Manpower Shortage Solved!

Oh. Wait. We're not short-handed. We have 13,000 officers!

But a "little" Bureau of Patrol item came out on Friday (of course it did - long weekend). Major points:

  • District desks are authorized 2 POs and 1 Desk Sergeant, for a total of 3 sworn personnel. No watch secretary is authorized.
  • District desks in area centers (002, 005, 011, 019, and 025) are authorized up to 3 POs and 1 Desk Sergeant, for a total of 4 sworn personnel. No watch secretary is authorized.
  • CAPS: Duties and functions of all officers on the second watch in the CAPS office will be reviewed. The least amount of officers necessary will be placed in the second watch CAPS office to perform necessary duties. On third watch only 1 officer will be assigned to CAPS along with the third watch sergeant. All officers released from CAPS office will be placed back on their watches for field duty.
  • Lockup: Staffed by no more than 2 people on second watch and 3 on the first and third watches if arrestee intake justifies extra lockup personnel.
  • Office staff: 1 district secretary, 1 assistant district secretary, 1 administrative manager, 1 timekeeper, 1 PC operator, 1 senior data entry operator, 1 clerk III, 1 tact secretary, 1 crossing guard supervisor. And if a full duty officer is occupying one of those positions, the DC will have to justify why.
  • And DCs are to submit their lists by 27 May so that all freed-up officers can return to field duty on 28 May.
Office staff barely (if at all) touched. Smoke and mirrors. And when you get down to it, no real benefit to patrol.

This should be so damn funny i'm almost pissing my pants.

To see all these desk jockey's back on the street will make my day. Especially the ones that thought they were untouchable or too good to work the streets and went to the desk/inside spot right after probation.

The other interesting thing will be to see how the cmdr's and capt's finagle the personel as to reflect them out on the street, but in reality they are still working inside.

Should be an interesting couple week that's for sure.

So the DC will have to justify why a convalescent/light duty officer is not doing the work of an able bodied person that should be on the street?

Maybe because the people in place have been there for years and know the job they are doing.

For the sake of getting the able bodied PO on the street with timekeeping experience, you should put someone who is on convalescent/light duty there that doesn't know the job?

What a Nightmare that would be!

MANPOWER SHORTAGE IS THE MAYOR'S FAULT.

On a consistent basis he has mismanaged the tax dollars of this city.

Two huge projects come immediately to mind where good money was thrown after bad: Millenium Park, which was nearly 350 MILLION over budget; Block 37 CTA superstation - last cost on that boondoggle was around 170 MILLION and nothing to show for it, but an empty shell.

Then how about all of the monies siphoned off to contractors, special aldermanic projects, "neighborhood" groups who did not have to account for what they spent.

Take half of that and easily several hundred cops could have been hired.

Finally, the citizens have to stop voting for the mayor and his corrupt alderman, not that I believe a reformer could truly fix anything since his/her hands would be procedurally tied by the corrupt pols who remain.

COME ON MEDIA, you report on bullshit stories over and over again, but you don't keep the pressure up on the pols for the above wastefullness.

Chicago is slowly, day by day, week by week deteriorating. You look for the catastophic signs of decay, but miss how the small daily problems add up to one large catastrophe.

Mark my words, if something is not done about more police manpower and addressing the morale issue directly, you will eventually recognize the catastophe that struck the city in higher violent crime, decreased property values and lack of new business/industrial enterprises.

Ok all of you media whores currently trolling this blog...how about one of you pathetic, liberal bastards formulate a story that demands answers from the Big Man on the 5th floor and the collective "brain trust" operating out of 35th & Michigan regarding this issue.

* Ask why such shuffling of manpower is necessary if the department is staffed at the 13,000-plus as is constantly reported.

* Ask about the districts affected and the number of officers "detailed" from these districts to create useless units such as TRU, MSF and most recently, this laughable "Surgical Strike Force"
currently making appearances all over the Westside.

* Ask how much it'll cost the taxpayers when a few of the bid Watch Relief officers are put back on the street in violation of our contract, as they are entitled to time-and-a-half as compensation for being wronged in such fashion.

