Recruits Ticketing?

What's the deal with this?

Supposedly, the Academy took a bunch of recruits out and had them writing meter tickets this past week.

First up, it took a separate City Ordinance to authorize CTA Supervisors, Streets and Sanitation Supervisors, TMA's and PEAs to be able to write tickets. Did we miss something that permitted unsworn unarmed recruits to be able to write parking tickets?

Second, if this is supposed to be some sort of new mandated training, welcome to the future of the Chicago Police Department. You aren't the Police anymore - you are revenue agents, ticketing to feed the Machine. We imagine that the new kids will come out with a quota attached to their daily grading system and FTO's city wide (oops, we mean in 6 training districts) will be required to fail the recruits if they don't write at least their salary plus in parkers per day.

Maybe the City hopes to develop it into a habit - a mindless horde of revenue generators:
  • Old Vet: See that guy in the long jacket? Hanging around outside the Dollar Store? He keeps looking in the window and around the corner and it's 85 degrees out. That strike you as suspicious kid?
  • Newbie: Holy crap! Look at that car parked 12 inches from the curb with the cracked windshield! And that other car is protruding 6 inches into the "No Parking" zone delineated by signs! And oh my lord! Two fire hydrant violations, one with a hanging front plate! I think I'm in heaven - I need some oxygen!

ANY body can be issued a parking ticket book in this city. Loop tow truck drivers had them back in 1995.

Old vet: Look at that guy standing around, doing nothing, not committing any crime... lets stop him, talk down to him, make him feel small, berate him some, and ask him some intrusive questions... He doesnt want to answer my questions (his constitutional RIGHT--as he is not doing anything wrong) lets smack him around a bit, violate his rights, get a little heavy handed, and come to find out he was just waiting for his mom to get off of work to give her a ride home.

New Guy: Why are we bothering this guy? Ok, maybe he is a LITTLE suspiciouos... lets do some police work, watch him for a bit, see that he is not really doing anything wrong, see him walk off with mom, and completely avoid an ugly situation!


I have been on this job for 10 years, so I am by no means a new guy... Lets not act, SCC, like the old school way of policing is without its flaws...

I understand we shouldnt groom our newbies to be revenue guys, but lets not turn a blind eye to the fact that old school policing is not without flaws! We can agree that stereotypes dont form without reason... well, our old timers are not without stereotypes too!

We cannot say that the 1975 way of policing is the way to work in 2009... We need to find an in between, and to say the old school way is the way it needs to be is ignorant. I know it's easier from our side, but it's not 1975... Please stop embracing the "if you're educated you arent the police" mantra... or "if you have less than 25 years on you have no clue" mantra... We definitely get a bad rap in the media, and have no leadership... But to say we shouldnt leave behind our old ways is ignorant! We need to move on! As a department, we need to move on! The old way of thinking, the old way of training is what has gotten us in this predicament... We need to realize that change is good... Change is not scary, or bad, but rather something to be embraced... Like it or not this is a different time, and this is a different department... "use your feet get beat" just doesnt fly anymore... We need to realize, recognize, and accept that these are different times, and we are a different department... God bless the new CPD

If the opportunity ever presents itself where I observe a recruit writing a parker on my car, I (being a sworn officer able to lawfully give an order to a CIVILIAN) will simply order him or her to cease their actions. I will cite some obscure, made-up-on-the-scene exemption to the violation for which I'm being targeted.

Any objections on the recruit's part, whether verbal or otherwise, will be met with my order for said recruit to "drop and give me twenty!".

And since recruits on probation are disposable, I don't anticipate any problems with compliance.

Recruits are sworn in on their first day of the academy.
It was an exercise/class that was sent out to write parkers.
They were sent out into the doc.
They didn't find much.

I think that if this becomes a regular class (appearing every week or so and in a higher incident area) then I would say revenue generating.

I beleive that each recruit wrote one parker each.

The recruits wrote the tickets, the P/O's that went with them signed them. 50 tickets. The mayor's office actually wanted to know how much revenue the 50 tickets brought in. Better they practice ticket writing then passing out packets for the Shamrock Shuffle, helping with the run to remember, and looking for Bear the missing police dog. At this rate, they will never graduate.

In 010 the District Manager gives out tickets to Cook county Sheriffs who write the tickets around the jail, them return the tickets and empty book directly to her.

The recruits were taken to the 012th district's DOC area and each wrote a few parkers from shared ticket books. Between the bunch about 40 tickets were written as part of their hands on training.
This may the one and only time they will be going out for this type of training, as the books have been returned.

I've been saying this for a while. If the average citizen starts to view the police as revenue agents instead of protectors then it's going to get ugly very quickly. A friend of mine recently got a speeding ticket in the western suburbs for doing 24 in a 20 (not a school zone. Pissed off doesn't come close to how he feels about the jagoff who wrote him up.

Chill out?? What is next for that class of recruits? The recruits are falling far behind in the state required classes. Why? Recruits are free labor, nothing more. They had to assemble and distribute bags for a run, searching for a dog and participating in different 5K runs. Soon, any organization with clout can request recruits to assist. I can only imagine what is expected during the taste week for the recruits. Thank god I graduated before the focus changed at the academy.

Thats rights its printed on all their vehicles. REVENUE is the key word,its not hidden and it basically tells you that they are in the business of generating REVENUE. Other Cities call it Parking Authority, Parking Enforement, or Traffic Unit. Either way they generate $$$$$ for the city but for this prick to call department of REVENUE really tells us that traffic safety and enforcement is not his number one priority. You Dumbocrats keep voting for him, LOL!!!

