FOP Post on DoR

  • The Lodge has received numerous telephone inquiries about the Department of Revenue implementing a new policy where both marked and unmarked police units would be ticketed if illegally parked, even if responding to emergency situations.

    The Lodge made several inquires to the Department and the Department of Revenue. Both have assured the Lodge that this is simply a rumor that took on a life of its own. The current policies that are in effect have not changed.

A rumor that has a lot of meat to it:

    M-Plate vehicles:

    Enforcement of M-Plate vehicles is required of all Parking Enforcement Staff. Discretion is necessary when obvious emerency situations or investigations are being conducted. Enforcement of illegally parked vehicles is the responsibility of Parking Enforcement staff.
That seems to track with the other comment from self proclaimed PEA who posted earlier. We'd almost be willing to go along with the FOP's contention that it's all a "rumor." The trouble is we've worked for the City for too long to take that at face value. And we've seen the downtown pukes at other departments back off of stupider decisions than this one when confronted with the reality of where it would go.

This is simple........I park my blue and white in a bus stop to grab some lunch. I come out to find a ticket on it then the gloves are off. I will start my own zero tolerance campaign; I will write anybody and everybody.

CTA doesn't like me parking in their bus stop? Then I will no longer look the other way when a CTA bus runs a red light.

I see a Media van parked in front of a fire hydrant.....ticket and tow.

I see a a meter maid riding their bike on the sidewalk....ANOV.

This is where the in car cameras will come in handy. What better entertainment could there be than to watch a video of a TMA employee trying to get out of a ticket.

If the city wants to fuck with me, I'll fuck with them and use their own equipment to catch them in the act.

Maybe I am missing something but I dont see what all the fuss is about. They can ticket police cars all they want. Who is going to pay the ticket? Is there anywhere that allows them to force us to pay? I dont think so. Are they going to discipline us for parking illegally, especially while on an assignment? I guess they could but they would just be cutting off their own nose to spite their face because if that happens already bad morale will get much worse.

Years ago when I was a rookie and assigned to the dandy First District We had a lieutenant that was rumored to have a plate in his head

Anyway one night on midnights he got a bug up his ass about the Sheriff's marked cars parked around the Daley Center he ordered yours truly and his partner to issue them all citations

I felt like a real schmuck but what could I do?

This is almost as stupid

I thought this was all bullshit until after visiting the corporation council regarding a lawsuit that I was notified to attend via the court notification system, during my tour of duty, parked my car (unmarked) at a meter spot. After being there for about three hours, I returned to my car to find a ticket for an expired meter. What a fucking joke!

So when I returned to the station, I tried to research what I would need to do in the future to get reimbursed for the money I put in the meter or the twenty dollars I pay to park in the parking garage when I am parking their department vehicle while working when I am ordered to appear to speak with the city attorney. If this is the game the city wants to play, then fine. Next time I will allow more then enough time to get to the el, get down there, do whatever I had to do, and make sure I dont get back to the station until at least two hours after the end of my tour, with time due slip in hand. This is just completely out of control. In ten year this job has become a fucking joke.

Believe it or not, I usually try my best to find a legal spot for the car when I am not going to a job, but I never thought in a million years that some jagoff would put a parking ticket on an unmarked police vehicle for not paying a meter. I am just dumbfounded by this.

The best part was shortly after receiving this gem, I get an email update from our bullshit union stating that this whole parking issue was just a rumor. Boy, those guys just have their heads farther and farther up their asses every day. FOP I seriously hope someone is looking into this.

It's killing me everyday to see how the city I was raised in and have lived in all my life, the city that both my parents gave their careers to as police officers, the city that my uncles, great uncles and cousins also have risked their lives as police offiicers has become this rotten shithole that I am embarrassd to tell others that I am a part off.

Here is what I was able to ascertain regarding this parking ticket guideline.

The issuance of a memo regarding "M" license plates and parking tickets stems from the news recently doing a feature on how marked CTA and unmarked CTA vehicles bearing "M" plates were parking for free around the CTA office building downtown. Many of these vehicles were parked in parking meter spots.

As with any news story about a city agency or city employee(s), Mayor Daley had a memo written and released publicly to make it appear that the city was doing something to "correct the problem".

In the alleged memo it does mention marked and unmarked vehicles - but does not specifically state police vehicle. Most likely this memo was addressing marked & unmarked CTA vehicles without mentioning CTA by name.

I doubt that the people in charge really do want unmarked city vehicles ticketed. Most big bosses of the any city agency as well as the police dept. do like to feel special and park anywhere. Many when illegally parking are doing something they don't want documented, such as cheating on their spouse, being at entertainment places during working hours and so on....

Bullshit. I have spoken to enough Department of Revenue employees, it IS true. The memo was written and they didn't want to take the heat and answer for the idiocy of one department ticketing vehicles of another.