* Ask if Daley and Burke are willing to forego a portion, or all, of their respective bodyguard detail to help ease this "unbeknownst-to-now" manpower shortage.

* Ask if anyone that helped Dugan concoct this latest abortion ever took into consideration the following:

That busy districts often need four or more desk/relief officers to operate efficiently. For example, 011 regularly has 50-plus arrestees in the lock-up on any given day, courtesy of district officers and supplemented by TRU, MSF, Mass Transit, Narcotics/Homan Square, UIC PD, Stroger Hospital PD, ISP, A4 Detective Division, etcetera. Nevermind the continuous flow of citizens there for report purposes (a good percentage lujacked to us by neighboring districts) and literally 100's of phone calls fielded on an average watch.

Add in somebody to print and compile 20-30 court transmittals/packages for those arrestees going to court.
This includes hunting-down officers to correct incomplete paperwork, correcting/amending complaints, calling in parole violations and adding warrants and making related notifications when dude pops a warrant(s)...this even after 3-Year-Wonder-Officer- Superstar-Tact-Guy falsifies the arrest report with the standby "Name Check Clear" at the end of the narrative.

Add in somebody to dispense radios and cars for early, late and rapid roll calls and the night tactical team(s). Don't forget that daily, thorough radio audit.

Add in someone to both write and then physically I-Bond an average of 20 arrestees a day.

Add in someone to return an average of two inventories to each of those assholes I-Bonded.

Add in the officer assigned as "Station Security" to thwart any future infiltrations by uniformed ghetto youths.

* Ask why...

Oh wait. What was I thinking? You WON'T ask anything that might expose just how fucked up this City and Department is under the rule of the Mighty Shortshanks. You'll do as you're told by your master, focusing on the faux sensationalism of petty "perks" that coppers get, such as duty availability pay and preferential parking at Cubs games.

Let me get this straight, 2 PO's and 1 Sgt assigned to the desk in most districts. That sounds fair.

How come then, in district 13, a VERY slow district, there are always 4 PO's and 1 Sgt working the desk during the 1st watch?

At best, 3 citizens may come into the station the whole shift.

They didnt think about the Contract violations. Lock-up on 2nd. Watch only allowed 2 people. Even if day off groups are seperate One day a week there will have to be 3 with the bid spot and 2 dentention aides. Hopefully some district will get caught right away so the grievance will get filed quick.

Very few on the blog get it. Good old USA is over leveraged and in a debt depression. There is no money.

Two facts to remember.
1. Pension fund- How much do you have in it? Probably a lot of money.

2. Did you know that the City owns your deferred comp. until you retire? That is correct. Do the research.

Now add those two items up - even those who are challenged by numbers can do that- just add total pension fund money invested + deferred comp.

Now instead of worrying about 4,000 dollars for retro, worry about the larger amount.

See , financial planning is not hard.

so 1 desk sgt and 2 p/o's on the desk, well one of them is going to have to do radios, which will account for a couple of hours to due to all the shift changes, tact, etc...so one person on the desk, have you ever walked into the 8th district and seen the lines of people waiting for reports, especially when it rains? I know there are some out there that will say good, screw those house mouses, well you have never worked the desk, I guarantee it. Because I felt the same way until I was throw on the desk as a sgt, because nobody else wanted it... Yes it is not as dangerous, but shit happens everywhere, remember 021, 003, 001, 023, probably more, all armed men walking in the building and tried to kill any police they saw...
again rules being made about patrol from those who have been gone so long they forgot what it takes to run a watch/district...

Great idea, but it's Bullshit! I'm all for it, but it's not going to be carried out. I agree that that you don't need 4 POs on the desk and 2 or 3 watch secretaries, but I guarantee none of these house mouses will be on the street. They will just drift off into some other inside job, and it will have no effect on manpower. You watch. BTW what's with a class of 30 Sgts? 25 districts with 3 watches each means there are 75 watches citywide. 30 new Sgts is LESS THEN HALF a Sgt per watch. Brillant!

What about the youngish desk officer who works in 020 on midnights?

He is on light duty and has been for 6 of his 7 years on the job.

He looks pretty healthy to me and manages to do long, hard workouts up in the gym when he isn't treating street officers like shit and playing on the computer all night.

