ready to tag. (Remember, if you have a flat and have know where to pull over, you dont stop in the middle of a highway).

Again, this doesn't change the fact that the Officer was wrong and condone his action.

If the news report that the driver of the struck vehicle had the time to call someone on his cell phone, wouldn't that indicate he also had the time to exit his vehicle and move his ass to a less perilous location? Maybe the CPD should consider the "2nd Chance Rule" like the CFD has. If an officer gets caught drinking, they should be required to go for treatment PRIOR to being suspended/fired. The CPD would rather discipline than help. THE DEPARTMENT is just as accountable by not addressing the issues.

I drove by the site of the accident. There is a blind curve just before the site of the accident. Late at night, anyone would have hot that car. That was a accident waiting to happen. If they had a flat tire why not drive up to the ramp? That was a absolute horrible place to stop for a flat tire. Anyone with common sense would have driven further to a safe area. Unfortunately, the ODPO was DUI. Otherwise this was a nonincident.

You cannot deny that, nor the fact that the city of chicago in general is still so corrupt and filled with money hungry lazy asses who do half assed jobs and collect huge paychecks provided to them curtesy of the citizens of the city.

I am talking cops, city workers you know the ones that are supposed to be fixing the sidewalks or pot holes on your street but instead sit in their blue trucks and have a snooze! DCFS workers that are to dumb to see a child in danger and do nothing to save a life.

That cop should have lost his job & license years ago!! Not a slap on the wrist, most certainly multiple slaps on the wrist.
When I was around 20 I was driving home from a show with my bf and we seen a friend of his pulled over on the shoulder on the 55 he was piss drunk but he at least realized it and pulled over.

My boyfriend knowing where he lives jumped in his car and drove him home, I followed him. When we left him we left him sleeping in his passenger seat, knocked on the door with no answer, so we took the keys out of the ignition and left them in his mailbox. We didn't know which unit was his or we whould have taken him up.

Would you believe he was arrested for DUI lost his license and was on probation for one year. Had to go to AA which in my eyes was good (going to AA). The arresting officer did not want to believe him when he said that a friend dropped him off and that he had not been driving not even after they called to verify.

Amazing isn't it, too bad this guy wasn't CPO he could have gotten a slap on the wrist! He of course thanks my now husband and me as saving his life because he realized that it could have ended badly.

Call me naive but given the track record the city of Chicago has, I am inclined to beleive that the guys did have a flat tire & anything else is a feable attempt by the city to cover it up or some how blame those 2 guys.

Crushed and burned is not a good way to go and if you think it is justice because they were "street artists" then how do you feel about phedofiles and murderers how should they be punished?

The PO's are there to uphold the law and be the #1 example of what every good citizen should do, that is what the citizens of Chicago pay him for!

So, to not allow this excellent example of ignorance to be wasted, I offer my analysis of the most ignorant parts of this long winded, empty headed diatribe:

Uh, yes, yes it would.

Because, at 3pm, there would have been several key differences:

a) the sun would have been shining down onto that part of the world, illuminating every object upon which it's rays landed, thus providing those operating approaching vehicles far greater visibility.

b) the number of vehicles traveling southbound at the location where impact occurred would have been significantly greater, thus imposing, via the laws of physics, (ie., no two bodies can occupy the same space at the same time), a general and significant reduction in the rate of movement of all vehicular traffic in the area.

c) any vehicle passing the area where the vehicle was stopped would have seen the allegedly disabled vehicle, and either reduced their speed of travel as they passed said vehicle, or would have been forced to come to a complete stop, were they unfortunate enough to have been behind said allegedly disabled vehicle, or behind vehicles stopped behind the stopped vehicle, thus building a line of stopped vehicles directly behind said disabled vehicle.

d) the officer in question would not have been there.

e) the struck vehicle, controlled by an individual who lacked the sense to not stop in an active expressway lane of traffic, would have been blessed with the opportunity to not have to pay for his lack of sense, by being struck by a vehicle traveling at 50+ mph, since the abundance of vehicles backed up behind him would have become a buffer either preventing his vehicle from being struck at all or, at worst, causing a vehicle, or vehicles, behind him to be struck, with the domino effect substantially reducing the impact to his vehicle.

f) that is, if the struck vehicle would have been there at 3pm.



2. "Regardless of whether or not those kids were there to tag, bottom line is that COP has multiple slaps on the wrist for similar incidents and moving violations."

No, the bottom line is that, if the victims were 'there to tag', then they deliberately stopped their vehicle in an active lane on the expressway, and they are the primary cause of the resulting collision.

And if they were not 'there to tag', their stupidity in not continuing to drive on a flat tire, until they had moved their vehicle to a location not blocking an active lane of the expressway, also means they are the primary cause of the resulting collision.



3. "Really bottom line is keep those kids vices, and bad habits out of the picture. It is very unfortunate that they were at the wrong place at the wrong time for what ever reason got them there."

No, it's not merely 'unfortunate', it's significant.

And relevant to honestly determining cause and fault, ie., responsibility.

Since you are, obviously, not one of those citizens who actually earns the money, from which a large portion is subsequently taken in taxations, said taxes which then are used to pay the salaries/wages of those employed as Chicago
Police Officers, I suggest that you reassess your assumption that you are 'entitled' to define what cops are 'there for'.

Oddly enough, I was near Sheffield and Webster today driving by, and IIRC, this is where one of those funerals were being held. You should have seen this Buick parked outside with 24" rims..real winners here!