Typical City crap, issue stupid orders and then lie to cover up the stupidity.

This much is as true as the sunrise: I will conduct strict traffic enforcement from now on for ALL Department of Revenue employees.

Department of Revenue, look out, I will fill my quota of movers from your ranks. Did I say quota? I meant index, sorry, there is no quota.

And of course, name check for valid DL and warrants.

Not so sure about that. Had a talk with my Capt. about those red light cameras. He told me that if I run one of them in the marked car with the emergencies activated, no problem. BUT if it happens without the emergencies activated, that's a different story. The city will get the ticket, the department will then look into who was assigned to the car that day and when they find out who, they will have to pay the fine.

I think you are asking for trouble. it is well within the city's discretion to decide how parking tickets are to be issued.

You make a stand on a loser of an issue like this, and you come out looking like crybabies. Find an issue that truly matters and that the public can support.

I find it very odd that police officers are up in arms about being told they will be ticketed when parked illegally when NOT handling an emergency. I see police cars parked in bus stops, parked half on the sidewalk (truly, people, all the time and yes, half on the sidewalk), blocking alleys and blocking fire plugs. Isn't your job to enforce the law? You'd think you'd put a little more effort into trying to follow the law and setting an example so that citizens like me don't have to see those blatant abuses of power. While they are admittedly mild abuses, they ARE abuses and should not be tolerated. So go ahead and cry and act out by ticketing DOR and alderman... fine by me. No one is above the law. And no one needs to park for an hour in a bus stop when a civilian car in the same stop would have a gazillion tickets on it, and probably be towed too. Justice, finally. Deal with it.

I ran the plate of an illegally parked car an few months ago and as I was waiting for a response from the PDT a TMA came up to me and explained that he was working and that it was his car. No problem for me to overlook the car but obviously having a suspended drivers license is not a disqualification from employment. If the Dept. of revenue and TMA's and the city in general wants to fuck around, we have so much more leverage to fuck with people. I'm not shocked that some of these people would be suspended but in this litigious society I would think that the city would want to make sure that an on duty TMA who was driving to their corner would have a valid license. And it wasn't suspended for emissions.

I've been ticketing my own patrol car for years.

No front plate, no city sticker, cracked windshield, no headlights...I even brought my squad car and all its 190,000 miles to an emmissions station and asked them to fail me.

I put parkers all over my car when I drive from job to job. So, I won't have any problem parking 15 miles out of my district to dine at my favorite lunch spot because I always have at least three parkers hanging from my driver's side window.

This is almost as good as when jimmy Jackson had his squad car booted at his house. The outstanding tickets were for red lights. They wanted to know what emergency calls he was on for each ticket or they were not going to take the boot off. Cline got involved and said it's an emergency vehicle period!!! No further discussion. Fine by me. But then what about those who park on a cross walk, with flashers on, to run into a store to make a purchase? Or how about those take out delivery guys who park just about anywhere to make their delivery?

Some one mentioned here a while back about delivery trucks like UPS. Now I think I can say for sure that there is no where in the municipal codes that allow for trucks to double park allowing for delivery, but I have been wrong before. Anyone out there have that answer?

One of my favorites is in my district. There is a public grammar school that has a bike lane going down one street the school boarders on. At dismissal time, there are cars double parked in the bike lane waiting to pick up their kids.

Can't park in a bike lane. So tell me, why if I should not be able to park in a bus stop to run in to get my lunch that I will end up eating in my car between jobs if everyone else gets to ignore the law?

And don't give me that crap that "police are held to a higher standard." If I am to be held to a higher standard then I will enforce all laws and municipal codes TO THE LETTER! You don't want to start a pissing match that you cannot possibly win.

You think this city sucks now? Just imagine if all police did what I just stated? No breaks given to ANYONE.

Subtract the number of persons we encounter on a daily basis that do not like us for the obvious reasons.
Now think of the police friendly people we have out there on our side.
What we need to do is be professional in our encounters with everyone else while we do the job the CITIZENS expect.
The mayor may sign my check but I work for my neighbors. Let's not lose focus on why we became the police to begin with.
Do the job to the level you and your partner feel comfortable with and leave the nonsense to others.

Wrong. The water bill for my house is in my name, I am legally responsible. The squad car I drive is in the name of the City of Chicago, like with red light tickets, all notices go to registered owner. Registered owner is held responsible. Make me pay? Hah!

One parking ticket paid by me for a city vehicle equals one week sick at my weekend place in Wisconsin. Go ahead, make my day.