I was under the impression that extended terms of light duty meant a trip to call back or some other unit. Must be nice to have juice.

I believe All Exempts should work a real District desk i.e. 011 District to get a dose of reality but that will NEVER happen because they quit being the Police long ago when the got their gold stars!

2 female po district secretaries
1 female po activity clerk
1 female po citation clerk
2 female po ???????? clerks
1 male po computer geek
1 male po "go-for"
3 male po review officers
1 female civilian review person
1 female district manager
2 tact secretaries
You'll see some of the above assigned to the Norwood Park parade on Monday working the holiday for time and 1/2. Not bad for a 4 hour day geting paid for 12

what they were saying at 35th was that if your supervisor couldn't justify why you were needed at 35th while on LD or CD then you will be shipped out to a dist to fill admin functions such as watch sec. The civ union filed a lawsuit and won. They complain that while they were being laid off the city was replacing them with LD and CD officers and that they were taking their jobs. So now all full duty PO will be untouched and they are looking to kick out all LD and CD po and eventually firing them because they cant perform their duties and FOP states they cant help.

Please correct me if I am wrong. I thought that the City has possession of your deferred income contribution for thirty days and then transfers it to your Nationwide Retirement Solutions account.

I believe that Nationwide Retirement Solutions is a subsidiary of the Nationwide Insurance Company.

So, if this is true, then, the real question is what happens to your account if Nationwide Retirement Solutions/ Nationwide Insurance Company goes belly-up?

Is there any guarantee of cash funds with Nationwide? Or do we have to hope that the Federal Government will bail them out like AIG?

J-fed has been saying all along that the districts are NOT short manpower. If this is true, why is all this necessary. Either, J-Fed was lying or, he was lying. Someone, FOP, Aldercreature, reporter, any one, please ask J-Fed if we are short staff in the districts and if he says no, please follow-up and ask if this is so, why do we need to make all these changes.

2. Did you know that the City owns your deferred comp. until you retire? That is correct. Do the research.
Not anymore, this was the case when DC started but thank g d they changed it. in the old days if the city went down you as a DC member became a creditor against the city like any other vendor this is NOT the case now

In some districts this will mean drastic changes, in others not so much.

As far as my district, the desk, front office and caps will lose people and the lockup will stay the same.

I hope this is the start of trimming the fat. Too many do-nothings hidden inside and the A&As have been falsified for years, and now that have the attitude of entitlement. IT will be good that those people get pushed out.

018 has been doing this for a few months, and it has been TERRIBLE. Just about everyone bid off the 3rd watch desk, and even guys that usually 'go with the flow' are po'd when they are assigned to the desk. One po gets to put his feet up in the radio room while the other is stuck doing all the work downstairs. And now this one person is gonna have to do the watch sec job too? wow. Clearly this is coming from a group of brass that never spent much time at a district level...

Just file the grievance, hit the streets and once you WIN (and this is very winnable and probably already been set by precedent) collect that big check. The thing that always kills me is that anytime "inside people" are mentioned, everyone talks about what lazy dogs they all are. Ok, some of them are. But everyone bitches that they should be out on the street and be the "real police". Imagine if that were the case..then the desk positions would probably be filled by reverse seniority. Same with w/s etc....My point is that if you didn't have people that WANTED to work in these spots for whatever reason, they would need to be filled with people that DIDN'T want to work them. Imagine working on the street everyday and then being told you are the new timekeeper or radio guy or whatever. Let the ones that want to work inside stay there and quit bitching about it...unless you would rather be forced to do it yourself.

Again, a double edged sword thrown at patrol. While it is good to clean house of the useless officers that hide on the inside, it also puts them back on the street where they know nothing. Will they really do anything on the street? NO. Will they stay on a noise disturbance or paper job for hours? YES. Unfortunately they will be more of an anchor to the workers than anything. And also a hassle to the sgts for request for supervisor's, due to their lack of knowledge of how to 19P Dude's constant bullshit. The desk does need more people than 2 in certain districts. However, those desk people and inside people should be the workers from 20 years ago who were unable to make rank, get out of patrol or who have come back to patrol. Let the old timers work inside and on the desk, like it used to be. But that makes too much sense I guess.