Write everyone!! Delivery drivers, CTA, Yuppies, shitbirds, treehuggers, churches, bicyclists (who are supposed to follow rules of the road)..fucking everyone..non-stop. If you are in a backlog..sorry squad I got a TVB...I think a lot of people will be bitching then besides just US!!!

How about this ?

When payment is made for the City Vehicle License, each citizen will be issued a book of parkers that they can write by their house, on cars blocking their driveway, garage or crosswalk, or parked on the nearest fire hydrant, or even without the proper neighborhood parking permit.

Now Shortshanks will be able to get his revenue stream up to where he wants it. After all, how many of these people wouldn't jump at the chance to screw over their neighbor by writing them a parking ticket, especially when they deserve one.

Of course, they will need to hire more police officers since the number of stabbings, shootings and homicides will go up as a result!!!

The CPD has been the dept of revenue with guns ever since the office of accountability was created.

When I first came on the job the 1st watch WC didn't want any activity. The WC was old and on his way out the door. The only thing he cared about was officers backing each other up on jobs. He wanted at least two cars riding on every job unless it was a parker or traffic crash. The old man didn't want to sign arrest reports unless the complaints were signed by a civilian. The 1st watch had two wagons, a traffic car, 3 rapid response cars, all beat cars up and two maned, and 2 or 3 plain closed cars. I don't work in that district anymore but I know they don't have half of what we had back then.

Think about this. The watch regularly downs rapids, park cars, wagons, and everything other than the parking ticket car and traffic (ticket writers) cars. The city only cares about revenue.

Should one of us get hurt, shot, or even killed they city and bosses wouldn't care at all!!!! Not a tear would be shed. The Mayor and alderthieves would see one of our deaths as a chance to advance their liberal anti police agenda.

To change a Ronald Reagan quote just a little bit "every time you write a parker and most movers you are not solving the problem you are part of the problem." No matter how many movers and parkers you write its not going to change a thing. The city will soon allow all city employees to write parkers to increase revenue, period!!!! The days of old are long gone. The police have no power anymore. The police are cog in the wheel that the mayor would love to replace with security guards. Don't ever forget that!!!!

when i was in the academy they made us work the southside hillbilly irish parade, an anti-war protest, an illegal alien rights march, and the cinco de mayo parade all while in the academy. no stars, no guns, no radios, no cuffs. we wore khaki shirts, blue pants and cpd hat. is that free labor or what?

You're right it is a different time, a different department and as a result a different city. Today the Shit heads and criminals no longer have a respect (or fear) of the police. They can act and do as they please throughout the city with relative impunity. The old way might no have been perfect but at least the criminals knew their place.

Dep Of Rev Bike Patrol has been all over G-Ridge, Clearing and, Mt Greenwood for the past couple weeks. City Ordinance requires any person over the age of 12 to ride on the street not the side walks soooo 022 and 008 coopers they are targeting us and other city workers pleaseEEEEEEEE ANOV their A$$es if you see them violating any ordinances.( wc might be pissed but a physical arrest might help get the point across)

If you stop someone then what is your legal basis for stopping them? Because if it turns out they have dope, a gun, a knife, a warrant, etc... then what are you going to write in your arrest report num nut? Are you going to say "A.O. observed the above offender looking at other cars"?

Also Mr. Brave Officer, just because you stop a car with four or six heads in the ghetto doesn't make you a tough guy. Nor does working in the ghetto makes you tough. - ISP wrote my passenger a ticket for taking off the seatbelt at the tollbooth to get at his wallet just as we were rolling up to the window. The guy knocks on the windshield just as my passenger passed me the 80 cents and was re-buckling. Now, $55 later, I'm seeing "revenue agent" in this, and it had nothing to do with safety (oh, yeah, what if we had been rear-ended at the tollbooth...). I am one p.o.ed "average citizen."

WOW! 10 years? I bet you have to stop at the car wash before check off everyday just to have them vacuum all the old salt out of the interior.

If anything I have learned on this job is that at certain times you have to be an asshole or you won't get results. People are not afraid of the CPD anymore because they know that all they have to do is cry "excessive force" and the city will do anything they want.

The CAPS program was a mistake. It essentially was a pay off from Washington to "pussify" the police. Hell, last week we were told at role call that we HAVE to give a citizen a report no matter how ridiculous or outrageous the complaint is. Why? Because it will save the bosses from spending time doing paper work.

If you can't have the people respect you and the job you do then you better well have them fear you. Otherwise you will be wasting your time.

We need to realize that change is good... Change is not scary, or bad, but rather something to be embraced... Like it or not this is a different time, and this is a different department... Get one thing straight; people will commit a crime when they fell that they have a good chance of getting away with it and if they are caught, nothing will happen to them. That is why we have laws and punishment. If some shit head knows that the police won't do anything to him he will become embolden to continue on his criminal path.

Hey asshat, YES; a police officer CAN give ANYONE an order and expect it to be followed. As long as the order is within the scope of the law and the officer's sworn duty to up hold it they can give such an order.

You sound like that adlercreature Dixon who tried driving around marked police cars which were blocking the street because of a major fire. When told that she couldn't do that she became infuriated, demanding by what right do they have to tell her what to do?