You want to know why the police park in areas that others can not? First off in some areas of the city parking is tight. If you live in one of those areas and are coming home only to find the ONE spot of legal parking is taken by a squad car and now you have to park three blocks away and walk home, that kinda sucks. I live in Lakeview area and let me tell you I could care less if the police car is parked on my front steps and the officer is out taking a sandbath so long as my legal parking spot is there for me. What's next for this city writing police cars for violation of permit parking? Come on now!

Have you ever thought that officers park illegally so citizens can get a legal spot? It's not an abuse of power. Do you want us to waste an hour to find a legal parking spot when we go to lunch? There is a department special order that says that the driver of a city vehicle is responsible for any parking/moving tickets, including red light cameras. Look it up on ICLEAR. That's how they'll screw with you.

from what i've heard and read (theexpiredmeter.com) the meter maids believe it to be open season on the police. reading some of there comments over on their blog they do have it out for us and probably think it to be a badge of honor to ticket the police. i say the gloves are off. long form a few let them get fired and we will see how eager the rest of them are to write the police.

I urge officers to go to Alderman Tunney's office and ask for one of those "44th Ward Official Business" placards so we can take our police cars to radio assignments.

Citizens might try this also, what's good for one is good for all. I surely wouldn't ticket a car with a "44th Ward Official Business" placard on the windshield, no sir.

Hey listen up! TMA's and PEA's are two totally different positions. TMA's direct traffic mostly with some parking enforcement usually in the Loop. PEA's do parking enforcement full time in the neighborhoods and the loop. Department of Revenue has PEA's. OEMC has TMA's. TMA's are on YOUR SIDE. We share the same buildings and parking lots with you guys. I would never ever write ANY Municipal vehicle.

What if I need to run into a store to grab something and i have to park all the way down the block to keep it legal and all of the sudden my radio blows up with a hot call (person shot, man with a gun, criminal sexual assault in progress, ect.)? do i then use those precious minutes to run down the block to get into the squad car potentially letting the criminals make good their escape? Interesting. i guess if thats how you want it..

Retaliate by writing ANYONE is playing into the city's hands. This is almost certainly where this policy from Streets and Sans wants you to go. They want the department, en masse, to increase revenue raising, and if that means starting a war on the police so the police will retaliate by writing tickets on everyone, so be it.

Find another way to retaliate that doesn't put more money in Daley's pocket.

THe City has guidelines in place already for payment of a ticket. CR# will be issued, after the investigation reveals that you were assigned the car that day and are found responsible they will just deduct it from your paycheck or you will have to set up a payment plan.

Female in my district is on the payment plan and has 100 taken out of her paycheck to pay the water bill.

An on duty, on patrol cop probably needs to not get all that far from his vehicle. You never know when he might need to get going in a hurry.

Much different story than a guy in traffic court where the chance of him having to go on a call are nil.

About that parking at the end of the block under "NO PARKING" sign,in some spot's that might pose a special problem,in some places it encompasses the handicapped curb cut so you would really come off as a jerk if peolpe see a marked/unmarked police vehicle sitting there.I saw it first hand a few years ago. Marked car parked under the "NO PARKING" sign at the end of the block which also included the handicapped curb cut,can you guess what happened?.A handicapped man in a wheel chair wanted to cross the street,he didn't want to come down the other side because he would have been vulnerable to the rush hour traffic so he had to wait until the officer returned to his vehicle.The citizen was handicapped from the chest down because he had to operate his wheelchair using a joystick with his mouth and this was during rush hour so everyone got to see Mr. Policeman preventing a disabled person from going to point A to point B so I recommend that you don't park there also,try another suggestion.

Ok Mr. Citizen I work in a District where we go into what's called a rap or backlog almost daily.(A backlog is when there are more radio assignments pending then police beats/rapids,if we have rapids on the sheets that day available hence the term "rap" or "backlog")
.I will pose the same question to you: The city will not provide C.P.D. roaming for a parking spot time for before lunch so when we have a window of opportunity to take a lunch we jump at it,let's face it there are only so many places you can eat at in 011.Make a suggestion as to how we could deal with limited time and limited parking space available.That's why you see squadcars parked in odd places,because the police officer is trying to eat rushion,(rush in and rush out),it's not because "I'M THE BIG BAD POLICEMAN AND YOU WILL DO WHAT I SAY NOT WHAT I DO BECAUSE THAT WOULD BE BAD FOR YOU AND YOUR CAR".The next time you see a C.P.D. car parked in an odd place take the time to observe why.That's why P.O.'s are responding negatively to dept. of rev.'s attempt to go after C.P.D.'s parked vehicles.The same question goes out to the supervisor's at the dept. of rev.

IIRC, the objection was to regarding a cop who had stopped to make a personal purchase at some store, not to a cop actually engaged in dealing with an emergency situation.

You guys are very visible. Thats mostly good. Sometimes it means people see things they don't like or do not fully understand that rile them up.