But what about Donahue? Where is he on this? How come he has never said a word in the media about the man-power shortage when J-Fed said we have 13,500 people? Even if he just said we have X number of D-1, D2 & D2A people in FOP so as to imply that J-Fed is a liar and should resign or learn to count.

Shortshanks is threatening layoffs in all city departments to garner money for his monuments, his cronies and his Olympics.

He is making layoffs in the CPD, he is making LAYOFFS BY ATTRITION.

That's the real headline scandal.

Plus TWO on afternoons, now cut to ONE?

That's more than any dist. or area desk crew!

Plus a Sgt. for each crew? And a Lt. to boot?

Now that's insane!

At the very most, and i'm stretching this a lot, that useless office should have 1 Sgt. and 2 p/o's period.

Better yet, let civilians run it, who are paid by the alderman and work out of his office. That would free up lots of Police, Sgt's & Lt's, plus all the vehicles they command plus office space and police money.

Hey Dugan, how about this radical thought?

Close all district stations for walk-up service on the midnight shift,
(10pm to 6am). No walk-ins and no calls accepted (except PAX calls).
Any report can be made thru 311 and ARP as necessary. The limited desk crews will be able to handle all the court transmittals, bonding of prisoners, A&A sheets, etc.

Many suburbs already do this, they close at 6pm and re-open at 8am.

Some are closed all weekends and holidays (open M-F business hours only).

If there is a rash of traffic accidents, place a car in front of the station to write all the reports.

We don't need people walking in our stations 24/7, 365.

I'm sure this will get the Mayor's attention and all the Rev's powered up to see how undermanned we are.

Because we know the media cannot or will not look into the shortage and waste around the city. They only want sensational scoops to boost ratings and viewers. Plus they like their stories spoon-fed to them to avoid too much research.

Come on Dugan and Fed man, make a real stand, (oops) forgot, your marching orders come from the putz on the 5th floor, silly, just silly!

P.O Smith and P.O Jones work the desk or office or hall monitor or whatever. On the AA sheets the are assinged working beat 2608C or some other beat that isn't a geographical beat in the district.

Deferred comp- city has custody of money otherwise it could not be tax exempt.
A city in California actually tried to borrow money from their members deferred comp. They decided against it finally after a big uproar. This happened years ago.

Nationwide did not take the hit like the other insurance companies. A little more stable.

For those of you still on the job, city has custody of your deferred comp. Call them, they will give you a song and dance but do the research yourself.

You'll see some of the above assigned to the Norwood Park parade on Monday working the holiday for time and 1/2. Not bad for a 4 hour day geting paid for 12

It has been suggested that, "It's Time for ANOTHER well-organized, informational PICKET."

The first one was great and I was proud to be there and to take part. But, did it accomplish much? Another one could be ignored by the media and Shortshanks will be out-of-town and J-Fed and Dugan will be out-of-touch.

MAYBE the thing to do is to have a different kind of march. Take a cue from the March of Dimes, organize and go door to door in our own neighborhoods. The neighborhoods that provide the most taxes and the most votes for Shortshanks and his appointed lackey aldermen. We would meet in the district stations, and then fan out to go door to door in the neighborhoods where we live and send our kids to school in small groups going on both sides of the streets. We wear police novelty baseball caps, polo shirts and logo jackets, what are the gold stars going to say about that. Just don't look like Jehovah’s Witnesses.

We ring doorbells and have flyers, telling people that they are paying all these high taxes for 13,500 well trained and equipped police officers and they are getting shortchanged by Shortshanks by only getting how many. We tell them that we need to change the administration, to call their aldermen, the mayor's office. Tell them to think about this when they vote.

Stay safe, if the same number of cops did this as did that march this might shake up Shortshanks.

I used to work at 35th. and Michigan A.K.A. HQ. Ivory Tower!

I have scene what goes on and it is a disgrace to wear this uniform after seeing what I saw!

I can honestly say that there are over 1500 full - duty, sworn personnel of all ranks in that building over 3 Watches and 7 Days.

Most are do nothing "lackeys" for various idiot bosses! I have scene them rush to wash bosses cars, pick up dry cleaning, gas up cars because the "so called bosses" don't want to get their manicured hands dirty!

These people would have a heart attack if having to go back to a watch to deal with Domestics, Piss bums and nuisance Burglar Alarms!

So quit draining the Patrol Division and put these useless fucks on the streets and in the Districts and on the Watches!

However you will never have leave the station. You can still work in caps, the office or some other inside position. You will be carried on the sheets as working beats: 951, 952, 948 or some other car. So when 35thst looks at the sheets for the 2nd watch -the watch has another 3 or 4 rapid response cars manned on days. WRONG!! Meanwhile the rest of the watch is running around shorthanded. So relax and just have your commander do what the commander of 009th dist does and you will be fine. OH, G.E. you are a slick one.

1) Hang around the phone so when you call 5 minutes before I'm walking out the door looking for tomorrow off, I can re-do the sheets.
2) Fill that last minute detail by reverse seniority, so you aren't on it tomorrow.
3) Go to bat for your dumb ass with the W/C when he/she asks why you aren't on your regular car, 'cause you want to duck tomorrow.
4) Tell the front office why we don't want to give anyone up for furlo relief to another watch so you can use your time due tomorrow; (see #1)
5) Switch your partner for you after you come and peek at the sheets because you can't possibly work with so and so.
6) Any other stupid report the W/C needs to answer from 35th street.
7) Anything else the W/C needs

Get over it.

This whole effort will ultimately put on average 5 P.O.'s back on the street per district. But how can you blatantly say this is the guide? How can you give 016 the same inside manpower as you do 006 or 007? How stupid are you?

Beyond the house mouse comments, in reality some of us inside people actually have a job to do that we really put our all into. I know, I worked the street for the past 24 years and I never once worked inside except the desk occasionally. I now do work in the office and my knees are a little weary and my heart is a little heavy from all the shit I endured in 007 and 008. I also watch my Commander work his ass off. I watch him come in at 0730 and we are told he leaves after 1st watch roll call practically everyday. He does need a lot of shit done and every day he has 5 meetings and a hell of a lot shit from 35th to address, let alone reviewing stats, reading beat officers reports, reviewing the watch sheets to ensure the WC is not fucking with the officers again, look at what abandoned buildings is doing, what missions should be done, talk to tact, talk to the CAPS staff and don't forget to talk to the Aldermen and the ministers. Did you make time for your kids and fuck the wife, she understands! This is all in a days work Commander and we will thank you at the next CAR meeting and tell you about all the shit you did not do! I told him all of this is not worth the Ranger stripes!

1) with you guys in backlog every night in a lot of districts, has there ever been any talk of having gang/tac units take calls on a regular basis. I know this kind of goes against the whole point of district gang/tac teams, but isn`t a nightly backlog a serious problem?
2)Who is supposed to get notified when there is a backlog?
3)Assuming all the equipment is working properly, can the officer in the squad car see, on his computer, the call that are pending?

How about some common sense and call for this problem to be corrected (outs are higher than ins).

Instead, stress and over work your desk personnel by knocking them down to an unsafe minimum number of personnel (to get another body or two in the District cars) instead of addressing the real problem:

There are far too many detailed out.

Most of the detectives working the desk and answering the phones are old timers and have done their time. There experience is needed at that position to weed out the nonsense. That is more than I can say for some desk personnel.

Glad to see change but I agree that each district should be assessed on an individual basis. Some districts are so busy and others not. I worked the desk in 008 a few times and it was so busy I could not work fast enough to help everyone. I never wanted to work the desk again. Plus now it takes forever to enter all those reports on the computer. I never knew how much bullshit paperwork is generated for 35th st., Oh and don't forget those the input of tss & contact cards too. I hate working the desk, it sucks and so does working in CAPS office. Processing all the paper we generate takes time and is boring as hell. Working a beat car is sweet compared to data entry, report writing and ass kissing all day!! These changes just mean that everyone will have to work a little a harder and being inside will no longer be a perk.

Every Watch Secretary is the WC's suck ass . None know the street anymore and are scared to hit the street . I'll bet not one Fuckin' watch Sec. hits the street in any Dist. They are all useless pieces of shit .

people keep talking about getting rid of TRU, MSF, GEU, Saturation, Gun Teams and Area Tac Teams. I'm all for it. However, I do think it is a good idea having a city-wide unit that is about 200-300 strong that works 24/7 with the most POs working 3rd watch.

hey Guys, got a few questions here.
A County Guy wants to know
1) with you guys in backlog every night in a lot of districts, has there ever been any talk of having gang/tac units take calls on a regular basis. I know this kind of goes against the whole point of district gang/tac teams, but isn`t a nightly backlog a serious problem?
2)Who is supposed to get notified when there is a backlog?
3)Assuming all the equipment is working properly, can the officer in the squad car see, on his computer, the call that are pending?

1)Sometimes they do take regular calls. Mostly for a priority 1 job. Otherwise, not really. But, that's if they're actually still at work or if they bother to answer the radio.
2)A Sgt. gets notified but they don't give a shit. It's just a BS notification.
3)We used to be able to do that with the old PDT's. The new ones only let Sgt's see the pending jobs.

1) Hang around the phone so when you call 5 minutes before I'm walking out the door looking for tomorrow off, I can re-do the sheets.
2) Fill that last minute detail by reverse seniority, so you aren't on it tomorrow.
3) Go to bat for your dumb ass with the W/C when he/she asks why you aren't on your regular car, 'cause you want to duck tomorrow.
4) Tell the front office why we don't want to give anyone up for furlo relief to another watch so you can use your time due tomorrow; (see #1)
5) Switch your partner for you after you come and peek at the sheets because you can't possibly work with so and so.
6) Any other stupid report the W/C needs to answer from 35th street.
7) Anything else the W/C needs

Get over it.
Secretary:an assistant who handles correspondence and clerical work for a boss.

The watch secretary is a pet name, they should be part of the desk crew, once done passing the radios/keys and doing the oh-so-complex A&A's they should return to the desk and write reports and answer phones.

It may be offered by the city but they don't "own" it. All monies in the accounts belong to the investor. You pick the funds to invest in, you put the money in, if the funds do good you make money. If they do bad you lose money.

That money usually cannot be touched until your separation from the department, i.e. you quit, are fired or you retire. They do allow for unusual circumstances that will allow you to take out an amount form the account. You would have to go to the Deferred Comp web site to look those up.

Polite my ass! It's a no win situation when dealing with the public. You want to report that your neighbor's dog crapped on your front lawn and they refused to pick it up? Hey, how about this....there is a little known unit known as CALL BACK. Go home, pick up your phone and dial 311. Got that? Maybe you ought to write it down.........3.....1......1. You can talk to a police officer who will take you tragic story and document it. Oh, don't worry, you will get a report number to show all your friends. You can tell them about your harrowing experience.

OK. If you didn't detect the sarcasm I'll explain it to you. On an average day, a police officer will be assigned calls such as little johnny won't do as he's told so have the police come to my house and bring their parenting skills that the average citizen seems to be sorely lacking.

Or the one I heard the other day. A car gets assigned a disturbance call. The dispatcher reads the comments over the air as follows: " Complainant stated that her upstairs neighbor's child is bouncing a ball on the floor. Complainant would like for the police to come and tell the neighbor to have their child stop."

I spoke with those officers later in the day and asked them if they talked to the complainant. They did. When they asked him why he couldn't try and resolve this issue with his neighbor, his reply was, " Well at the last CAPS meeting I was told that is I ever needed the police for anything, just call 911."

God Help Us!

Thank you! I needed a good laugh this morning and when I read this I busted a gut!

See, these people do provide a purpose. The district I work in has a dollie working inside, one she came too after getting dumped from 35th st. A couple of weeks ago she was told that she was going to have to work a detail, on either Sat or Sun.

OH THE HORROR! This bitch, who works Mon - Fri in the Commander's office, marched right into said office and told the DC that she cannot work the detail. When asked why, the only excuse she could come up with is "I have family obligations."

She has some fucking nerve. Thank God the DC had the right attitude and told her that either she goes on the detail or she can go back to the watch.
